Section 1: General Playing Rules and Policies

*The National Federation of High School (NFHS) rules will govern in absence of specific PYAA JLB Tournament Rule Rules.* ***The following General Playing Rules and Policies apply, unless specifically stated within respective Tournament Rules.*** 1. GOALS AND OBJECTIVES 1.1. Teach the Rules and Skills of Baseball 1.2. Teach and Encourage the values of Team Play, Fairness, Competition, and Sportsmanship 1.3. Have Fun!!! 2. TOURNAMENT GUIDELINES 2.1. Registration: Teams must be registered by the tournament deadline to ensure a spot in the tournament (given space). If a team registers after the given deadline, it is up to the tournament director’s discretion to add the team. 2.2. Rosters: Rosters are due to the tournament director no later than 24 hours prior to the first day of the tournament. 2.2.1. Changes to the roster may occur with written approval from the tournament director. Full written explanation must be given to the tournament director prior to any changes being approved. Requests must be made 24 hours prior to the intended game. Only players on the official roster are eligible to play. 2.2.2. Birth certificates must be made available if there are any questions regarding the eligibility of a player. They are not required to be show at the start of the tournament. 2.2.3. Eligibility of a player is determined by April 30th deadline. 2.2.3.1. Players who are younger than the given age group may participate at a higher level 2.3. Tournament/Bracket drawing: Tournament brackets/draw will be completely random. If possible, coaches will attend the tournament bracket/draw. If not possible, Tournament brackets/draw will be completed by the tournament committee no later than 3 days prior to the start of the tournament. Brackets/draw schedule will be sent to the team contact via email. 2.4. Games: Games will start no later than 9pm on the night before weekdays (Sunday through Thursday) and 10pm on the night before weekends (Friday and Saturday) if possible (barring major weather), no team will play more than 3 games in one day. 2.4.1. It is the goal that each team in the tournament will play at least three (3) games 2.4.2. 1st and 2nd place teams in each league will receive trophies.

2.5. /Away Team: Home/away team is decided prior to each pool play game by a coin toss. In bracket play, the better seed will be the home team. 2.6. Game Completion: Once the game is completed, the Winning Team Coach will report to the tournament director with the outcome so the tournament website can be updated (game summary card). 2.7. Bracket Play: Once pool play has been completed, seeds will be assigned with the following criteria (in order): 2.7.1. Pool Winner (top winning percentage for each pool with top overall winning percentage being the top seed) 2.7.2. Total Wins 2.7.3. Head to Head Record 2.7.4. Runs Against (how many runs were scored against your team) 2.7.5. Runs For (how many your team scored) 2.7.6. Coin Toss 2.8. Patron Conduct: Teams are responsible for their players, coach and fans conduct. No one may talk with or to the other than the head coach. If any person is ejected from a game, they may be suspended from the next game as well (players, coaches, and fans). This will be determined by the tournament committee/director prior to your next game. If a player is ejected from the game, they may stay on the bench for the rest of that game. If a player is suspended, they may sit in the bleachers, outside the for the duration of the suspension. Coaches and fans that are ejected from the game must leave the complex immediately and not return until deemed appropriate by the tournament committee/director. 3. GAME FORMAT 3.1. Games will be scheduled for 6 . If at the conclusion of official regulation play the score is tied during pool play, the game will end as a tie. During bracket play, the game will continue into until a winner has been decided. 3.2. Time limits will be established by each league, and is located in each specific league rules. During pool play and bracket play other than the semi-finals and finals, time limits will be enforced. During semi-final and finals bracket play, games will be played to completion (6 innings). 3.2.1. Time limits will be based upon the actual start time of game as declared by the Umpire. The official start time will be recorded in the Home Team’s score book. A new is considered to have started immediately after the last of the previous inning. 3.2.2. The Umpire will declare the last inning to be played and notify each Head Coach, based upon his/her judgment in relation to the “no new inning” time limit. If the Umpire declares the inning about to be started the last inning, and that inning is completed before the “no new inning” cutoff, then a new inning may be started. 3.2.3. There is no minimum inning requirement to be considered an official game, if the game is ended due to exceeding the respective time limit.

