Years of Experience 23 Streetscape Years with Firm Elgin Central Business District (CBD) Street 23 Revitalization Program, Elgin, IL Project director for design and construction engineering services for the Central Business District (CBD) Street Resurfacing and Streetscape Program. The improvements include the replacement of sidewalks and curb and gutter, paver streetscape accents, planters with irrigation, decorative street lights, street furniture, additional street trees and repaving of the streets. A substantial public relations/information effort is being performed during the course of the project. This includes frequent public meetings, newsletters, updates and project status reports via mailings/ handouts and a project website.

Historic Third Street Improvements, Geneva, IL Project manager for seven blocks Third Street rehabilitation in Geneva’s downtown historic business district. The project involved roadway and streetscape improvements. Roadway items include street paving, curb and gutter reconstruction, drainage design, roadway striping and lighting, and sanitary sewer and watermain reconstruction. The streetscape items include landscaping, decorative brick paver carriage walls and sidewalks, historic and informational kiosks, signage, site furnishings, and pedestrian walk lighting. Extensive public coordination was involved to reach a consensus with the stakeholders for the streetscape elements of the project. Public meetings, design charettes, newsletters, and a project

website were all components of the public involvement plan.

Northbrook Streetscape Design Study, Northbrook, IL Project manager for development of a streetscape design study for improvements to the Central Business District. The objectives were to give a more detailed form to the improvements recommended by the Streetscape Subcommittee; provide design tools to assist in the implementation of future improvement; provide a detailed cost analysis including funding opportunities; and develop a plan for implementation. The study took place over a six-month period. Numerous meetings were held throughout the process with the Village Planning Staff, committees, and agencies.

Elgin Riverfront/Center City Master Plan, Elgin, IL Project manager for developing the transportation assessment for the comprehensive Elgin Riverfront/Center City Master Plan for the City of Elgin. This plan was used as the basis to redevelop the City along the Fox River. The plan identified planning opportunities for land use organization, redevelopment, linkages, transportation, parking and urban design. The plan also defined the desired relationships between the Center City, surrounding neighborhoods, community and the region.

18th Street Streetscape, Chicago, IL Project engineer for preliminary engineering for streetscaping improvements within the Pilsen neighborhood of Chicago. The project included brick paver sidewalks, tree wells, receptacles, and landscaping. The existing lighting system was replaced with decorative fixtures. Coordination was performed with the adjacent property owners and the City to provide compatibility of pedestrian spaces with the landscaping and streetscaping themes.

Pedestrian and Bicycle Facilities

Elgin Bicycle Master Plan, Elgin, IL Project manager for the Bikeway Master Plan that involved the creation and development of new on-street bicycle facilities, off-street trails and recommendations for bicycle amenities. The Plan provided recommendations for all neighborhoods within the City of Elgin, as well as within the 1.5 mile planning boundary. The bikeways were developed to provide connectivity to key points of interest such as schools, parks, neighborhoods, existing bicycle/pedestrian routes and retail centers. The completed plan also provided implementation guidance for phased elements of the plan and gave recommendations on future coordination, policies, promotion and outreach.

Elgin Bicycle Route 4 Master Plan, Elgin, IL Project manager for the Bikeway Master Plan that involved the creation and development of new on-street bicycle facilities, off-street trails and recommendations for bicycle amenities. Elgin Bicycle Route 1 Master Plan, Elgin, IL Preliminary design for a bikeway route on the northeast quadrant of the City of Elgin. The bike route will be entirely on-street, utilizing shared lanes and includes bicycle detector loops at the traffic signal at Dundee and Congdon.

East Branch DuPage River Greenway Trail, DuPage County, IL Project manager to perform a feasibility study for a new trail along the East Branch of the DuPage River. The East Branch DuPage River Greenway Trail Feasibility Study identified a strategy for the planning and construction of a 31 mile north-south trail corridor through central DuPage County. The trail consists of combination of off-street trails; on-street (signed only) bicycle routes; on-street signed and striped bicycle lanes and existing bikeways.

