1.0 INTRODUCTION

1.1 Background 1.1.1 Connect Consultants Limited is a firm of transport planning and highway design consultants that have been instructed by NewRiver Retail in respect to their proposed mixed use development at Templars Square, Cowley. 1.1.2 The proposal sites are located at Templars Square Shopping Centre, Cowley. 1.1.3 The location of Templars Square Shopping Centre is identified at Inset 1.1 below. 1.2 Development Proposals 1.2.1 Inset 1.2 below shows the local context of the proposal sites. Inset 1.2 – Local Context

1.2.2 The proposed development is located over three key sites (A, D and F), as shown at Inset 1.2 above, with additional areas of public realm. The existing use of each site has been set out below: Site A: Currently occupied by Templars Square Castle Car Park. Site D: Currently occupied by Barns Road Car Park. Site F: Currently occupied by northern end of Templars Square Shopping Centre and The Nelson public house.

1.3 Development Proposals 1.3.1 Appendix 1 contains a drawing showing the proposed site layout. The main components of the scheme are as follows: Site A (Castle Car Park): Demolition of the existing car park and high level walkway and construction of 99 residential units (38no. 1bed, 48no. 2beds and 13 no. 3beds) with 51 associated basement level car parking spaces. The existing car park access to/from Crowell Road will be removed and the site will be accessed to/from Beauchamp Lane. Site D (Barns Road Car Park): Mixed use development comprising 69 residential units (25 no. 1 bed, 40 no. 2beds and 4 no. 3 beds), a hotel with 71 rooms and 609sq.m of A3 floor space. The existing B4495 Between Towns Road vehicle access to The Nelson public house will be removed. Site F (northern end of Templars Square): Development above the existing retail units comprising 57 residential units (31 no. 1bed, 19 no. 2beds and 7 no. 3beds) with no associated car parking spaces or vehicle access. 1.3.2 The proposals also include improvements to the highway and site frontage as part of a streetscape scheme, which have been set out below and are shown on the drawing at Appendix 2: • Rationalisation of B4495 Between Towns Road to remove surplus carriageway width. • Relocation of the B4495 Between Towns Road signalised pedestrian crossing and widening the crossing width and narrowing of the carriageway width adjacent to the northern Templars Square Shopping Centre pedestrian access, connecting to Templars Shopping Park. • Improvements to the bus stop facilities on B4495 Between Towns Road. • Formalised provision of the B4495 Between Towns Road bus U-turn facility. • A new loading bay to the immediate east of the proposed B4495 Between Towns Road bus stop. • A taxi bay on B4495 Between Towns Road to the west of the B4495 Between Towns Road signalised pedestrian crossing. • A right turn in ghost island for the Barns Road car park access. • Improvements to footway surfacing and street furniture. • Improvement to the paving and treatments at the pedestrian entrances to the shopping centre.

1.3.3 This Residential Travel Plan (TP) is provided to highlight the measures that will be implemented to encourage sustainable travel habits by future residents of the proposed 225 residential dwellings within the mixed use development. 1.3.4 A separate framework Travel Plan has been prepared for the proposed hotel.

1.4 Travel Plan Background 1.4.1 Travel Plans are strategies for managing multimodal access to a site or development that focus on maximising the potential for travel by sustainable transport modes. Comprehensive government advice relating to the preparation of Residential Travel Plans is provided within the publication entitled ‘Making Residential Travel Plans Work: Guidelines for New Development1’. 1.4.2 The benefits of residential Travel Plans include the following:- • Reduced need for car use with benefits in terms of reduced traffic movements and associated congestion, air pollution and traffic accidents. • Improved accessibility and travel choice to local facilities. • Improved public transport provision for people in nearby developments derived from economies of scale. • Increased scope for child-friendly housing layouts, with fewer roads, vehicle movements and parking areas. • Improved access by the wider community to residential development by sustainable modes of transport. • The demonstration of good practice provides an educational tool to help change perceptions about the convenience and benefits of non-car travel.

