COVID-19 News

 A bulk of the issues related to Covid-19 was discussed in the parliament and the details are listed below in the ‘Political News’ section of this Summary.

 During the debate Public Health Minister Anutin Charnviraukul came out to say that the country would be ‘flooded’ with vaccines during the 3rd and 4th quarter.

 The country has signed letter of intent with Pfizer for their vaccines  The country will have 61 million doses of locally produced AstraZeneca  That by the end of the year the country would have 120 million doses of vaccine for the people

Inoculation Drive

 The inoculation drive continues to remain decent as it usually picks up towards the end of the week.  Monday’s data showed a total of 341,917 were 1st dose

 385,912 were 2nd dose  5,438 were 3rd dose  12 people got their 4th dose bringing the total to 331 people getting 4th dose.

 The inoculation so far is as follows

 Total inoculation undertaken to reach the 50 million people being inoculated by the end of the year seems like only 16.49% have been inoculated with 2 doses and another 41.76 million people remain to be inoculated.

 The Government Pharmaceutical Organization (GPO) has come out to say that the planned arrival of Moderna vaccines are going to be as follows  1.958 million doses by October to December 2021  3.11 million doses by January to March 2022.

 As for the grand opening of the Thai borders within 120-days as announced by 2014 coup leader – Prayut Chan-o-cha, on June 16th in a televised address to the country, the reopening of the borders has less than 50-days remaining for that deadline.

Political News

 The no-confidence debate in the parliament is the hottest topic today as all issues related to the mismanagement of the Covid-19 situation was raised by the opposition.

 Issues raised pinpointed corruption, mismanagement, and miscommunication by the government of Prayut Chan-o-cha.

 The Phue Thai party came out to question many things including why Thailand was paying such high price for subpar Chinese vaccine – Sinovac and where did the money go that was approved for the procurement of the vaccines.

 The government had given permission to spend no more than $17 per dose and guess what all purchases were made exactly at that price even though the number of doses purchased continued to rise and usually the more one buys the cheaper the price per unit gets.

 There was discrepancy of just over 2 billion baht that was unaccounted for.

 Even the procurement that took place was far more expensive than other countries as Phue Thai showed how Thailand’s procurement was more expensive for Sinovac when compared to Indonesia where it cost 460 baht while for Brazil it was at 337 baht against Thailand paying 556.24 baht.

 Prasert Chantaruangthong, a Pheu Thai MP for Nakhon Ratchasima, discussed the discussion. Gen. Prayut and Health Minister Anutin Charvirakul have no intention of joining the United Nation’s COVAX program because these people want to buy low- quality and expensive vaccines that benefit only private companies.

 He then opened documents from government officials, Ministry of Public Health, which specified that the purchase of 5 Sinovac vaccines lots with a total payment of 8.75 billion baht. The difference was 2.098 billion baht, which the Cabinet has approved the purchase at a price of $17 per dose, but the actual purchase price is between $9-15 per dose.

 The question raised was where did the difference of 2.098 billion baht go?

 The breakdown of the purchase prices for the purchase are listed below

 1st purchase, the actual purchase price is $17 per dose.  2nd purchase, the actual purchase price is $15 per dose.

 3rd purchase, the actual purchase price is $14 per dose.  4th purchase, the actual purchase price is $9.5 per dose.  5th purchase, the actual purchase price is $9 per dose.

 Issues were also raised about the procurement of the Antigen Test Kit (ATK) which the government signed off on Monday with the contentious company and again Chinese maker – LEPU.

 The 8.5 million ATK purchased by Thailand was shown in the parliament by a Pheu Thai MP who is a doctor who said that stem to insert the testing equipment in the nose was not long enough to go deep inside the nasal chamber to check for the virus.

 Gen. Prayut came out to say that the use of LEPU was okay as the WHO has only given guidelines for use of its approved ATK for use in medical field only, not for home use, while Thailand’s requirement is for home use.

 Meanwhile Commerce Minister Jurin Laksanawisit came out to say that the price of ATK in the market has gone down by as much as 20%.

 On the lighter side of the debate Pheu Thai leader – Sompong Amornvivat in the opening remarks of the debate called Prayut – Prayut Yongchaiyudh (using Prayut’s 1st name and former Prime Minister ’s last name)

 He called Gen. Prayut as Chavalit 2 times before correcting himself and apologizing.

 During the debate the Pheu Thai party came out to say that it will take the documents it has and file a case against the government of Prayut with the National Anti-Corruption Commission (NACC) and then take the issue to the courts to ‘put Prayut in jail’.