Southern DuPage Regional Trail, DuPage County, IL Project manager for the Southern DuPage County Regional Trail Feasibility Study which identified a strategy for the planning and construction of marked trail routes throughout southern DuPage County. The trail facilities provided are a combination of off-road paths and on-street lanes and routes. The plan provides a network of trail corridors to encourage bikeway use for the casual user and experienced bicyclists. The recommended Southern DuPage Regional Trail consists of a total of 46 miles with the County planning to construct and/or implement 26 miles.

Glenbard West Prairie Path over Taylor Avenue, DuPage County Division of Transportation and Glen Ellyn, IL Design engineer for the preparation of a Project Development Report for the construction of a single-span bikeway/pedestrian bridge over Taylor Avenue along the Illinois Prairie Path to replace the existing at-grade crossing. The project included bridge design, horizontal and vertical geometric studies, intersection improvements, right-of-way acquisition, and cost estimates.

83rd Street/Woodridge Drive Bikeway, Woodridge, IL Design engineer for the preparation of a project development report, contract plans, and documents for the construction of a bike path within the Village of Woodridge. The project included environmental coordination, preliminary alignment analysis, bridge widening, traffic signal modifications, and right-of-way acquisition.

Lake Carleton and Green Trail, Woodridge, IL Design engineer for the preparation of contract plans for the placement of the bikeways and in the Village of Woodridge. Engineering services included bikeway layout, environmental coordinating, traffic signal design, grading and earthwork analysis, and final contract plans.

DuPage River Trail along the W Branch of the DuPage River, Naperville, IL Design engineer for the preparation of a project development report. The Phase I portion of the project consisted of preliminary engineering and the preparation of contract plans for the north section, and a feasibility study for the south section for the placement of the bikeways in the City of Naperville. Engineering services included project and environmental coordination, evaluation of feasible alignments, preliminary alignment analysis, development of a preferred improvement plan, bikeway layout, grading and earthwork analysis, and final contract plans.

Woodfield Road Bikeway Underpass at I-290, Schaumburg, IL Design engineer for the preparation of a project development report, contract plans and documents for the construction of a bikepath under the I-290 bridge over Woodfield Road. The project required the removal of the toe of the existing embankment, construction of a retaining wall, utilization of a soldier pile wall, structural analysis, and drainage improvements.

Rohlwing Road (Roadway and Bikeway), Rolling Meadows, IL Design engineer for the preparation of a feasibility study for future bikeways, a design report, contract plans and documents for the reconstruction of 0.9 miles of Rohlwing Road to provide a three-lane urban cross section. The project included curb and gutter, enclosed drainage, traffic signalization, pavement marking and signing, bikeway alignment, cross section studies, grading and earthwork analysis, and construction cost estimates.

Meacham Road Bikeway, Schaumburg, IL Design engineer for the preparation of a feasibility study and corridor review for the placement of a bikeway along Meacham Road, including a grade separation over the Northwest Tollway (Interstate 90). The project included bikeway layout, funding review, right-of-way identification, and construction cost estimates.

Villagewide Bikeway Program, Woodridge, IL Design engineer on a 15-year-long bikeway study. The study maps a long-term strategy for planning and construction of marked bikeway routes. Approximately 21.7 miles of new bikeway were identified. Ten sources of federal, state, county and municipal funding for bikeway and trail construction and engineering were identified, including CMAQ, STP, TCM and MFT. Phasing scenarios were identified based on a usage survey, the funding sources, ease and value of construction, and right-of-way availability.

Barrington Bikeway Plan, Barrington, IL Design engineer for transportation of a feasibility study for the Village-wide bikeway system. The project included recommendations on 13 miles of on-street and off-road bikeways conforming to federal standards. The project also included bikeway layout, safety review, construction cost estimates, and funding opportunities.

Corridor

O’Hare Western Access Study, DuPage County, IL Project manager to study and document the potential impacts of the proposed $6 billion O'Hare Airport Modernization Program (OMP) on the county’s infrastructure and land use in relation to its socio-economic landscape. The intent is to clarify the many complex alternatives for county, municipality and community leaders along with the general public so that they have the knowledge base to develop a community- integrated, long-range development plan or "vision" that directs the impacts in a positive direction. This project successfully brought together over 15 communities and 10 transportation agencies to visualize the possibilities of the area’s future. Utilizing the input from all stakeholders, the plan was formulated with consensus from the stakeholders.

