Introduction

Hockey Victoria (HV) is committed to long term athlete development, achieving strong results at National Championships and having a strong representation of players in National squads.

After extensive research and consultation with internal & external stakeholders throughout 2012, HV is pleased to announce the establishment of HV’s High Performance Business Unit (HPBU). The High Performance Business Unit will be responsible for the identification, tracking and selection of athletes for State Teams & Development Programs & the management of State Teams & Development Programs.

The HPBU will establish and execute the programs to ensure that talented athletes are provided with the best opportunity to reach their full potential. These programs will focus on developing individual skills in key areas such as strength and conditioning, nutrition, game knowledge and awareness.

Victorian Institute of Sport

The Victorian Institute of Sport (VIS) provides scholarships for identified elite male and female athletes in Victoria. The VIS Hockey Programs are responsible for preparing and developing Victorian based National athletes for International competition and identifying and developing the next generation of State and National Players.

Athletes are primarily drawn from Victorian representative teams including the & Victorian Vipers (AHL), U21 & U18 State teams.

The selection & announcement of the scholarship holders occurs in December and the selection is completed by the Head Coaches of the Male & Female program with consultation with Hockey Australia’s High Performance Network.

As well as the technical & tactical hockey focus, scholarship holders receive access to the athlete services personnel & resources including gymnasium, strength & conditioning coaches, nutritionists, sports psychologists, sport’s science labs.

HV’s HPBU will work in conjunction with the VIS Program coaches & sports scientists with HV’s State teams, nationally identified junior/future squad athletes in Tier 5 programming to enable athletes to reach their full potential and transition through athlete tiers.

The hockey pitch training sessions are conducted at the State Netball Hockey Centre (SNHC).

Hockey Victoria State Teams

Outdoor State Teams

U13 State Team 16 players aged 13 or younger in the calendar year to participate in the U13 National Championship.

The team prepares for 8 weeks leading to the Championships.

U14 State Team The U14 State Team will be re-introduced in 2013 as a development team for bottom aged U15 players. It is intended that this team will be treated as a normal state team and will compete in a round robin over 4 days against teams from other states. The team may include up to 3 top age U15 players if the selectors choose. The team will train during the same period as the U15 team.

U15 State Team 16 players aged 15 or younger in the calendar year to participate in the U15 National Championship.

The team prepares for 8 weeks leading to the Championships.

U18 State Team 18 players aged 18 or younger in the calendar year to participate in the U18 National Championship.

The team prepares for 8 weeks leading to the Championships.

U21 State Team 18 players aged 18 or younger in the calendar year to participate in the U21 National Championship.

The team prepares for 8 weeks leading to the Championships.

AHL Teams The Victorian Vipers (Women) & Victorian Vikings (Men) compete in the AHL and are selected from trials. A squad of 24 is selected from the trials with 18 selected to participate in the AHL competition.

Country State Teams The Country State Teams are selected from the Victorian Senior Country Champs and participate in the National Country Championship.

SSV State Team & HV Team Eligibility

School Sport Victoria (SSV) manages & coordinates a Boys & Girls U12 & U16 State Representative Team that plays in the Australian School Championships.

Please Note – Change for 2013

In prior years, HV have not permitted players to play in both the 1) U12 SSV team and the HV U13 state team, and 2) the U15 HV state team and the U16 SSV team.

This policy has been out of step with other states which have allowed players to participate in both age group teams in the one year. This year players will be permitted to participate in both teams in 1 or 2 above if selected.

For example a player can be selected to participate in the U12 SSV Team & U13 HV State Team or the U16 SSV Team & the U15 HV State Team.

HV will negotiate with SSV the appropriate training schedule & player commitment where required.