 Dr. Cholanan Srikaew, Pheu Thai party’s MP for Nan province, came out to call on the people in the parliament to pay respect to the 11,589 people have lost their lives due to the mismanagement by this government.

 The debate is set to continue today and tomorrow with a planned voting on September 4th

 To put pressure on the government of Prayut various groups have called out to hold protest over the next 3-days.

 September1st is the protest by Ramkhamhaeng Network for Democracy near the parliament.

 September 2nd and 3rd is the possible overnight protest by ‘Car Mob’ movement organizers –

 Nathawut Saikua – former Red Shirt leader  Sombat Boonngamanong – the initiator of the ‘Car Mob’ protest

 September 4th is the REDEM protest by the student movement at lumpinee park area.

 Former Prime Minister came out on Clubhouse last night and called on the people all across the country to go and tell their constituency MPs to not vote for Prayut and his coalition ‘or else they will lose their seat in the next election’.

 This Thaksin said would pressure on the MPs to rethink their strategy and possibly help the MPs change their current stance that may be to support Prayut.

 Thaksin said that Prayut should not make Thai people any weaker, but instead try to make them stronger.

 Thaksin said that the best way to revive and make the country stronger is to raise the vaccine numbers and undertake more proactive testing and prepare the medicines will all help the people.

 Commenting on the move by Prayut to go to Chulalongkorn Hospital, Thaksin said that this was a good move that Prayut followed Thaksin’s recommendation, but Prayut now needs to go to smaller and rural hospitals as that is needed in order to push things to move faster in the rural areas where the virus is spreading at a faster rate.

 Thaksin had about 2-monhts ago recommended Prayut to get out from his WFH mode and go visit hospitals to see how people are being treated.

 Thaksin also took a shot the slowdown of vaccination during the weekends, saying that the country seems to be taking a break like Prayut takes weekends off by going to play golf, even during this pandemic.

 “He loves to go playing golf during the weekend and that is not the way to do things, he likes to go to clubhouse but a different clubhouse than I do,” Thaksin said.

 Thaksin also warned the continued use of force by the Prayut administration may put him at risk as the students could take the case to ‘World Court’ to complain, and even though there are countries that have not been signatory to being in the World Court, their leaders have been tried as history has shown.

 Former Pheu Thai party member and now member of ruling Phalang Pracharat party (PPRP) – Ruangkrai Leekitwattana, has come out to file a case against the Phue Thai party for issuing a directive to all its party members not to break ranks and vote against Prayut government in the ongoing censure debate.

 The move, Ruangkrai says, is in breach of the constitution that allows MPs to vote freely and not be bound by any directives of a political party.

 If the Election Commission take up the case, it could be that the Pheu Thai party’s executive committee may be barred from running in the next elections.

 Meanwhile the Criminal Court has ordered not to take up the case of Sureerat Chivarak, the mother of Parit Chivarak, aka Penguin, who had filed a petition on August 25 when she had asked the court to order the shifting of Parit to be treated at Thammasat Hospital after Parit had contracted COVID without symptoms.

 The court considered that from the letter of the report on the results of the examination of the correctional hospital, the correctional hospital less symptoms Therefore, the requester is not allowed to raise the request.

 There are talks that are ongoing that has prompted many quarters in the parliament and political circles that the smaller parties are already playing their game to get their pound of flesh.

 As part of their move to vote for Prayut and his 5 ministers who are being grilled in the parliament, the smaller parties are asking for positions to convince them to take the PPRP’s side.

 PPRP’s secretary general – Thammanat Prompao, has been tasked with the negotiations

 Meanwhile reports have emerged that Prime Minister Prayut sent a LINE message to his Deputy – Prawit Wongsuwon, asking him why the smaller parties are not going to vote for him even though Prayut has worked head for the country.

 “Why did the MPs not support me, what was the reason, what was wrong with me, and what if they did not support me? Who will be the prime minister? I'm working so tired. And who will it be?”

Economic News

 An insider news source from financial institutions said that the Bank of Thailand (BoT) has discussed with commercial banks and non-bank banks to issue urgent measures to help business and retail debtors from the impact from the Covid-19 within this week.

 The first group, or the blue measure, is a long-term measure. There are 9 measures, including

 Haircut of debts  Reduce interest rates  Receive the transfer of assets, pay debts  Convert debt to equity / convertible debt instrument  Adjust the debt structure from short to long  Restructuring debt and granting new credit  Extend the repayment time  Give grace period of principal / interest  Adjust the structure of debt from short to long only.

