An Assessment of Post-Taliban Media Development in Afghanistan (2002-2017) An Assessment of Post-Taliban Media Development in Afghanistan (2002-2017) by Janan Mosazai A thesis submitted to the Faculty of Graduate and Postdoctoral Affairs in partial fulfillment of the requirements for the degree of Master of Journalism (MJ) in The School of Journalism and Communication Carleton University Ottawa, Ontario © Janan Mosazai Abstract This research project constitutes the first of its kind in-depth baseline assessment of the growth and development of the Afghan media sector post-2001. The assessment utilizes the United Nations Media Development Indicators (MDIs) for this specific purpose. In doing so, this thesis project tests the assumption that despite pressures from both the government, the Taliban-led insurgency and other non-government actors in Afghanistan, and challenges related to financial sustainability and professionalism, the post-Taliban Afghan independent media sector is sufficiently robust, resilient and diffuse across Afghanistan and enjoys widespread political and public support that it will continue to survive and grow as a strong social and political force in the country, and thus contribute to the further entrenchment of democracy in Afghanistan, unlike all other past short-lived instances of media freedom in Afghanistan’s history of struggle for constitutionalism and democracy going back to the 19th century. ii Acknowledgements I owe a profound debt of gratitude to my thesis supervisor, Prof. Christopher Dornan, for his guidance, support and great patience throughout my association with the School of Journalism — in his strong support to my initial application to the MJ program, in his teaching and throughout this research project. E-mail: [email protected] Received: August 2000; revised January 2001 Abstract The negative constructions of Islam which circulate at (inter)national levels include Muslims as fanatical, intolerant, militant, fundamentalist, misogynist and alien. The various constructions of Islam had varying utility for mosque opponents in Sydney, Australia, during the 1980s and 1990s. Fanaticism and intolerance are constructions of Islam which have now had centuries of articulation in the West. These constructions have attained great potency as a result of their reiterative deployment. In Sydney, they were used to influence planning determinations and political decisions within local authorities. The charges of militancy and misogyny did not easily convert into a planning ground for opposing a mosque, but they were used to heighten public unease and widen opposition. Local authorities also refused development consent for mosques on the grounds that the proposals were ‘out of character’ with surrounding development, drawing on the construction of Muslims as alien and ultimately out of place. The discourses of opposition to mosques did not simply rely on the stereotypes of Islam, but also drew heavily on cultural constructions of what constituted a local citizen and the local community. Mosque supporters attempted to deploy counter-constructions, of Muslims as moderate, tolerant, peaceful, clean living, family-orientated, ordinary local citizens. A social construction approach is used to examine the politics surrounding mosque development in Sydney. This reveals both the socio-spatial impacts of identity constructions (of a minority group and the imagined dominant community) as well as the important role of space and locale.

    Afghanistan-Pakistan Media Affairs Challenges and Opportunities Rahimullah Yusufzai December 2018 The media in Afghanistan and Pakistan has never been so large, vibrant and independent. It has attained unimaginable power and become a key player in politics and other walks of life. Media is the fourth pillar of the state and democracy in both Afghanistan and Pakistan in the true sense of the word. Earlier, it was the mainstream print and electronic media that was dominant and had assumed unprecedented importance. Now the social media is making an impact in these two neighbouring countries and often taking the lead in breaking news even if it has lesser credi- bility than the mainstream media. The media has tended to be overly patriotic and at times even aggres- sive in context of the perceived national interests of Afghanistan and Pakistan. The poor relations between Afghanistan and Pakistan affect the work of journalists. The MoC has set up a three tier model for phone coverage, where the finishing of tier one and the start of tier two are under implementation. Today Kabul, Herat, Mazar-i-Sharif, Kandahar, Jalalabad, Kunduz has some access to phones, but not enough to supply the demand. Today there are concrete plans for extension to Khost, Pulekhomri, Sheberghan, Ghazni, Faizabad, Lashkergha, Taloqan, Parwan and Baglas. Beside the MoCs terrestrial network, two GSM vendors (AWCC and Roshan) have license to operate. The GoA has a radio network that reaches out to all provinces. 10 ISPs are registered. The .af domain was revitalized about a year ago, now 138 domains are registered under .af. Public Internet cafes exists in Kabul (est. 50), Mazar-i-Sharif (est. 10), Kandahar (est. 10) and Herat (est. 10), but NGOs has set up VSATs also in other cities. The MoC has plans for a fiber ring, but while the fiber ring may take some time, VSAT technology are utilized. Kabul University is likely offering the best higher education in the country. Here bachelor degrees in Computer Science are offered. Cisco has established a training centre in the same building offering a two year education in networking.
