Answer: The State is willing to work with the selected vendor to consolidate project deliverable plans after contract award. The State has agreed to remove deliverable III.9.6.1, refer to question #78. 2) Question: WIC Program Background, pg. 5 Is there a contingency plan (or expectation) in the event the change request for the ability to phase in EBT isn't completed in time for pilot? Answer: The EBT change in our Crossroads system is on schedule to be completed in September of 2016. While a delay is not expected, we will have time to include the needed functionality in another build prior to pilot should a contingency plan be required. 3) Question: 9.4.1, pg. 24 Should the table referenced in this section be “5”, not “54”? Answer: The correct table reference should be Table 5. 4) Question: 9.17.3.2.6, pg. 56 Should this reflect local agency/clinic not projects/clinics? Answer: The correct reference should be local agency/clinic. 5) Question: 9.21.1.8, pg. 64 Should the table referenced in this section be “7”, not “76”? Answer: The correct table reference should be Table 7. 6) Question: General Throughout the RFP there are multiple sections where the only content is the word “Reserved” For example: Section III Technical Specifications 1) Enterprise Architecture Standards: Reserved 2) Enterprise Licensing: Reserved 3) Virtualization: Reserved 4) NCID: Reserved Please clarify the use of the term “Reserved” and what the Department’s expectation is regarding a Vendor’s response to these sections in their proposal. Answer: “Reserved” as used in the RFP, indicates a section in the State’s RFP template that is not applicable to this RFP. Vendors are not required to respond to paragraphs marked as “Reserved.” Page 2 30-DPH-33791-16 NC WIC EBT RFP Q&A 7) Question: Execution Page, Page 1 The Execution Page indicates that the Offers will be publicly opened on August 2, 2016. Please confirm if Vendors are permitted to attend the opening and what information (e.g. names of Vendors providing proposals) will be made public at the opening. If so, please confirm the time and address where the opening will occur. Answer: The State will open bids publicly on August 2, 2016 at 2:00 PM but details on Offerors proposals will not be provided. Once the proposals are received anyone wanting a list of Offerors submitting proposals can send an e-mail to [email protected] requesting a list. The bids will be opened at DHHS Office of Procurement and Contract Services, 801 Ruggles Drive (Hoey Building) Raleigh, NC 27603 at 2:00 PM on August 2, 2016. Only the Offerors names will be read aloud. 8) Question: Section I. Introduction, WIC Program Background, Page 5 This section states there are approximately 2,000 vendors with approximately 1,300 considered part of a corporate retail chain. Please provide a list of the vendors and how they are distributed across the State (i.e. their physical location and/or region). Answer: The list of North Carolina WIC authorized vendors effective June 1, 2016 is attached (See Appendix A, “North Carolina Authorized WIC Vendors June 2016.xls”). 9) Question: Section 9.25 NC WIC Program Data, Page 68 This section states there are 85 Local agencies and 172 individual sites. Please provide a list of the Local Agencies and their associated clinics and how they are distributed across the State (i.e. their physical location and/or region.) Answer: The list of North Carolina WIC Local Agencies and Sites as of June 2016 is attached (See Appendix B, “North Carolina WIC Local Agencies and Sites June 2016.xls”). 10) Question: Section 9.3.2.6, FMNP, Page 23 Is Crossroads currently enabled for the FMNP or is this a future enhancement? Answer: FMNP coupons are currently issued through the Crossroads system and redemption information is ingested into Crossroads from the banking contractor. Crossroads also generates reports regarding FMNP issuance and redemption. There is no EBT functionality within the Crossroads system to accommodate FMNP. This will be handled as a future enhancement to the system. 11) Question: Section 9.3.2.6, FMNP, Page 23 Is it the Department’s expectation that one EBT card will be used for both WIC and FMNP benefits? Page 3 30-DPH-33791-16 NC WIC EBT RFP Q&A Answer: Yes. 12) Question: Section 9.4 Project Deliverables and Expectations, Subsection 9.4.1, RFP page 26 Section 9.4.1 references the project deliverables and documentation for review as “specified in Table 54 below.” Please confirm that this reference should be to Table 5. Answer: The correct table reference should be Table 5. 