Randall Road Corridor, McHenry County, IL Communication and Stakeholder Outreach Lead for the Randall Road Corridor improvement project in McHenry County. The new design improves the corridor by widening and reconstructing this vital arterial to provide three (3) through lanes in each direction, a fourth outside auxiliary lane within critical segments, improved access, and dual left turn lanes with exclusive right turn lanes at the major signalized intersections. Comprehensive outreach plan was conducted to obtain input on the final design.

IL Route 394 and IL Route 1 Corridor Study, South Suburbs, IL Project Director for a corridor study along the IL Route 394/IL Route 1 Corridor, extending from Interstate

80 on the north to the Kankakee-Will County border on the south. The purpose of the corridor study is to create a land use, economic development and transportation Vision for the 11 south suburban communities. The Corridor is experiencing change based on new and proposed residential and commercial development. Integral to the study is the identification of future land uses based on sound economic development analysis, roadway improvements, transit improvements and multi-modal (pedestrian and bicycle) connections. Public and stakeholder involvement is key. Once the study is completed, the communities will have a common Vision to move forward with for the future redevelopment of the corridor.

Thorndale Road Corridor Master Plan, Wood Dale, IL The Thorndale Avenue Corridor has been identified as the corridor which will be developed into the western access for the new western terminal under development at O'Hare. Therefore, the City of Wood Dale determined it was necessary to develop a master plan for the Thorndale Avenue Corridor area in order to identify the types of developments and businesses best positioned to meet and surpass the needs of the City. The City of Wood Dale hired The Lakota Group to provide professional planning, design and engineering services to assist in the preparation of a Master Plan for the Thorndale Road Corridor. TranSystems, acting as a subconsultant, is providing the following services: Review of sewer and water systems; review of storm water management needs; analysis of existing traffic conditions and recommendations for transportation improvements.

Woodward Avenue Extension, Woodridge, IL Design engineer for the preparation of a Project Development Report, Environmental Class of Action Determination (ECAD) Record, Bridge Condition Report, Contract Plans and Documents for the extension of Woodward Avenue 2.7 miles south from Boughton Road to International Boulevard and widening of the bridge structure over Interstate 55. A regional bikepath was constructed within the right-of-way. The project included construction of the extended roadway on a new alignment, bridge widening, bikepath, wetland impact analysis, and right-of-way acquisition.

Local Roads

Randall Road and Fabyan Parkway Intersection Improvements, Geneva, IL Project Director for construction inspection services for the roadway reconstruction and widening to all four legs of the Randall Road and Fabyan Parkway intersection. Drainage improvements as well as landscaping, striping, traffic signal modernization and lighting were also included.

Woodfield Road Phase I, Schaumburg, IL Project director for the Phase I work for the reconstruction of Woodfield Road between Meacham Road and IL Route 53. The project includes additional channelization improvements, sidewalk/bike path, traffic signals, lighting, drainage, landscaping and pavement markings. These requirements are needed to improve operations, capacity and safety of the corridor.

State Parkway, Schaumburg, IL Project director for design engineering services for the resurfacing of State Parkway between Roselle Road and Plum Grove Road. Improvements included drainage structure replacements, intermittent curb and gutter replacement, and driveway and sidewalk replacement.

Old Orchard Road and Skokie Boulevard Intersection Improvements, Skokie, IL Project director for project development report, contract plans and documents, and construction

engineering for the rehabilitation and resurfacing of the intersection of Old Orchard Road and Skokie Boulevard in the Village of Skokie. The project includes additional channelization improvements, sidewalks, roadway lighting, traffic signals, drainage, and pavement markings. These improvements are necessary to improve operations, capacity and safety of this intersection.

