Executive Summary ARIJ has served as a platform for consultation, dialogue and cooperation among development organizations and partners for 22 years. Today ARIJ continue to strengthen our institute and are focused on working with our partners to facilitate and assist ARIJ in all its fields of interest. The alignment of our mission and our work is becoming clearer everyday.

In the year 2011, ARIJ combined its applied research projects with the provision of services and the implementation of developmental and emergency projects that address both the short and long term needs of the Palestinian Society. ARIJ continues to play a major role as a national institution and has produced substantial influences through its highly qualified and skilled staff in the fields of Sustainable Agriculture, Natural Resources Management and Development, Geographic Information System and Remote Sensing, Physical Planning, Advancement of information systems, and the newly established Good Governance Program. ARIJ achieved considerable success within all of its specialist fields on both a national and international level. This year’s accomplishments can be summarized as follows:

The year 2011 witnessed a significant increase in ARIJ website visits (12.6% increases from the previous year) concerning the total number of visitors and files opened or downloaded (Section 4.6). The social media website accounts established by ARIJ IT team that includes YouTube, Facebook and Twitter, have facilitated more effective and interactive communication among ARIJ and other national and international organizations, communities, and individuals (Section 2.3).

In the geopolitical arena, ARIJ continued monitoring Israeli activities and documenting the Israeli violations in the Occupied Palestinian Territory (OPT), in addition to raising awareness through the use of all kinds of publications, audio and visual dialogue interviews; one important aspect is the production of short videos on ARIJ YouTube Account and the Daily Report (Section 2.11). Also, ARIJ team continued to act as a provider of informational services, in which it supports the local community and national organizations with statistical data, reports, maps and geographical records for a variety of purposes (Annex 5).

In the field of sustainable agriculture, ARIJ has concentrated its efforts on both research and developmental activities which included village profiles and need assessments, agro-marketing studies, food security information systems, livelihood security and civil society strengthening and improving access to water and food in the OPT. In 2011, the following activities were realized: (Section 2.2)

Ø Constructing 63 units and rehabilitating 123 units for rainwater-harvesting cisterns with storage capacity of 14,043 cubic meters of water, and for 347 beneficiaries in 20 targeted areas. Ø Establishing 147 home gardens with drip irrigation systems and 347 with seeds and seedlings in over 199 dunums of land for 347 beneficiaries in 20 targeted areas. Ø Rehabilitating 7 units of agricultural springs for 198 beneficiaries in 5 community areas. Ø Providing 128 units of pipelines and seedlings to irrigate lands for 168 beneficiaries in 5 community areas. Ø Distributing 6 units of water pumps to irrigate lands for 26 beneficiaries in Wadi Qana. Ø Improving green house cultivation of vegetable crops under greenhouses for 265 beneficiaries in 3 targeted areas, and distributed in an area over 265 dunums of greenhouses. Ø Providing 80 units of rain fed fruit trees for gardens in area C for 80 beneficiaries in 9 targeted areas, and distributed in an area over 80 dunums. Ø Providing field crops, forages seeds and fertilizers for 146 beneficiaries in 6 targeted areas, and distributed over 574 dunums of land. Ø Distributing wheat and barley seeds for 850 beneficiaries in 24 targeted areas, and distributed over 13,267 dunums of land. Ø Distributing 374 beehives, garments and management tools for 187 households in 14 targeted areas. Ø Distributing 450 queen cells to 250 farmers in 6 targeted communities in the . Ø Distribution of 16,995 laying chickens for 218 beneficiaries in 16 targeted areas. Ø Establishing 2,100,000 vegetable seedling production nurseries in north Valley for 590 farmers and planted over 1,050 dunums of land in 3 targeted areas.

Ø Conducting 126 training workshops for 2,164 trainees, in which 46% were women, on improving agro- practices in 97 targeted communities. Ø Conducting 7 training workshops for 250 trainees on agro-production and marketing improvements. Ø Conducting 1,067 days of services for extensions and technical support for over 7,389 households in 97 targeted communities. Ø Creating job opportunities for 12,795 working days, 48% in kind and 52% paid.

In the field of water and environment management and renewable energy, joint work between the Palestinian Ministry of National Economy and the Applied Research Institute-Jerusalem (ARIJ), has been conducted to provide the first systematic quantification of the annual costs imposed by the Israeli occupation on the Palestinian economy. Furthermore, ARIJ continued to reinforce its research and technology development capacities through the sustainable management of Olive mill waste in the West Bank. In addition, ARIJ continued to work on reducing the vulnerability of the targeted population of Wadi Al-‘Arrub/Hebron Governorate, through adopting improved wastewater management practices, and the reuse of the treated water for agricultural purposes. ARIJ also continued to focus on improving the sanitation conditions in the WB, documenting the environmental impact of the Segregation Wall, and document statistical and cartographic data on the current environmental status in the OPT from a human rights based perspective. In addition, the Green Palestine Co. Initiated the green program with the cooperation with the Palestinian Bank in order to offer loans to the Palestinian community, which will be used for installing, implementing and constructing some activities in the household level which can contribute to protect the environment and allow Palestinian for more access on the natural resources. These include installing wastewater small scale treatment units, building rainwater harvesting systems and producing alternative energy.

Due to the importance and demand of good government and human rights practices in the OPT, ARIJ established a new program entitled “Good Governance Program”. The ARIJ team has continued its good governance intervention through increasing the capacity, responsiveness and accountability on the part of local civil society and key local state institutions – mainly for solid waste management, water and sanitation, olive oil cooperatives, and the local Authority. Furthermore, another important activity is the intervention for creating a guideline of social capital best practices in the Palestinian democratization and governance processes.

Last but not least the dissemination of information was achieved by the publication of 6 scientific journal articles, 1 special report, 3 books, 15 posters, 12 monthly reports, 4 quarterly reports, and 832 case studies (Section 4.7). Additionally, ARIJ conducted and/or participated, either locally or internationally, in 105 conferences and workshops (Annex 1), 266 meetings and visits (Annex 2), 71 presentations (Annex 3). Additionally, ARIJ published 14 reports and articles in different local newspapers, such as Al-Quds daily newspaper and Al-Ayyam daily newspaper (Annex 4) as well as 50 visuals and 28 audio interviews that were used by various media agencies such as Palestine News Network, Palestine Satellite Channel, Al Quds Satellite Channel, Al Aqsa Satellite Channel, Today TV, Al Jazeera Satellite, Watan Satellite Channel, Channel, France 2 Channel, France News Channel MAAN/Mix Satellite Channel, Badeel Media, Local Radio Ajyaal and Angham FM (Annex 2).

1.2 Administrative Committee The General Assembly is committed to financial reliability and success, effective management, transparency, good governance and strategic planning for its future. Every two years the General Assembly elects an Administrative Committee to be responsible for implementing and following up on the strategies and policies set by the General Assembly.

In May 2010, new election took place by the General Assembly in which they voted for new nine Administrative Committee Members to be active for the years 2010 and 2011:

CHAPTER II: ARIJ PROGRAMS AND ACTIVITIES 2.1 Natural Resource Management Program This program aims to assess alternative options, policies and strategies in order to conserve natural resources and promote sustainable development. These objectives can be used as the basis for formulating recommendations and informing strategic decisions, thereby improving the sustainable management of these resources. Additionally, this program focuses on the role of society in managing natural resources and participating in the development of national strategies, plans, decision-making processes. The program also assists in improving Palestinians’ management of their natural resources through an environmentally feasible approach, so that efficient management will be encouraged and sustainability will be increased through the implementation of new development projects and innovative management techniques. This program is composed of three departments described as follows:

2.1.1 Urbanization Monitoring Department In 2011, the Settlement Department work was momentous in every aspect. The number of case studies published was unprecedented. It covered various violation committed by the Israeli occupation and the Israeli settlers across the occupied Palestinian territory (OPT) and also illustrated the Israeli occupation manipulation of law to accommodate plans to secure more location for settlements’ expansion and build up the number of settlers in OPT.

The Settlement Department work is distinguished in the type of information collected and organized to accumulate and put out a case study; an effort that require various proceedings with field work, researching background on targeted location, illustrating previous event and then doing assessment of newly happening events to report the final impact on targeted community/s and draw a parallel analysis of the Israeli action to the overall political situation in the OPT and the peace process.

Simultaneously, the work requires a close cooperation with the Geographic Information System (GIS) Department; mapping communities targeted by Israeli activities on the ground to help assess the magnitude of the occurred damages and derive conclusions, more than that to obtain visual illustration of changes and damages and convey these happenings to the target groups, particularly; Palestinian decision makers, foreign representatives and the public at large. During the year 2011, the Settlement Department fostered new ways and approaches to relate information, to this end, the department attempted to increase translation of case studies and reports into other languages. This concept was also applied to poster publication as the first Map in Hebrew was produced in an attempt to convey to the Israeli public the geopolitical conditions in the OPT. This intended to let the Israeli public see the status of the OPT from the Palestinians point of view.

Moreover, the Settlement Department started to publish on the Website the “Daily Report”, which is a concise report of the Israeli occupation activities in the OPT. It tags Israeli activities in the OPT on a daily basis, including: settlers’ violence, uprooting trees, land confiscation, house demolition and any other related activity. The recordings are marked on map showing the targeted location and violation.

The Settlement Department also started with the production of Short Films: It basically records selected Israeli violations and other activities and incorporates it with the related case study when posted on the project’s Website. It is also posted on ARIJ’s page on YouTube. This new endeavor has contributed to an increase interest in the Department’s production as it conveyed more tangible illustration of the activity and its impact on the population.

