Minutes of an meeting of Great Ness and Little Ness Parish Council held in Village Hall on Tuesday 5 May 2015 at 7.30pm.

01/15 ELECTION OF CHAIRMAN OF THE COUNCIL – a) It was PROPOSED by Cllr Brooks and SECONDED by Cllr Miss Gilbert that Cllr Nunn continue as Chairman. ALL AGREED. b) Cllr Nunn signed the Declaration of Acceptance of Office.

02/15 ELECTION OF VICE CHAIRMAN OF THE COUNCIL a) It was PROPOSED BY Cllr Nunn and SECONDED by Cllr Brooks that Cllr Arthur continue as Vice Chairman. ALL AGREED. b) Cllr Arthur signed the Declaration of Acceptance of Office.

04/15 DISCLOSURE OF PECUNIARY INTERESTS – There were no pecuniary interests.

05/15 DISPENSATION – There were no dispensations.

06/15 PUBLIC PARTICIPATION SESSION - A period of 15 minutes is set aside to allow the public the opportunity to speak on an agenda item.

a) Zia Robins – Planning application 15/00460/OUT. The amended planning application is still not correct as it show the access going over the bridleway. b) Zia Robins reported that , Clive Dean, is looking to do a heritage project for Nesscliffe Hill, Hopton Hill and The Cliffe, mostly owned and managed by Shropshire Council, with help from a range of volunteers and local organisations. The following list of activities has been suggested for a new project. These will be consulted upon with the local community and partner organisations. Conservation, Creation of a wildlife hide, Stone wall and revetment wall restoration, Woodland and common management and volunteer training , Community archaeology project- supervised excavations of historical sites. There will be a circular going out very soon. c) Marianne Kuipers reported that some of the planning applications are on very narrow lanes. These narrow lanes are not suitable for construction vehicles and she also has problems passing the large four wheel drives on these lanes. d) Zia asked about the Parish Council asking for a quiet lane scheme. e) Guy Davies - Stopping up order – Shropshire Council have no objections and we have planning permission with a 106 agreement. He did not agree with the time taken for the AED presentation.

07/15 MINUTES – I was RESOLVED to sign the minutes dated the 7 April 2015 as a true records.

I contacted the Police regarding the parking problem of the Planning Application April contractors for the new development. I have not received any response at present.

I contacted Shropshire Council CiL Team who have informed me that the Parish Council has approximately £43,000 commitments CIL Money April with regard to new planning developments. The Parish Council will be contacted once the money is forthcoming.

08/15 b) Police Report – There were no Police present at the meeting. c) Shropshire Council - Cllr Roberts’ reported that Shropshire Council are still waiting for the SAMDev to be adopted and it now looks as if it could be July. SAMDev has been a major issue to the Parish Council and as soon as it is adopted the better. There is a plan whereby Shropshire Council and and Wrekin Council join together to save money. The Private Company that Shropshire Council was looking into is still going ahead. The University is up and running and 60 students have applied and the student accommodation is on-going.

The Chair reported that the Internal Auditors Report was extremely good and thanked the Clerk for all her hard work with the End of Year accounts.

17/15 YOUTH CLUB – Cllr Gilbert reported we would like to thank everyone for their support over the year. We are going from strength to strength having good numbers in between 20 – 30 young people each week. We have a good youth worker called Lee and we hope to keep him when the youth service go over to SYA in July. I do believe we have funding for the next 12 months. Thank you. We are also going to have our sponsored walk in June to raise money for our club. Christmas time we had a great party thanks to the kind donations of food and money from everyone. Thanks again.

19/15 COLLAPSE OF THE ADCOTE MILL BRIDGE – Awaiting on Shropshire Council, Richard Knight, to inform the Parish Council of a meeting arranged with all representatives to discuss the way forward.

The Clerk to action. b) Cllr Arthur reported that the soil is eroding near Greystones house that is the road that leads from Little Ness to Ruyton. Clerk to action.