Indoor State Teams

U13 Invitational Team The U13 Invitational tournament provides 24 girls & 24 boys aged 13 or younger in the calendar year that the Indoor hockey season starts (October) to participate in the tournament. HV will send a boys & girls team from the North-West & South-East competition. Selection Process – 2 selection trials held November/December TBC

U15 State Team 12 players aged 15 or younger in the calendar year that the Indoor hockey season starts (October) to participate in the U18 National Championship. Selection Process – 2 selection trials held November

U18 State Team 12 players aged 18 or younger in the calendar year that the Indoor hockey season starts (October) to participate in the U18 National Championship. Selection Process – 2 selection trials held November

G.J Gardner Victorian Junior State Championships

The G.J Gardner Junior State Championships (JSC) provides all players State wide the opportunity to represent their zone. 10 zone teams participate in an Under 13, 15 and 17 boys and girls event held during the July school holidays.

Based in and played at the SNHC and Footscray Hockey Centre, the event will be used as part of the selection process for Under 13, 14, 15 State teams as well as the selection of Tier 6 athletes under the State’s Athlete Development Program.

Zone Challenge (Under 12, 14 & 16)

After reviewing the participation data off the back of the 2010, 2011 & 2012 G.J. Gardner Homes Junior State Championships, HV identified that over 400 players (45%) of overall players were playing in one year of the championships and missing out the next.

In addition to this data collection, HV also identified the following reasons to offer participation at Zone level for all age groups.

• Provide players at all age groups the opportunity to play in a higher level of competition. • Provide more players with representative team opportunities. • Introduce representative Zone competition for Under 12’s in preparation for Under 13’s the following season. Introducing players to the second step of the athlete development pathway earlier. • A player development need to participate in more competition at this level outside the winter hockey season. All year round hockey development. • A competition to complement the State Development Program outside the winter hockey season. • A chance for Under 12, 14 & 16 players who have played in these competitions throughout the season to access Zone level competition & selection as a top age player.

Important Selection Information:

Due to Hockey Australia's National Events Schedule the National Under 15 Championships will be played in April in 2014. Therefore Hockey Victoria will be using the 2013 Zone Challenge as the final identification process for selection of an Under 15 State Team final training camp where the team will be selected to represent Victoria at the 2014 Under 15 National Championships.

A final squad of 26 will be selected and invited to a training camp in late January 2014.

Finally the scheduling of the Zone Challenge outside the winter season will provide the Victorian hockey ccommunity with a better chance of engaging talented players into coaching positions (Premier league/Vic League). This engagement of quality senior players & coaches is critical to developing our young Victorian players.

The Zone Challenge will be a four round event held during October and November and comprised of all 10 representative zone across Victoria in an U12, U14 & U16 Boys & Girls competition. This competition will primarily be played on Sundays.

Metro Selection: All bottom age players selected in the G.J. Gardner Homes Junior State Championships will receive automatic selection into the Metro Zone Challenge teams. Junior players within each of the six metro zones will be invited to a final trial/training within all six zones in August/September to finalise the squad who will participate in the Zone Challenge.

Country Selection: All bottom age players selected in the G.J. Gardner Homes Junior State Championships will receive automatic selection into the Country Zone Challenge teams. Junior players within each of the four country zones will be invited to a final trial / training within all four Zones in August to finalise the squad who will participate in the Zone Challenge.

Victorian Junior Country Championships

The Victorian Junior Country Championships (JCC) is an annual event for all affiliated regional associations to compete in during May. The event is held in Melbourne due to it being a central place for all regional affiliates. Greensborough, Footscray Hockey Centre and Essendon Hockey Centre will be used to facilitate the largest junior event in terms of participants annually for Hockey Victoria. Approximately 60 teams will compete over two days in 2013.

Competition is held for Under 13, 15 and 17 for both boys and girls on May 25-26.

• U13/U15 Girls will play at Footscray Hockey Centre.

• U13/U15 Boys will play at Greensborough Hockey Club.

• U17 Boys & Girls will play at Essendon Hockey Centre. HV uses this event as a selection tool for the four (4) regional Zones who participate in the G.J. Gardner Homes JSC in July each year.

HV encourages all regional associations to work towards sending multiple teams and players for this experience each year.

State Team Selection Process (U13-U15)

In 2013, HV have introduced a comprehensive new process for State Team selection. This will involve continuous athlete identification and assessment across the whole season, rather than the previous three week trial period.

