MOTION TO RECOMMEND ADOPTION of Amendment #1 to the TPA’s 2045 Long Range Transportation Plan (LRTP) The TPA Board adopted the 2045 LRTP on December 12, 2019 following approval of several motions directing staff to add or remove specific road construction projects from the draft LRTP. One such motion removed the following two projects from the draft LRTP that was endorsed by the TAC: • TPA013: Widening of SR 7 from 2 to 4 lanes from Okeechobee Blvd to 60th Street in FY 20-24 at a cost of $20M, and • TPA014: Construction of the SR 7 extension as a new 4-lane roadway from 60th Street to Northlake Blvd. in FY 20-24 at a cost of $53M. Later in the meeting, a TPA board member directed staff to bring a draft LRTP amendment to the TPA committees and Board in February to consider inclusion of these projects in the LRTP. Following the meeting, another TPA board member requested reconsideration of the removal of these projects from the LRTP. To facilitate these requests, TPA staff have attached an exhibit

The draft Florida Department of Transportation (FDOT) presentation is also attached. MOTION TO RECOMMEND ADOPTION of the 2020 Safety Targets Pursuant to Federal Highway Administration (FHWA) performance measure implementation requirements, the TPA is required to establish 2020 Safety Targets by February 27, 2020. For the past two years, the TPA Board has adopted the State’s safety targets of zero (0) traffic-related fatalities and serious injuries. TPA staff recommends continuing the adoption of the targets of zero (0). TPA staff will present the attached Palm Beach County crash data for calendar years 2012-2019 and 5-year averages for all 27 Florida MPOs for calendar years 2009 to 2018. 3. INFORMATION ITEMS A. Vision Zero Action Plan Status Update The TPA Board adopted a Vision Zero Action Plan in February 2019. TPA Staff will present on the attached Status Update on the progress towards meeting the adopted Actions. B. I-95 at Glades Road – Diverging Diamond Interchange Concept FDOT staff will present the design concept for a Diverging Diamond Interchange at I-95 at Glades Road. Florida Bicycle Month TPA staff will provide an update on Florida Bicycle Month activities in March and encourage municipalities to do a Florida Bicycle Month Proclamation to celebrate and support bicycling in their community. FY 19 List of Obligated Projects Report The TPA is obligated by 23 CFR 450.334 to create an annual report comparing the Federal funds requested in the Transportation Improvement Plan (TIP) with the Federal funds obligated in the previous year. ANDREW UHLIR, TPA Deputy Director of Program Development, reviewed the following from the Liaison’s Report: • The next TPA Governing Board Meeting will be held on Thursday, December 12 at 9:00 a.m. at the Royal Palm Beach Cultural Center, 151 Civic Center Way, Royal Palm Beach, FL 33411. • The TPA is hosting a Vision Zero Workshop on Friday, December 13 from 9 a.m. to 4:30 p.m. at the new TPA office located at 301 Datura Street, West Palm Beach, FL 33401. The purpose of the workshop is to assist local governments in Palm Beach County with endorsement and implementation of Vision Zero, a commitment toward the target of zero traffic-related fatalities and serious injuries. Register by December 5 at: https://tpavisionzeroworkshop.eventbrite.com • The Florida Department of Transportation (FDOT) is soliciting proposals for funding Regional Trail System and Individual Trail projects through the Shared-Use Nonmotorized (SUN) Trail Program for inclusion in the Tentative Five-Year Work Program from October 1–December 20. General Public Comments and Public Comments on Agenda Items Ms. Angela Biagi, Congress for New Urbanist (CNU) of the Palm Beaches, provided a brief background of her agency. She noted CNU works to create vibrant and walkable communities for cities, towns and neighborhoods for diversity in work, shop and play. RECOMMENDED ADOPTION: 2045 Long Range Transportation Plan (LRTP) MR. STEWART ROBERTSON, TPA Consultant from Kimley-Horn and Associates, presented the final draft of the 2045 LRTP. He noted the 2045 LRTP provides a strategic 25-year outlook that leads investment and decision-making to implement the TPA’s vision of a safe, efficient, and connected multimodal transportation system. He stated the TPA must adopt a major update to the LRTP at least every five years to be eligible for Federal and State funds. He provided a summary of the LRTP, including existing facilities, expected growth, multimodal demand forecasting, walk/bike level of stress, public participation, desired projects list, financial revenue forecasts, and the cost feasible plan. He also stated adoption of the LRTP would move forward TPA, County and State priorities as outlined in the PowerPoint presentation. Dr. Kim DeLaney joined the meeting at 9:41 a.m. Mr. Scott Kelly, West Palm Beach Assistant City Administrator, highlighted the State Road 7 project, the City’s legal actions, and the adverse impacts the project would have for Ibis and Grassy Water Preserve. Mr. Khurshid Mohyuddin, Palm Beach County Planning, inquired on the accuracy of County projects listed on the PowerPoint presentation and requested the legends be reviewed to accurately depict County projects. He clarified that the TPA does not levy a mobility fee for bicycle facilities, or any mobility fee for that matter. A discussion ensued on the County projects included and excluded in the LRTP being presented, a concise summary of the November TPA Board workshop directing staff on the projects to include, and clarification if projects included in the comprehensive plan are approved by staff or the Board of County Commissioners. Several committee members expressed opposition and concern that projects included in the County’s Thoroughfare Right-of-Way Identification Map (TIM) conflict with their local decisions and/or previous discussions with County staff. Further discussion ensued on the Vision Zero initiatives, request for map edits to clearly identify rail stations and lines, Tri-Rail Coastal Link status, the County’s TIM, State Road 7 project concerns, State Road 80 project concerns, managed lanes concerns, Jupiter’s opposition of Frederick Small Bridge, current status of the TPA in the LRTP adoption process and the ramifications for delayed adoption, the need for ad hoc committees to review specific items or projects of concern, and the County’s concerns on projects included/excluded. MOTION to Recommend Adoption of the 2045 LRTP. Motion by Mr. Jamie Brown, seconded by Mr. Aaron Hoffman. MR. ALEX HANSEN stated he would be opposed due to the inclusion of the State Road 7 projects.