4. COACHING 4.1. All games should start on time, due to field limitations. Coaches and Players should be at the field at least 15 minutes prior to the scheduled start time. 4.2. Pre-game warm-up is permitted off field or only; however, may not delay the game passed its scheduled start time. Toss drills, i.e., hitting hard or restricted flight balls into fences during practice or warm-ups, is prohibited. Plastic and/or whiffle balls may be used, however. 4.3. Coaches must have line-ups prepared and exchanged with the opposing coach at least 5 minutes before each game during coaches/umpire conference. 4.4. The Home Team is required to provide an Official Scorekeeper, who will maintain the Official Scorebook. Additionally, the Visiting Team is encouraged to operate the scoreboard, if operational (only fields 1, 2, 3, 4). Controllers are located at the concession stand. 4.5. On deck batters to the back of at-bat batter are authorized. 4.6. Coaches or players shall not intentionally or unreasonably delay the game (i.e. slow play, excessive/unreasonable defensive changes, to include and , defensive/offensive conferences, substitutions, etc.) to gain a competitive advantage. Any such tactics by players or Coaches can/will result in "balls" assessed against the pitcher, "strikes" against the batter, and/or ejection of player/Coach at the discretion of the Umpire. The Umpire is permitted to disallow any such tactic, to avoid unnecessary delays that would adversely affect the outcome of the game. 4.7. No Coach, Player or Spectator may sit or stand in the designated area outside of the fencing directly behind the home plate Umpire. This area may be marked on the ground or designated by the Umpire. 4.8. Remind players and parents to please help take care of the equipment and please use the trash receptacles. After each game, teams are responsible to pick up trash in their bench area. 4.9. The Winning Team will report scores to tournament director via scorecard provided by the tournament. Coaches should verify scores with each other after each inning to ensure no disagreement. Tournament standings may be posted on the tournament website, but this will be communicated to the team representatives prior to the start of the tournament. 4.10. : In order to speed up play, the following will be observed and enforced by the Umpires: 4.10.1. Teams shall change positions as rapidly as possible at the end of each inning. Play should resume within three (3) minutes of the last out. The Umpire will monitor and enforce this rule. 4.10.2. With two (2) outs, the offensive team must courtesy for the catcher with the previous batted out. Each Coach should designate an assistant Coach to be in charge of putting on and taking off the catcher’s equipment each inning. 4.10.3. A new pitcher, to include a pitching change, is allowed 8 warm-ups from the mound, and 5 warm-ups each inning from thereon. (Exception: In the event the defensive team did not run for the catcher (or the catcher is not

