Notice Need Application for the Urban Pipeline Replacement Project in and Calgary

ATCO Pipelines, a division of ATCO Gas and Pipelines Ltd., filed Application No. 1608617 with the Utilities Commission (AUC) on March 19, 2013, requesting approval of the need for its Urban Pipelines Replacement (UPR) project.

As the quasi-judicial regulatory body responsible for making decisions about utility-related applications, the AUC is considering the ATCO Pipelines application as Proceeding ID No. 1995 and will hold a public hearing as part of its review to determine the outcome of the proceeding.

Anyone who wishes to express objection to, concern about or support of the application must make a written submission to the Commission on or before May 10, 2013, clearly identifying Proceeding ID No. 1995 on the submission.

Information about the application:

In its application for the UPR project, ATCO Pipelines proposes to replace some of its existing high-pressure natural gas transmission pipelines located within the cities of Edmonton and Calgary with new pipelines primarily located in the transportation and utility corridors (TUC) that surround each city. The UPR project consists of 12 individual components: one component in Edmonton has been constructed, eight are planned for the Calgary TUC and three are planned for the Edmonton TUC. In addition to the high-pressure transmission line replacements and conversions, certain components of the project include related distribution system changes by ATCO Gas. The attached two overview maps and more detailed maps provided by ATCO Pipelines show the location of the 12 Edmonton and Calgary components of the UPR project.

The UPR project application describes the project, the rationale for the project, the alternatives considered by ATCO Pipelines, and ATCO Pipelines’ public involvement program. The application also provides a risk assessment of the existing Calgary and Edmonton urban pipelines.

The purpose of this proceeding is to consider the need to replace the identified existing high-pressure gas transmission pipelines in Edmonton and Calgary and whether the best alternative to meet that need is the construction of new pipelines within (and near) the Edmonton and Calgary TUCs. It is important to note that approval of the UPR need application would establish the general location of the various components of the UPR project within the TUCs and the surrounding vicinities. However, if the UPR project need application is approved, ATCO Pipelines would have to file specific applications for the exact routing and siting of each of the 11 components of the UPR project that are yet to be constructed.

The AUC is committed to ensuring that Albertans who believe that they may be directly and adversely affected by this planned development are informed about the application process and understand their opportunity for participation in the application process. The AUC will be holding information sessions for anyone who wishes to learn more about the process for this application and your opportunities for participation; the merits of the application will not be discussed at these information sessions.

Please include the following with your submission:

 Your name, address, phone number, email address and description of where your land is in relation to the existing or proposed high-pressure pipelines or the transportation utility corridor.  How your rights may be directly and adversely affected.  If objecting, please explain why you believe the project is not in the public interest or is technically deficient.  If represented by another person, please include the contact information for the representative.  Groups should list all members and provide a main contact person.

A short submission confirming continued participation in the proceeding and commenting on the tentative process and schedule is the only information required at this time for those who are already registered in Proceeding ID No. 1995.

Please be aware that any information and materials you provide as part of an AUC proceeding, except information granted confidentiality, will become part of the public record and will be posted to the AUC’s electronic filing system. This includes personal information, such as your name, address and any other personal information you provide.