13) Question: Section 9.4 Project Deliverables and Expectations, Table 5: List of Project Deliverables, RFP page 26; Section 9.5.12 Configuration Management/Release Management Plan, RFP page 32; Section IX. Appendix for Vendor Provided Documentation, RFP page 111 Item #27 in the list of Project Deliverable (Table 5) states that the Configuration Management/Release Management Plan is due “90 Calendar Days after Contract execution date.” And, there is no Appendix reference listed in the RFP Response Deliverable Label column in row #27. Section 9.5.12 Configuration Management/Release Management Plan states that this “Plan is due no later than ninety (90) Calendar Days after Contract execution for State review and approval.” There is no reference to including a Draft Plan with the bid proposal as there are in corresponding sections for the Project Management Plan, Project Work Plan and Schedule, Quality Assurance Management Plan, and the Risk and Issues Management Plan. Section IX. Appendix for Vendor Provided Documentation lists Appendix E: Configuration Management/Release Management Plan, but does not include the word “DRAFT” as it does with Appendix A, B, C, and D. Please confirm if Vendors are required to include a draft of the Configuration Management/Release Management Plan in their response as Appendix E. Answer: Vendor shall include a “DRAFT Appendix E: DRAFT Configuration Management/Release Management Plan” with the bid proposal. Section III, Table 1: List of Project Deliverables has been modified to add “Deliverable 27.1: DRAFT Configuration Management/Release Management Plan” and “Deliverable 27.2: FINAL Configuration Management/Release Management Plan.” Section IV, Price Table 3 has been modified to include: “Deliverable 27.2: FINAL Configuration Management/Release Management Plan.” Section IX. Appendix for Vendor Provided Documentation has been modified to add: “Appendix E: DRAFT Configuration Management/Release Management Plan.” The State confirms that vendors are required to include a draft Configuration Management/Release Management Plan. Page 4 30-DPH-33791-16 NC WIC EBT RFP Q&A 14) Question: Section 9.4 Project Deliverables and Expectations, Table 5: List of Project Deliverables, RFP page 26; Section 9.7.5.1, RFP page 35 Item #28 in the list of Project Deliverables states that the Vendor must provide a “summary of the results of any recent Statement on Standards for Attestation Engagements (SSAE) No. 16 Service Organization Control (SOC) 1 or SOC 2 audits of the hosting/data center and/or plans to conduct such audits” “with bid proposal and annually thereafter.” Section 9.7.5.1 states “at a minimum, the Vendor shall perform an annual Statement on Standards Attestation Engagements (SSAE) No. 16 Service Organization Control (SOC) 1 or SOC 2 audits of the hosting/data center and will submit the report each year by December 5th.” Please clarify if the Vendor is only required to state they will submit a summary of recent SOC 1 or SOC 2 audits of the hosting/data center on an annual basis OR if the Vendor is required to provide a summary of the results of any recent audit with their bid proposal. If required in the bid proposal please clarify where this information should be placed in the response. Answer: The Vendor shall submit their most recent SOC report as part of their response and annually thereafter. Section III, Table 2: List of Project Deliverables has been modified to add: “Appendix K: Summary of Recent SOC 1 or SOC 2 Audits of the Hosting/Data Center.” Section IX. Appendix for Vendor Provided Documentation has been modified to add: “Appendix K: Summary of Recent SOC 1 or SOC 2 Audits of the Hosting/Data Center.” 15) Question: Section 9.4 Project Deliverables and Expectations, Table 5: List of Project Deliverables, RFP page 26 Please clarify the reference to Appendix E: Configuration Management/Release Management Plan” in the “RFP Response Deliverable Label” column for Item #28 in the list of Project Deliverables is in the wrong row. Answer: Appendix E: Configuration Management/Release Management Plan should be in row 27, not row 28.
