Data Management The National Inventory The Mission Statement of the Superintendence of Cultural Heritage is to fulfill the duties of the State to ensure the protection and accessibility of cultural heritage as defined in the Cultural Heritage Act 2002. Article 7 of the Cultural Heritage Act requires the Superintendence of Cultural Heritage to compile a National Inventory of cultural property in the Maltese Islands. In 2011 the Superintendence published a first installment of the inventory records in the Government Gazette. Data inputting online of the Cultural Heritage Inventory Management System (CHIMS) also proceeded in parallel. In 2016 the Superintendence was not in a position to publish any new inventory records on the Government Gazette or on CHIMS due to a lack of resources and other more pressing commitments. Joseph Magro Conti succeeded Dr Pace as Superintendent as from 28 March 2018 following a handover to ensure a smooth transition as well as embark on the restructuring of the organisation, services and processes to reflect the demands of the time. Priority was given to the creation of positive dialogue with and between several key players in the cultural heritage sector. This ensured a comprehensive understanding of the main issues being encountered by the Superintendence and the wider cultural heritage sector. Understanding issues: On taking office the Superintendent immediately carried out one-to-one meetings with various operators, namely: . During the coming year the Council will continue to strengthen the infrastructure of the locality with the embellishment of various parts of Pembroke. Our aim is to continue strengthening our community’s commitment to have a better place to live in and to exchange our cultural as well as our heritage with local as well as foreign communities. During 2011 we continued with the embellishment of the open spaces around the locality. The Council will continued with the planting of more trees around Pembroke during 2012. Other zones have been marked for tree planting during the last year of this extended legislature. Our heritage is also another important item on the Council’s agenda. The underground rooms of the Pembroke Battery that were to be converted into a historical British era museum are still not ready. Sadly the works on the battery have stopped. The idea of a historical museum is still on hold but hopefully it will be concluded together with the restoration of the Madliena Tower in time to do the heritage route.

Dr Owen Bonnici, and the respective former Permanent Secretary Johan Galea and former Chief-of- Staff Angele Abela for having faith and support in the Superintendence’s restructuring programme. By the time of writing, there was a cabinet reshuffle, and we take this opportunity in welcoming the Hon. Dr José Herrera as Minister for National Culture, the Arts and Local Government (MHAL), the new Permanent Secretary Joseph Camilleri and the new Head of Secretariat Pierre Vassallo, and other officials of MHAL, who immediately engaged with the work, challenges and amelioration of the Superintendence. Of note, is that this is the very first time that a government has appointed a Minister specifically for National Heritage, a much welcomed and deserved decision, as finally, government’s priorities places Malta’s Cultural Patrimony at par with other national priorities.

Public Outreach 40 Page 2 of 40 Foreword In March 2018, the then Superintendent of Cultural Heritage Dr Anthony Pace moved into another post as the Co-ordinator of Malta’s World Heritage Tentative List. Joseph Magro Conti succeeded Dr Pace as Superintendent as from 28 March 2018 following a handover to ensure a smooth transition as well as embark on the restructuring of the organisation, services and processes to reflect the demands of the time. Priority was given to the creation of positive dialogue with and between several key players in the cultural heritage sector. This ensured a comprehensive understanding of the main issues being encountered by the Superintendence and the wider cultural heritage sector. Understanding issues: On taking office the Superintendent immediately carried out one-to-one meetings with various operators, namely: . SCH staff; . former Superintendent (Dr Anthony Pace) – several meetings . former Deputy Superintendent (Mr Nathaniel Cutajar); . cultural heritage stakeholders (Committee of Guarantee, Cultural Heritage Advisory Committee, Heritage Malta, University of Malta; Malta’s Ambassador for UNESCO); . Ministries, architects, Planning Authority, Environment Resources Authority, Restoration Directorate, Malta Developers Association, independent developers, and NGOs amongst others.
