Introduction RMB Consultants (Civil Engineering) Ltd has been appointed to produce a Transport Statement to support a planning application for proposed development at Land at Gore Lane, Eastry, Sandwich, CT13 0LJ. 1.1 Site Location The site is located to the north of Gore Lane, Eastry, Figure 1. Figure 1. Site location. 1.2 Existing Site Use The site is currently a greenfield site that covers 2.1ha, Figure 2. 3 RMB Consultants (Civil Engineering) Ltd Land at Gore Lane, Eastry, Sandwich, CT13 0LJ Transport Statement Figure 2. Site location plan. 1.3 Proposed Site Use An outline planning application is being made for 50 dwellings, Figure 3. Figure 3. Proposed development. 4 RMB Consultants (Civil Engineering) Ltd Land at Gore Lane, Eastry, Sandwich, CT13 0LJ Transport Statement 1.4 Kent County Council Pre-application Advice Pre-application advice has been sought from Kent County Council. The main points raised by the consultation are as follows: a) Gore Lane along the site frontage is of insufficient width for two vehicles to pass each other and therefore may need widening to 4.8 metres along the entire site frontage or require the provision of intervisible passing places giving suitable width and length for a car and a bus to pass each other. b) In this respect a pedestrian connection and crossing point will be required at the northern end of the site where the existing footpath from Cooks Lea meets Gore Lane. For the southern half of the frontage there is an existing footway on the east side of Gore Lane and a connection with crossing point will need to be made to this. Whilst this will not require a footway along the majority of the southern site frontage, a footway connection will need to be made between the site and the existing bus stop and footway to the south. c) Parking provision will need to be in accordance with Policy DM13 of the Dover District Local Development Framework Core Strategy adopted February 2010, for a village/rural location. 5 RMB Consultants (Civil Engineering) Ltd Land at Gore Lane, Eastry, Sandwich, CT13 0LJ Transport Statement 2. Scope The report considers the transport effects of the existing and proposed development as follows: Chapter 3 reviews the current national and local transport policy framework as applicable to the site. Chapter 4 assesses the existing transport conditions. Chapter 5 considers future traffic flows excluding the proposed development. Chapter 6 considers transport conditions as a result of the proposed development. Chapter 7 considers a Travel Plan and initiatives that could be implemented to limit the use of cars and promote more sustainable travel options. Chapter 8 assesses parking and the internal layout within the proposed development site. Chapter 9 assesses the impact of the proposed development on the transport network and compliance with the national and local policy framework. Chapter 10 provides a summary of and conclusion to the report. 6 RMB Consultants (Civil Engineering) Ltd Land at Gore Lane, Eastry, Sandwich, CT13 0LJ Transport Statement 3. Policy Framework National Planning Policy Framework The National Planning Policy Framework (NPPF) sets out the Government’s planning policies for England and how these are expected to be applied. It provides a set of core land-use planning principles should underpin both plan-making and decision-taking. This includes the principle to; • actively manage patterns of growth to make the fullest possible use of public transport, walking and cycling, and focus significant development in locations which are or can be made sustainable. The NPPF gives the following guidance in promoting sustainable transport: • All developments that generate significant amounts of movement should be supported by a Transport Statement or Transport Assessment. Plans and decisions should take account of whether; o the opportunities for sustainable transport modes have been taken up depending on the nature and location of the site, to reduce the need for major transport infrastructure; o safe and suitable access to the site can be achieved for all people; and o improvements can be undertaken within the transport network that cost effectively limit the significant impacts of the development. Development should only be prevented or refused on transport grounds where the residual cumulative impacts of development are severe. • Plans and decisions should ensure developments that generate significant movement are located where the need to travel will be minimised and the use of sustainable transport modes can be maximised. • Plans should protect and exploit opportunities for the use of sustainable transport modes for the movement of goods or people. Therefore, developments should be located and designed where practical to; o accommodate the efficient delivery of goods and supplies; o give priority to pedestrian