This fall marks a new era in elections for Thurston County voters. For the first time, you can mail your ballot without a postage stamp. Grant funding from the State of Washington for prepaid postage for the 2018 primary and general elections gives Thurston County voters an easier way to return your ballot. Research shows that turnout increases with prepaid postage, and we’re always looking for ways to increase voter engagement.

One thing hasn’t changed: You still have many ways to return your ballot. Either mail your prepaid postage envelope or use one of our twenty-seven convenient ballot drop boxes located throughout the county. Beginning July 18th, election drop boxes are open 24 hours a day, 7 days a week through 8:00 p.m. on Election Day. A list of drop boxes is included in your ballot materials, online at ThurstonVotes.org, and on page 1.

Be sure to check your mail pickup time. Since the most common pickup times for the postal service are early afternoon, dropping your ballot in a mailbox on Election Day doesn’t always guarantee your ballot will be postmarked on Election Day.

We’re excited you’re exercising your right to vote! Your access to democracy is our mission and one that we take very seriously. Fair, honest and secure elections conducted with integrity help make our community thrive.

In the 2018 state legislative session, lawmakers passed bills to improve access to democracy. Starting in 2019, there will no longer be an 8-day cutoff to register to vote. Registration deadlines will be eliminated. You will be able to register in the Auditors’ Office and vote up until 8:00 p.m. on Election Day. Also, 16- and 17-year-olds will be eligible to pre-register to vote. Research shows youth who pre-register become strong voters in adulthood. Exciting times are ahead for election administrators and voters!

When we receive your ballot, you can trust your vote is secure. We actively work with local officials and federal cybersecurity experts on election security. Our tabulation (ballot counting) equipment is not networked and has no internet connection, ensuring it’s highly secure. Would you like to take a tour to learn more? We invite you to visit the Ballot Processing Center, located at 2905 29th Ave SW in Tumwater.

I encourage you to take the time to read through the candidate and issue statements in this pamphlet. Ballots will be mailed by July 18. We’ll do our part to conduct fair, transparent and secure elections. You can count on our elections administration team! We respect those in our community who dedicate their time to run for elected office and represent each of us. Please do your part – vote!

Sincerely,

Diana Benson Chief Deputy Auditor

The Thurston County Fire Protection District No. 9 Board of Commissioners adopted Resolution No. 17-505 approving Fire Protection District No. 5’s request to merge. The proposed merger, if approved, would create a single Fire Protection District No. 9. Shall Thurston County Fire Protection District No. 5 be merged into and be a part of Thurston County Fire Protection District No. 9? Yes No Explanatory Statement The Board of Commissioners of Thurston County Fire District No. 5 (Black Lake) has passed a resolution requesting an election to merge that fire district into Thurston County Fire Protection District No. 9 (McLane). For several years, the two districts have been operating as one department under a consolidation agreement. The consolidation has been successful. The Board of District No. 9 has concurred in the petition to merge. If a majority of the registered voters of District No. 5 vote for merger, then the merger will be effective upon certification of the election results and adoption of concurrent resolutions by both boards. Approval of merger will not change the delivery of emergency services, except for potential enhancements to service. If merger is approved, District No. 5 will be dissolved and its assets transferred to District No. 9. A proposal to immediately increase the number of commissioners of District No. 9 to five board members instead of three will be placed on the November general election ballot if the voters approve this merger proposition. For Statement Vote “Yes” for Merger, “Yes” for Efficiency Fire District 5 consolidated with Fire District 9 in 2008 following a large annexation of the District into the City of Tumwater. This annexation decreased tax revenue to a level that would have caused significant reductions in services and reliability. To secure fire protection and emergency medical services, the Board of Fire Commissioners made the decision to consolidate with Fire District 9. During this 10-year partnership, McLane Black Lake Fire Department, the consolidated agency, has increased career firefighter positions, providing a more reliable service delivery model and improved the District’s fire protection class rating, resulting in a reduction in many homeowner’s insurance rates. The Districts have the same Regular and Maintenance and Operations levy rates. Both Districts have voted and non-voted debt which will remain with the taxpayers of the original Districts. There will be no increase in taxes as a result of the merger. It is anticipated the consolidated District will need to continue to ask voters to approve Maintenance and Operations levies to maintain services in the future.

Statements are the opinions of the authors and haven’t been checked for factual or grammatical accuracy by the Auditor’s Office. by the Auditor’s accuracy or grammatical factual for been checked and haven’t the opinions of authors are Statements Duplication of administrative staff was eliminated during consolidation. However, the District’s remain two separate legal entities, requiring duplication of services associated with County, State and Federal programs and reporting requirements. This will be resolved with a full merger. The reduction in administrative staff without the corresponding reduction in administrative requirements is very inefficient and difficult to manage. Your “Yes” vote will allow us to operate more efficiently and effectively.