immediately available), the pitcher will be afforded only 2 warm-up pitches after three (3) minutes have elapsed from the last out.) 4.10.4. Coaches or players with proper catcher’s equipment may warm up the pitcher. 5. EQUIPMENT 5.1. Authorized Bats, must be wood, metal, or composite material not more than thirty three (33) inches in length (unless deemed appropriate per individual league rules). Non-wood bats shall be labeled with a BPF (bat performance factor) of 1.15 or less. A batter using a non-compliant bat can be called out by the Umpire, given the proper appeal is made. If a proper appeal is not made, no penalty occurs; however, the bat must be removed from play and a team warning is issued. If the warned team uses another non-compliant bat, the Coach will be ejected. Coaches are responsible for checking bats prior to the start of each game. Specific bat barrel width and other restrictions are listed in specific league rules. 5.2. All batters, on deck batters, and player base Coaches are required to wear NOCSAE approved and serviceable batter helmets. 5.3. All will wear an NOCSAE approved helmet and mask combination, chest protector, shin guards, and hard-type protective cups, without exception. All catchers must use a catcher’s mitt, unless specifically stated by League Rules. 5.4. Metal cleats are not authorized. 6. PLAYER PARTICIPATION 6.1. Short Handed Rule: Teams must have at least (8) players to begin the game. Grace periods are allowed at Umpire discretion; otherwise the team will the game. 6.1.1. The 9th position will be vacant in the line-up and no out recorded. 6.1.2. In situations when a team drops to less than eight (8) players temporarily or permanently, the following procedures will be followed, unless specifically stated within respective League Rules. If a player leaves the game temporarily (restroom, injury, etc.) while at bat, his/her at bat will be delayed or suspended for no more than ten (10) minutes, awaiting his/her return to complete the at bat. If a player is unable to return or leaves permanently, regardless of the reason, at or during his/her time at bat, the team shall forfeit. 6.1.3. A defensive player may temporarily leave the game without penalty. In the case of a base runner, the last batted out can be used as a courtesy runner. 6.2. The number of defensive changes/substitutions will be established by the respective league. 6.3. Teams will utilize roster batting, meaning every player present will be in the . The batting order remains intact regardless of defensive changes. When batting nine (9) or more players, a player that leaves the game for any reason (restroom, injury, etc.) may return at any time and resume his previous batting order position without penalty. This spot will be skipped and no out recorded. Should a player arrive late, he/she will be added at the end of the batting order. If the player is at bat and is injured causing the player to be unable to complete his/her at bat, the next batter in the batting order will assume the batter’s and play will continue. If the player’s at bat was completed (i.e. batter, base hit, , etc), the last batted out will become a courtesy runner, once play has stopped. 6.4. Pitching will be calculated by each team for each game. If there are questions/concerns about number of innings pitched, the team in question must provide their scorebook to be reviewed by the

tournament director. If an illegal pitcher (a pitcher who is going to outside the tournament guidelines) is determined before he has pitched an illegal pitch, the penalty will be the pitcher being removed from the pitching mound and not permitted to pitch until legal. If the illegal pitcher is discovered after an illegal pitch is thrown, the offending team will forfeit the current game. The game summary cards may be used as a supplemental resource to verify innings as well. 7. CANCELLATION, STOPPAGE, SUSPENSION OF PLAY 7.1. Cancellations: The tournament director will cancel games. The decision will be placed on the PYAA web page (www.pyaa.org, click on “field conditions” link) and Pickerington Summer Baseball Classic Facebook page and will be updated as needed. Do not assume a game is called because it is raining. Coaches are expected to notify the parents and players. As much notice as possible will be given to allow Coaches adequate time to notify parents. The tournament director will communicate with the team representatives regarding rescheduled games. 7.2. Darkness: The Umpire or any on-site tournament committee member can stop a game at his/her discretion due to darkness. Games on fields without lights will be scheduled with adequate time to complete a normal game. If the game is stopped due to darkness, and the time limit has been reached, the game is considered official, regardless of the number of innings completed. NOTE: The score reverts to the previously completed inning, unless the Home Team is ahead or tied in the bottom half of the shortened inning. If the “reverted to” score is a tie (in pool play), the tie stands. 7.3. Weather/Field Condition: The Umpire or any on-site tournament committee member can delay or suspend a game at his/her discretion due to weather or unsafe field conditions. If the game is delayed by rain/unplayable field conditions and cannot be resumed within a reasonable time, the game will suspended and rescheduled, unless considered an official game. 7.4. Lightening/Thunder Policy: In the case of lightning or thunder, the game will be immediately suspended for at least twenty (20) minutes, before restarting. Any subsequent lightning or thunder will reset the 20 minute delay. If the delay last longer than 60 minutes, the game will be suspended and rescheduled, unless considered an official game. 7.5. Official Game: A game is considered to be official after three and one half (3 ½) or four (4) innings, if shortened by weather, field conditions, or any other circumstance not specifically addressed in the rules. NOTE: The score reverts to the previously completed inning, unless the Home Team is ahead or tied in the bottom half of the shortened inning. If the “reverted to” score is a tie, the tie stands. 7.6. Procedures: If a game is suspended due to weather, field conditions, etc., the game will be rescheduled accordingly. The game will pick up from the time of suspension, to include innings, outs, runs, batter, and runners. The batter will assume his/her count. A Coach is required to continue with the batting order/lineup or as close to it as possible. 7.6.1. In the case of a player missing from the original lineup and an extra player available (and approved by tournament director), the extra player will assume the missing players offensive role, to include batting order, base runner, at bat, etc. In the case of a player missing from the original lineup with no extra player available and the number of remaining number of players does not violate the shorthanded rule, the missing players spot in the batting order will be skipped without