and cycle movements, and have access to high quality public transport facilities; o create safe and secure layouts which minimise conflicts between traffic and cyclists or pedestrians; and o consider the needs of people with disabilities by all modes of transport. • A key tool to facilitate this will be a Travel Plan. All developments which generate significant amounts of movement should be required to provide a Travel Plan. The NPPF recognises that opportunities to maximise sustainable transport solutions will vary from urban to rural areas: • Transport policies have an important role to play in facilitating sustainable development but also in contributing to wider sustainability and health objectives. Smarter use of technologies can reduce the need to travel. The transport system needs to be balanced in favour of sustainable transport 7 RMB Consultants (Civil Engineering) Ltd Land at Gore Lane, Eastry, Sandwich, CT13 0LJ Transport Statement modes, giving people a real choice about how they travel. However, the government recognises that different policies and measures will be required in different communities and opportunities to maximise sustainable transport solutions will vary from urban to rural areas. • Plans and decisions should ensure developments that generate significant movement are located where the need to travel will be minimised and the use of sustainable transport modes can be maximised. However this needs to take account of policies set out elsewhere in this Framework, particularly in rural areas. These policies include the following: • To promote sustainable development in rural areas, housing should be located where it will enhance or maintain the vitality of rural communities. Local Transport Plan for Kent 2011-16 Local Transport Plan 3 sets out Kent’s vision for 2011-2016. It identifies five themes, based on the National Transport Goals: 1. Growth Without Gridlock 2. A Safer and Healthier County 3. Supporting Independence 4. Tackling a Changing Climate 5. Enjoying Life in Kent A number of Local Transport Plan Objectives and Transport Objectives have been identified within these themes. Table 1 lists the objectives that are relevant to the proposed development. MARGARY, F.S.A. THE Roman roads of East Kent are generally so obvious and well known that no further description of them seems necessary. There are, however, a few points at which the line is doubtful or where topographical problems admit of some discussion, and it is in considera- tion of these that the following notes are offered. They are based upon field observation made during a visit of some days to the district in June, 1947. STONE STREET—LYMPNE TO CANTERBURY The very striking directness of this road makes it clear that its purpose was to link Canterbury with the Roman port at Lympne. This was probably situated below the old cliffs, near the hamlet of West Hythe, to which access is given by a convenient combo in the cliffs at that point from Shipway Cross above. The Saxon Shore fort at Stutfall Castle was, of course, a late Roman construction, much later than Stone Street, and was probably connected to West Hythe by a spur road below the cliffs, for access to it from Lympne, directly above, would have been awkward. It is to Shipway Cross and the head of the combe that the main alignment of Stone Street is exactly directed. Although it has now disappeared between the Cross and New Inn Green, there are distinct traces of its scattered stone metalling in the field to the south of the Green, while portions of hedgerows and a footpath mark some parts of its course there.

For Recommendation 1. Introduction 1.1 On behalf of Kent County Council (KCC), Kent Highway Services (KHS) are proposing the alteration of the speed limit on two sections of the A257. 1.2 A working party was organised locally which included representatives from local Parish Council and residents groups; MP’s Laura Sandys and Julian Brazier; County Councillor Leyland Ridings and District Councillors and was formed to discuss the impact traffic had on the Villages located on the A257 and surrounding roads. 1.3 Among other issues, all were concerned with the speed of traffic on the A257 and had related concerns regarding road safety. As a result of this KHS were asked to investigate the potential of lowering the speed limit on the A257. 1.4 KHS carries out a yearly examination of crash clusters on the County’s Roads. This is based on personal injury crash information supplied by Kent Police. The 2010 investigation did not reveal any recurring crash cluster sites along the length of the A257 that required action. 1.5 As the year progressed two sites developed that had several ‘damage only’ crashes: 1.5.1 On the approach to Wingham from the west (Bridge Bend), additional signing and lining improvements were organised for this location.