The Department’s scope of work also involves conducting field work to targeted areas and interviewing local officials and residents to verify incoming information and to get first hand information on happenings, accordingly the harvested information are processed to case-studies, monthly, quarterly and annual reports about the geo-political status in the West Bank and Gaza including: the Segregation Wall, Israeli settlements, outposts, bypass roads, land razing, land expropriation, trees uprooting, movement barriers and house demolitions, and papers to conferences, etc. furthermore, the Department participate in workshops, conference organized by civil society and governmental organization related to the department’s work. The Department also delivers presentations of the Geo-political status of the occupied Palestinian territory to the various interested audiences. The targeted groups are international delegations and visiting groups, local and international officials also who perceive the presentation vital to their assessment of the situation and overall political condition before they report to their governments. The following box is an example of the feedback and the appreciation we receive for the presentations.

The various publication produced by the project are distributed in various ways. The hardcopies are distributed to foreign delegated during briefings, to the Palestinian governmental offices, local organizations, visiting groups for presentations, and visiting-walk-in foreigners and interested public. The case studies are distributed through the project’s website to those who access the project’s website for information and update of happenings event or for statistical purposes. 2.1.2 Geo-informatics Department The GIS and RS Research Unit at ARIJ is using state of the art data and mapping technology in its studies on land use analysis and planning, environmental and water management and sustainable development in Palestine. Over the past ten years, ARIJ has diligently worked on promoting its technical and human resource capabilities in the field of Geoghraphic Information System and Remote Sensing (GIS and RS). ARIJ has a well developed GIS and RS unit based on ArcGIS 10.1, manifold 6.0, ArcVIew, Ecognation and open source GIS software for the GIS mapping technology, besides acquiring the professional image processing software ERDAS Imagine 9.3, Er Mapper 7.2, and

PCI 9 to accurately analyze and interpret satellite images and aerial photos.

The GIS is continuing to act as a service provider, in which it constantly supports the other projects at ARIJ with statistical data, maps and geographic records needed for their research and projects. The GIS at ARIJ is involved in variety of applications, these applications are spread between the natural resource sciences, urban development and analysis, automated mapping and facility management (AM/FM) systems, land information systems (LIS) and agriculture and geopolitics.

Most recently, ARIJ introduced and used the GIS as a Decision Support System (DSS) to enhance the performance of the municipalities and local government by conducting on job training for 8 municipalities and local councils in the Bethlehem governorate for a period of 6 months.

Moreover, the GIS and RS at ARIJ have supported many other national organizations with related reports, data and maps. The unit has worked with the local communities to build their capacities and skills and to enhance

their knowledge in GIS. ARIJ continued its contribution to the training of the "new generation" of Palestinian and Arab specialists in the area of GIS, remote sensing and their applications in natural resource management.

In 2011, the Geoinformatics Department 10 continued providing its expertise and services to the activities of the following ARIJ projects: Monitoring Israeli Settlements (Phase Four) in cooperation with the Urbanization Monitoring Department, METIS (MEdiTerranean Introduction of GNSS Services) in cooperation with Information Technology Program, Socio Economic and Food Security Atlas in cooperation with the Socioeconomic Department.

Furthermore, the Geoinformatics Department carried out a project entitled ‘Building Road Maintenance Management Capacity using GIS in the Ministry of Public Works and Housing (MOPWH)’, it started in December 2009 and finished in March 2011, and the project is funded by United States Agency for International Development (USAID) through Chemonics International. The overall goal of the project is to design and develop a road maintenance management system jointly with the Palestinian Ministry of Public Works & Housing (MOPWH) as well as strengthening the capacity building to enable the relevant decision-makers to better plan and identify resources for systematic network maintenance by the state-of-the-art technology of Geographic Information Systems. The final workshop was conducted on by the end of March 2011.

Also, the ARIJ was sub-contracted by the CID Program to conduct a Community Vulnerability Assessment (CVA) to rank West Bank communities and clusters of communities based on quantitative and qualitative measurements of vulnerability. The overarching goal of the CID Program is to improve the quality of life for Palestinians in vulnerable communities through priority infrastructure provision and service delivery enhancement. A prerequisite towards achieving this goal was to select the most vulnerable communities in the West Bank, in terms of current socio-economic, environmental, and geo-political conditions.

In 2011, the Geoinformatics Department has provided many services to the local community (See Annex 5); following are a brief describtion of the main services:

ü Providing assistance on roads and maps for Hebron University. ü Providing a number of lectures for students of the Alquds University (Abu Dees) in the field of GIS & RS. ü Providing many services on roads and maps to the Palestinian Municipalities. ü Mapping for the Palestinian Customs Office. ü Printing geopolitical map poster of the West Bank in English and Hebrew. ü Printing geopolitical map posters for each Palestinian governarate in the West Bank in English. ü Providing a training course for the World Food Programme (WFP) on geopolitical status in the West Bank. ü Providing maps for the Palistainain citizens to help them raise issues against the confiscation of land. ü Helping many students in doing their master and bachelor graduation projects by providing them with what they need from the data and maps on the geopolitical status of Palestine.

2.1.3 Water and Environment Research Department The Water and Environment Research Department continued its environmental monitoring activities and raising the local awareness of the challenges facing the fragile Palestinian environment. In addition, the department continued its work in introducing environmental technologies and conducting environmental impact assessment for a number of projects. ARIJ water and environment ongoing projects are described as follows:

In October 2011, the Water and Environment Research Department has started a new multi-national, interdisciplinary project entitled “Capacity Building for Sustainable Treatment and Valorization of Olive Mill Waste in Palestine, OLITREVA”. The project is funded by the European commission- International Cooperation Activities within the Seventh Framework Programme (FP7). The project aims at reinforcing the Research and Technology Development (RTD) capacities of ARIJ for the sustainable management of Olive mill waste in the West Bank. This aim will be achieved through increased networking and cooperation within European centres of research and scientific excellence working in the same field. ARIJ is implementing this project in cooperation with Verein zur Förderung des Technologietransfers an der Hochschule Bremerhaven e.V. ttz - Germany, Institute on Membrane Technology ITM-CNR- Italy, and University of Extremadura UEX- Spain. In addition to the project primary objective is pursuing the following goals:

1) Assist ARIJ in enhancing its competences and fundraising skills for successful participation in international joint activities, 2) Build and reinforce scientific research cooperation between ARIJ and European centers working in the same field, 3) Increase the participation of Palestinian research centers in international projects. 4) Promote innovations on OMW treatment and valorization by promoting cross fertilization of ideas, 5) Raise public awareness on environmental threats engendered by improper disposal of OMW and to encourage active participation of citizens and stakeholders in finding sustainable solutions.

The kick off meeting organized on December 11th-12th, 2011 Bethlehem –Palestine

Through the continuous funding of the Spanish Cooperation through the CAP program, in January 2011, the Water and Environment Research Department (ARIJ) and Fundación Centro De Las Nuevas Tecnologias Del Agua (CENTA) have started a new project entitled “An Integrated System for the Treatment and Reuse of Wastewater in Wadi al 'Arrub”. The project is implemented in cooperation with the Palestinian Water Authority (PWA) and with the support of the Spanish Agency for International Cooperation and Development (AECID). The project was designed with the purpose of reducing the 12 vulnerability of the targeted population of Wadi Al-‘Arrub/Hebron Governorate, through adopting improved wastewater management practices, and the reuse of the treated water for agricultural purposes. The project team will be establishing the basic requirements for the development of a pilot wastewater treatment and reuse project. This will include the identification and selection of the most appropriate technology, design and build of a wastewater treatment plant and reuse system. Furthermore it will involve the development of an efficient guideline for wastewater management in Wadi Al-‘Arrub to ensure the sustainable operation of the treatment plant and reuse of the treated wastewater for agricultural irrigation in Wadi Al-‘Arrub area. These activities will help achieve the overall objective of sustainable development attainment and poverty reduction, and help protect and preserve the environment.

Wastewater stream that flow in Wadi Al ‘Arrub

During the year 2011, ARIJ has focused on strengthening its relationship with UNRWA/BMU in order to identify common areas of interest especially in relation to documenting the environmental impact of the Segregation Wall. Accordingly, ARIJ and PMU team is in the process of collecting the data related to the environmental damages inflicted by the Segregation Wall and how they affect livelihoods of people living in Barrier communities. In addition, the collected data will be integrated and transferred to a web-based application system.

In 2011 the Water and Environment Research Department has continued implementing activities relating to upgrading the Nahalin wastewater treatment plant. This project is part of the Palestinian Water Authority project entitled “Building capacity and institutional Reform for an integrated management of water and Sanitation services in rural communities” which is funded by Austrian Development Agency.

In 2010, ARIJ has taken the initiative of updating and developing new environmental profile for the state of the environment in the OPT for the year 2011. In November 2011 the Water and Environment Research Department had finished the activities of the research study entitled “Status of the Environment in the occupied Palestinian territory - A Human Based approach, 2011” with the support of the NGO Development Center (NDC) and SWISS Agency for Developing and Cooperation (SDC). For the first time, such reporting has been conducted from a human rights based approach, rather than adopting the prevailing approach, which defines sustainability from a needs-based approach. The overall objective of the study was to provide a narrative, statistical and cartographic description of the current environmental status in the OPT. The report presents the correlation of the environmental aspects with human rights, the existing international laws and treaties that establish the rights to a healthy environment, the impact of the human rights violations on the environment, and the interrelationship between the Israeli violations and the deterioration of the environment in West Bank and Gaza Strip. In addition, the project aimed to provide the major trends and changes in the environmental and socio-economic indicators over the period from 2007-2010, the legal and institutional aspects of the Palestinian environmentally related sectors and a list of 13 recommendations to monitor and control further environmental degradation.It is worth mentioning that a final workshop targeting all international and Palestinian stakeholders was organized on November 2011 under the auspices and participation of H.E the Prime Minister Dr. Salam Fayyad to present and discuss the result of the study. The workshop was fruitful and revealed the comments and remarks of the participants, which have been taken into consideration in the final report.

