Research background: Simplifying the system of foreign trade relations and providing advantages to individual States, allows you to increase the volume of foreign trade turnover and most effectively transform the structure of exports and imports of the country, taking into account its international specialization and competitive advantages. An integral component of the process of globalization is the strengthening of competition between national and foreign producers. In these conditions, it is important for the national economy to achieve a certain balance between protectionist measures and free trade instruments. Purpose of the article: The purpose of this article is to summarize the theoretical and practical experience of using the tools of customs and tariff tools and develop recommendations to improve the efficiency of their application within the EAEU. Methods: The research used methods of generalization, classification and comparative analysis of theoretical and methodological approaches to assessing the effectiveness of customs tariff instruments and their individual elements, methods of setting scientific hypotheses, grouping research depending on the conclusions and results obtained, and the possibility of using this experience to improve the system of customs and tariff regulation of the EAEU. -

Journal of Economic Cooperation 21 , 4 (2000) 1-28 ROLE AND FUNCTION OF REGIONAL BLOCS AND ARRANGEMENTS IN THE FORMATION OF THE ISLAMIC COMMON MARKET ∗ Oker Gürler The present study aims to examine the role and function of regional blocs and trade arrangements in the formation of the Islamic Common Market. For this purpose, it provides, first of all, a conceptual background on regional economic groupings. Then, it evaluates the regional economic groupings and trade arrangements formed amongst the member countries of the OIC. Based on this framework, the paper discusses, in detail, the possible role and function of regional economic groupings and trade arrangements in the formation of the Islamic Common Market or any other form of economic integration. At the end, it gives concluding remarks on the topic. 1. INTRODUCTION In the 1990s, regionalisation efforts increased considerably at the global scale. This new wave of regionalisation was mostly affected by the achievements of the European countries in creating first a common market and then a monetary and economic union amongst themselves. Since its establishment, the European Union (EU) has grown greatly in terms of its membership, its economic and political influence, and its organisational infrastructure. Starting with only six member states, its membership has now reached fifteen. Furthermore, more countries are waiting at the doorstep of the Union. On the other hand, the Maastricht Summit (9-10 December 1991) was a very important turning point in the history of the EU. The member countries agreed on the Treaty on the European Union aiming to develop the European Community into an Economic and Monetary Union (EMU) and to introduce a single European currency by 1999 at the latest. -

37 CHAPTER 2 ASSESSING REGIONAL ORGANIZATIONS’ WORK IN DISASTER RISK MANAGEMENT his chapter looks at one group of important but little-studied actors in disaster risk management (DRM): regional organizations.171 Although regional mechanisms are Tplaying increasingly important roles in disasters, there has been remarkably little research on their role in disaster risk management. In fact, there are few published studies about the relative strengths and weaknesses of regional bodies, much less comparisons of their range of activities or effectiveness in DRM.172 A recent study carried out by the Brookings-LSE Project on Internal Displacement sought to address this gap by providing some basic information about the work of more than 30 regional organizations involved in disaster risk management and by drawing some comparisons and generalizations about the work of thirteen of these organizations through the use of 17 indicators of effectiveness.173 This chapter provides a summary of some of that research. SECTION 1 Introduction and Methodology: Why a Focus on Regions? Since the 1950s when European regional integration seemed to offer prospects not only for the region’s post-war recovery, but also for lasting peace and security between former enemies, regional organizations have been growing in number and scope. Since 2003 he has been responsible for the International Economic Policy department. Prior to that he was the head of IW’s New Economy department (from 2000-03) and personal assistant to the director (1995-2000). His economic studies were undertaken in Dortmund and Dublin. He has published on a wide range of issues covering trade policy, development, the competitiveness of nations, the new economy and corporate governance. TARIFFS AND TRADE IN THE COMMON MARKET* HANs W. GuAR D I The Rome Treaty establishing the European Economic Community (E.E.C.) provides for a number of measures designed to establish an economic union between the signatory countries and make possible a more economic allocation of resources within the Community. This, in turn, would, it was hoped, increase the over-all productivity within the region comprised by the six participating countries-in- cluding certain overseas areas. The establishment of a customs union was envisaged as only one of the measures to be employed for these purposes; but, so far,' this is the only task of "harmonization" that has reached the first stages of realization. On January i, ig6, tariffs on a large group of imports from member countries were reduced by a further ten per cent, after two previous reductions of the same pro- portion. At the same time a first step towards a common external tariff went into effect-i.e., each one of the four customs areas of the unionla began to apply on im- ports from nonmember countries a tariff which is thirty per cent closer to the com- mon tariff provided for in the Rome Treaty. This change in the tariff structure of the world's most intensive trading area is often regarded as an event which will have the most direct and obvious effect upon the relationship between the E.E.C. and the rest of the world. Any prediction as to the scope of this effect, however, is based largely on static models-i.e., on the analysis of cost-price-quantity relationships under extremely limiting assumptions as to market structure and income changes. -