penalty. If the missing player was at bat, the next batter in the batting order will assume the batter’s count. A courtesy runner can be used for the missing player by rule. 7.6.2. A player’s number of innings pitched shall carry over from the time of suspension; however, the total number of innings for the tournament shall not exceed the maximum innings (located in specific league rules). NOTE: A pitcher is allowed to resume pitching in the same suspended inning, without constituting a new inning pitched. 8. DISPUTES 8.1. Any Umpire’s decision which involves judgment, such as, but not limited to, fair or foul, strike or ball, or or out, , , malicious contact is final. No player or Coach shall object to any such judgment decision. 8.1.1. Exception: In the case of a possible pulled foot, swipe tag, trapped/bobbled/dropped ball, check swing, or similar situation, the Head Coach may request the calling Umpire to get assistance from their partner (if there is a second umpire) in the case of a check swing, the catcher or pitcher may also request the home plate Umpire to get assistance from their partner. It is the sole discretion of the Umpire to ask for assistance. 8.2. For non-judgment calls or rule applications, if there is reasonable doubt that an Umpire’s decision may be in conflict with the rules, the head Coach may, with permission from the lead Umpire and with current rule book in hand, question a call or ruling. All disputes must be settled within 5 minutes by the lead Umpire. The lead Umpire’s decision at the end of the 5 minutes IS FINAL. Protests are not allowed. All coach/umpire discussions will occur calmly and behind home plate. 9. OFFICIATING 9.1. PYAA JLB Umpires will officiate all games. If for any reason an Umpire is not available, a tournament committee member may umpire a game, but this is a last resort. For safety reasons, the fill in Umpire will officiate from behind the pitcher, unless they have proper equipment. 9.2. An expanded will be utilized; Shoulders to the bottom of the knees and one ball width on either side of home plate. 9.3. Malicious Contact will be strictly enforced in all leagues. The offending player will be ejected without warning. Outs, bases, etc. shall be awarded in accordance with NFHS Rule 3.3.1.n. Penalty.

Section 2: 8U Rec League Rules and Modifications

1. GAME FORMAT 1.1. Innings: An inning consists of three (3) outs or six (6) runs. (Exception: If on the same play as when the 6th run scores, additional runs score, they will be counted.) 1.1.1. In the final inning (6th or as declared by the Umpire due to time limit) there is no limit to runs scored. NOTE: If the inning starts with a 6 run rule, it must finish with a 6 run rule, regardless if the time limit expires. 1.2. Time Limit: No new inning will begin after 1 hour 30 minutes. There is no maximum time.

