To that end, we request dedicated funding in any final spending package for the implementation of humane, proven and reversible fertility control, namely the porcine zona pellucida (PZP) immunocontraceptive vaccine by the Bureau of Land Management (BLM). We are pleased this amendment to support this effort was adopted by voice vote in the House of Representatives as part of its Fiscal Year (FY) 2021 Interior and Environment Appropriations bill. This bipartisan amendment, cosponsored by Representatives Dina Titus, Joe Neguse, Brian Fitzpatrick, David Schweikert, Jan Schakowsky, David Price, Peter King, Ben McAdams, John Katko, Raul Grijalva and Deb Haaland, reflects a strong desire among our House colleagues to see that PZP is implemented. We appreciate the Appropriations Committee’s effort to support the BLM’s horse and burro program in FY20 by providing more than $21 million in additional funding over previously enacted levels. We also appreciate the Committee’s efforts to promote agency accountability, requiring that the BLM submit a report to Congress detailing past expenditures and accounting for future program planning and needs.

Plunkitt1 3.1 Parties on the Ground If one accepts this more di↵use definition of political parties, we should forgive an initial sense of pessimism or despondency toward our ability to study their behavior in a systematic fashion. The diversity of potential actors – from party organizations, to activist networks; from interest groups, to old-fashioned machines – multiplies both the potential environments and potential resources available for electoral intervention. And worse yet, the actions of these extended party networks are often purposefully kept from the public eye. The choice to recruit candidates for office, pressure others out of a contest, or expend resources in support of particular campaigns are at best highly sensitive decisions and at worst skirt the borders of legality.2 Moreover, the individual state primary and nomination contests are scattered over 1Riordan, William. 1905.     Big Business And Conservative Groups Helped Bolster The Sedition Caucus’ Coffers During The Second Fundraising Quarter Of 2021 Executive Summary During the 2nd Quarter Of 2021, 25 major PACs tied to corporations, right wing Members of Congress and industry trade associations gave over $1.5 million to members of the Congressional Sedition Caucus, the 147 lawmakers who voted to object to certifying the 2020 presidential election. This includes: • $140,000 Given By The American Crystal Sugar Company PAC To Members Of The Caucus. • $120,000 Given By Minority Leader Kevin McCarthy’s Majority Committee PAC To Members Of The Caucus • $41,000 Given By The Space Exploration Technologies Corp. PAC – the PAC affiliated with Elon Musk’s SpaceX company. Also among the top PACs are Lockheed Martin, General Dynamics, and the National Association of Realtors. Duke Energy and Boeing are also on this list despite these entity’s public declarations in January aimed at their customers and shareholders that were pausing all donations for a period of time, including those to members that voted against certifying the election. The leaders, companies and trade groups associated with these PACs should have to answer for their support of lawmakers whose votes that fueled the violence and sedition we saw on January 6.
