ORDER Whereas, anappeal under Section 19(3) of RTI Act, 2005 has been received from Shri Shoney Pertin, President, Siang Rights Forum(SRF) Camp Pasighat, PO/PS- pasighat, WARD No.-4, East Siang District (A.P), for non-furnishing of information, by Shri R.N. Singh, P|O-cum-Executive Engineer, PWD Division, Yingkiong, Upper Siang District, Arunachal Pradesh, as sought, by the Appellant under section 6(1) of RTI Act, 2005 on 10/OU2OI9. Whereas, the 1't hearing was held through Video / Audio Conferencing on 2L" April'2020. Shri R.N. Singh, PIO-cum-Executive Engineer, PWD Division, Yingkiong, could not be contacted in his Mobile NO. due to bad network connection. The Appellant Shri Shoney Pertin attended the hearing through audio conference as net work connectivity at Pasighat was not good for video conference. The PIO vide letter No. YD/E-|V/RT|/35 /2019-20/178-81, Dated Yingkiong the 06/02 /2020 had replied to the Appellant informing that the information sought by the Appellant for the mentioned work has not been sanctioned or executed. Further, the First Appellate Authority, Shri Tapi Darang, Superintending Engineer, Boleng Circle, had disposed of the appeal according to the cordial acceptance of both the parties vide Order No. SE/BLG/RTl(Applled) case-23 /2019-20/4203-07 Dated 2B/O2|2O2O. However, the Appellant is not satisfied with the Reply of the PIO nor the Order of the FAA. Shri V.K. Dev, the Development Commissioner & Commissioner (Finance) took a meeting on 22nd September, 2009 at 1500 hrs. in the Conference Hall of Chief Secretary with the concerned Commissioners, Secretaries and Heads of Department to review the progress of projects under One Time ACA/SPA implemented from Annual Plan 2005-06 to Annual Plan 2008-09. 2. The list of participates is appended. 3. After threadbare deliberations, following Specific and time bound decisions were emerged for follow up action: (i) The concerned Commissioners and Secretaries will take critical review on the progress of works on monthly basis. Such monitoring should be linked with the review and problem solving mechanism. (ii) Timeliness and adequacy of information are two important aspects of an effective monitoring system. Therefore, all concerned departments should expedite submission of project-wise expenditure reports, utilization certificates and photographs in the initial period of execution, during execution period and after completion of each project. (iii) The concerned executing departments/ nodal departments shall appoint nodal officer for liaisoning with Planning Department and Finance Department. (iv) In case of deposit works, the concerned client departments shall review with the concerned executing departments at a regular interval. A copy of any correspondence made with the executing departments shall be endorsed to Planning Department for follow-up action/ corrective measures.

    GOVERNMENT OF ARUNACHAL PRADESH ANNUAL OPERATING PLAN 2010-11 (PLAN AND PROPOSALS) INTRODUCTION : - Consequent upon the Pre-SPB discussion held on 3rd June 2010, the State Planning Department vide its memo No.PD (P)-10/2010 Dated 12th July 2010 has communicated a revised sectoral allocation under unearmarked portion for 2010-11 for Power (T&D) sector as Rs. 12212.00 lakhs. The allocation under un earmarked portion during 2009-10 was Rs. 13903.79 lakhs against which the Department had incurred an actual expenditure of Rs.13863.47 lakhs. Allocation under SPA, ACA has also been indicated against various formats which are only indicative and has not been discussed in the SPB. Actual fund allocation shall be based on actual communication from the Planning Department during the year. The non plan allocation of the department received during 2009-10 which included one time specific allocation was Rs.14624.70 lakhs against which the Department had incurred an actual expenditure of Rs.14584.78 lakhs. The fund requirement of the Department for 2010-11 under Direction and Administration subhead of 2801 non plan is Rs. 13623.59 lakhs against which the State Planning Department vide their letter No. BT-339/2009/Pt. dated 6th April 2010 has made an allocation of Rs. 11662.66 lakhs. i The total fund allocation received during 2009-10 against Central Sector Schemes such as NLCPR, NEC, MNRE etc. was Rs.29998.28 lakhs against which the Department had incurred an actual expenditure of Rs.19123.60 lakhs. The requirement of fund by the Department towards the schemes being executed under above sub-heads during 2010-11 in order to complete the schemes within the stipulated time frame is Rs.

All Rights Reserved Research Paper PALYNODEBRIS ANALYSIS AND DEPOSITIONAL ENVIRONMENT OF YINGKIONG GROUP OF EAST AND UPPER SIANG DISTRICTS, ARUNACHAL PRADESH, INDIA Diganta Bhuyan1* and Kaustuv Moni Saikia1 *Corresponding Author: Diganta Bhuyan [email protected] The present study was carried out along the Yamne river section of the East and Upper Siang Districts of Arunachal Pradesh. The area presents the Eocene Yingkiong Group of sediments exposed on the road and river sections from the north of Ranaghat up to Yingkiong. The dominating rock types encountered are sandstone, limestone, shale, carbonaceous shale and streaks of coal. The palynological study reveals the scanty occurrence of palynofossils and foraminiferal linings. The palynodebris assemblage is dominated by charcoal and degraded black debris along with considerable amount of amorphous organic matter and well preserved woody structures. Presence of charcoal and degraded black debris indicate oxidizing environment at the time of deposition of the sediments while amorphous organic matters with well preserved woody structures point that the study area experienced recurrence of reducing environment. From the occurrence of foraminiferal linings, the depositional environment can be envisaged to be shallow marine. The palynodebris assemblage together with coal occurrence indicates a tropical to sub-tropical climate with high humidity and heavy rainfall prevailed in the area of deposition.