MS. MARIA TEJERA stated she would be opposed due to the inclusion of the Palmetto Park Road project. Discussion ensued on the County’s position and delays caused in adopting the LRTP to allow the County’s needs to be addressed. DR. DELANEY requested a friendly amendment to the Motion for the “PBC prioritization” page language to be adjusted to indicate “these are projects that may be implemented through the PBC roadway program with the municipalities which they run”. MOTION to Recommend Adoption of the 2045 LRTP with the requested amendment. Motion by Mr. Jamie Brown, seconded by Mr. Aaron Hoffman. Further discussion ensued on the County projects included and specific municipality concerns. DR. CHANG-JEN LAN expressed concerns about adopting the 2045 LRTP prematurely with all the recent changes made and noted he would be opposed to its adoption. MR. NICK UHREN, TPA Executive Director, stated if the TAC does not recommend adoption of the 2045 LRTP, the TPA would move forward regardless and recognize the outstanding concerns. The motion was called to a roll call vote and carried 13-7. RECOMMENDED ADOPTION: Amendment #3 to the TPA’s FY 20-24 Transportation Improvement Program (TIP) MR. JASON PRICE, TPA TIP Coordinator, stated FDOT requested changes to project FM# 436897- 1 Fiber Optic Communication Cable to: 1) Add Environmental phase in FY 2020 in the amount of $4,700, and 2) Modify limits of the project from approximately 19.4 miles to 17.2 miles. The requested amendment was shown in strikethrough/underline format to highlight the changes from the adopted TIP in agenda packet. Dr. Kim DeLaney stepped out of the meeting at 11:07 a.m. Ms. Maria Tejera left the meeting at 11:09 p.m. MR. UHREN noted informationally that delaying adoption of the LRTP has adverse effects such as not being able to adopt TIP amendments similar to the one presented and causing delays in funding. MOTION to Recommend Adoption of Amendment #3 to the TPA’s FY 20-24 TIP. Motion by Mr. Jorge Perez, seconded by Ms. Vicki Gatanis, and carried unanimously 18-0.

ADMINISTRATIVE ITEMS 3.A. Member Comments MS. CROWLEY stated it was a pleasure being at the TPA’s new office and complimented staff on their hard work opening the new facility. MS. DANG addressed earlier comments on parking difficulty by noting the wayfinding signs posted throughout the downtown. Dr. Kim DeLaney returned to the meeting at 11:11 a.m. MR. UHREN noted the agenda packet included a map of multimodal options available for those attending meetings at the TPA. He stated the facilities are in a temporary state for A/V setup and there would be a more polished format in February. VICE CHAIR AL-TURK commented on the price of parking at the closest garage. MS. DANG stated some parking garages are privately owned and encouraged members to utilize the wayfinding signs for parking that would direct them to more affordable city owned garages. MS. GATANIS noted the Tri-Rail stations are within walking distance to the TPA’s new office and meeting space. MR. HANSEN noted the trolley green route is also a viable option to take to attend meetings. MS. DANG noted the City of West Palm Beach is working on a micromobility contract to have e- scooters and e-bikes with the hope that in early 2020 attendees can use micromobility to attend meetings. 3.B. FY 2019 Annual Listing of Obligated Projects

Both 23 USC §134 and §339.175, Florida Statutes, mandate that Metropolitan Planning Organizations (MPO) publish the annual listing of projects for which federal funds have been obligated in the preceding year. 23 CFR §450.334 further stipulates that the listing shall identify for each project the amount of Federal funds requested in the TIP, the Federal funding that was obligated during the preceding year, and the Federal funding remaining and available for subsequent years.

The Palm Beach TPA created the attached summary listing of projects where total Federal funding requested in the TIP differed from the Federal funding that was obligated by at least $500,000.

The TPA also created the attached detailed listing of all projects involving any type of Federal funding to show an itemized list of Federal funding requested compared to Federal funding that was obligated for each fund source in FY 2019.

25 In general, federal funds are obligated to transportation projects through FHWA and FTA. According to FHWA definition, “An obligation is a legal commitment: the Federal government’s promise to pay a State for the Federal share of a project’s eligible cost.” For a project funded by FHWA funds, this commitment occurs when FHWA approves the project and executes the project agreement. For a project funded by FTA funds, this commitment occurs at the time the FTA grant is awarded. Alternatively, funding can also be “deobligated”. A deobligation means money previously obligated is removed from the project to reflect changes to the project cost, delay, or cancellation.

MAYOR GRANT highlighted key items of interest from his recent attendance at the Association of Metropolitan Planning Organizations (AMPO) Annual Conference in Baltimore, Maryland. 1.F CHAIR MARINO noted the December meeting would be the last one rotating with the February 20, 2020 meeting being held at the TPA’s new office located at 301 Datura Street, West Palm Beach, FL 33401. She also noted the upcoming Palm Beach County Day in Tallahassee, Florida and welcomed members to attend. COMMISSIONER MCKINLAY welcomed meeting attendees to the western portion of the County and noted the continued need for road improvements to address traffic concerns.