1.5 Objectives 1.5.1 The Travel Plan is a strategy for reducing the dependence of residents on travel by the private car. The primary objectives of the strategy are to help and encourage residents to achieve the following:-

• Increase the use of sustainable modes of transport, e.g. walking and cycling.

• Increase the use of public transport.

• Reduce trips by car, particularly single occupancy single purpose car trips.

1.5.2 Secondary objectives are to achieve the following:-

• Minimise the associated impact of traffic by the development through minimising noise and pollution.

• Create a pleasant environment and maximise road safety within the development by minimising the intrusion of cars.

• Promote social inclusion by widening the travel options available for non-car owning households.

• Reduce the cost to residents of travel by promoting alternatives that are both cheaper and more environmentally friendly.

1.6 References 1.6.1 This Travel Plan has been prepared by reference to the following documents:-

1.6.2 This Travel Plan has been prepared with due regard to the Government’s National Planning Practice Guidance note ‘Travel Plans, Transport Assessments, and Statements in Decision- Taking’. The guidance note provides advice on when travel plans, transport assessment and transport statements are required and what they should contain. 1.6.3 Under the heading ‘What are Travel Plans?’ the guidance indicates the following: “Travel Plans are long-term management strategies for integrating proposals for sustainable travel into the planning process. They are based on evidence of the anticipated transport impacts of development and set measures to promote and encourage sustainable travel (such as promoting walking and cycling). They should not, however, be used as an excuse for unfairly penalising drivers and cutting provision for cars in a way that is unsustainable and could have negative impacts on the surrounding streets.”

1.6.4 Under the heading ‘How do Travel Plans, Transport Assessment and Statements relate to each other?’ the guidance goes on to say the following: “The primary purpose of a Travel Plan is to identify opportunities for the effective promotion and delivery of sustainable transport initiatives e.g. walking, cycling, public transport and tele-commuting, in connection with both proposed and existing developments and through this to thereby reduce the demand for travel by less sustainable modes. As noted above, though, they should not be used as way of unfairly penalising drivers.”

1.7 Implementation 1.7.1 By definition, the travel patterns of people will change when they move house or relocate, so it is an ideal opportunity for them to review their car use. Logically, it is more difficult to change travel behaviour once regular travel patterns have been established. Therefore, it is important that as many as possible, if not all, of the Travel Plan measures are in place as early as possible.

1.8 Travel Plan Structure 1.8.1 The Travel plan is divided into three further sections. The purpose and content of each section is highlighted below.

• Section 2 – describes the site location, local facilities and provides a review of the local transport facilities.

• Section 3 – describes the Travel Plan measures.

• Section 4 – sets out the Action Plan for implementing the Travel Plan.

2.0 TRANSPORT CONTEXT

2.1 Introduction 2.1.1 This section of the report provides details of the transport context for the site, focusing on the accessibility of the site by non-car modes of transport and the existing transport infrastructure. Also included are details of local facilities which residents are likely to access on a regular basis.

2.2 Access by Foot 2.2.1 The Department for Transport’s (DfT) document titled ‘Manual for Streets’ dated 2007 provides guidance in relation to walk distances. Section 4.4 gives the following advice:- “Walkable neighbourhoods are typically characterised by having a range of facilities within 10 minutes’ (up to about 800 m) walking distance of residential areas which residents may access comfortably on foot”. 2.2.2 Table 3.2 of The Institute of Highways and Transportation (IHT) guidance document titled ‘Providing for Journeys on Foot’ identifies a maximum walk distance of 2.0km for commuter, school and sightseeing walk trips, 800m for town centre walk trips and 1.2km for trips elsewhere. 2.2.3 The actual distance that people will be prepared to walk will vary depending on the trip purpose and other factors such as the presence of road crossings and terrain. For retail trips, the likely maximum walk distance is 800m due to the fact that shoppers will be carrying bags on their return journey, while for work based trips, people are likely to be prepared to walk the full 2km referred to in ‘Providing for Journeys on Foot’. 2.2.4 Inset 2.1 highlights the 800m and 2km walk isochrones for the proposal site using the centre point of the sites.

