    AGENDA ITEM NO. 8A CITY OF SIMI VALLEY MEMORANDUM May 4, 2015 TO: City Council FROM: Department of Community Services SUBJECT: AWARD OF FY 2015-16 COMMUNITY PROJECTS GRANT FUNDS STAFF RECOMMENDATION It is recommended that the City Council award the $150,000 in Community Projects Grant funding for FY 2015-16 to the Simi Valley YMCA ($47,650), the Boys & Girls Club of Simi Valley ($35,000), and the Interface Children & Family Services ($55,000) submissions for a total award amount of $137,650. CITY MANAGER’S RECOMMENDATION The Community Services Department is recommending the YMCA proposal be funded at $47,650, the Boys & Girls Club proposal be funded at $35,000, and the Interface Children & Family Services be funded at $55,000 due to meeting the criteria and representing a one-time capital cost. If these three proposals are funded, the City Council could either fund one of the other proposals in an identified need (Youth and Supportive Services were categorized as the priority areas) with the remaining $12,350, or hold the remaining funding for any unusual circumstances in the coming year. If the City Council determines not to fund as recommended, I recommend that the City Council establish a priority of funding and establish a two-person City Council subcommittee to bring back an alternative recommendation. BACKGROUND AND OVERVIEW On May 9, 2011, the City Council approved executing a Memorandum of Understanding (MOU) between the City and Waste Management related to the expansion of the Simi Valley Landfill and Recycling Center. The executed MOU provides annual funding of $150,000 for community projects and programs to be awarded at the discretion of the City Council.

I • + IN ••• -" •••• • • •• ••••• , . .... .. • 15 INTRODUCTION In February 2012, the City of Simi Valley, Simi Valley Unified School District, and Rancho Simi Recreation and Park District called for the three agencies to develop a focused, aggressive community action plan to help prevent the use of heroin in Simi Valley. The Task Force on Heroin Prevention was formed as a community-based effort to raise awareness of the issues surrounding substance abuse and to develop and move forward with a plan to combat drug abuse and its impacts in the community. Its primary goal was to develop this coordinated, community substance abuse prevention strategy and develop recommendations for immediate implementation. With very strong and active community support, including hundreds who attended the February 13, 2012 City Council meeting, Simi Valley has demonstrated its commitment to doing everything possible to achieve the goal of "Not One More." The Task Force on Heroin Prevention is comprised of two representatives each from the Simi Valley City Council, the Simi Valley Unified School District Board of Education, the Rancho Simi Recreation and Park District Board of Directors, and the non-profit organization Not One More, and one representative from the Simi Valley Chamber of Commerce. The Task Force held public meetings over the course of four months to hear community concerns, learn about available resources, and create strategies for combating drug abuse.

    SECTION 4.14 Public Services 4.14 PUBLIC SERVICES Fire and Emergency Response 4.14.1 Introduction This section provides information on the existing fire and emergency services in Simi Valley. The current staffing, equipment, response times, and standards of these services are described along with their ability to meet the needs of the community. It is important to note that urban fire hazards are discussed in Section 4.8 (Hazards and Hazardous Materials). Information for this section was obtained from personal communication with the Ventura County Fire Protection District and information provided on their website. 4.14.2 Environmental Setting The Ventura County Fire Department (VCFD) provides fire prevention, fire suppression, and emergency services in Simi Valley. Founded in 1928, the VCFD provides protection for 476,333 residents of the cities of Simi Valley, Ojai, Moorpark, Port Hueneme, Camarillo, Thousand Oaks, and the unincorporated areas of Ventura County (VCFD 2006). Fire protection for the County is provided by five battalions, which are comprised of 31 fire stations, staffed 24 hours per day, 365 days per year. Battalion 4 serves the cities of Simi Valley and Moorpark, and the surrounding unincorporated areas. Fire Stations, Staffing and Equipment There are five fire stations serving the Planning Area (Table 4.14-1 and Figure 4.14-1). Table 4.14-1 (Fire Station Facilities) summarizes information on each fire station, including staffing and equipment at each facility. The locations of each of the fire stations in the City are identified in Figure 4.14-1 (Fire Stations). Standard staffing for each station consists of one Captain, one engineer, and one firefighter per shift (Williams 2007a).
