Five Year Housing Supply Statement for Chorley May 2020 (Updated March 2021) Introduction 1. The National Planning Policy Framework (the Framework) sets out that local planning authorities should identify and update annually a supply of specific deliverable sites sufficient to provide a minimum of five years’ worth of housing against their housing requirement. 2. This statement covers the five year period 1st April 2020 – 31st March 2025. It sets out the housing requirement for the five year period and assesses the land supply available to deliver the requirement. 3. Overall the statement concludes that there is sufficient land available across the Borough with a 11.2 year deliverable housing supply over the period 2020-2025. Five Year Housing Requirement 4. Central Lancashire Core Strategy Policy 4 sets out a housing requirement of 417 dwellings per annum in Chorley over the period 2010-2026 which is the starting point for calculating the five year supply. This equates to a total of 6,672 dwellings over the plan period. At April 2010 Chorley had prior under- provision of 162 dwellings, which Policy 4 requires the Council to make up over the remainder of the plan period. Therefore, at April 2010 the housing requirement for the Borough was 6,834 dwellings. 5. Table 1 sets out housing completions over the period 1st April 2010 to 31st March 2020. It identifies that 6,010 dwellings have been completed in the period and there is a surplus of 1,678 dwellings above the requirement for that period (taking into account the prior under-provision of 162 dwellings).

Information about sweeping, waste bins and street sign cleaning With the exception of high profile areas, for example, the Town Centre, it is not always possible to be specific about days and dates. However if at any time, you see an area that needs sweeping, or a bin that is overflowing, please report it via [email protected] or (01257) 515151. If it is scheduled to be sorted shortly, we won’t do it twice. If it isn’t scheduled to be done soon, the response team will deal with it. Sweeping There are four types of sweeping arrangements: Large mechanical sweeper This sweeper works on the A roads around the litter picking ‘A’ roads Borough. We aim to sweep all A roads every three weeks. Within the 3 week cycle, we have built in capacity to respond to service requests, via the Contact Centre. In addition, we litter pick ‘A’ roads in the following areas, on the following days: Monday – Euxton Tuesday – Astley Village Wednesday – Whittle-le-Woods Thursday – Clayton Brook Friday - Clayton-le-Woods Small mechanical These sweep all non A roads in the Borough. We aim sweepers to do these sweeps every 8 weeks. All year. Handcarts We have two handcarts sweeping and litter picking in Chorley Town Centre from Monday to Saturday. We also have handcarts that sweep and pick streets that, from experience, we know have higher levels of litter and detritus. These include streets within, approximately, 1km of the Town Centre, shown in Appendix 1, and the (A6) Westhoughton Road, Railway Road, (A673) Chorley Road triangle in Adlington and Heath Charnock.

NOTES ON THE PARISH CHURCH OF ST. WILFRED, STANDISH By William Frederick Price Read I7th November 1904 INTRODUCTION,. RAPT in the mist of unwritten history there W is some tradition that long before the coming of the Normans, Standish was a fortified station or camp of some importance. Lying, as it does, on an elevated plateau 370 feet above sea- level, on the direct route of the Roman road between Wigan and Walton-le-Dale, there may be some truth in the tradition. The fact that the Romans were acquainted with the use of coal is now fully established, and so great an authority on mining as Professor Hull considers there is good evidence that they discovered and worked the Arley seam which crops out along the banks of the river Douglas between Standish and Wigan. Years ago, while driving a tunnel to divert the course of the river, this coal seam of 6 feet in thickness was found to have been mined in a manner hitherto altogether unknown. "It was excavated into a series of polygonal chambers, with vertical walls opening into each other by short passages, and, on the whole, presenting on a ground plan something of the appearance of a honeycomb. The aim of the writer has been rather to put together a consecutive account of the descent of the Manor and the history of the Church, the old Nonconformist Chapel, and the Grammar School in a popular way, choosing in the main such incidents in the story of Rivington as illus- trate the manners and customs of our forefathers. To some people an account of this kind makes no appeal, but the writer ventures to hope that there are many who, while not attracted by the minutiae of antiquarian research, are sufficiently interested in a general way in the history of their neighbourhood to follow the story with pleasure. The idea of this book originated with Mr. W. H. Lever. When talking over the history of the countryside, Mr. Lever suggested that the scattered facts known about Rivington should be collected into a consecutive story, and this book is the outcome. It is hardly necessary to add how much the writer owes to Mr. Lever for the great interest he has taken in the work as it progressed, and for his constant encouragement and help, especially in giving full access to the Rivington charters and documents, many of which are dated as early as the thirteenth century.
