Iranian leaders vowed “harsh retaliation” for the attack, and followed up on this threat by firing a salvo of over a dozen ballistic missiles at two Iraqi air bases housing U.S. troops in the early morning hours of January 8, wounding over 100 soldiers. While Iran has not yet taken additional major acts of revenge, it has signaled that it is likely to strike U.S. interests again at a future time of its choosing. Iran’s Supreme Leader, Ayatollah Ali Khamenei, intoned that while the ballistic missile attack represented a “slap on the face” for the U.S., “military action like this (ballistic missile) attack is not sufficient,” vowing to refuse to enter negotiations and to continue to confront the U.S. until its influence is expelled from the region. In the intervening period, Iran’s leaders have maintained a steady drumbeat of threatening rhetoric aimed at the U.S., with Soleimani’s successor, Esmail Qaani, for instance vowing to “hit his enemy in a manly fashion.” With U.S.-Iran tensions heightened, the U.S. national security apparatus has cautioned that one avenue for retaliation Iran is likely to pursue is launching offensive cyber attacks targeting the U.S. -

The Future of Iranian Terror and Its Threat to the U.S. Homeland Statement before the House of Representatives Committee on Homeland Security Subcommittee on Counterterrorism and Intelligence Ilan Berman Vice President, American Foreign Policy Council February 11, 2016 Chairman King, Ranking Member Higgins, distinguished members of the Subcommittee: It is an honor to appear before you today to discuss Iran’s ongoing sponsorship of international terrorism and the impact that the new nuclear deal, formally known as the Joint Comprehensive Plan of Action (JCPOA), will have upon it. It is a topic that is of critical importance to the security of the United States and our allies abroad. While the Obama administration has argued that the signing of the JCPOA has enhanced both U.S. and global security, there is compelling evidence to the contrary: namely, that the passage of the agreement has ushered in a new and more challenging phase in U.S. Mideast policy. SHORTFALLS OF THE JCPOA While the JCPOA can be said to include some beneficial elements—including short- term constraints on Iranian uranium enrichment, a reduction in the number of centrifuges operated by the Islamic Republic, and a delay of the “plutonium track” of the regime’s nuclear program—there is broad consensus among national security practitioners, military experts, scientists and analysts that the agreement is woefully deficient in several respects. First, the new nuclear deal does not dismantle Iran’s nuclear capability, as originally envisioned by the United States and its negotiating partners. Contrary to the White House’s pledges at the outset of talks between Iran and the P5+1 nations in November 2013, the JCPOA does not irrevocably reduce Iran’s nuclear potential. -

JÂNIS JANSONS ABSTRACT DOI: 10.26410/SF 1/17/11 Modern societies live in the complex and fragile infor mation environment, in which data processing and ex change grow exponentially. Different digital computer ized systems support most of key infrastructures like financial systems, power and water supplies, air traffic management, public and military communications. To increase accessibility to those systems in the informa tion domain, it requires interoperability and interconnec tivity which makes them complex to maintain and vulner able to cyber-attacks/intrusions. The Internet is an own erless, ubiquitous and open to all information exchange domains which can shape the international relations through the cyber domain and there is no international entity that can control and affect the data flow. A series of DDOS attacks disrupted 68 Philippine government websites on July 12, the day the United Nations International Arbitration court released its decision ruling in favor of the Philippines on the West Philippine Sea territorial dispute. July 2016: A new strain of cyberespionage malware with a dropper designed to target specific European energy companies has been discovered. Researchers say the malware appears to be the work of a nation-state, may have originated in Eastern Europe, and its role seems to be battlespace preparation. July 2016: A Chinese cyber espionage group targeted defense industries in Russia, Belarus, and Mongolia with APTs using phishing campaigns to exfiltrate data. May 2016: Suspected Russian hackers attempted to penetrate the Turkish Prime Minister’s office and the German Christian Democratic Union party. It became the first worm to spread extensively "in the wild", and one of the first well-known programs exploiting buffer overrun vulnerabilities. The latest post-Stuxnet discovery of advanced threats is a malicious malware known as Shamoon. Like Stuxnet, Duqu and Flame, it targeted energy companies in the Middle East, this time Saudi Aramco and likely other oil and gas concerns in the region including Qatar’s RasGaz. It is a new species however, because it did not disrupt an industrial process as Stuxnet did, nor did it stealthily steal business information as Flame and Duqu did. Instead it removed and overwrote the information on the hard drives of 30,000 (yes that number is correct1) workstations of Saudi Aramco (and who knows how many more at other firms). Nothing this damaging has been seen in a while. As a Kaspersky Lab expert commented “Nowadays, destructive malware is rare; the main focus of cybercriminals is financial profit. Cases like the one here do not appear very often.” What does Shamoon mean for SCADA and ICS Security? First publicized on August 16, 2012 by Symantec, Kaspersky Labs, and Seculert, Shamoon took control of an Internet connected computer at Saudi Aramco. It then used that computer to communicate back to an external Command-and-Control server and to infect other computers running Microsoft Windows that were not Internet connected. The name Shamoon comes from a folder name within the malware executable: “c:\shamoon\ArabianGulf\wiper\release.pdb” While the significance of the word “Shamoon” is not known, it is speculated that it is the name of one of the malware authors.