In 2011, the Water and Environment Research Department and Fundación Centro De Las Nuevas Tecnologias Del Agua (CENTA) had finished the activities of the project entitled “A Proposed Environmentally Sound Wastewater Management System for the West Bank". ARIJ and CENTA started the implementation of the project on the 1st of December 2009 in cooperation with the Palestinian Water Authority (PWA) and with the support of the Spanish Agency for International Cooperation and Development (AECID). The project aimed at developing a proposed environmentally sound wastewater management system to be implemented in the West Bank Governorates so as to ensure improving the sanitation conditions. The project lasted for 18 months through which the following main tasks were accomplished:

1) Identifying the relevant stakeholders (their capacity and role) 2) Assessing the status of wastewater management in the West Bank. 3) Evaluating the existing wastewater treatment and reuse technologies applied in the West Bank and identifying the most appropriate technology. 4) Developing the capacities of technical personnel. 5) Establishing the basic requirements for the development of a pilot wastewater treatment and reuse project including the identification and selection of the area targeted for pilot project implementation.

A final workshop, targeting all Palestinian stakeholders, was organized on June 2011 to present and discuss the first draft of the study. The workshop was fruitful and revealed the comments and remarks of the participants, which have been taken into consideration in the final report.

During the year 2011, joint work between the Palestinian Ministry of National Economy and the Applied Research Institute-Jerusalem (ARIJ), has been conducted to provide the first systematic quantification of the annual costs imposed by the occupation on the Palestinian economy. The main results of analysis are presented in a bulletin entitled “The economic costs of the Israeli occupation for the occupied Palestinian territory”, which aims to be a regular publication monitoring and quantifying the costs of Israeli restrictions on the Palestinian economy.

Moreover, the year 2011 witness intensive work on the Assessment of Damages inflicted by the Israeli occupation. The Water and Environment Research Department had conducted a study to develop, articulate, assess, and quantifying Palestinian claims arising from Israel’s violations of international law. The first phase of the study included the development of the work plan together with a technical omnibus (TO) to identify indirect and consequential damages claims that can be structured and technically justified so as to provide a robust basis for claim development.

In April 2011, the Water and Environment Research Department had completed the activities in the consultancy entitled “Conducting an Inventory Survey and Need Assessment for a National Meteorological station to implement an Early Drought Monitoring System", which implemented in cooperation with the Ministry of Agriculture (MoA) and with the financial support of the World Food Programme. The overall objective of the consultancy is to conduct an inventory survey and need assessment for a national meteorological station to implement an Early Drought Monitoring System in the West Bank and Gaza strip.

In October 2011, the Water and Environment Research Department had completed its activities on the consultancy entitled “Preparatory survey on improvement of Domestic and Agriculture Water System in Jordan Valley in the Palestinian Territory”, which is funded by Japan International Cooperation Agency (JICA). The main objective of the work was to collect the base information and data of natural condition and social outline in the targeted area, which are necessary to formulate a regional development plan for the target area and to enhance the capacity for formulation and implementation of future regional development programs by the JICA Study team.

During the year 2011, The Water and Environment Research Department was involved in the implementation of several projects related to other departments at ARIJ including Village Profile and Azahar Need Assessment in Ramallah Governorate, SCC-Wadi Kana Project – Diesel Water Irrigation Systems, and Emergency VI project – Rehabilitation of water springs and reuse systems.

The department has continued its activities in the fields of natural resource management, including the analysis of water resources and mapping the main areas of vulnerability for the most vulnerable groups in relation to the current deteriorating conditions of water supply and sanitation services in the West Bank. The department has conducted environmental impact assessments, monitored air quality, and climate, through field surveys and linking dynamic models with geographical information systems. The department conducted several community awareness campaigns and training programs targeting the community members in the field of water, sanitation, and environmental management. Furthermore, the department gave several presentations to local and international groups and appeared in a number of several TV and radio interviews. The department also prepared and published several case studies, reports, and newspaper articles along with supporting national and international organizations with related reports and data related to the Water and Environment sector.

In addition, the department provides the technical support to Green Palestine Co. through providing Alternative solutions, implementation of related tasks, designs, cost estimates etc. The Green Palestine Co. Initiated the green program with the cooperation with the Palestinian Bank in order to offer loans to the Palestinian community, which will be used for installing, implementing and constructing some activities in the household level which can contribute to protect the environment and allow Palestinian for more access on the natural resources. These include installing small scale treatment units, building rainwater harvesting systems and producing alternative energy.

New Partnership has been established between ARIJ and Swiss Agency for Development and Cooperation, Heinrcih Boll Foundation, The GEF Small Grant Programme, Global Enviroment Facility, and UNDP. The project aimed to install eight solar-powered street lights that can store enough energy to work up for a week in the absence of sunlight, in Bethlehem, Hebron and Ramallah Governorate.

2.2 Sustainable Agriculture Program The Sustainable Agriculture Program focuses on promoting sustainable agriculture to assist in improving livelihood and food security for vulnerable and marginalized Palestinians through enhancing their accessibility to land, water, food, better practices, technologies and biodiversity resources in a sustainable manner. Additionally, this program aims to improve the availability of reliable information in the field of agro-production, socioeconomic development, marketing, and biodiversity as an effective management tools to assist decision makers and stakeholders in developing suitable agricultural plans and strategies.

During the year 2011, the Sustainable Agriculture Program has performed several activities in the fields of agriculture development, biodiversity, food security and livelihood, socio-economic development, agro- marketing, capacity building, research, networking, fundraising and dissemination of information.

ARIJ has continued supporting marginalized societies in the OPT with agricultural production inputs, infrastructure and know-how to assist in improving food security, livelihoods, agro-practices and marketing procedures. During the year 2011, ARIJ managed to serve 2667 rural agriculturally dependent families (1173 families benefited from ARIJ projects and 1494 benefited through ARIJ partnership projects) in 97 communities in Hebron, Bethlehem, Jerusalem, Ramallah, Tubas, and Jenin Governorates.

In terms of developmental agro-activities, this year witnessed the implementation of several projects. Through the project entitled “Improving food security, livelihood and access to water of vulnerable rural families in Bethlehem and Hebron Governorates (Emergency Program, Phase six), which is funded by the Spanish Cooperation, ARIJ has managed to rehabilitate 7 agricultural springs in Hebron and Bethlehem Governorates through which the daily discharge of the springs increased from 102 to 172 cubic meters and the storage capacity from 166 to 575 cubic meters and the irrigated area increased from 187 to 215 dunums, while the benefited farmers reached 198 farmers. Also the project managed to rehabilitate 89 rainwater cisterns (with total water storage capacity of 7,600 cubic meters), establish 68 laying chicken farms (2,040 laying chicken with cages, equipments and feed were distributed), distribute 12 beehive with required equipment (2 beehives per household) and establish 89 home gardens (provided with seeds, seedlings and drip irrigation system) for the poorest rural families as well as the required training and capacity building were provided in 24 different communities. Through the food security project which is funded by the Canadian Food Grains Bank/ Mennonite Central Committee, ARIJ has managed to distribute 8.0 tons of field crops and forages seeds through which 146 families have planted 574 dunums and the seeds and seedlings of herbs and vegetables were distributed to 173 families through which 112 dunums were planted. Through the food security project which is funded by Swedish International Development Agency (Sida) and implemented in partnership of the Swedish Cooperative Centre (SCC) 33 rainwater cisterns were rehabilitated and constructed, 85 home gardens were established and cultivated with the provided seeds and seedlings and drip irrigation systems which covered an area of 42.5 dunums, 80 dunums in area C were rehabilitated fenced and planted with suitable rainfed trees for 80 families, 20 households managed to treat the generated wastewater and to irrigate their trees and improve their environment and sanitation conditions, 150 laying chicken small farms were established through which 14,955 laying chicken, cages, drinking equipment and feed were distributed, 215 sheep farms established through which 430 pregnant heads distributed including feed and equipment and 318 beehives with tools and dresses were distributed to 142 farmers with the distribution of honey extracting machines to 7 communities. Also, irrigation pumps were distributed to the Wadi Qana farmers through supporting the with 6 diesel irrigation water pumps. 16

Through the third year of TATWEER project which is funded by the Australian Aid through AMENCA program and implemented by ARIJ in partnership with Care International and ESDC several activities were implemented by ARIJ staff which included the rehabilitation and construction of 60 cisterns rainwater cisterns and the cultivation of 60 home gardens which were provided with drip irrigation system, seeds and seedlings. The established seed bank in partnership with Jenin Farmers’ Cooperative under TATWEER project has succeeded in planting 150 tons of wheat seeds where distributed to the farmers and 13,267 dunums were planted through the bank, 80 tons of seeds were sieved by the bank to the benefit of the farmers, and 2700 were ploughed by the seed bank machinery. Accordingly, 704 farmers benefited from seeds, 235 ploughed their lands, 55 farmers sieved their seeds, and 210 benefited from provided extension services from 37 villages of Jenin and Tubas governorate. During 2011, the established vegetable nursery in Bardala (north Jordan Valley) has managed in growing 2,100,000 seedlings for 590 farmers of Kadala, Bardala, and Ein Al Bieda and the cooperatives managed to enlage the area of the nursery by 2 dunums from the profits of the last year. Additionally, ARIJ through TATWEER project has accomplished the establishment of the honeybee queens’ center production and through this year the centre managed to produce and distribute 450 queen cells to 250 farmers in the West Bank. During this year 265 farmers in the north Jordan Valley were provided with liquid fertilizer, to fertilize their crop under greenhouses (1 dunum/farmer); This to help the farmers to practice the liquid fertilizers as the Israeli Authorities forbidden the entrance of some solid fertilizers to the West Bank under security pretext. Finally, some innovative experiments conducted to assist in introducing new technologies and practicing eco-friendly practices especially in the protected cultivations.