A key reason for this change in selection process is to identify as much talent as possible across the state, throughout the whole year, so HV are better informed about all players who wish to be considered. This will enable HV to capture and monitor the progress of a wider pool of players and create programs to assist in developing those players to improve and overall raise the bar of Victoria’s skill level.

The new selection process will involve a considerable investment of time by more people who have all signed on unanimously in support of the new State Team selection process. This initiative is a major step towards developing a greater talent pool of Victorian hockey players.

The process of athletes being selected in State Teams in 2013 is as follows:

• All players wishing to be selected in the U13, U14, U15 State Teams must nominate via the Zone Team Nomination process. The Zone team nominations will be made available during late March and close on Monday 29 April. • Players will be observed throughout the hockey season at the State Development Program (SDP), preseason carnivals, club competition (metro), JCC, JSC. • Athlete Identification Officers (AIO) & Scouts will ONLY gather data on the selection criteria of athletes that are identified throughout the selection process in the following 3 athlete ranking categories:

A - Highly effective & skilled player in most criteria B - Good player, needs development in some criteria C - Something to like but needs development

• The role of the AIO’s & scouts is to observe, record and identify player’s strengths and areas of improvement throughout the club competition (metro), JCC, JSC, SDP and preseason carnival.

• At the conclusion of the JSC a final squad of 26 players will be selected for a final selection assessment session. A final assessment session will be run for U13,U14 and U15 teams.

It is important to note the state team WILL be selected on information gathered from the whole process, NOT just the final assessment session. 14 | P a g e

U13 & U15 State Team The selection of the U13, U15 State Team will be selected from a final selection session consisting of 26 players (22 field & 4 GK’s). The final selection session for the U13’s & U15’s will take place on Sunday 28 July.

U14 State Team The selection of the U14 State Team will be selected from a final selection session consisting of 26 players (22 field & 4 GK’s). The final selection session for the U14’s will take place on Sunday 4 August . Note: Any U14 player not successful at the U15 State team final selection session will be invited to attend the U14 State team final selection session.

The squad of players to attend the final selection sessions will be selected following the completion of the JSC and be announced on Tuesday 9 July .

Athlete Identification Officers The HPBU have appointed Athlete Identification Officers (AIO) for each team together with an overall co-ordinating AIO to enable the execution of our High Performance Program. Each AIO will report directly to HV’s High Performance and Athlete Development Manager. The AIO’s has been selected based on their significant hockey experience over many years.

Athlete Identification officers are responsible for the identification, tracking of athletes at club competition (metro), preseason carnival JCC, JSC, and SDP. The AIO’s will act as Chair Selector for the U13, U14, U15 State teams and be responsible for selecting the squad for the State team final selection session following the JSC and the State team following the final selection session.

Scouts/Selectors Scouts/Selectors are also experienced hockey players, coaches and selectors. We have over 30 people who have made themselves available to attend games and to feed information back to AIOs based on the set criteria for assessment and selection. Scouts/Selectors will observe players participation & performance in club competition (up to Round 8), JCC JSC. Scouts will liaise and report with the relevant AIO and HV’s High Performance & Athlete Development Manager. Selectors will be in attendance at the JSC and State team final selection session.

This new process is continuous to enable long term development of players, compared to the static process of trials previously adopted. The role of the AIO’s & scouts is to observe & identify player’s strengths & areas of improvement throughout the club competition, JCC, JSC and SDP.

This intelligence supports the SDP Head Coaches & HV’s High Performance & Athlete Development Manager identify needs of programing and to determine lists of players most appropriate for relevant skill sessions (eg. hitting, drag flicking, etc). HV believes this is an innovation that will enable Victoria to produce greater skilled players and achieve greater success in National competitions.

The Selection panel will select the squad to attend the State team final selection session following the JSC and then select the State team following the State team final selection session.

Process The role of the AIO’s & scouts is to observe & identify player’s strengths & areas of improvement throughout the club competition (metro), preseason, JCC, JSC and SDP.