2.2.5 For future residents of the proposed development, Inset 2.1 shows a large urban area within walk distance of the site. There are a number of retail facilities adjacent to the site, including Templars Shopping Park to the immediate north, which is within 800m walk of the site and includes a Sainsbury’s Supermarket. 2.2.6 For future employment trips by residents, 2011 census data for travel to work for the surrounding population, as set out at Graph 2.1 and Graph 2.2 below, indicates 14% travelling by foot to/from work and Oxford Business Park is located approximately 800m from the proposal sites, and is a potential destination for future employment journeys, which could be undertaken by foot. 2.2.7 For future education journeys by residents, Our Ladys Catholic Primary School is within 600m, Church Cowley Saint James Primary School is within 800m, and Oxford Academy is within 1.4km of all of the sites. 2.2.8 For health related journeys by residents, Temple Cowley Health Centre is located within 600m walk of the site. 2.2.9 For future retail trips by residents, the sites are located either within or adjacent to the primary district centre shopping frontage, and so a large variety of retail choices are near enough on the door step of the future residences, including A1 food and non-food retail.

2.2.10 There are signalised pedestrian crossing facilities on all four arms of the B4495 Between Towns Road / Crowell Road signal junction and a signalised pedestrian crossing of B4495 Between Towns Road (Photograph 2.1) adjacent to the proposed mixed use element at Site D of the site. 2.2.11 There is a signalised pedestrian crossing on Barns Road (Photograph 2.2) adjacent to the Barns Road Templars Square pedestrian access. 2.2.12 There is a signalised pedestrian crossing on the western arm of the B480 Oxford Road / B4495 Between Towns Road signal junction approximately 300m to the east of Templars Square. 2.2.13 Considering the site’s location relative to employment, retail, leisure and education, walking is a highly attractive and applicable mode of transport to/from the proposal site, for which a significant number of trip purposes can be undertaken.

2.3 Access by Cycle 2.3.1 Sustrans indicate in their ‘Travel Behaviour Research Baseline Survey – 2004’ under the subheading ‘measuring the potential for change’ that cycling offers an alternative to car travel, and particularly for trips of less than 6 kilometres. This research is supported by the 2014 National Travel Survey, which specifies average journey lengths, by cycle, of 5.0km. 2.3.2 For the purposes of this assessment, it has been assumed that cycling has the potential to replace short car trips, particularly for journeys of less than 5km in length.

2.3.3 An on-road cycle route runs along Barns Road and to the east of Templars Square along B4495 Between Towns Road, the route connects with a long distance cycle route running along the A4142 to the south and west of the site. 2.3.4 For future residents of the proposed development, the above inset shows that a large urban area, including Central Oxford and John Radcliffe Hospital, is within 5km cycle distance of the site. 2011 census data for travel to work for residents of Templars Square Shopping Centre, as set out at Graph 2.1 below, indicates 12% travelling by cycle to/from work. 2.3.5 For customers of the proposed A3 units, a large built up area is within cycle distance of the site. 2.3.6 Cycling offers an attractive mode of transport to facilitate a variety of journey types for future residents, with an increase in facilities when compared to those within reasonable walk distance of the sites.