In regard to support the social enterprises in Palestine, ARIJ and SCC has signed an agreement to improve the quality of production for the New Farm Company and its partners 20 cooperatives. During this year New Farm managed to get FSSC 22,000 food safety certificate and fair-trade certificate. Also, the 20 cooperatives and women clubs were trained on food processing, food hygiene and food safety. Also, the project focused on developing the infrastructure and capacities of 4 cooperatives to get the FSSC 22,000 certificate. Also, to improve the production of targeted cooperatives 12 cooperative were provided with specialized food processing tools and machines suitable for their production activities. New Farm has built if financial and management system, procurement system and marketing networks.

In accompaniment of the aforementioned agro-developmental activities ARIJ specialists have performed intensive training and extension program to improve the beneficiaries’ know-how and agro-practices with eco- friendly approach. Accordingly, 126 training workshop were conducted in agro-production and crop and water management through which 2164 beneficiaries and cooperatives members were trained, of which 46% are women. Also, 1067 extension and technical support day visits were conducted through which 7389 households benefited.

ARIJ has continued its seed breeding program for field crops and vegetables. The seed multiplication process were continued and the multiplication process of the studied 7 wheat varieties (4 landraces and 3 improved) and six rows of barley already started after reaching the F8 generation of these seeds; Additionally the F8 generation of Sahori Snake cucumber (Green and white) and local green squash were produced. This year focused in trialling the resulted improved seeds of the targeted varieties in the farmers’ fields under usual growing conditions to measure their growth performance and productivity before entering into the multiplication and releasing stage. 17

Regarding the village profile activity, through which detailed information about each locality of the targeted governorates is collected analyses and documented in the web-based information system. This information made accessible for all users including public, researchers, decision makers, planners, civil societies and international organizations. This site became known as geo-information system of Palestine. During this year, the village profile team have intensive their research and field surveys as well as participatory meetings on the community level to accomplish the third phase of this activity which includes Ramallah & AL-Berieh, Jerusalem and Jericho Governorates through continuous support by the Spanish cooperation. During 2011 the project team managed to prepare 66 profiles for Ramallah & AL-Berieh, 27 profile for Jericho and 10 profiles for Jerusalem. This information will be uploaded on http://vprofile.arij.org during the 2012. The documented information based on field survey, questionnaires with stakeholders and the conduction of Participatory Rapid Appraisal (PRA) with grassroots and related bodies. The communities’ needs are addressed and prioritized according to the community actual needs in education, health, environment, agriculture, water, socioeconomic, and geopolitical status. It is worth mentioning that by the end of the year 2011 the number of village profile website visitors reached to 22,544 thousand visitors. Also, we can say that many of the donors and local and international NGOs keep visiting the website and benefiting from the presented information, especially during the preparation of project proposals or through documenting about the status and needs of the targeted villages. Also, many of the researchers they confirmed their utilization of presented data in this website.

By the end of this year and through the continuous fund of the Spanish Cooperation, ARIJ has started developing the same village information system for the localities Qalqiliya, Salfit and Nablus Governorates. Accordingly, by the end of the year 2012, the system will contain detailed information about seven governorates of the West Bank in addition to the general information about all the governorates of the OPT. The objective is to cover all the Palestinian localities and Governorates and presenting them in the Palestinian Locality Information System (PLIS).

It is worth mentioning that ARIJ has applied for some of the developed project proposal for Bethlehem and Hebron Governorate for potential funding and encouraged several donors and NGOs to fund some of the other projects. Additionally, from existing projects ARIJ tried to reply directly to the urgent needs of the surveyed communities especially in the field of water sanitation and agriculture, as many of the small scale wastewater treatments were constructed to mitigate the pollution impact of flooding uncontrolled cesspits to improve the environmental and health conditions in the marginalized communities in addition to improve their capacities in agro-food production. Additionally, many of the organizations, researchers and students are benefiting from the available information on the website as the number of visitors to the website reached up to 11,250 visitors until the end of the year 2010. Additional promotion campaigns already have been started for the schools and universities to make the lecturers and teachers aware about this valuable site to encourage their students to do research using the information.

Through Forests inventory in the Southern part of the West Bank, ARIJ has accomplished its scientific survey for Wadi al-Quf and Al-Qaren forests in Hebron Governorate. The project resulted in scientific report and a guide (in Arabic) for the two forests and the project findings in addition to a website which includes all information about the conducted research, produced reports and scientific classification for the flora in the targeted forests. All the information is available on: http://forestry.arij.org Furthermore, a training workshop (one day practical & one day oral training) was conducted for forests specialist in the MoA and Agricultural Directorates in Bethlehem and Hebron. Finally, a specialized workshop was conducted with participation of the 19 main research and forestry stakeholder through which the project results were presented and the produced guide disseminated.

During this year, ARIJ has participated in several thematic groups and specialized councils which are established by the Ministry of Agriculture (MoA) such as experimental stations and research thematic groups; member of the steering committee of the established the agricultural council for international relations, olives improvement strategy for the OPT, plant production thematic group, , member of general assembly of the food security council, and member of the steering committee of the established seeds council. Also, ARIJ has representative the PNGO in the conducted Agriculture Sector Working Group meetings which conducted is usually include MoA, Donors with representatives from civil society, private sector, related ministries and international organizations, through which the opinion of the Palestinian NGOs is presented to the MoA and the other representative stakeholders. On other hand, ARIJ continues its participation in the MoA different activities on the level of strategic planning and on the level of conducting joint activities on Ministry level and on the directors of the agricultural directorates in the West Bank as well as the extension agents.

Also, ARIJ has participated in the project’s concepts vetting committees of the OCH/CAP emergency for the year 2012 as it was selected to represent the Palestinian NGOs for the third year for agricultural sector and water and sanitation sector. ARIJ has managed to submit seven concepts to CAP five to the agriculture sector and two to the water and sanitation sector and they were approved by the vetting committees: two concepts were submitted by ARIJ itself for agricultural sector entitled “Enhance the access of vulnerable farmers to suitable field and fodder crops seeds to combat drought conditions in marginalized communities of Bethlehem and Hebron” and “Support vulnerable Farmers (males and females) with emergency agricultural inputs to mitigate the impact of the Separation Wall in the Northern West Bank” and additional two to the agricultural sector. The first one in partnership with SCC entitled “Assist drought affected grapes vulnerable farmers (males and female) in marginalized rural areas in the south of the West Bank through improving their drought mitigation capacities and enhancing their food security and livelihood”, Joint project with SCC & ESDC entitled “Humanitarian agricultural support for poor people in marginalized communities (mainly in area C and Seam zone) in the West Bank Governorates including East Jerusalem” and third one in partnership with PCPM - POLISH CENTER FOR INTERNATIONAL AID (PCPM) entitled “Drought mitigation and food insecurity reduction in area C and Seam Zone area in the southern part of West Bank”. While the other two proposal were submitted by ARIJ entitled “Enhancing access of poor and vulnerable households to the basic sanitation in Tuqu' village and the surrounding small communities in the Eastern part of the Bethlehem Governorate and the second project entitled “Emergency support for poor and vulnerable households with basic water needs in the vulnerable communities in south-western part of the Bethlehem Governorate. The total approved budget for ARIJ and its partners reached 4,678,870 USD. The challenge is to get fund for these proposed projects. Oxfam GB in partnership with ARIJ, ESDC and Bethlehem University have submitted a project proposal to EC call and to the SDC to assist in improving olive production and olive tree management. The projects were approved by the EC and the SDC. The implementation of the projects activities will be started by the end of the year 2012. This creates strong partnership with Oxfam GB to assist in supporting olives small farmers.

ARIJ has registered and became a member in the world wide views (WWViews) on biodiversity which aims at “As policymaking becomes global in scale, new tools are needed in order to include and engage citizens worldwide in the political processes. The challenge is to close a widening democratic gap between policymakers and citizens and thereby increase the citizen’s sense of ownership to decisions made about current global issues”. On a regional level, ARIJ has continued it participation in the activities of the project entitled “Middle East Water and Livelihoods Initiative” (WLI). During this year the Palestinian partner organizations (MoA, National Agriculture Research Center, Hebron University and Land Research Center) have accomplished the integrated biophysical, soil characterization, and socio- economic surveys for the selected two benchmarks (Tammun and Hebron). The results are going to be presented in the regional workshop during 2012. This year the projects partners have developed the action plans on the country levels to start the implementation of pilot activities during the year 2012.

New partnership was created between ARIJ, ICARDA office in Palestine, NARC (National Agriculture Research Center) and UWAC (Union of Working Agricultural Committees) in the field of rainfed seeds protection and improvement.

New partnership has been established between ARIJ and PCPM - POLISH CENTER FOR INTERNATIONAL AID (PCPM) through submitting a joint project concept to OCHA/CAP, 2012 which was approved. Both organizations have developed the project concept into a full proposal and the PCPM has submitted it to the Polish Government to fund this project.

2.3 Information Technology Program The IT program main focus is to provide assistance to all units at ARIJ through installing software applications, maintaining hardware, and maintaining and updating the local area network. Currently one of the major tasks that the IT program provides is to develop virtual and interactive applications for the different units and projects at ARIJ. Additionally the program aims to provide ARIJ and its partner’s with top of the line technology solutions to be used as tools to better serve the Palestinian people. In 2011 the IT program has extended its work to include video editing and publishing for all of ARIJ departments and their work. The program is responsible for recording, editing and finally publishing the videos on ARIJ YouTube channel, Facebook and Twitter.

Following are the activities & achievements in the year 2011:

Ø Environmental Impact and Community Access Monitoring questionnaire Information System. The IT program has developed a web based questionnaire information system in coordination with ARIJ Water & Environment Unit & Unrwa’s Barrier Monitoring Unit so employees can fill the data into the system including any documents, maps or photos for the targeted areas and the ability to retrieve information rapidly.

