Educational Studies The University of British Columbia 2075 Wesbrook Place Vancouver, Canada V6T 1W5 Date: August 1994 Abstract Throughout the first half of this century controversy surrounded the division of governance between provincial and local authorities. In a general sense this thesis examines the centralizing forces of equality of opportunity promoted by the provincial government versus the forces of decentralization found in the principle of local autonomy. Specifically this thesis examines the reasons why the school districts in die central interior of British Columbia, around Prince George, were consolidated with little or no opposition in 1946 following the recommendations of the Cameron Report. This thesis is a case study of the region approximately in the center of the province that was to become School District No. -

For immediate release: Provincial Housing Market Set Up for Very Strong 2021 BCREA 2021 First Quarter Housing Forecast Update Vancouver, BC – January 25, 2021. The British Columbia Real Estate Association (BCREA) released its 2021 First Quarter Housing Forecast Update today. Multiple Listing Service® (MLS®) residential sales in the province are forecast to rise 15.6 per cent to 108,680 units this year, after recording 94,021 sales in 2020. In 2022, MLS® residential sales are forecast to pull back 9 per cent to 98,850 units. “After an unprecedented and often surprising performance in 2020, the provincial housing market is set up for a very strong year in 2021,” said Brendon Ogmundson, BCREA Chief Economist. “A strong economic recovery and record- low mortgage rates will continue to drive strong demand this year.” On the supply side, new listings activity recovered through the second half of 2020, but not nearly enough to see any accumulation in overall inventory. As a result, market conditions will start 2021 very tight, with the potential for strong price increases through the spring and summer until new supply comes online. Over 70 local apprentices, employers and industry representatives gathered at the Sheraton Vancouver Guildford Hotel yesterday to meet Dal Dhatt, ITA’s Apprenticeship Advisor for the South Fraser region, along with Gary Herman, ITA CEO. As the new Apprenticeship Advisor for South Delta, Surrey, Langley and White Rock, Dhatt brings over eight years of experience motivating and counseling individuals towards employment. Having joined the Industry Training Authority in 2007, Dhatt previously worked as the Administrator for Youth Initiatives, responsible for overseeing the Accelerated Credit Enrolment in Industry Training (ACE IT) and Secondary School Apprenticeship (SSA) programs. “ITA is necessary to ensure that our children are prepared for the jobs of tomorrow,” said Peter Fassbender, MLA for Surrey-Fleetwood and Minister of Education for BC. “Dal Dhatt will be instrumental in building the knowledge base and awareness of the BC apprenticeship system and will be a key liaison to apprentices and employer sponsors.” “Congratulations to Dal Dhatt on his appointment as Apprenticeship Advisor -

For immediate release: Provincial Housing Market Activity Normalizing into 2022 BCREA 2021 Third Quarter Housing Forecast Update Vancouver, BC – August 17, 2021. The British Columbia Real Estate Association (BCREA) released its 2021 Third Quarter Housing Forecast Update today. Multiple Listing Service® (MLS®) residential sales in the province are forecast to rise 26 per cent to 118,350 units this year, after recording 94,007 sales in 2020. In 2022, MLS® residential sales are forecast to pull back 15 per cent to 100,150 units. “The pace of home sales in the province has slowed in recent months but an unprecedented start to the year still has BC on track for a record-breaking year,” said Brendon Ogmundson, BCREA Chief Economist. With strong demand being supported by low mortgage rates and a rapidly rebounding post-COVID economy, the more significant concern is whether there will be an adequate supply of listings in the market. The supply situation is especially severe in markets outside the Lower Mainland, where new listings activity has been lackluster. As a result, the average price in 2021 is on track to post a second consecutive year of double-digit gains.