Arsenal/Manhattan Road from Baseline Road to Brandon Road, Will County, IL Project Director for the preparation of Phase 1 Engineering services for Arsenal/Manhattan Road from Baseline Road to Brandon Road. The project is funded with federal funds and will comply with FHWA requirements. The project involves preparing a Phase 1 project report, environmental resource reviews, drainage designs, cross section analysis, ROW determination, and improvements at the Brandon Road intersection. The Brandon Road intersection will require preparation of an Intersection Design Study, traffic volume projections, capacity analysis, geometric designs, and accident analysis.

Larkin/Airlite/Foothill Intersection Improvements, Elgin, IL Project director for intersection and traffic signal improvements including Intersection Design Studies and Contract Plan preparation. Improvements included roadway widening to accommodate new right turn lanes and two new traffic signals. Permitting was required from IDOT for coordination with US Route 20.

Elk Grove Boulevard, Elk Grove, IL Design engineer for the preparation of design studies and contract plans for roadway reconstruction including traffic and accident analysis, capacity analysis, pavement reconstruction, and horizontal and vertical alignment.

North York Street Improvement, Elmhurst, IL Project engineer for planning, design, and construction services for the reconstruction of 0.53 miles of North York Road from IL Route 64 () to U.S. Route 20 (). A center bi-directional turn lane was added to provide safer travel along York Road and improve accessibility to the adjacent businesses. The project also included new storm and sanitary sewer, watermain, sidewalks, roadway and pedestrian ornamental lighting, traffic signals, and pavement markings.

York Road and Butterfield Road Improvements, Elmhurst, IL Project engineer for intersection and traffic signal interconnect improvements along York Road from Frontage/ to Butterfield Road and along Butterfield Road from Commonwealth Lane to Prospect Avenue. Improvements at the York Road/Lexington Street intersection included pavement widening, resurfacing, and traffic signal modernization to provide for exclusive left turn lanes on York Road. Traffic signal interconnect improvements included replacement of outdated controller and traffic signal equipment and the installation of a hard-wire interconnect system for six signalized intersections along Butterfield Road and York Road.

St. Charles Road Improvements, Elmhurst, IL Design engineer for the preparation of a Project Development Report, Contract Plans, and Documents for the reconstruction of 0.6 miles of urban highway. The project included improvements at three signalized intersections, at-grade railroad crossing, driveway realignment, storm sewer improvements, and roadway lighting.

Old Willow Road/Seminole Lane, Prospect Heights, IL Design engineer for roadway reconstruction from Wolf Road to Des Plaines River Road. The project included traffic studies, signal and stop sign warrants, public meeting, drainage design, right-of-way acquisition, and cost estimates.

Martingale Road Improvement, Schaumburg, IL Project engineer for preparation of a Project Development Report, Contract Plans, and Contract Documents for reconstruction of 0.85 miles of roadway. The project included roadway reprofiling, curb and gutter, landscaped median with irrigation system, new street lighting, signal modernization, intersection improvements, and public coordination. Extensive coordination was performed with the adjacent property owners to provide compatibility of pedestrian spaces with the landscaping and streetscaping themes.

Woodfield Road/National Parkway, Schaumburg, IL Design engineer for the preparation of Contract Plans and Documents for 2.5 miles of roadways reconstruction within the Village of Schaumburg. The project included new storm sewer and culvert design, roadway reprofiling, extensive streetscape work, bikeway design and pubic coordination. Extensive coordination was performed with the adjacent developers to provide compatibility of pedestrian spaces and landscaping themes.

North Villa Avenue, Villa Park, IL Design engineer for the preparation of a project development report and contract plans for the widening and reconstruction of 1.3 miles to provide a three lane urban cross section. The project included traffic and accident analysis, capacity analysis, pavement reconstruction, modifications at two signalized intersections, two at-grade railroad crossings, enclosed storm sewer system with in-line detention, water main, and two retaining walls.

83rd Street Improvements, Woodridge, IL Design engineer for the preparation of a Project Development Report, Contract Plans, and Documents for the widening and reconstruction of 1.4 miles of roadway to provide a four lane urban cross section. The project also included improvements at two signalized intersections, sight distance improvements, a new enclosed storm sewer system, and roadway lighting.

