This is evident from the following events and public statements.

INTRODUCTION 1. On May 28, 2020, the Inter-American Commission on Human Rights (“the Inter-American Commission,” “the Commission,” or “the IACHR”) received a request for precautionary measures filed by Alfredo Romero, Gonzalo Himiob and Julio Henríquez from the organization “Foro Penal” (“the applicants”), urging the Commission to request that the Bolivarian Republic of Venezuela (“the State” or “Venezuela”) protect the rights of Leonardo David Chirinos Parra (“the proposed beneficiary”), who was reportedly deprived of his liberty in April 2020 by state actors, and who was allegedly subject to torture. Woman with Florida ties tangled up in spy-vs.-spy drama, foiled Venezuela coup BY ANTONIO MARÍA DELGADO, KEVIN G. HALL, AND SHIRSHO DASGUPTA DECEMBER 14, 2020 08:30 AM, UPDATED DECEMBER 18, 2020 02:48 PM URL: https://www.miamiherald.com/news/nation-world/world/americas/article247781875.html The Maduro regime in Venezuela wants her extradited to face justice for a failed coup hatched in South Florida. The Colombian government accuses her of being in cahoots with narcoterrorists and her family describes Yacsy Alexandra Álvarez Mirabel as a nerdy marketing specialist caught up in events much larger than she ever could have imagined. Álvarez is a mysterious, little-known player in the coup attempt, led by former U.S. special operations soldier Jordan Goudreau and his Florida security company Silvercorp USA, that sought to topple Venezuela’s Nicolás Maduro. Confounding details of the escapade are just now trickling out, months after it failed, leaving two ex-U.S. soldiers captured and jailed in Venezuela. Álvarez, who owned a modest condo in Tampa and incorporated a company there in April 2017, gave an exclusive telephone interview from her jail in Colombia, proclaiming her innocence. “I am not a terrorist. I don’t have anything to do with weapons, nor with military people. I am a humanist. I believe in human beings. I believe very much in God,” she said. In video messages made months before her arrest in Colombia and obtained exclusively by the Miami Herald, El Nuevo Herald and their parent McClatchy, Álvarez insisted the Colombian government knew of the planned May coup, known as Operation Gideon.

  • Venezuela Presents Evidence Against Juan Guaidó for Operation Gideon
Venezuela presents evidence against Juan Guaidó for Operation Gideon Caracas, May 18 (RHC)-- The Venezuelan government has released another document that proves the link between right-wing leader Juan Guaidó and the armed incursion of May 3rd, which was intended to attack President Nicolás Maduro. Five days before this armed incursion was carried out, the legal firm Volk Law, located in the U.S. state of Florida, sent a letter to Guaidó for the overdue payment of 1.5 million dollars owed to the company Silvercorp USA for the contract signed between the leader and the general manager of the company, Jordan Goudreau, to execute, among other violent plans, the assassination of President Maduro. In the letter, sent on April 28th, the law firm details that the commitment assumed with Silvercorp USA, contemplated "an initial payment of 1.5 million dollars within five days after the signing of the General Services Agreement, on October 16, 2019," whose retention corresponds to the previous evaluation of the service provider and the administrative fees. In addition to Guaidó, the letter is addressed to other signatories of the contract such as Juan José Rendón, Sergio Vergara and Manuel Retureta. It was also sent to Carlos Vecchio and Fernando Blasi. After the raid last May 3rd, Goudreau claimed credit for the action -called Operation Gideon- and revealed the contract, accusing Guaidó of not complying with the commitments made to his company. It is known that the DEA, officially an agency to combat drug trafficking, is in fact an agency used by the United States to administer drug trafficking, which in turn finances CIA operations.

  • Venezuelan Armed Forces Capture Another Mercenary of Operation Gideon
Venezuelan armed forces capture another mercenary of Operation Gideon Caracas, May 16 (RHC)-- The Venezuelan armed forces captured another member of "Operation Gideon" who was planning to assassinate Venezuelan President Nicolas Maduro, military officials said Saturday. The Strategic Operational Command of the Bolivarian National Armed Force (CEOFANB) reported that the arrest was made in the Integral Defence Operational Zone (ZODI) of Aragua State, northern Venezuela. The mercenary was identified as José Sanguino, who carried both Colombian and Venezuelan documents. The command detailed in its tweet that in "the early hours of the morning the forces of the FANB captured another terrorist mercenary." "We continue with patrols and searches in defense of our country! Venceremos! We will win!" The capture took place when different Venezuelan courts decreed the measure of preventive deprivation of liberty against a group of people for the case of the so-called "Operation Gideon." This group includes Antonio Sequea Torres, Víctor Pimienta Salazar, Gilbert Barillas Fernández and Josnars Baduel Oyoque, leaders of the armed incursion that was deactivated on May 3rd. The charges against the more than 40 detainees include crimes of treason, rebellion and conspiracy with a foreign government, and crimes associated with terrorism with national jurisdiction. Sequea Torres is accused of allegedly committing the crimes of intentional homicide with a degree of frustration in the person of the President of the Republic. The Government of Venezuela maintained that with the armed incursion of last May 3rd, the United States intended to legalize the intervention against the South American country. To date, Venezuelan authorities have captured 90 people involved in Operation Gideon, which was intended to kidnap and subsequently take President Nicolas Maduro to the United States, collecting a $15 million bounty on this head.

Chairman Sires, Ranking Member Green, and members of the subcommittee: Thank you for the opportunity to testify on this timely topic. The political and economic devastation wrought by the Maduro regime in Venezuela, Latin America’s erstwhile wealthiest country, is by now a well-known story. Never in its modern history has the region witnessed a disaster on this scale. Venezuela has lost nearly 20 percent of its precrisis population, with estimates of between five and six million Venezuelan refugees scattered across the globe.1 Worse, the International Monetary Fund predicts that by the end of 2023, 10 million Venezuelans will have fled—one- third of the country’s precrisis population.2 De facto President Nicolás Maduro has presided over the largest economic decline outside of war in world history.3 Analysts now refer to Venezuela as a “criminalized” or “mafia state,” with institutions so thoroughly penetrated by corruption and criminal interests that senior leaders—up to and including Maduro himself—are ensconced in transnational criminal enterprises.4 The economic and political meltdown, together with the regime’s prodigious involvement in transnational organized crime and the safe havens provided to designated terrorist groups, represent a combustible mix of national security threats to the US left metastasizing in the Western Hemisphere—an inviting scenario for the involvement of strategic rivals. Indeed, in a geopolitical environment of intensifying rivalry, where Latin America has become an emerging flash point, extra-hemispheric actors and US strategic competitors have opportunistically leveraged the bedlam in Venezuela to enter the Western Hemisphere, sow chaos, destabilize the region, and augment their power projection capabilities.
