SITUATION UPDATE NO. 1 FLOOD/ MALAYSIA Saturday, 03 January 2015 16:00 1. Summary of Disaster Event Since 22nd December 2014, due to continuous heavy rainfall caused by Northeast Monsoon, flooding has occurred in several areas in Malaysia Peninsular, to include Johor, Kelantan, Perak, Pahang and Terengganu. On 30th December 2014 the number of displaced population were at peak in the amount of 247,104 populations. Currently Sabah is also affected by flood due to heavy rainfall system brought by Tropical Depression “JANGMI” that came from the Philippines. The Flooding situation in Malaysia Peninsular is improving, while the situation in Sabah is starting to develop. Although the flood in Malaysia Peninsular is starting to recede, numbers of people in evacuation centres are decreasing but there are still needs in term of humanitarian logistics and post flooding works. Assessment of Disaster Impact As of 3rd January 2015, based on MKN through Portal Bencana the impacts are as follow: 19,560 families or 77,703 populations were displaced at evacuation centres in 5 different States namely: Pahang, Kelantan, Terengganu, Perak, Johor and Sabah 17 death The start of school session is suspended for 1 week initial starting date at 11 January 2015 for Kedah, Kelantan, Terengganu and Johor while 12 January 2015 for the rest of the provinces in Malaysia Several roads and bridges are still impassable due to flooding Power intermittent was experienced in several areas affected by flood Evacuation in Sabah Logistical Warehouse in Pahang Distribution of Reliefs in Temerloh Page 2 12-08-2013 3. Assessment of Needs Based on current assessment situation and coordination with MKN, Malaysia the following are the identified needs. Family kit Water purification Tents or temporary shelters Hygiene kit Clean water Generator set 4. Actions Taken and Resources Mobilised Government of Malaysia: MKN as the disaster management agency in Malaysia along with governmental stakeholders and Malaysian Armed Forces have provided swift emergency assessment, evacuation and relief supports to the victims of flood. Four (4) Flood Aid Collection Centres have been activated and managed by the Army. These Centres are: 6th Battalion Royal Malay Regiment headquarters at the Sultan Abdul Halim Muadzam Shah Camp in Jitra, Kedah Multipurpose hall of 3rd Division at Terendak Camp in Melaka Hall of 2nd Brigade staff headquarters in Ipoh, Perak Hall of 2nd Battalion Royal Rangers Regiment at Syed Putra Camp, also in Ipoh. (http://www.bernama.com/bernama/v7/newsindex.php?id=1097546) AHA Centre: Will facilitate mobilisation of Disaster Emergency Logistic System for ASEAN (DELSA) from Subang, Malaysia. It may include several items such as: family kit, shelter toolkit, tents, etc. Government of Singapore: Mobilised 7 water purification units along with SCDF personnel and Singapore Armed Forces personnel to operate the water purification unit Pleaded S$100,000 (approx. Others The United States will provide RM 525,000 in disaster assistance funds to non- governmental organizations that are helping support the communities affected by flooding in the east coast of Malaysia. These funds will be used to meet critical needs and will help those who have been displaced return to their communities. (http://malaysia.usembassy.gov/pr_flood_donation-010215.html) Through intensive hearings and consultations with the Malaysian authority for the last several days on the facilities and equipment in desperate need, the government of Japan is now ready to offer and provide immediately the emergency relief facilities and equipment, including generators, water purifiers and other humanitarian goods, through the Japan International Cooperation Agency (JICA), worth over RM 500,000 (no less than 19 million yen). The Government of Australia has contributed over than 30 million USD for relief supplies, medical services, transportation and funding through various recipients. (http://www.my.emb-japan.go.jp/English/bilateral/EA_FloodDisaster.html) Since 18th of December until 26th of December 2014, MERCY Malaysia has distributed more than 3,000 hygiene kits, provided medical support to existing local health services and has provided food items to 5,915 beneficiaries in Kelantan. MERCY Malaysia has also distributed 1,400 hygiene kits to 49 evacuation centers in Terengganu. MERCY Malaysia has also deployed doctors, nurses and psychologists to the affected areas to provide medical support to local health services. Numerous MERCY Malaysia volunteers have also assisted in the coordination and distribution of hygiene kits and food parcels.