Ø ARIJ Christmas Message 2011. The program has been for the past 10 years responsible for publishing a yearly Christmas Animation Movie on the current situation in Palestine in regards to the geo-political status mainly settlements expansion, roadblocks and checkpoints, and the environmental status.

Ø Digital Printing. The IT program has equipped a small print shop that includes a small digital printer, paper folding machine, binding machine, electrical paper cutter and a small paper laminating machine. The print shop is responsible for printing small numbers of ARIJ publications.

Ø AMENCA II Website. The IT program is working to develop and design a portal site for AMENCA II project. The website will facilitate the use of Content Management System, in which all sections and pages of the website can be edited using a web based and user-friendly interface.

Ø Turbonet Driving School Application. Further development on the consultancy for a German based driving school in which IT unit developed an online written driving exam system that will be used by students to study and train for the official exam. Currently the IT program will be updating the system to include different languages for the system.

Ø Food Security Atlas. IT program has built the geospatial database in coordination with both the GIS and BARU units in which will be used for the project. The Unit constructed a website in which a search engine for the atlas indicator will be accomplished with the ability to view all maps used in the atlas on the site using Scalable Vector Graphics SVG.

Ø Website design for the Village Profile project. Design and develop a data driven website for the village profile project implement by the BARU, in which the IT program is responsible for creating the design for the site, data structure, and the use of Scalable Vector Graphics technology for mapping information. http://vprofile.arij.org/

Ø Unix and Windows server administration.

Ø Social Media. The IT program is in charge of managing ARIJ social media accounts (i.e. Facebook, Youtube, and Twitter) in which all of ARIJ work is submitted and shared on these social media sites, there has been a growing numbers of people following ARIJ news the past year.

Ø Documentaries. In 2011 the IT program has been in charge of producing documentaries for ARIJ work and mainly movies in regards to the Israeli colonization activities in the West Bank. All movies produced are uploaded on ARIJ youtube channel for people to view.

Ø New Farm Co. Website. ARIJ IT program started working on developing website for New Farm Company as a consultancy; the website will be developed as a content management system to ease the updating process. All products produced by the company will be showed on the website including photos that have been taking by ARIJ IT staff with a full description on the product. www.new-farm.ps

2.4 Good Governance Program Though ARIJ has been working in the field of good governance for the last three years, however, this year had witnessed the official launching of ARIJ Good Governance Program. ARIJ has embarked on the field of good governance, realizing that sustainable utilization of scarce natural recourses requires serious efforts to address current governance challenges facing the Palestinian community, whether at civil society, local authority or governmental level. Thus ARIJ Good Governance Program ARIJ aims to promote values of integrity, principles of transparency and systems of accountability in the various Palestinian sectors.

To achieve this objective ARIJ good governance team works with local civil societies to improve the accountability of key local authorities and help these local state institutions become more responsive to community needs.

In addition to holding workshops, public hearings, accountability sessions, and focus groups meetings, the program’s activities involve training different target groups to advocate for good governance policies in their localities. And as it is the case with other ARIJ programs, ARIJ interventions include the preparation of special researches and case studies linking local governance changes with local development outcomes.

As for the projects implemented during the year 2011, “The Implementation of Pro-Poor Integrity Program (PPI) in Palestine” continued for the third year. This project is funded by UK Department for International Development (DFID) and it is implemented in partnership with TIRI (Making Integrity Work) and the Coalition for Integrity and Accountability – AMAN. Through this project, ARIJ aims to increase capability, responsiveness and accountability on the part of local civil society and key local authorities – responsible for solid waste 23 management, water, and sanitation– in the targeted localities of Nablus, Hebron, Al-Ram, and Jericho. In its third year of implementation in Palestine, ARIJ has worked directly with local civil society to raise their capacities in articulate the needs in the targeted local districts.

This year ARIJ team intensified their works with the monitoring committees in order encourage them to keep going for the third year in a row. For this purpose, new members joined the committees and internal elections within the committees took place in order to distribute roles more efficiently. The four committees have agreed on new code of conduct that included a more specific criterion for the selection and the involvement of the monitors. ARIJ team organized 14 meetings through out the year, in order to work with monitors and arrange for their different activities.

As for the different monitors' activities, they included out reach visits to the marginalized neighbourhoods in the four targeted cities. The monitoring committee of Jericho have also visited AMAN legal advisors to learn how to report on corruption related issues. Al-Ram committee on the other hand, chose to launch an awareness campaign to call for more revenue collection by the local citizens. The have targeted schools while ARIJ team helped in publishing street billboards for that purpose. The campaign was very successful, as Al-Ram council have reported some growth in the collection rates.

Nablus committee was also very active; they organized visits to the marginalized neighbourhood in the old city in addition to town hall meetings in order to address the waste collection issues. Nablus committee have also conducted a visit to the new recycling site in Nablus. Another activity involved the issuing an official complaint to Nablus Municipality regarding some waste collection problems. The municipality was responsive, as it has announced new solid waste policies.

An important progress in this year was the involvement of youth members in PPI activities. These members took part in special activities including visits to legal clinics in addition to attending public lectures organized by ARIJ team. In particular, the youth committee in Hebron was very active, as it has tried to call the municipality to publish its water distribution schedule.

Another considerable progress was the joint working groups who met regularly through out the year in Nablus and Al-Ram. The monitoring committee members and the change agents formed solid relationships through which they discussed service delivery challenges and suggested solutions to address these challenges together. In Hebron and Jericho, establishing joint working groups had been more difficult due to less cooperation from the two municipalities. To face these difficulties, ARIJ team introduced drama activities into the PPI project. In Hebron, a theatre play about the water service was performed in the presence of municipal officials, as well as the monitors and the citizens. The play showed the suffering of citizens from the lack of water. A discussion about the fair distribution of water followed the play. As for Jericho, radio dram sketches called for more transparency in the distribution of irrigation water shares. Street billboards have also called for the same cause.

In relation to training activities, ARIJ PPI team prepared a training manual about Participatory Governance. The manual explains the concept of participatory governance and presents different aspects of its implementation especially within the Arab or Palestinian context. The training manual was used for the training of change makers and monitors in different trainings that were organized in cooperation with AMAN.

Finally, ARIJ PPI team has been involved in individual activities including article writing and integrity training. Thus, Rasha Alyatim has written an article about local authorities: 'Trustworthiness in Palestinian Local Governance'. The article, which tackles the issue of trust between local authorities and their residents, was published in July 2011 version of 'This Week in Palestine' Magazine. As for the training, Mona Ishaq has attended a training course in the Central European University Hungary, Budapest. The course was provided in partnership with TIRI and it has empowered Mona in the concept of integrity and in methodologies for fighting corruption applied in different parts of the world. Moreover, Mona has learned about the different roles that can be played by NGOs in order to build integrity systems. Such role includes raising awareness, advocating for a legal change, monitoring, research, e-accountability and many other interventions.

In addition to working with local authorities and civil society organizations, ARIJ has embarked on the field of good governance for the cooperatives. Through working in partnership with The Swedish Cooperative Centre (SCC) and funding from The Swedish International Development Cooperation Agency (Sida), ARIJ launched the project 'Developing Agro-Rural Co-operatives in Palestine towards Good Governance and better Transparency and Accountability'.

The project aims to enhance good governance practices among the target groups, based on the principles of transparency, accountability and participation. The project’s target group includes 14 cooperatives and the Olive Oil Cooperative Union (OOCU) based in the West Bank. During the past year, ARIJ team has focused on introducing an accountability system that should be adopted and implemented by the targeted cooperatives. The project team worked through conducting participatory workshops, accountability sessions, good governance training, theatre plays, and conferences.

Through these activities, the targeted cooperatives started changing their practices. The administrative committee members are now accountable to the general assembly in all the matters of the cooperatives. Moreover, decisions are being taken through a participatory approach. Nonetheless, the nature of the project involves social change rather than quantitative results that can very easily be measured. Changing practices requires changing old habits and mentalities. However, more and more the targeted beneficiaries are realizing the importance of applying good governance principles. They are realizing through the project outcomes, that good governance is not only about values and morals, but also about transforming these values into solid systems that leads to the development of cooperatives. Thus, the main result of the project is this belief among cooperative members that good governance leads to positive change both on the organizational and economic level of cooperatives.

Another target group for ARIJ Good Governance team for the year 2011 was the youth through the project 'The Role of Palestinian youth towards enhancing Participatory Governance at Local Authority Level' which is implemented in partnership with Catholic Relief Services (CRS) and funding United States Agency for International Development (USAID).

The project aimed at strengthening the capacities of local youth civil society actors to influence municipal councils to adopt participatory and accountable governance practices, in addition to promoting the culture of Participatory Governance. The Good Governance team worked through establishing local youth community committees, conducting training sessions on participatory governance, producing drama sketches in local radios, publishing newspaper articles, and employing social media for this purpose.

Through this project ARIJ Good Governance Team has contributed to affirming citizens' rights and demanding more space and greater scope for youth to participate in development and governances processes. By adopting a right based approach to development and governance, the project most important impact is introducing Participatory Governance as a right to all local citizens; especially youth; regardless of their social class. This is all achieved through the youth community committees as they guarantee the sustainability of the grant’s objective.

It is worth mentioning here that ARIJ has targeted the four cities where it had already established community committees. Thus, the youth committees have already joined these committees and have worked together with them to hold municipal officials accountable for service delivery. This insures the sustainability of the project in addition to giving the targeted youth an opportunity to practice lessons learned in the real life.

