ABSTRACT (maximum 200 words) The purpose of this project is to research, evaluate, analyze and provide written documentation of the details of how and why the U.S. Congress, the Department of Defense, and the Department of the Navy supported and appropriated funds for the leasing of Maritime Prepositioning Ships that would be used to position troops and equipment in strategic areas of the world. It will explain why the lease option was eventually approved when initially so many participants in the decision-making process objected to this type of financing for shipbuilding. This prehistoric man kept the fire going by piling up the moss for cooking and warmth. As man evolved, he invented hunting tools to kill animals, such as the Woolly Mammoth and other fur bearing animals for their skins to make clothes and their meat for food. Roving bands of people attempted to barter for the things they needed or sometimes took the materials they wanted by harming or killing the opposing party. Eventually, mankind learned to cultivate crops allowing him to settle in farms to provide food for his family. With these beginnings of civilization, leaders and councils were picked to organize communities and make decisions for the betterment of the citizenry. The leaders formed governments and declared certain regions for themselves; forming kingdoms, granting councils the ability to make laws, and enforce regulations.

    AMO Gains Jobs with MSC Contract Award

    Volume 45, Number 12 December 2015 AMO gains jobs with MSC contract award Crowley to operate five strategic sealift ships manned by AMO officers The job base of American Maritime Officers will expand under a contract awarded by Military Sealift Command to Crowley Technical Management covering the operation of five ships. Included in the contract are the dry cargo strategic sealift ships USNS 1st LT Harry L. Martin, USNS LCPL Roy M. Wheat, USNS SGT Matej Kocak, USNS PFC Eugene A. Obregon and USNS MAJ Stephen W. Pless. The USNS Martin, USNS Kocak, USNS Obregon and USNS Pless was and are operated, respectively, by non- AMO companies and will provide new jobs for the AMO membership as they are turned over to Crowley. The USNS Wheat — which was previ- ously operated by Maersk Line, Limited under contract with AMO — and the USNS Martin commenced operation under the management of Crowley in October. The USNS Kocak, USNS Obregon and USNS Pless are scheduled to be turned over in the third quarter of 2016. The contract award for the USNS Martin and USNS Wheat includes a one-year firm period and four one-year Photo: Military Sealift Command optional extensions.
