    Colorado Resident and Non-Resident Student Enrollment This report is prepared by the Colorado Department of Higher Education pursuant to CRS 23-1-113.5(4)(d). SB18-206 added a provision which requires the Department to report annually on the resident and non-resident student populations at Colorado public postsecondary institutions as defined by CRS 23-1-113.5(4)(a). It is important to note that due to the exclusions allowed by statute, the resident and non-resident population proportions presented in this report do not fully summarize the entire student enrollment at Colorado public postsecondary institutions; the types of students included in this analysis are limited. Percentage of Fall incoming freshman classified as in-state Per CRS 23-1-113.5 (4) (a)(I), the percentages of Fall incoming freshman at each campus who are in-state students are presented for three years. These data are used to calculate a three-year rolling average. Incoming freshmen are defined as first-time, degree seeking undergraduate students taking resident instruction hours. Pursuant to CRS 23-1-113.5 (4)(a)(I), foreign students are excluded. Additionally, all Native American students at Fort Lewis College are excluded due to Fort Lewis College’s unique mission in serving Native American students and its participation in the Native American Tuition Waiver program. A chart visualizing these headcount data can be found on page 3. Table 1 on page 6 provides detailed data for headcount calculations. There is hereby established a college at Alamosa, to be known as Adams state college UNIVERSITY, which shall be a general baccalaureate institution with moderately selective admission standards.
