Water Provision &Work assurance for Livelihood Improvement Recently, National unity government of Afghanistan has initiated National Employment Generation Program for Peace, in order to boost economic growth and decrease unemployment rate of our villagers in various province of our country. Based on it Ministry of Rural Rehabilitation and Development (MRRD) has executed Maintenance Cash Grant Project and Employment (MCG) as of three phases in different provinces through the National Solidarity Programme (NSP). The key purpose of these national programmes for sure is the generating employment opportunity and enhancement economic growth of villagers, taking in consideration of security situation, unemployment rate, and weather condition of different provinces which so far thousands villagers have been benefited from job and wages opportunities and chances. Following these achievements MCG/NSP of MRRD once again implemented drinking water project in Nader khan village district of Manduzai, province. Simultaneously, more than 223 skilled and unskilled labors have been benefited from job and wages’ opportunities. Without doubt, residents of this village are really deprived, so recently young and teenagers in order to find job and money have travelled abroad. And they suffered many hardship even they have taken the risk of death when travelling. Fortunately, MCG/NSP at some extends stopped travelling of most villagers temporarily to other countries by rehabilitating and maintenance of drinking water project in this village. Haji Abdul Khaleq, 60 years of age and a village elder explaining: “We have seen many considerable economic and social changes by implementing the MCG programme in our village. Most of Nader khan village residents are so poor that could not nourish their children. Many others cannot afford AFN 500 monthly fee of their drinking water. We have almost 40% monthly defaulter of drinking water. Hence, the money they are receiving from MCG is meaning them as of life water. From now on, the youths and teenagers won’t travel abroad for getting job and money”. It is worth mentioning that the drinking water project has completed at a sum of AFN 378,550 and more than 113 families have been benefited. Haji Amin, another resident of Nadir khan village added: “The drinking water project had been completed in the first phase of NSP and still we are utilizing it, but recently those expatriate families which came from had no drinking water access near their houses therefore, by implementing MCG project the new pipes extended to their houses as well as many other pipes which being damaged were repaired”. Nowadays, the villagers are more hopeful for the better future by implementing of MCG/NSP/MRRD projects since they can easily access to employment opportunities in their villages and are not force to be weeks and months away from their families for providing money and family spending.

The way the announcement was made has raised eyebrows. Such an important announcement by a deputy spokesman shows lack of the leaders’ will to explain matters of public interests to the nation. It also shows inattention of the leaders towards promotion of demo- cratic values which builds public trust. As it was a major cause of rift between the two leaders, therefore, a joint press conference would have rebuilt public confidence on the unity government. Since it did not happen, thus, it also leaves room for suspicions and questions such as: Will the president and chief executive show consensus on appointments of new members of the election commissions? Will the government stick to the polls’ timeline that was announced by the t ion orrup president? However, one thing is clear at this point that the electoral C picture is still incomplete.