Common External Tariff System – For ECOWAS Near Completion By Daniel Plunkett It is 14 years now since the original deadline of 1990 for completing the ECOWAS Common External Tariff (CET), a key part of the planned Customs Union uniting the 15-member states, was agreed on. Notwithstanding the date, there is now a new hope for success. A Common External tariff implies that all goods entering the customs territory of any ECOWAS country will be assessed the same rate of customs duty. In combination with the Free Trade Area, a Common External Tariff offers several important advantages for ECOWAS importers and exporters. This includes an enlarged market comprising all the 15- member states, cost certainty for traders, reasonable levels, modernisation of the revenue collection systems, making them increasingly transparent, increasing integration of the informal sector into the formal sector and concrete evidence of economic integration. The Common External Tariff and the Free Trade Area, the two constituent parts of a Customs Union, were both agreed to by the ECOWAS Heads of State in the 1975 ECOWAS Treaty and again in the 1993 Revised ECOWAS Treaty. To reinvigorate the process, and in the face of the need to integrate the EU/ACP relationship into the World Trade Organisation (WTO) system, the ECOWAS Heads of State and Government agreed in December 2000 that the Common External Tariff of the West African Economic and Monetary Union (WAEMU-or UEMOA in French) would form the basis for the CET. UEMOA Membership Thus, the seven non- UEMOA members (Cape Verde, The Gambia, Ghana, Guinea, Liberia, Nigeria and Sierra Leone) are busily preparing themselves for harmonisation, studying the impact of adopting the CET and preparing their national negotiating positions. -

Ana Cristina Molina and Vira Khoroshavina* This version: 14 September 2018 Abstract: This paper investigates how RTAs treat disputes concerning their TBT provisions, in particular whether they treat them differently from other types of dispute, and how they deal with any potential overlap with the WTO when the substantive obligations of the RTA and the WTO TBT Agreement are the same (or similar). Our analysis covers 260 RTAs, of which 200 include at least one provision on TBT. We find that in general disputes on TBT provisions arising under RTAs are not treated differently from other type of RTA disputes. Fifteen per cent of RTAs with TBT provisions include provisions that apply exclusively to the resolution of TBT disputes and do so in general to favour the WTO dispute settlement mechanism over that of the RTA; only in one RTA – NAFTA – do the parties provide under some conditions for the exclusive use of the RTA DSM for certain types of TBT disputes. -

Abstract Each of the contemporary great powers—the United States, Russia, China, the United Kingdom, and France—has a history of demarcating particular regions of the world as belonging to their own sphere of influence. During the Cold War, proponents of the realist approach to international relations argued that the United States and the Soviet Union could preserve global peace by maintaining separate spheres of influence, regions where they would sustain order and fulfill their national interest without interference from the other superpower. While the great powers used to enjoy unbridled primacy within their spheres of influence, changes in the structures of international governance— namely the end of the imperial and Cold War eras—have led to a sharp reduction in the degree to which the great powers have been able to dominate other states within these spheres. In this paper, I argue that while geopolitics remains of paramount importance to the great powers, their traditional preoccupation with spheres of influence has been replaced with their prioritization of “zones of interest”. I perform a qualitative analysis of the zones of interest of the five great powers, defined as spatial areas which have variable geographical boundaries, but are distinctly characterized by their military, economic, and/or cultural importance to the great powers. -