1.3. Field Dimensions: Coach may pitch no closer than 5 feet from the pitching rubber. Base Path Distance = 60’ 1.4. Run "Mercy" Rule: Fifteen (15) after three (3) innings or Ten (10) after four (4) innings. 1.5. One (1) defensive Coach is permitted in the outfield. If a strikes a Coach on the field, the ball is dead immediately and the hitter is awarded first base and all other runners advance one base, whether forced or not. 2. PLAYER PARTICIPATION 2.1. Four (4) defensive are allowed. No player can defensively sit the bench a second inning during a game until all players have sat at least one (1) inning, unless due to disciplinary reasons, which shall be communicated to the opposing coach and parent. 2.2. Defensive Changes: One (1) defensive change is permitted during an inning. Catchers and bench players are NOT eligible for a defensive change during the inning, unless due to injury, sickness or ejection. Attempts to violate this rule will be disallowed by the Umpire. 2.3. Catchers are encouraged to wear a catcher’s mitt; however a fielder’s glove is allowed. 3. PITCHING 3.1. Coach Pitch: 3.1.1. Each batter will receive six (6) pitches or three (3) swinging strikes. If the last pitch or pitch thereafter is fouled, the batter receives another pitch. If the batter does not achieve a batted , he/she will be declared out. A hit batsman is not in effect. 3.1.2. If the ball inadvertently hits the pitching Coach or the pitching Coach interferes with a fielder making a play on the ball, the ball is dead and all runners advance one (1) base. If in the Umpires judgment, the pitching Coach fails to make an effort to avoid or intentionally interferes with the ball or attempted play, the ball shall be declared dead. Penalty: Batter declared out, all runners return, Coach warning. Additionally, the pitching Coach shall not Coach while in the , verbally or physically. Penalty: Removal of pitching Coach. 3.1.3. The player pitcher must remain within eight (8) feet of the pitching rubber. 4. BATTING 4.1. Bats must be no longer than 33 inches. Barrel may be no larger than 2 ¾ ” in diameter. There is no weight restriction. 4.2. Bunting IS allowed; however slug bunting is prohibited. POINT OF EMPHASIS: A batter squaring to does not constitute an attempt. The batter must make an attempt to contact the ball (Up, down, or out) to constitute a strike. 4.3. Dropped 3rd Strike is NOT in effect. 4.4. Fly Rule is NOT in effect.

4.5. Batting Out of Order Rule applies. 4.6. Thrown Bat: 1st Offense = Team Warning, 2nd Offense= Immediate , Batter is out. An intentional thrown bat can result in an immediate ejection. All thrown bat calls are made at the Umpire’s discretion.

5. 5.1. Stealing and Leading Off is NOT allowed. Delayed dead ball. Team warning for the first offense and an out for the second offense. For the warning, the violating runner must return to his/her base, unless forced by a ball in play. 5.2. No overthrow exceptions. End of play discussed below. 5.3. Slides: Head first slides are not allowed. Home Plate Rule is in effect. Penalty: Out without warning. No sliding at 1st Base, unless retreating back to the base. Penalty: Team warning followed by an Out for second offense. (Obstruction, Interference and Malicious Contact rules supersede the slide rule.) 5.4. Halfway Line: If any runner, unless forced by the batter runner, is not beyond the halfway point between bases when the play has ended (Reference 6.1 below), the runner must return to the last base achieved. Runners behind the returning runner must also return to their previous base if forced. This does not apply to overthrow situations listed above. 6. END OF PLAY 6.1. The play concludes (dead ball) and time is called by the Umpire when an is deemed by the Umpire to have clear possession of the ball while in the infield, unless the infielder immediately attempts to make a play on a runner. It is the Umpires discretion whether the infielder is making an immediate play attempt.

Section 3: 10U Rec League Rules and Modifications 1. GAME FORMAT 1.1. Innings: An inning consists of three (3) outs or six (6) runs. (Exception: If on the same play as when the 6th run scores, additional runs score, they will be counted.)

1.1.1. In the final inning (6th or as declared by the Umpire due to time limit) there is no limit to runs scored. NOTE: If the inning starts with a 6 run rule, it must finish with a 6 run rule, regardless if the time limit expires. 1.2. Time Limit: No new inning will begin after 1 hour 40 minutes. There is no maximum time. 1.3. Field Dimensions: Pitching Distance = 46’; Base Path Distance = 65’, subject to field availability. 1.4. Run "Mercy" Rule: Fifteen (15) after three (3) innings or Ten (10) after four (4) innings.

2. PLAYER PARTICIPATION 2.1. No player can defensively sit the bench a second inning during a game until all players have sat at least one (1) inning, unless due to disciplinary reasons, which shall be communicated to the opposing coach and parent. 2.2. Defensive Changes: One (1) defensive change is permitted during an inning. Pitching changes are excluded. Catchers and bench players are NOT eligible for a defensive change during the inning, unless due to injury, sickness or ejection. Attempts to violate this rule will be disallowed by the Umpire.

