Laura Sibilia STATE OF VERMONT HOUSE OF REPRESENTATIVES HOUSE ETHICS PANEL MEMORANDUM To: Vermont House of Representatives From: House Ethics Panel Date: December 30, 2019 Subject: 2019 House Ethics Panel report ________________________________________________________________________ Pursuant to House Rule 90(b)(8), the House Ethics Panel reports that in the year 2019, it closed the complaint referenced in its 2018 report that had been transferred to inactive status. Because the complaint had originally been filed with the State Ethics Commission and referred to the Panel in accordance with 3 V.S.A. § 1223(b)(4)(B), the Panel provided the Commission with a copy of the notice of complaint closure that was also provided to the Complainant and Respondent House member. In addition, in the year 2019, the Panel received one complaint. The Panel closed that complaint but reserved the ability to reopen the complaint in the future, if necessary. Because the complaint had also been filed with the State Ethics Commission and referred to the Panel in accordance with 3 V.S.A. § 1223(b)(4)(B), the Panel provided the Commission with a copy of the notice of complaint closure that was also provided to the Complainant and Respondent House member. In 2019, the Panel contacted multiple House members whose candidate disclosure forms were not posted on the Secretary of State’s website as required by 17 V.S.A. § 2414, and thereafter ensured that all members’ forms were posted on that website as required. Finally, during this past year, individual members of the Panel reported receiving two member requests for ethical advice. VT LEG #344811 v.1 .