Another key intervention for the Good Governance Program is a research about Palestinian Social Capital. Through a project entitled ' Measuring and Developing Social Capital in the Democratization and Governance Process in Palestinian CSOs' implemented in partnership with Catholic Relief Services (CRS)and funded by United States Agency for International Development (USAID), ARIJ targets 30 Civil Society Organizations (CSOs). The main aim of this intervention is to create a guideline of social capital best practices in the Palestinian democratization and governance processes

The project shall be implemented through four phases. The first phase aims to diagnose how social capital is utilized and incorporated by CSOs. In the second phase, the research's results will be adopted into a training material format to train the 20-targeted CSOs on social capital concepts. The third phase will be a pilot implementation phase where two CSOs will be chosen to implement the research results. These CSOs will evaluate their implementing experience and share it with the rest of targeted CSOs. The final phase of the project is to format the conducted research, best practices, and the pilot experience into an accessible report and disseminate it for CSOs, invested stakeholders and the public through several channels

Through the past year, ARIJ good governance program has finished working on developing the research main field instrument. Thus, the project other phases shall proceed through out the year 2012.

CHAPTER III: NETWORKING AND PARTNERSHIP ARIJ continued its cooperation with civil society institutions on local, regional and international levels by conducting joint research activities, participating in workshops and other related activities within the sectors of agriculture, environment, and natural resource management.

3.1 Cooperation with the Palestinian Government, NGOs and Institutions § Palestinian National Authority The relations which ARIJ has with the Palestinian Water Authority (PWA), the Palestinian Environmental Quality Authority (EQA), and the Palestinian Central Bureau of statistics (PCBS), progressed significantly in the year 2011. ARIJ participated in the PWA, EQA and PCBS conducted workshops, discussion groups and specialist roundtable meetings. Moreover, ARIJ has continued participating in the Environmental Sector working group (EnSWG) meetings.

§ Municipalities and Local Councils & Authorities ARIJ has continued reinforcing and strengthening its relationship with Palestinian Municipalities and local councils and is still working on developing local governmental bodies. The Good Governance Team has been in regular contact with AlRam, Hebron, Jericho, Nablus municipalities to increase accountability and transparency of Palestinian local authorities.

§ The Directorate General for Cooperation in the Ministry of Labor: The Good Governance Team has worked closely with the Directorate General which has supported ARIJ with its good governance interventions with cooperatives.

§ Joint Service Councils ARIJ team has been engaged in activities designated to improving the urban and environmental planning capacities of the Palestinian Local Government Units (LGUs). More specifically, ARIJ was commissioned to strategize the work of Joint Councils in the West Bank, and accordingly formulate and design an action plan towards a more sustainable Joint Councils.

§ Ministry of Local Governance The Minister of Local Governance headed the consultancy workshop about the Joint Service Councils strategy for the years 2010-2014, which was held in cooperation with the general administration of Joint Service Councils, ARIJ and JICA.

§ Ministry of National Economy (MNE) During the year 2011, joint work between the Palestinian Ministry of National Economy and the Applied Research Institute-Jerusalem (ARIJ), has been conducted to provide the first systematic quantification of the annual costs imposed by the occupation on the Palestinian economy. The main results of analysis are presented in a bulletin entitled “The economic costs of the Israeli occupation for the occupied Palestinian territory”, which aims to be a regular publication monitoring and quantifying the costs of Israeli restrictions on the Palestinian economy.

§ Ministry of Agriculture (MoA) ARIJ continued working with the MoA in promoting cooperation and coordination between governmental and non-governmental institutions as well as the private sector to develop the agricultural sector, especially in marginalized areas. The MoA is a permanent member of community committees formulated by ARIJ when implementing its agricultural projects. ARIJ represents the Palestinian NGO network in the meetings of the Agricultural Sector Working Group. ARIJ was instrumental in the activities of the advisory committee for the Consolidated Appeal Program committee to select the suitable projects for the OPT for the year 2011.

§ World Overview of Conservation Approaches and Technologies (WOCAT) ARIJ is a member of the World Overview of Conservation Approaches and Technologies (WOCAT) under the umbrella of the MoA. 27

§ Palestinian Water Authority (PWA) ARIJ continued its close relationship with the PWA, exchanging data and information with the Ministry in addition to its participation in all Ministry-conducted workshops, meetings, and brainstorming sessions.

§ Palestinian Environmental Quality Authority (EQA), ARIJ has continued its good relations with the EQA, participating in workshops, discussion groups and specialists roundtable meetings aimed at addressing the challenges of climatic change, desertification, pollution, etc.

§ Drought Task Force-National Committee for Climate Change ARIJ is a member of the Drought Task Force-National Committee for Climate Change under the umbrella of the EQA,

§ Ministry of Planning (MoP) ARIJ continued its working relations with the Ministry of Planning, exchanging data and information concerning Israeli colonizing activities in the OPT.

§ Ministry of Education and Higher Education (MoE & HE) ARIJ worked with the Ministry of Education and Higher Education to promote scientific research in the OPT.

§ Ministry of Tourism ARIJ continued its good working relations with the Ministry of Tourism, where an interactive tourist Road Map of Palestine was produced and tourist maps for major cities are in progress.

§ Al-Maqdese for Society Development (MSD) ARIJ signed a strategic partnership with the MSD in order to work together in various subjects related to human rights and issues of Jerusalem.

§ AMAN-Coalition for Integrity and Accountability As working partners, ARIJ Good Governance Program cooperates with AMAN to raise integrity standards and accountability in the Palestinian local authorities and civil society.

§ The popular Committee for Land Defence ARIJ works with the popular Committee for Land Defence in disseminating information regarding land confiscation and seizure.

§ The National Committee for the register of damages caused by the “WALL” ARIJ is a member of the National Committee for the register of damages caused by the “WALL” and is responsible for the technical subcommittee.

§ Palestinian Central Bureau of Statistics (PCBS) ARIJ has good working relations with PCBS through the exchange of data and information concerning land use/land cover analysis and Israeli colonizing activities in the OPT.

§ National Team for developing an Environmental Information System ARIJ is a member of the National Team for developing an Environmental Information System under the umbrella of the PCBS.

· E-wash Committee ARIJ continued to be an active member in the E-WASH committee. On the other hand ARIJ has participated in the project’s concepts selection committees of the Consolidated Appeal program (CAP) for the year 2011 for the third year for water and sanitation sectors.

§ Negotiation Affairs Department (NAD) ARIJ continued its working relations with NAD through further data exchange concerning Israeli colonizing activities in the OPT.

§ National Coalition for the Global Call for Action against Poverty-Palestine (NCGCAP) ARIJ has continued its membership in the steering committee of NCGCAP, and has become co-chair of the Climate Change and Poverty Committee.

§ National Committee for Climate Change ARIJ is a member of the National Committee for Climate Change under the umbrella of the EQA which is working towards highlighting the impact of climate change on different sectors.

§ Palestine Economic Policy Research Institute (MAS) ARIJ is a member of the food security monitoring committee, which was established by MAS.

§ Economic and Social Development Center of Palestine (ESDC) ARIJ works with ESDC to help the Palestinian Cooperatives to become models of grassroots democracy and agents of development. ARIJ is now completing what ESDC has started. ESDC focused on the internal control issues, while ARIJ is taking cooperatives to higher level of transparency, accountability and participation.

§ NGO Development Center (NDC) ARIJ has completed and implemented successfully the project entitled “Human Rights and Environment in the Occupied Palestinian Territory” on Novemebr 2011, which was funded by the NDC.

§ New Farm Company (NFC) ARIJ is an important shareholder in the New Farm Company since the year 2000. Currently, ARIJ is the head of the administrative committee of the NFC and is working to improve the company’s performance and activities, as the main objective of this company is to empower and support socially based enterprises with a focus on agriculture and on women’s cooperatives.

§ Palestine Child’s Home Club - Hebron ARIJ worked with the Child's Club to establish a youth community committee in Hebron. The committee’s members were trained on Participatory Governance, and then some of them joined the PPI monitoring committee.

§ Palestinian Medical Relief Society – Hebron, ARIJ worked with the Medical Relief to establish a youth community committee in Hebron. The committee’s members were trained on Participatory Governance, and then some of them joined the PPI monitoring committee.

§ Land Research Center (LRC) The effective partnership between LRC and ARIJ continued and is improving and upgrading year by year. ARIJ has been granted the settlement project (Phase 5) entitled “Addressing the Geopolitical Changes in the Occupied Palestinian Territory". This project started in the October 1st, 2011 under the program Partnership for Peace, which is funded by the EU. The LRC is continuing to be a partner of ARIJ in monitoring Israeli settlement activities and managing natural resources.

§ Sharek Youth Forum – Nablus ARIJ worked with Sharek to establish a youth community committee in Nablus. The committee’s members were trained on Participatory Governance, and then some of them joined the PPI monitoring committee.

§ Center of Jerusalem Studies A joint project between ARIJ and the Center of Jerusalem Studies is being implemented to develop a web based interactive atlas of Jerusalem.

§ Sunflower Society – Al-Ram ARIJ worked with Sunflower Society to establish a youth community committee in Al-Ram. The committee’s members were trained on Participatory Governance, and then some of them joined the PPI monitoring committee.

§ AlQuds University ARIJ continues its good relations with the AlQuds University. Both ARIJ and AlQuds University are planning to develop a fully integrated Meta Database for Jerusalem. ARIJ IT Program will be responsible for developing the online data driven system.

§ Hebron University Hebron University was approached by ARIJ team to conduct a joint lecture on Participatory Governance and the Palestinian law, for the members of youth community committees established as part of The Role of Palestinian youth towards enhancing Participatory Governance at Local Authority Level project.

§ Birziet University ARIJ continued its good relations with the Birziet University and participated in several activities. 29

§ Arab American University of Jenin (AAUJ) ARIJ has continued monitoring and maintaining the air quality unit, which has been installed on the campus of the AAUJ.

§ Legal Clinic- AnNajah University The Legal Clinic in Nablus provides legal consultation free of charge for the poor and marginalized. It is a new body that ARIJ is looking forward to work with. · Bethlehem University ARIJ is a member of the steering committee of the Master Program in International Cooperation and Development (MICAD) at Bethlehem University jointly with other Palestinian NGO's, and the University of Pavia, Italy.