3. PITCHING 3.1. Maximum Innings: Three (3) per game, six (6) per day, and twelve (12) per tournament. For purposes of this rule, an inning pitched is considered one (1) pitch (Legal or Illegal); or play or attempted play (i.e. Pick Off, Feint); or an intentional base on balls. 3.2. WILL be called after two (2) pitcher warning. Normal penalties apply after the team warning. 3.3. Intentional Walks are allowed at any point during the at bat; however, the required number legal pitches must be delivered by the pitcher to the catcher to achieve four (4) balls.

4. BATTING 4.1. Bunting IS allowed; however slug bunting is prohibited. POINT OF EMPHASIS: A batter squaring to bunt does not constitute an attempt. The batter must make an attempt to contact the ball (Up, down, or out) to constitute a strike.

4.2. Dropped 3rd Strike IS NOT in effect. 4.3. IS in effect. 4.4. Batting Out of Order Rule applies. 4.5. Thrown Bat: 1st Offense = Team Warning, 2nd Offense= Immediate dead ball, Batter is out. 5. BASE RUNNING 5.1. Stealing is allowed to second and third base only once a pitched ball passes home plate. Lead offs are not allowed. Runners CANNOT steal home on a or a throwback to the pitcher. Runner can only steal home if there is a attempt at another base (Catcher tries to throw out runner at 2nd, runner on 3rd can steal home once the catcher throws the ball or if play is made on runner at 3rd, can attempt steal home) 5.2. Leaving Early: Runners may not leave the base early, whether on a steal, play or hit. (Exclusive from a caught fly ball. Normal rules apply)

5.2.1. On plays where a runner leaves early and the batter does not hit, walk, or get hit by the pitch, the ball is dead immediately and all runners return. All pitches shall be counted as either a ball or strike, even though the ball is dead. One (1) team warning will be given before the runner of the warned team will be called out.

5.2.2. If the batter hits the ball fairly or draws a base on balls or , the ball remains live and in play. The base runner that left early shall be declared out, after first team warning. 5.3. Overthrows: All runners can advance and score on all overthrows with no limitations. 5.4. Slides: Head first slides are not allowed, unless return to a previous base. Home Plate Slide Rule is in effect. Penalty: Out without warning. (Obstruction, Interference and Malicious Contact rules supersede the slide rule.)

6. END OF PLAY 6.1. The ball remains live, unless declared a dead ball or time out is given.

There is no maximum time. 7.3. Field Dimensions: Pitching Distance = 46’; Base Path Distance = 65’, subject to field availability. 7.4. Run "Mercy" Rule: Fifteen (15) after three (3) innings or Ten (10) after four (4) innings.

8. PLAYER PARTICIPATION 8.1. Defensive Changes: One (1) defensive change is permitted during an inning. Pitching changes are excluded. Catchers and bench players are NOT eligible for a defensive change during the inning, unless due to injury, sickness or ejection. Attempts to violate this rule will be disallowed by the Umpire.

Run "Mercy" Rule: Fifteen (15) after three (3) innings or Ten (10) after four (4) innings. 1.4. An inning consists of three (3) outs or six (6) runs. (Exception: If on the same play as when the 6th run scores, additional runs score, they will be counted.) 2. PLAYER PARTICIPATION 2.1. No player can defensively sit the bench a second inning during a game until all players have sat at least one (1) inning, unless due to disciplinary reasons, which shall be communicated to the opposing coach and parent. 2.2. Defensive Changes: One (1) defensive change is permitted during an inning. Pitching changes are excluded. Catchers and bench players are NOT eligible for a defensive change during the inning, unless due to injury, sickness or ejection. Attempts to violate this rule will be disallowed by the Umpire. 3. Section 8: Definitions and References