Throughout these events, AIO’s & Scouts will only gather data on the selection criteria of athletes that are identified under the 3 athlete ranking categories:

Nomination Process

U13 – U15 State Teams All players wishing to be selected in the U13, U14, U15 State Team must nominate via the zone team Nomination process. The Zone team nominations will be made available during late March. All nominations for Zone teams will closed on Monday 29 April. The fee for Zone nomination will be $35.

U18 – AHL Outdoor Teams All players wishing to trial for the U18, U21, AHL, Country, Masters State Teams must nominate during the appropriate time period and pay the $35 nomination fee.

Players will be asked to contribute the remaining 80% of costs. Players are responsible for the cost of uniforms and other items of a personal nature.

• For the Under 14 State Team, player contribution will amount to 100% of the associated team costs. HV is considering the funding model for the U14 State teams for 2014 and beyond in line with the 2014 budgeting process.

• For all other State Teams, HV will make a contribution towards the total costs of teams participating in National Championships (Country $1500 per team, Masters, & Indoor $2000 per team).

• HV shall fully fund the participation of the Vipers (Women’s Senior State Team) and Vikings (Men’s Senior State Team) in the Australian Hockey League (AHL), however each player will be asked to contribute $500 (GST exclusive) towards the costs associated with the teams competing in the AHL. Players who have also been selected in one of HV’s underage outdoor State Teams (e.g. Under 18 or Under 21) as well as the Vipers and/or Vikings will only be required to make a contribution of $250 (GST exclusive).

Athlete Development Programs

Victorian Futures Squad – Tier 5

The Victorian Futures Squad (VFS) is a program conducted for up to 15 National & State identified talented men & women. Talent identification & selection into the squad is based on performance with U18 & U21 State Teams, fitness & athletic ability, technical competence, potential to improve & commitment. Selection will be assessed by National Junior Coaches, National Selectors, VIS Head Coaches & Victorian State Team U18 & U21 Coaches.

Athletes selected in the program will be exposed to quality training blocks run at various times of year including preseason months and school holidays. These blocks will include technical, tactical coaching and supported by athlete services personnel.

The VFS will be announced in August each year with athletes having a minimum 12 months involvement in the program before any potential de-selection from the program due to lack of performance, improvement, and commitment and/or potential to transition to a higher level (eg. VIS).

State Development Program - Tier 6

The State Development Programs (SDP) is an athlete development program conducted for identified athletes at the age of U12 – U15.

Athletes will receive technical & tactical skill development (working off Hockey Australia Skills Checklist), fitness testing, strength & conditioning, video analysis & education sessions (nutrition, fitness, goal setting, player pathway, mentor talks).

Talent Identification and selection into the Victorian SDP will be based on performances at the JCC, JSC, performances in club competition (metro) & the State team final selection session.

Athletes will be assessed by the following criteria: performance in above events, effectiveness, technical competence, fitness & athletic ability, potential to improve & commitment.

The Victorian SDP selected athletes will be announced in August following the completion of the JSC & State team selection session.

U17 HV is reviewing the most appropriate development Born in 1996 program for commencement in 2014

Note: The 2013 – 2014 SDP will be held over 3 weekends (December 2013, February & March 2014).

Country Development Program

The Country Development Program (launched in 2011) will see the most promising U12, U14 & U16 Country Zone Players offered the opportunity to undertake specialised skill development training using a 3 v 3 game sense model as well as off field and sports science professional development. The program is delivered across two days, one in November (following a State Development Program session) and one in March (in line with the Zone Development Days).

All players who represent the four (4) Country zones during the October – November Zone Challenge will be eligible for this program.

The first set of sessions will occur in October 2013 with the second session aligning with each Regional Zone’s Development Day in March 2014.

Goal Keeper Development Program

HV’s Goal Keeper Development Program sees the States best junior goal keepers involved in four weeks of specialist technical instruction during October. The program, developed by VIS Women’s goal keeper coach Michelle Flouche, incorporates instruction and practice of several fundamental goal keeping skills. Delivered by current Victorian and State League goal keepers, participants are learning off the best in the business.

The Goal Keeper Development Program will be held in November 2013.

Specialised Skill Programs