Dunham Road Improvement, Woodridge, IL Design engineer for preparation of contract plans and documents and construction observation services to provide 0.3 miles of roadway reconstruction and 0.5 miles of bikeway construction along Dunham Road. The project included pavement design, curb and gutter, storm sewer, utility modifications, bikeway, landscaping, and public coordination.

Janes Avenue Resurfacing, Woodridge, IL Project engineer who provided funding application assistance, contract plans, and construction observation for the grinding, patching and resurfacing of 1.0 miles of Janes Avenue to provide for a three lane urban cross section. The project included ADA upgrades, drainage improvements, curb replacement, and the restriping of the roadway to a three-lane facility.

Original Carol Stream Reconstruction, Carol Stream, IL Design engineer for a multi-year program for the planning, design and construction inspection services for roadway reconstruction and utility replacement. The projects included roadway reprofiling, bridge rehabilitation, utility replacement, permitting and public involvement.

Hobson Ridge Watershed, Woodridge, IL Design engineer for the construction of a parallel storm sewer outfall from the Hobson Ridge Detention Basin and neighboring subdivision through existing utility easements; enlarging the detention basin capacity to accommodate a 100-year storm event by acquiring and grading an adjacent land parcel; and adding roadway drainage structures along three residential streets to increase the intake capacity of the storm sewer system.

Longmeadow Parkway, Kane County, IL Project director for the completion of the Phase I PDR and preparation of construction documents for Longmeadow Parkway between Randall Road and IL Route 31, in Kane County, IL. The improvements include a 4-lane roadway for 2.2 miles of channelized roadway including turn lanes and intersection improvements at Sleepy Hollow Road and IL Route 31.

Whitman Interchange, Rockford, IL The City of Rockford has made it a goal to revitalize the downtown and establish connections to the rest of the city. The riverfront has been revitalized into a retail and entertainment hub. A major obstacle to the continued redevelopment and reconnection within the City of Rockford is the Whitman Interchange and its feeder roadways. The project includes analyzing the traffic, socio-economic, transit, bicycle, pedestrian, roadway, and developmental impacts of reconfiguring the Whitman Interchange and its feeder roadways. This study will identify various options, their benefits/shortcomings, and costs, and make recommendations to improve the interchange and surrounding area. In addition, one of the existing one-way feeder roadways will be reconfigured for two-way traffic as an initial phase of the improvements.

Bensenville Transit Improvements and Station Area Study Project Engineer for a Transit Improvement Plan and Station Area Study to identify transit and land use improvements appropriate for the downtown area, in transportation corridors and key destinations within the Village. TranSystems worked with The Lakota Group and was responsible for examining the bus and commuter rail facilities and services in order to make recommendations for improvements.

LCDOT Program Management, Lake County, IL Right-of-way manager for the Lake County Program Management Program. The purpose of the project is to manage the LCDOT Challenge Bond Phase 2 Program consisting of Rollins Road at Illinois Route 83, Fairfield Road at Illinois Route 176, Washington Street from Hainesville Road to Lake Street, and Fairfield Road at Illinois Route 134. The Program Management scope consists of Program Coordination, Program Management, Project Contract Administration, Project Management, and Administration.

Bridge

15th Avenue Bridge over Silver Creek, Melrose Park, IL Project Director for the Phase I Engineering for the rehabilitation/replacement of a deteriorated simple-span steel beam bridge over Silver Creek in Melrose Park. The project is being funded with Highway Bridge Program Funds. Services include a preliminary bridge and hydraulic study to determine a recommended bridge alternative.

Ohio Street Bridge Replacement, Aurora, IL Project Director for the reconstruction of the Ohio Street Bridge over Indian Creek and the BNSF Railroad in Aurora. Ohio Street is a north-south major connector. The Ohio Street Bridge crosses four tracks of the Burlington Northern Santa Fe Railroad, which accommodate freight and commuter trains, and Indian Creek. The existing bridge is a five span steel girder structure built in 1928, and will be replaced by a three span continuous steel plate girder bridge on pile supported abutments with MSE walls, and multi-column concrete piers.

