He served during World War II with the North Novis and now resides is Summerside, PEI. He is a Life Member of the Legion. AYERS, Major James Emmett WWII, KOREA & PEACEKEEPING James was the son of the late Charles and Isabel (Goodwin) Ayers. He served in World War II, the Korean War and UN Peacekeeping. James passed away on December 15, 2010. He was the beloved husband of Anita Hennessey-Ayers (nee Miller), and the late Eileen Ayers (Walsh). James lived in Charlottetown, PEI and had three children and seven grandchildren. BAKER, Donald R. “Don” WWII Donald was born on July 8, 1914. He attended Margate School, Prince of Wales College and Mount Allison University from where he graduated in 1939. While serving in the Royal Canadian Navy during World War II, Don rose in rank to command his own ships. He later served in the Naval Reserves with the rank of Lieutenant Commander. Don married Jean MacEachern of Charlottetown in 1943 and after the war returned to Margate and purchased the family farm. For health reasons, he later gave up farming and established D. R. Baker Insurance in 1961. Earlier Don and Jean had established Cavendish Lodge and Cottages. In retirement, they enjoyed winters in Daytona Beach and took trips to visit family and their many friends. Don was a member of the Kensington Royal Canadian Legion Branch. Don passed away on December 27, 2003. She enlisted in the Army and worked in Halifax and Toronto. She has been a member of The Royal Canadian Legion for four years. BERNARD, Eugene Philip PEACETIME Bernard was born in Summerside, PEI in 1948. He enlisted in the Royal Canadian Air Force and served in Canada and Baden, Germany. BIRT, Allan Ewart PEACEKEEPER Allan was born in Charlottetown on March 1, 1959, the son of the late Norman and Bessie (Keeping) Birt. As a teenager, Allan and his late brother, Boyce, could be seen at many of the popular fishing holes around Queens County. Allen attended school at Spring Park, Queen Charlotte and Colonel Gray before joining the Canadian Armed Forces in July 1980. His military career spanned 27 years and included overseas stints in Germany and Croatia. Allan’s last posting was at CFB Gagetown New Brunswick where he was a well-respected Warrant Officer. Allan was very proud of the lovely home he and his wife Vicky (Ross) built in Lincoln, just outside of Fredericton. He was a member of the Church of Christ in Fredericton where he served on the church building committee. Among Allan’s hobbies were woodworking and cheering on the Tampa Bay Lightning of the NHL.

Mount St. Vincent University, Halifax, Nova Scotia In a recent work entitled Changing Patterns of Higher Education in Canada edited by Robin S. Harris and published by the University of Toronto Press in 1966, Monsignor H. J. Somers introduces his treatise on the Atlantic Provinces with the following generalization: The history of education in these provinces is a fascinating story of geography, racial rivalry, politics, religion, and education. I have placed education last because man y t imes the other factors were the major influences in determining educational policy, or lack of policy. Normally the educational development has not been planned but has simply evolved in response to local circumstances. It is only within the past century that definite patterns have emerged and hardened into systems, whether at the elementary, secondary, or university level. The First World War and the great depression of the 1930’s did little to change the approach to education, except to make more meager the educational facilities, and more austere the lives of those who devoted themselves to th education of youth.1 The history of higher education in the Province of Prince Edward Island is no exception . The apparently radical changes which have been effected in the structure of post-secondary education in the Island Province over the past few years, when viewed from the historical perspective, may be seen as the result of an almost two-hundred-year history of attempts on the part of the government to provide a provincial institution of higher learning supported by public funds which would serve the needs of the Island people.

This review incorporates the statistical information on financial expenditures, population, services offered by municipalities, planning and municipal assessments. I would like to express my sincere appreciation to all municipalities for their assistance in completing the required documentation. They provided a great deal of the information in this report, along with Statistics Canada and various government departments. Lockerby Memorial Scholarship DESCRIPTION These scholarships have been established by the Lockerby family in memory of their parents, Lloyd and Jean. Lloyd Lockerby passed away in February 2008 in Summerside, PEI. His death was preceded by that of his wife, Jean, in 1998. Lloyd and his wife Jean were partners in life, together raising three sons and operating a Shorthorn cattle operation and a third-generation fox farm in Hamilton, PEI. The high quality of foxes produced on the Lockerby ranch became recognized throughout PEI, Canada and abroad, and Lloyd himself became known as one of the most knowledgeable fox ranchers in the industry. Lloyd graduated from Prince of Wales College in 1933, and from MacDonald College, a constituent of McGill University, in 1938, being the recipient that year of the Governor General’s medal for top standing in his class. During the decades thereafter, he made an indelible mark in his regional community and in the broader community of Prince Edward Island. Jean was throughout her life a strong advocate of education at all levels. Having graduated from Prince of Wales College in 1930 with a first class teacher’s licence, she taught in several Island schools, including Summerside High School. She had a keen interest and provided leadership in community affairs, particularly in the areas of heritage and culture. In honour of Lloyd Lockerby’s deep commitment to community service and the agricultural community of Prince Edward Island, and Jean Lockerby’s desire to encourage, recognize and support students pursuing post-secondary education, and to contribute to the future well-being of the Island, these scholarships have been created in their memories.