 In this regard, the Bank of Thailand will give ‘Incentive’ to banks and nonbanks will receive more waivers on reserve classifications than usual, in view that until the economy can return.

 May have to wait until the beginning of 2024, so 2022-2023 will be the time for banks and nonbanks to help debtors through sustainable debt restructuring. There is no need to continue the measures one project at a time.

Foods Plc (CPF), a unit of CP Group, has come out to say that it had disposed its holding in C.P. Retail Holding Company Limited (CPRH), an affiliate in which the CPF indirectly holds 20% shares, to Siam Makro Plc (MAKRO) with the total value of 43.589 billion baht.

 MAKRO will issue up to 5,010,323,500 new shares with a par value of 0.50 baht each at the offering price of 43.50 baht per share to CPRH

 MAKRO said that its board had resolved to take all assets, debts, rights, obligations and liabilities of CPRH existing at present and in the future as at the entire business transfer date with the total value of 217.949 billion baht through the entire business transfer method to reinforce the business of the Company and support the Company’s long-term strategies to become the leader in the retail and wholesale business and to expand the coverage of its business operations to be at a regional level.

 CPRH’s main holding is C.P. Retail Development Company Limited (CPRD) in which CPRH holds 99.99% and its CPRD’s assets includes 100% of Lotus’s Stores (Thailand) and Lotus’s operation in Malaysia.

 Sanan Angubolkul, chairman of the Thai Chamber of Commerce, revealed that he will propose additional measures to stimulate the economy after the lockdown is released, namely:

 Remedies in the social security system.

 Increasing the project limit by half

 Adjusting measures, such as buying more to get more in return, including bringing back measures “We travel together” or other travel related incentives to tap the high season for the travel industry that starts in October.

 The Thai Chamber of Commerce assessed the economic damage, that if there is no lockdown spending in the public system would have been 20 billion baht per day. But the lockdown last August has impacted the economy every day by 10-13 billion baht or 300- 400 billion baht per month.

 As for the gradual opening up of the lockdown, people are not yet brave enough to come out and take action, but the damage will be reduced to 7-10 billion baht per day, so this September will see damage of 200-300 billion baht.

 Wirat Uanarumit, Vice President of the Federation of Thai Industries (FTI) revealed the results of the August 2021 FTI Poll survey from 201 CEO surveys covering executives from 45 industry groups and 75 provincial industry councils showed the extent of the impact of the lockdown has had on Thailand.

 The survey showed that

 78.1% answered that the epidemic was controlled to a limited extent  15.4% answered that the epidemic could not be controlled  6.5% answered that it was fully controlled.

 At the same time businesses want to moratorium on debt and stop charging interest for 6 months, followed by compensation for the minimum wage.

 Support expenses for small & medium sized enterprises (SMEs) and exemption from corporate tax for SMEs for 3 years for those who enter the e-tax system.

 A news source from the Thai Airways International Plc (THAI) said that the association will meet with Arkhom Termpittayapaisith, Minister of Finance, on September 7th about the possibility of applying for a loan to maintain employment in the amount of 5 billion baht to pay for employment in the last 6 months of 2021 because even though the government has eased measures to allow domestic flights in and out of the dark red area, the trend is still not likely to see many passengers.

 Today is the 1st day of the international streaming and online sales companies such as Netflix/YouTube/LINE/Facebook/Instagram and others are set to start paying Value Added Taxes (VAT) to Thailand.

 Ekniti Nitithanprapas, director-general of the Revenue Department, came out to say that as many as 69 companies have so far registered and the target is to have 100 of these companies registered by the end of this year.

 “We target to get about 5 billion baht in VAT per year and this was pre-covid and during this time it may drop a bit but one has to see,” he said.

 Kulaya Tantitemit, Director of the Fiscal Policy Office as a spokesperson for the Ministry of Finance revealed the results of net government revenue collection during the first 10 months of fiscal year 2021 (October 2020 until July 2021), the government collected a total of 1.91 trillion baht, lower than the estimate from the budget document of 216.88 billion baht or a dip of just about over 10.20%

 Meanwhile the water in Bangpoo Industrial Estate has receded but now companies are assessing the damage and possible insurance claims.

 Thai cryptocurrency startup Zipmex said it had raised $41 million from the country’s fifth-largest lender, Bank of Ayudhya Pcl, as well as media firms, and plans to expand product offerings and its user base.