3.2 Networking and/or Connections with Regional and International Institutions, Bodies and NGOs

· ActionAid ARIJ and ActionAid have submitted a joint project concept to the UN CAP for the year 2011. The project was accepted and coordination between the two organizations continued, especially in the Hebron area.

· AMAN-Coalition for Integrity and Accountability As working partners, the Good Governance Team cooperates with AMAN to raise integrity standards in the Palestinian local authorities and civil society.

· Spanish Centre of New Water Technologies (CENTA) ARIJ continued its cooperation with CENTA to conduct the project entitled “An Integrated System for the Treatment and Reuse of Wastewater in Wadi Al Arrub”.

· Oxfam ARIJ continued its cooperation with OXFAM and started a new project in December 2011, entitled “From Grove to Market - SDC – Making the olive market work for subsistence and small-scale farmers in the occupied Palestinian territory”.

Care International (West Bank) ARIJ continued its cooperation with the CHF and carried out a project entitled “Livelihood Security and Civil Society Strengthening in the Occupied Palestinian Territory”, which is funded by AMENCA2 (Australia-Middle East NGO Cooperation Agreement).

· CHF International In 2011, ARIJ continued its cooperation with the CHF and carried out a consultancy to rank the most vulnerable committees in the West Bank.

· Heinrich Boll Stiftung In 2011, ARIJ and Heinrich Boll Stiftung have made a partnership to carry out a project entitled “Enhancing Water Conservation through Adopting Green Water Practices in the Palestinian Hotels”.

· Swiss Agency for Development and Cooperation (SDC) Usually the SDC supports ARIJ with core funds in order to perform its research programs and to support different stakeholders in the field of environment, water, land use and geopolitical status.In 2011, ARIJ continued carrying out the project entitled “Towards Sustainable Development in Palestine through Conducting Empirical Research and Developing Networking- Phase VI”. This project focuses to support ARIJ through funding its environmental awareness progress and the impact of occupation in the Palestinian environmental status as well as to create partnerships with international and governmental bodies that are monitoring the impact of occupation on the Palestinian resources such as BMU, UNRWA and NAD. 30

· Swedish Cooperation Center (SCC) ARIJ works with SCC to help the Palestinian Cooperatives to become models of grassroots democracy and agents of development, making them relevant actors within Palestinian civil society.

· Swedish International Development Cooperation Agency (Sida) Sida funds ARIJ through SCC in the project entitled “Sustainable Access to Food within Female Led Vulnerable Households in the Seam Zone Areas of Jerusalem & Ramallah Governorates”.

· The Australian Agency for International Development (AusAID) ESDC and Care International have continued their joint implementation with ARIJ project entitled “Livelihood Security and Civil Society Strengthening in the Occupied Palestinian Territory” (TATWEER), which is funded by AUSAID under the program AMENCA2 (Australia-Middle East NGO Cooperation Agreement).

· TIRI (Making Integrity Work) As working partners, the Good Governance Team cooperates with Tiri to raise integrity standards in the Palestinian local authorities and civil society.

· UK Department for International Development (DFID) DFID funds ARIJ to continue conducting the Second Phase of Pro Poor Integrity Program (PPI II).

· Consolidated Appeal Program (CAP) ARIJ continued its partnership with the UN-CAP (Consoilidated Apeal Program for Humanitarian Support, during this year, ARIJ became a member in subsector project concepts selection committee for water and sanitation and food security sub-sectors. This year ARIJ has submitted 6 concepts for the UN-Cap including three agricultural projects in which one project is in partnership with the SCC, one project in Food Security, two projects for water & sanitation, one of them was submitted in partnership with AVSI Foundation and all projects were accepted for the UN-CAP 2011.

· UNRWA This year witnessed the creation of partnership with UNRWA through BMU which focused on conducting joint surveys on assessing the damages mainly due to the Segregation Wall, also in building the capacities of human resources in GIS applications. Additionally, ARIJ became a partner with UNRWA & BMU in academic cooperation for Palestinian planning.

· European Geostationary Navigation Overlay Service (EGNOS) ARIJ has continued to be a member of the MEDaCoN (Mediterranean EGNOS Data Collection Network) and is currently working on the GNSS project in coordination with MeDaConn to introduce the GNSS service in the MEDA countries.

· Spanish Cooperation ARIJ and the Spanish Cooperation have continued their partnership through conducting important developmental and research projects in the OPT. The Spanish Cooperation has continued their support to ARIJ’s emergency program for rural areas and has continued the joint work on the agricultural sector review.

· Turbo Net Driving School There was further development on the consultancy for a German based driving school in which the IT unit developed an online written driving exam system that will be used by students to study and train for the official exam. Currently the IT program will be updated in order for the system to include different languages.

· Mennonite Central Committee (MCC) MCC continued their support of ARIJ programs. A new project entitled 'Improving Food Security for Vulnerable Palestinian Households in Southern Part of the West Bank' started on the 1st of June 2009.

· Spanish Agency for International Cooperation (AECID) ARIJ continued its partnership with the Spanish Agency for International Cooperation (AECID) in conducting “Village Profiles and Needs Assessment in Jerusalem, Ramallah and Jericho”, through funding from CAD- CRS.

· Canadian Food Grain Bank (CFGB) In 2009, ARIJ submitted a project proposal to the Canadian Food Grain Bank and MCC and conducted the project entitled "Improving Food Security and Plant Production Systems in Dry areas of Bethlehem and Hebron Governorates.” This project will continue with the implementation of a seed improvement program, which started seven years ago, in addition to the creation of a community seed bank. Several visits from the CFGB to ARIJ took place during the year 2009.

· Food and Agriculture Organization (FAO) ARIJ, FAO and the World Food Program are working together on CAP (Consolidated Appeal Program) and NAF (Need Analysis Framework), where ARIJ is a member of the projects selection committee in the food security, water and sanitation, and agriculture sectors. ARIJ with its partners have submitted several proposals to CAP project 2011.

· World Food Program (WFP) ARIJ and the WFP are working to develop the first Palestinian socioeconomic and food security atlas and food security website based database with a mapping system of the OPT.

· International Center for Agricultural Research in Dry Areas (ICARDA) In 2011, ARIJ has continued its participation in the preparatory and benchmark selection meetings of the project entitled "Improving the Living Standards through better Management of Water Resources in the Mediterranean", which was conducted in Aleppo, Syria and in Amman, Jordan. A national Palestinian Committee was formulated for this project including ARIJ, and several coordination meetings were held in Palestine to fulfil the project's requirements.

· HABITAT International Coalition (HIC) HIC is an international and independent organization, an alliance of 400 organizations and individuals working in the area of human settlements. ARIJ is a candidate to become a representative of Asia Continent HIC board members. Additionally, ARIJ received an invitation to participate in the World Social Forum. Moreover, ARIJ has received initial acceptance for financial support for a joint project for land registration damages incurred due to the construction of the Segregation Wall.

· Italian cooperation ARIJ and Italian cooperation held several meeting for the purpose of carrying out a project regarding the rehabilitation of the Romanian wells in the eastern slopes.

· Center for Development Service in Egypt and Syracuse University in USA In 2011, ARIJ has joined the consortium led by the Near East foundation (NEF) together with the Center for Development Service in Egypt and Syracuse University in United State as a resource organization on the proposal “Regional Development Research Partnership Program”.

· AVSI Foundation ARIJ and the AVSI have submitted 3 joint project concepts to the CAP 2011 and ECO about improving access of poor and vulnerable households to the basic water needs in the Bethlehem and Hebron Governorates.

Moreover, a special contacts were made with the: National Council for Scientific Research-CNRS -Lebanon, Verein zur Förderung des Technologietransfers an der Hochschule Bremerhaven e. V (ttz) Germany, Italy, SENES ﻩ(Universidad de Extremadura (UEX) spain, ‘Consiglio Nazionale Delle Ricerche (ITM-CNR consultants limited –CANDA, Conseil Développement Innovation, and Scuola Superiore Sant'Anna - Istituto di Management, to develop joint research and developmental activities. 32

CHAPTER IV: DISSEMINATION OF INFORMATION 4.1 ARIJ in the News As part of ARIJ’s publicity efforts in providing awareness for local, regional, and international parties, ARIJ has continued its work on increasing local community awareness regarding several issues, such as agriculture, the environment, natural resource management, geopolitical conditions and Israeli colonizing activities.

Toward achieving this goal, ARIJ team participated in several visual (28) and audio interviews (50) dialogues in various news agencies such as Palestine News Network, Palestine Satellite Channel, Al Quds Satellite Channel, Al Aqsa Satellite Channel, Today TV, Al Jazeera Satallite, Watan Satallite Channel, Channel, France 2 Channel, France News Channel MAAN/Mix Satallite Channel, Badeel Media, Local Radio Ajyaal, Nisaa and Anghaml FM. (See Annex 2)

Additionally, ARIJ published 14 reports and articles in different local newspapers, such as Al-Quds daily newspaper and Al-Ayyam daily newspaper. (See Annex 4)

4.2 Conferences and Workshops The ARIJ team participated in number of workshops and conferences (105) related to its field of work, such as water, environment, good governance, agriculture, biodiversity, land use/cover, in addition to monitoring Israeli settlement activities and planning. This year ARIJ participated in workshops and conferences conducted abroad (9.5%) and locally (90.5%). (See Annex 1)

4.3 Meetings and Visits The total number of hosted visits and meetings to different delegations and key persons reached 266, of which 35% represents foreign and international organizations, and 65% local Palestinian bodies. (See Annex 2)

4.4 Presentations ARIJ organized several presentations highlighting updates on the geopolitical situation, its impact and effect on Palestinian natural resources, and its sustainability to different key visitors and delegations hosted by ARIJ. Consequently, ARIJ conducted 71 presentations of which 81.7% were for foreigners from Arab or international countries and 18.3% for local bodies. (See Annex 3)

4.5 Services to the Local Community Another means for publicizing ARIJ work is its service to the local community, ARIJ is using combined experience, expertise and wisdom to achieve the development of a better Palestine and to develop strong relationships nationally to promote and achieve understanding of good practices. (See Annex 5)

4.6 Website Visits The ARIJ website noticed a significant increase in 2011, which is %12.6 increases in the total number of visitors, in relation to 2010. The total number of visits on the ARIJ website reached 12,530,982, in relation to 10,954,904 in 2010.

