Pakistan and India share a history and have experienced the similar trend of Town Improvement Trusts established by the British transforming into Development Authorities. Both these forms of institutions had a similar mandate – to improve the living standards in the city through planned development. Development authorities, in particular, were envisioned to undertake comprehensive and integrated master planning in the face of rapid urbanization that its predecessor failed to do so because of its institutional set up as a Trust. In this thesis, I focus on one such urban development institution in Lahore, Pakistan, namely the Lahore Development Authority (LDA) which has come under immense criticism in recent years. In order to understand the urban sprawl of Lahore and the complementary planned development, one needs to understand the institutions that are propelling this form of urban planning. I aim to understand the unequal development in Lahore through the lens of an institutional framework. The premise of my analysis is that even though the forms of institutions that come about and the way they evolve over time are influenced by the broader political and economic trends, it is the urban development institutions that dictate what kind of policies under its purview are produced, hence affecting the urban form. I argue that LDA was a continuation of the Lahore Improvement Trust in many ways, with a supposedly more comprehensive approach to planning, and it faced similar challenges as its predecessor and failed to achieve one of the objectives this parallel institutional structure set out to achieve: providing housing for the low-income groups. In my analysis, I highlight the role of legislation and political influence on LDA’s operations. Political leadership and influence differentiate it from LIT and it can be its greatest strength if it is leveraged in the right way. In order to understand LDA’s challenges and how these can be overcome, I analyse the following in this thesis: 1) why was LDA established and to what extent it was a continuation of its predecessor 2) how has LDA’s policies evolved over the years and why, and 3) what are the challenges to cater to low income population for LDA and what are the ways in which it can achieve them?     Journal of the Punjab University Historical Society Volume: 34, No. 01, January – June 2021 Ayesha Farooq * Caste, Trade or Class: Historical Transition in Stratification Structure in Rural Punjab Abstract Dynamics of caste have modified over time due to occupational changes, economic positions and religious enlightenment. However, it is not entirely replaced by any new stratification structure, resulting in much confusion regarding the adopted caste titles in the community. The present research has been conducted in a village named Mohla in the Punjab, Pakistan. Findings revealed resistance of young generation towards the existing caste system and they were recognized by trades of their forefather. Economic factor found important for such differences, besides education and migration. There has been fluidity of caste perception over generation and across social strata; young, educated, economically better off craftsmen and women condemned caste division whereas most of the landowners emphasized the importance of caste system. Shift in basis of social differentiation, role of chieftain has become negligible as majority of them tend to resolve their issues by themselves and go to police or courts. Introduction The present paper aims to assess stratification system in a rural community named Mohla, situated in District Gujrat of Punjab, Pakistan. Implications of caste on various aspects of social life are also observed. Eglar studied this village five decades ago and found caste stratification as foremost aspect in determining social status and life opportunities.1 In this study, we intend to look into the differences between old and young villager’s perception regarding caste system.

The analysis reported below summarises the population which moved home within the last five or ten years, by low and high income groups. This is a preliminary analysis, with respect to population movement from outside or within the Study Area to the Study Area only. The analysis from where the population moved form will be subject of further analysis, at a later date. The low income households (those earning <= PKR 10,000 /month) who moved home within the last five or ten years to the Study Area Town/ Tehsil are summarised in Table 2.3.12. Close to one third of all low income households moved home to the Study Area over the last ten years, whereas, those who moved within the last five years is about one-fifth of all low income households. This amounts to about 4 % of total households of the Study Area. The area-wide distribution of households which moved to the Study Area is above 30 % for most areas of Lahore Towns and adjoining areas of Sheikhupura District. In case of Kasur District the low income household movement is close to half of all those who moved in the Study Area.