1. Batting Out of Order Rule: When a batter fails to bat in his/her proper turn in the batter order and an improper batter becomes a batter-runner (hit, walk, or hit by pitch), is put out, or strikes out, the skipped batter shall be called out, on a proper dead ball appeal. Any score made by, or as a result of, the improper batter, shall be nullified. All outs stand and runners who were not declared out must return to the base occupied at the time of the last pitch. All runner advances as a result of a , , or passed ball remain legal. Subsequent a proper appeal and the skipped batter being called out, the next batter shall be the batter whose name follows that of the skipped batter. NOTE: In most cases, the improper batter will bat again as the proper batter. If an improper batter is discovered, by either team, at bat before he becomes a batter-runner, the proper batter replaces him and assumes the count. All runner advances as a result of a stolen base, wild pitch, or passed ball remain legal. If a proper appeal is not made, the improper batter becomes legalized and the batter order continues from the legalized batter. The skipped batter remains skipped until their next turn in the batter order. NOTE: When several players bat out of order before the defense properly appeals, only the last skipped batter can be called out. All previous out of order batters were legalized. 2. Big Barrel Bat (10U, 12U and 14U): NFHS Rule 1-3 ART. 2 (Extract Summary): The bat shall be made of wood, aluminum or composite material, which is smooth, unaltered, and undamaged, must comply with the following: Devices, attachments or wrappings are permitted on the knob, except those that cause the knob to become flush with the handle. A one-piece rubber knob and bat grip combination is illegal. The taper may not extend more than (18) inches from the base of the knob. Foreign substances may not extend beyond eighteen (18) inches from the end of the handle. Wooden Bats must be 2¾ inches or less in diameter at the thickest part and be 36 inches or less in length. Non-wood bats must: Have a safety grip made of cork, tape (no smooth, plastic tape) or commercially manufactured composition material. The grip must extend a minimum of ten (10) inches, but not more than eighteen (18) inches, from the base of the knob. Resin, pine tar or any drying agent to enhance the hold are permitted only on the grip. Molded grips are illegal. Be 2 5/8” or less in diameter at thickest part (10U and 12U) or 2 ¾” or less in diameter at thickest part (14U) and thirty-six (36) inches or less in length. (Exception: Bat cannot be longer than 33 inches for 10U and 12U, 34 inches for 14U) Not weigh, numerically, more than three (-3) ounces less than the length of the bat (e.g., a 33-inch-long bat cannot be less than 30 ounces). (Exception: 10U no weight restriction and 12U authorizes up to -9) Meet the Batted Ball Coefficient of Restitution (BBCOR) .50 performance standard, and must have a visible permanent manufacturer’s mark indicating such. 3. Charged Conference: For the purposes of PYAA Summer Baseball Classic, unless otherwise stated, each team will be allowed one (1) charged offensive conference per inning and one (1) charged defensive conference, to include “mound visits”, per inning. A defensive conference is not charged when the pitcher is changed. A second defensive conference in the same inning requires a pitcher change. A charged