French Road Bridge over Burlington Creek, Hamphire, IL Project Director. The project involves the replacement of an old single span beam bridge on spread footings with a cast in place steel beam bridge set on piles with concrete parapets, asphalt surface approaches and new guardrail. Challenges included compressed construction schedule, construction in a active creek, location of existing utilities, and maintenance of traffic and staging. The bridge replacement was accomplished via staged construction in three stages with two way traffic controlled by a traffic signal. The improvement also included drainage, landscaping, and utility improvements.

Taylor Avenue Bridge, Glen Ellyn, IL Design Engineer for the construction of a new bikeway/pedestrian bridge over Taylor Avenue along the Illinois Prairie Path. TranSystems provided a Project Development Report for construction of a single-span bikeway/pedestrian bridge over Taylor Avenue along the Illinois Prairie Path to replace the existing at-grade crossing. The project included bridge design, horizontal and vertical geometric studies, intersection improvements, right-of-way acquisition, and cost estimates. The bridge provides a much-needed safety improvement to the Prairie Path. Path users can now use the Bridge instead of the steep downgrades on either side of the Taylor Avenue intersection.

North Damen Avenue Bridge, Chicago, IL Design engineer for the preparation of a project development report and contract plans for roadway reconstruction including traffic and accident analysis, right-of-way requirements, capacity analysis, pavement reconstruction, horizontal and vertical alignment, and drainage system analysis.

Washington Street Bridge, Naperville, IL Design engineer for the preparation of a project development report, bridge condition report, contract documents and specifications for the replacement of the Washington Street Bridge over the East-West Tollway (Interstate 88). The project included replacement of a four-span bridge with a two span bridge with integral abutments, construction of two pile-supported retaining walls, horizontal and vertical geometric studies, roadway widening, intersection improvements, traffic signals, roadway lighting, right-of-way acquisition, and cost estimates.

Burlington Avenue over the East Branch of the DuPage River, Lisle, IL Design engineer for preparation of a Project Development Report, traffic and accident analysis, Section 404 permit application, utility coordination, and cost estimates. The project included replacement of the Burlington Avenue Bridge, waterway opening modifications, and reconstruction of the approaches.

Roundabout Design Guidelines, Kane County, IL Project director for the development of Design Guidelines for use by the County and developers/engineers within the County. The guidelines include requirements for analyzing and comparing a potential roundabout to a traditional signalized intersection, Designer requirements based on the complexity of the roundabout being proposed, and development of requirements for each stage of submittals in the permit process.

Right-of-Way Services, DuPage County Division of Transportation Right-of-way manager for coordinating all aspects of right-of-way acquisition including plan review, impact assessment, preparation of plats and legals, appraisals, negotiations, and agreements.

Metra 80th Avenue Parking Lot, Tinley Park, IL Design engineer for the preparation of contract plans and documents and construction management services for the removal of underground storage tanks, demolition of an abandoned sewage treatment facility, construction of a 500-space parking lot, and County highway widening improvements. The parking lot included separate kiss-and-ride facilities, bicycle and motorcycle parking, and accommodation for future Pace bus service. Services also included wetland delineation and Section 404 permitting, land transfer coordination with the Illinois Department of Mental Health, and coordination with the Cook County Highway Department.

LCDOT Program Management, Libertyville, IL Right-of-Way Manager for the Lake County Program Management Program. The purpose of the project is to manage the LCDOT Challenge Bond Phase 2 Program consisting of Rollins Road at Illinois Route 83, Fairfield Road at Illinois Route 176, Washington Street from Hainesville Road to Lake Street, and Fairfield Road at Illinois Route 134. The Program Management scope consists of Program Coordination, Program Management, Project Contract Administration, Project Management, and Administration.

Funding Assistance, Various Communities, IL Project manager for funding management assistance for various transportation improvements for a number of communities as part of their annual capital improvements program. Prepared funding applications for State and Federal funding programs such as ARRA, CMAQ, ICC, IDNR, ITEP, Illinois FIRST, STP, and TIGER.