2.4 Access by Bus 2.4.1 The site is located in a Transport District Area, as identified in Oxford City Council’s Planning Policies Map, which relates to policies TR3 and TR12, as identified in Section 1 of this report. 2.4.2 The guidance contained within the IHT Guidelines titled ‘Planning for Public Transport in Developments’ suggests a catchment area of 400m to bus stops. 2.4.3 The location of the B4495 Between Towns Road (where U-Turn manoeuvres occur) and Barns Road bus stops are identified at Inset 1.2 above, all of the bus stops shown are within 400m of each of the proposed development’s elements. 2.4.4 Table 1 below indicates the route destinations and approximate frequencies of the bus routes serving the bus stops identified above. 2.4.5 Table 1 above indicates that there are a significant number of bus routes within walk distance of the proposed development’s sites, and that a number of these routes have a high frequency. 2.4.6 For trips to/from Oxford City Centre there are approximately 24 services per hour, 14 services per hour to/from Blackbird Leys, 6 services per hour to/from John Radcliffe Hospital, 2 services per hour to/from Greater Leys, 1 service per hour to/from each, Littlemore, and Minchery Farm Science Park. 2.4.7 It is worth noting that the number 10 and number T1 bus services use the B4495 Between Towns Road bus stops to U-Turn (westbound to eastbound). 2.4.8 2011 census data for travel to work for the population of Templars Square Shopping Centre, as set out at Graph 2.1 below, indicates 47% of employed people travelling by bus to/from work. 2.4.9 Photograph 2.3 indicates the Between Towns Road bus stops (where bus U-turn manoeuvres are undertaken), and Photograph 2.4 the southbound Barns Road bus stops. 2.4.10 The advice in the Institution of Highways and Transportation’s (IHT) publication titled ‘Planning for Public Transport in Developments’ suggests that railway stations have a walk catchment of 800m. 2.4.11 The nearest station is and is located approximately 4.5km north of the site. Although not within IHT walk distance, the railway station is within cycle distance of the site and the number 5 bus service runs every c10 minutes to/from Oxford Railway Station (c15 minutes on Sundays). 2.4.12 It is understood that the number 5 bus service takes approximately 27 minutes to travel from Templars Square to Oxford Railway Station and costs £2.10 for a single fare and £3.50 for a return (additional fairs covering surrounding areas and longer time periods are also available). Online mapping software indicates the same drive would take approximately 15 minutes and costs between £7.20 and £29.00 to park at the Station on a weekday, with daily parking at other nearby car parks costing between £3.50 and £25.00 (and the cost of a taxi journey being c£8.00). Bus travel to the station is a reasonably attractive alternative when compared to the private car. 2.4.13 Daytime rail services from Oxford run to London roughly every 15 minutes (typically two fast and two slow services per hour), and stop at Reading and Slough (additional services operate into London with changing at Reading). There are also other additional services to locations including Newcastle, Worcester, Manchester Piccadilly and .

2.4.14 The site is highly accessible by public transport, with very good potential for the majority of medium distance journeys for future residents to be undertaken by bus, especially those to Oxford City Centre, to Oxford Railway station, to John Radcliffe Hospital and to employment destinations. 2.4.15 Good potential exists for long distance journeys to be undertaken by rail by future residents.

2.5 Multimodal Assessment Method if Travel to Work 2.5.1 2011 census data for the residences within Templars Square Shopping Centre (represented by Output Area E00145331) and for Cowley Ward have been used to interrogate the potential travel to work habits of the future residents of the proposed units. 2.5.2 For Templars Square, the census data shows 19% of residents travelling to work as the car/van driver with 47% utilising public transport, further underlining the site’s excellent location relative to bus facilities. The results are provided at Graph 2.1 below. 2.5.3 The census data also shows 26% of residents of Templars Square travelling to work by either foot or cycle, further underlining the site’s excellent location for access by these sustainable modes. 2.5.4 For Cowley Ward, the census data shows 36% of residents travelling to work as the car/van driver with 24% utilising public transport, 17% cycling and 14% walking, underlining that for the general area, the sustainable travel options are highly attractive to residents. 2.5.5 The main difference between the Templars Square output area and Cowley Ward is that Cowley Ward has a greater proportion of residents travelling to work as a car driver and a smaller proportion travelling by bus. In both cases, the proportion of trips by car is low. This is also supported by the car ownership data below. 2.5.6 Given the above, it is reasonable to assume that future residents of the proposed development would have a low level of reliance on the private car, and could manage without owning a car. 2.5.7 It is also reasonable to assume that a high proportion of trips by future residents would be undertaken using sustainable modes, and therefore a low proportion of trips would be undertaken by car.