conference is a meeting involving the Coach and a player(s) of the team, which requires time to be granted and/or a delay of the game. Any time out, delay, or substitution due to injury or equipment issues, does not constitute a charged conference. Any other substitution(s), if allowed and done without delay, does not constitute a charged conference. 4. Completed At Bat: A batter is considered to have completed his/her time at bat when the batter hits a fair batted ball, strikes out, draws a base on balls (to include intentional), or gets hit by a pitch. 5. Dead Ball Appeal: The dead ball appeal must be made after play has stopped but BEFORE the first pitch (Legal or Illegal); or play or attempted play (i.e. Pick Off); or prior to an intentional base on balls; or before the leave the diamond if a half-inning is ending. 6. Dropped 3rd Strike Rule: A batter is not out and may advance to 1st base when the catcher fails to the third strike with first base not occupied and less than two outs. With two outs, 1st base can be occupied. By definition, a catch is a ball caught , so a pitch that bounces before it is caught by the catcher meets the criteria of a “Dropped 3rd Strike. 7. Home Plate Slide Rule: A runner approaching home plate must slide - or - avoid contact with the catcher (or other fielder covering home plate). If the runner does not slide and makes contact with the player covering home plate, and there is no obstruction called on that fielder, the runner is out. Any malicious contact will result in an out and an ejection from the game without warning. NOTE: By rule, a catcher blocking home plate or on the 3rd base side of home plate, without the ball, which results in contact with an approaching runner, is considered obstruction. Thus the runner would not be called out. 8. Hit by Pitch: NFHS Rule 8.1, Art 1d: “… a pitched ball hits his [batter] person or clothing, provided he does not strike at the ball; or 1. If he permits the pitched ball to touch him (7-3-4), or if the umpire calls the pitched ball a strike, the hitting of the batter is disregarded except that the ball is dead. It is a strike or ball depending on location of the pitch. 2. If a batter’s loose garment, such as a shirt that is not worn properly, is touched by a pitched ball, the batter is not entitled to first base.” NFHS Rule 5.1, Art 1a: “Ball becomes dead immediately when… a pitch touches a batter or his clothing (8- 1-1d), a runner (8-31a); 1. The ball becomes dead even though the batter strikes at it (8-1-1d).” NFHS Rule 2.28, Art 2 and 3: “A pitch (IAW) is live ball delivered to the batter is a pitch. The term implies a legally delivered ball unless otherwise stated. When a pitcher commits a balk and completes his delivery to the batter, or delivers an illegal pitch, it is not considered a pitch, because the ball became dead at the time of the infraction. A pitch ends when the pitched ball: a. is secured by the catcher, b. comes to rest, c. goes out of play, d. becomes dead, e. or the batter hits the ball (other than a if caught by the catcher).” NOTE: A pitch that strikes the ground is still considered a pitch, thus if the pitch then hits the batter, the ball is dead and the batter is then awarded 1st base, as long as all other aspects of the rule are met. NOTE: A pitch that strikes the batter when he/she attempts to swing at or bunt the ball or while the batter is within the strike zone is a “dead ball strike”. The batter remains at bat, unless the pitch was the 3rd strike. NOTE: If a batter allows a pitch to strike him/her, the hitting of the batter will be disregarded and the batter will remain at bat, unless the pitch was the 3rd strike or 4th ball, at which time the batter will be out or awarded 1st base, respectively. 9. Infield Fly Rule: An infield fly is a fair fly (not including a line drive nor an attempted bunt) which can be caught by an infielder with ordinary effort, (rule does not preclude out- fielders from being allowed to attempt to make the catch) and provided the hit is made with less than two (2) outs and with 1st and 2nd bases; or 1st, 2nd and 3rd bases occupied. When it seems apparent that a batted ball will be an infield fly, the Umpire immediately announces it for the benefit of the runners. If the ball is near a base- line, the Umpire shall declare, “Infield fly, if fair.” The batter is out, the force is removed, and runners can advance at their own risk.

10. Interference: Offensive interference is an act (physical or verbal) by the team at bat which interferes with, obstructs, impedes, hinders or confuses any fielder attempting to make a play; or when a runner creates malicious contact with any fielder, with or without the ball, in or out of the baseline; or a Coach physically assists a runner during playing action. It is an immediate dead ball and there are various penalties based upon the circumstances. Umpire interference is when he/she inadvertently moves so as to hinder a catcher’s attempt to throw, or when a fair ball touches an Umpire before touching any fielder and before passing any fielder other than the pitcher, or thrown ball lodges in an Umpire’s equipment or uniform. Immediate Dead Ball and all runners advance one (1) base. 11. Obstruction: Obstruction is an act (intentional or unintentional, as well as physical or verbal) by a fielder, any member of the defensive team or its team personnel that hinders a runner or changes the pattern of play, such as a catcher or any fielder obstructing a runner; or when a catcher or fielder hinders a batter. The ball becomes dead at the end of playing action (Delayed Dead Ball) and the Umpire determines which base or bases shall be awarded the runners according to the rule violated. A fake tag is an act by a defensive player without the ball that simulates a tag and is considered obstruction. A fielder without possession of the ball denies access to the base the runner is attempting to achieve is also considered obstruction. 12. Slug Bunting: When a batter who squares around to bunt then pulls the bat back and then attempts a full swing, regardless if contact is made, is prohibited. A warning will be given, followed by an out for subsequent violations. In each instance, warning or subsequent, the ball will be dead immediately and all runners return. In the case of a warning, a strike will be awarded.
