Dave Hildenbrand) Enact the Marshall Plan for Talent in the school aid budget It’s time for Michigan to revolutionize our education system. SB 941 will transform the ways we invest in, grow and attract talent in our state and revolutionize our education systems to help all Michigander become lifelong learners and gain the 21st century skills employers are seeking. Senate Bill 942 (Sen. Goeff Hansen) Secure funding for the Marshall Plan for Talent SB 942 transfers funding from the Higher Education Loan Authority act to the Talent Investment Fund to improve they ways Michigan invests in, grows and attracts talent to the state. INCREASE CAREER EXPLORATION House Bill 5139 (Rep. Daire Rendon) Career exploration Career discovery is critical to changing student perceptions of in-demand jobs. HB 5139 will create a model program as part of the core instruction that delivers age-appropriate career exploration and engagement with local employers from kindergarten through graduation. House Bill 5145 (Rep. Julie Alexander) Teacher externships HB 5145 will ensure that educators who spend time learning about private sector practices with local employers will be able to apply that time as credit toward required continuing education and professional development. Senate Bill 343 (Sen. John Proos) In-demand career listings This legislation will require the Department of Technology, Management, and Budget to provide information regarding in-demand careers to pupils electronically each school year. Senate Bills 684-685 (Sen. Ken Horn and Sen. Peter MacGregor) Talent portfolio and career exploration This legislation will require schools to help students document tangible and marketable career skills achieved during education. This “Talent Portfolio” will be developed and revised throughout the implementation of a student’s educational development plan. The bills would also require schools, as part of their school improvement plan, to provide robust career exploration and connection opportunities during grades K to 12. CREATE MULTIPLE PATHWAYS House Bills 4315-4316 (Rep. Beth Griffin and Rep. Curt VanderWall) Merit Curriculum flexibility Merit Curriculum flexibility is critical to ensuring students have an opportunity to explore multiple career paths. HBs 4315 and 4316 remove the sunset on the foreign language flexibility for CTE programs and adds flexibility for computer coding and science as a foreign language. House Bill 5141 (Rep. Bronna Kahle) and HB 5142 (Rep. Robert Kosowski) Industry experts to teach CTE courses The availability of trained instructors is a growing barrier to creating and expanding strong Career and Technical Education (CTE) programs in communities across the state. HB 5141 and HB 5142 should codify the current MDE rule allowing a professional with industry experience to teach a CTE course with support from a certified teacher. Senate Bill 344 (Sen. John Proos) STEM diploma endorsement SB 344 will create a STEM diploma endorsement for students who complete the required credits in math, science, technology and manufacturing in grades seven through 12. .

More than 300 bills were introduced since the midterm elections on November 6th. Lame duck sessions are often used by corporate lobbyists and lame duck lawmakers, no longer accountable to their constituents, to push through wildly unpopular legislation in the final days of the year. During the 2012 lame duck session, the Emergency Manager law was reinstated, just weeks after having been struck down by voters at the ballot box. This year’s lame duck legislative session has been the most anti-environment and anti-democracy in Michigan’s history. Clean Water Action has been organizing voters, leading lobby day activities, testifying at committee hearings, hosting rallies and keeping our members up-to-date on the blatant and daily attacks on our water and democracy. The following scorecard tracks some of the worst legislative assaults on our water and democracy. On all bills tracked in this scorecard, the pro-environment and pro-democracy position was to oppose (a No vote) the legislation in question. There have been many bad bills introduced this session, but the following six are the worst of the worst. Brief descriptions of the legislation are below. Each bill has been weighted equally. If a Senator or Representative was absent (A) from the vote in question, that vote does not affect their overall score. Regarding congruency of political contributions on Behalf of Tara Health Foundation Ladies and Gentlemen: Tara Health Foundation (the “Proponent”) is beneficial owner of common stock of Pfizer Inc. (the “Company”) and has submitted a shareholder proposal (the “Proposal”) to the Company. I have been asked by the Proponent to respond to the supplemental letter dated January 25, 2021 ("Supplemental Letter") sent to the Securities and Exchange Commission by Margaret M. Madden. A copy of this response letter is being emailed concurrently to Margaret M. Madden. The Company continues to assert that the proposal is substantially implemented. In essence, the Company’s original and supplemental letters imply that under the substantial implementation doctrine as the company understands it, shareholders are not entitled to make the request of this proposal for an annual examination of congruency, but that a simple written acknowledgment that Pfizer contributions will sometimes conflict with company values is all on this topic that investors are entitled to request through a shareholder proposal. The Supplemental letter makes much of the claim that the proposal does not seek reporting on “instances of incongruency” but rather on how Pfizer’s political and electioneering expenditures aligned during the preceding year against publicly stated company values and policies.” While the company has provided a blanket disclaimer of why its contributions may sometimes be incongruent, the proposal calls for an annual assessment of congruency.

With opioid-involved deaths surging in Michigan, likely due to the COVID-19 pandemic,i it is critical that the legislature take all possible steps to learn more about how this crisis is impacting people across the state. Drug-fatality review teams will empower policymakers and health professionals in Michigan with additional information they can use to formulate policy and combat the addiction crisis in the state. While MISAM supports this legislation, there is room for improvement. Specifically, this legislation should be amended to list board-certified addiction medicine specialists as a group that is permitted to participate in the drug- fatality review team. Addiction medicine specialists are uniquely trained to understand the disease of addiction, and their inclusion on a drug-fatality review team will bring an invaluable perspective that is otherwise missing from these teams as currently conceived by this legislation.