2.6 Car Ownership Templars Square 2.6.1 The 2011 census data for car ownership for the residents of Templars Square Shopping Centre identifies 78% (87 / 111 = 78%) of households (represented by Output Area E00145331) do not own a private car or van (as set out at Graph 2.3 below) and that there is on average less than one car per household (25 / 111 = 0.23). 2.6.2 It is also worth noting that 106 of the 113 dwellings in the site’s output area are flats rather than houses, therefore it is a useful benchmark of the potential car ownership levels of the proposed apartments. 2.6.3 The 2011 census data for car ownership suggests that travel by sustainable modes is excellent for the area, so much so that owning a car is not a necessity. Cowley Ward 2.6.4 The 2011 census data for car ownership for Cowley Ward identifies 33% (835 / 2,541 = 33%) of households in the ward of Cowley do not own a private car or van (as set out at Graph 2.4 below) and that there is on average less than one car per household (2,329 / 2,541 = 0.92). 2.6.5 It is also worth noting that the majority of dwellings in the Cowley Ward are houses rather than flats, therefore while a useful indicator of car ownership in the area, it is not necessarily indicative of the future car ownership levels of the proposed apartments.

Cowley Ward - Apartments 2.6.6 The 2011 census data for car ownership for Cowley Ward (apartments only) identifies 62% of flats in the ward of Cowley do not own a private car or van (as set out at Graph 2.5 below) and that there is on average significantly less than one car per household (255 / 561 = 0.45). 2.6.7 Again, the 2011 census data for car ownership suggests that travel by sustainable modes is commonplace and owning a car is not a necessity.

3.0 TRAVEL PLAN MEASURES

3.1 Introduction 3.1.1 This section of the Travel Plan outlines the management measures that will be utilised to implement the Travel Plan. The developer will be responsible for the production and distribution of the resident welcome pack, which is identified below. 3.1.2 Considering the information provided in Section 2 of this report, which highlights that the site is located in a highly accessible location, is accessible by a range of sustainable travel modes, and in close proximity to a wide range of facilities, it is likely that the future residents will undertake a significant proportion of journeys by sustainable modes of transport and the opportunity exists for residents to not need a private car. 3.1.3 All of the measures below will be implemented by a Travel Plan Co-ordinator, who will be appointed by the developer.

3.2 Measures 3.2.1 The promotional non-car access measures are set out below. The measures include the provision of a resident welcome pack for all new dwellings. Prior to distribution and occupation of the residential units, the contents of the information pack will be reviewed. Walking and Cycling 3.2.2 Walking and cycling will be promoted as healthy and cost efficient methods of transportation. In order to encourage residents to walk and cycle the following measures will be implemented:-

• Information on local routes will be provided in the resident welcome pack.

• A copy of local cycle maps will be provided in each resident welcome pack.

• Details of facilities within walk and cycle distance on the site.

Bus 3.2.3 Existing bus services linking the proposed residential development to key peripheral destinations will be promoted as part of the implementation of the development. Bus details are provided at Appendix 3. In order to encourage residents to travel by bus the following measures will be implemented:-

• A copy of a public transport map will be provided in the resident welcome pack.

• Timetable information will be provided within the resident welcome pack.

• The welcome pack will outline the nearest bus stops and the services that operate from them.

Rail 3.2.4 In order to encourage residents to travel by rail the following measures will be provided:-

• Travel by rail will be promoted by providing rail information in the resident welcome pack.

• The welcome pack will outline Oxford Railway Station’s location and potential routes to the station by walk, cycle and public transport.

Car and Taxi 3.2.5 The implementation of policies that discourage unnecessary vehicle ownership can lead to an increase in sustainable modes of travel. 3.2.6 The following promotional measures will be implemented in order to help promote sustainable travel.

• Information on the regional car share website will be provided in the resident welcome pack.

• Information on local taxi companies will be provided in the resident welcome pack.

4.0 ACTION PLAN

4.1 Introduction 4.1.1 This section of the Travel Plan outlines the procedures that will be utilised to implement the Travel Plan. The developer will be responsible for the production and distribution of the material, which is identified at Section 3.0.

4.2 Action Plan 4.2.1 A tabular plan setting out the actions required to implement the Travel Plan is provided at Table 2 below. Table 2 – Action Plan