CHAPTER V: ADMINISTRATION AND BUDGET 5.1 Human Resources Development Plan ARIJ continues to grow the need to enhance a more mature Human Resource Development Plan (HRDP) that responds to the ARIJ’s need to succeed in its areas of expertise. HRDP is important in keeping ARIJ staff aligned with the mission and objectives of ARIJ. A good HRDP helps ARIJ directors see a clear line of sight between ARIJ objectives and the employees need. Having a thoroughly thought out plan for human resource development helps attract the needed talents and keep them motivated in pursuing performance excellence.

Thus, ARIJ is aware of the importance and necessity for implementing an effective Human Resource Development Plan (HRDP) in order to face future challenges. In Palestine, ARIJ main challenges based on the geopolitical situation, on changing technology, global economy on cultural and demographic changes, and on the changing nature of work itself. This will always affect the way our work and our lives are structured. Additionally, to the challenge of reconciling the immense opportunities that flow from ARIJ success from conducting its projects and constancies in the past years, which was followed by rapid gains in key areas of development and improvement, including: · Natural Resource Management Program which include the areas of environment, water and sanitation, waste water treatment, Geoinformatics, urbanization monitoring and physical planning. · Sustainable Agriculture Program which include agro-developmental activities, socioeconomic activities, biodiversity and food security activities. · Information Technology Program including website development and design. · Good governance and human rights practices and activities.

ARIJ staff in 2011 accounted for 64 professionals from all over Palestine, divided as 59% males and 41% females. As you can see from the following table, the number of male employees has been dramatically increasing during the period 1999 - 2011, whereas the number of female employees has been also increasing but in a lower state.

In 2011, as always, ARIJ continues to encourage their staff to reach their full potential by enhancing the skills, knowledge and abilities that will lead to a better productivity in their areas of work; following are current employees on or back from study leave:

· In December, 2011. Mr. Issa Lama from the Administration Unit has returned to ARIJ in the the position of Head of Monitoring & Evaluatiion Department after he graduated with two masters degree in the field of “Finance, Audit and Management Control” and “Implementation of 5S Methodology within an Office Environment“ from Grenoble University Graduate Business School, Pierre Mendes France University, France.

· In July, 2010. Mr. Saher Al Khoury from the Sustainable Agriculture Program has been granted a study leave for two years in order for him to complete his master degree is in integrated planning for Rural Development and Environmental Management, in Zaragoza city, Spain. He is expected to return to ARIJ in the summer of 2012.

· In August, 2010. Ms. Rula Riziq from Green Palestine Co. has enrolled in the Masters program at Bethlehem University MICAD to complete her studies in International Cooperation and Development; she is expected to graduate from the program in the summer of 2012.

· In August, 2009. Ms. Lina Naser from the Grants Management Department has enrolled in the Masters Program at Bethlehem University MICAD to complete her studies in International Cooperation and Development; she is expected to graduate from the program in the summer of 2012.

· In August 2011, Mr. Hamzeh Halaybeh from the Geoinformatics Department has enrolled in the Masters Program at Bethlehem University MICAD to complete his studies in International Cooperation and Development; he is expected to graduate from the program in the summer of 2013.

As a result of networking, for partnership on specific projects, or as individuals who seek to explore ARIJ and improve their standing in a specific field or research subject. In 2011, ARIJ hosted eight interns and five volunteers coming from international countries mainly from Europe, and two trainees coming from local institutes.

Furthermore, ARIJ decided to launch a new program in 2012, entitled “Recruitment of Young Youth Program – Palestine”. The program aims to contribute in the capacity building of the Palestinian youth and to maximize the quality of its performance to commensurate with the national need.

The program’s Strategy is based on the following mechanism for implementing the plans: 1. Short-term plan: through which the Institute will focus on the area of Bethlehem basically on private schools by targeting students from tenth and eleventh, and both sexes.

2. Medium-term plan: the extent of coverage will be expanded to gradually include students of private schools, government and UNRWA schools in the Bethlehem governorate.

3. Long-term plan: the establishment of an Academy to recruit youth energies and provide the opportunities for young people to be accepted by the various national institutions.

If the program is expanded and becomes a separate entity with its unique identity under the management of ARIJ’s institute, then the activities of recruiting youth will become a cycle time which will be renewed annually, and this will provide an incentive for other institutions to provide training opportunities and a commitment to employ and benefit from these young fruitful energies.

5.2 ARIJ Expenditures for the Year 2011 ARIJ enjoys multidisciplinary funding from various donors and funders. ARIJ total expenditures for the year 2011 accounted for $3,148,628 US Dollars. The following figure shows ARIJ actual expenditures for the year 2011 where the main three donors/projects are: The SCC-FSAG (26.20%), Emergency VI (18.96%), ARIJ Core Program (11.34%). Chapter VI: ARIJ PLAN for the year 2012 ARIJ is planning to perform research consultancies and improve the ARIJ staff experience through training courses, awareness campaigns and involved experience and participation, locally and internationally. In addition, ARIJ is planning to initiate funds for new project proposals since there is an urgent need for development and research projects that aim to serve the Palestinian people at all levels. Therefore, ARIJ is dedicated to continue the implementation of its on-going projects and to further participate in new projects.

6.1 The Natural Resource Management Program

Proposed and potential projects in 2012: 1. Emergency support for poor and vulnerable households with basic water needs in the vulnerable communities in southwestern part of the Bethlehem Governorate. 2. Enhancing access of poor and vulnerable households to the basic sanitation in Tuqu' village and the surrounding small communities in the Eastern part of the Bethlehem Governorate 3. Conducting geopolitical status posters for each West Bank Governorates. 4. Updating the road network systems and point of interest in the West Bank. 5. Establishing a Palestinian Center for Environmental Technology and Education (CETE). 6. A proposed compost production facility to serve in rural areas. 7. Continue monitoring the Israeli settlements expansion activities. 8. Conducting environmental impact assessment (EIA) for relevant suggested projects. 9. Development of settlements elimination manual. 10. Follow up the production of compost on medium and large scales. 11. Implement wastewater treatment projects on household level and its extension. 12. Follow up the urban growth in the PT areas and institutionalized the available urban data available at ARIJ. 13. Forecasting Impacts of Climate Change and Variability on Water Supplies and Utilization (Local Impacts and Threats from Climate Change) 14. 6.2 The Sustainable Agriculture Program Networking: 1. Empower the cooperation, partnership and joint activities with the agricultural local governmental and civil society and international organizations and specialized networks. 2. Activate and empower the existing partnership with SCC, CARE International and Oxfam GB. 3. Establish and enhance partnership the Palestinian Organizations inside Israel (joint publications, Joint research activities and marketing) 4. Supporting New Farm Company through enhancing its socially based investment for Palestinian produced agro-products in partnership with the SCC, CARE, Oxfam GB and ESDC. 5. Supporting Green Palestine Company through introducing green environmental practices in Palestine with main focus on composing and introducing new eco-friendly agro-technologies. 6. Enhance the institutional cooperation among the organization specialized in seeds to establish the Palestinian Seeds Preservation and Multiplication Network (PSPMN). 7. Continue providing technical support and cooperation with Ministry of agriculture and agricultural directorates in the Palestinian Governorates as well as NARC. 8. Continue representing the PNGO network in the Agricultural meetings, UN/OCHA/CAP agricultural vetting committee and in agriculture sector working group.

Focus on the following important and viable topics: poverty, food security, climate change, biodiversity and range land protection, alternative resources, optimization of resources through sustainable management 6. Focusing on improving the productivity of olive trees in the OPT. 7. Focusing on introducing conservation agriculture in the field crops and forages agro-practices. 8. Introduce and study vermaculture composting technique as well as aquaponic technology in urban areas.

Continue performing and accomplish the existing projects: 1. Completing and publishing Ramallah, Jericho and Jerusalem Village Profile and start studying Nablus, Salfit, and Qalqiliya (Spanish Cooperation Fund). 2. Starting the new phase of the Food security project for the southern Part of the west Bank project (CFGB & MCC Fund). 3. Continue performing the TATWEER project activities in Tubas and Jenin Governorates in Partnership with Care International and ESDC (Australian Aid) 4. Continue the implementation of joint projects with SCC especially in Jerusalem area including East Jerusalem. 5. Start implementing olive improvement program in partnership with Oxfam GB, ESDC and Bethlehem University. 6. Continue ARIJ partnership with Water Livelihood Initiative project with ICARDA, NARC, MOA, Hebron University and Land Research Center

Inspiring Resource: 1. Encourage the employee participation in the specialized workshops and training courses to improve their capabilities and knowhow in result based assessment, technical reporting, art of outreach, advocacy and communication; 2. Encourage the specialists to participate in the local, regional and international events; 3. Perform research consultancies and provide training courses; 4. Improve the staff experience in queen bees’ production techniques.

1. Continue implementing, troubleshooting, analyzing, and maintaining Network administration, UNIX and Windows server administration. 2. Continue Upgrading and developing of ARIJ E-Office application. 3. Restructuring and upgrading of the ARIJ website and integrating more languages on the site.

4. Designing and development of a data driven website for the village profile project implemented by the Sustainable Agriculture Program. 5. Development of a web-based application for the Palestinian Environmental Information System (PEIS), which the IT staff will use open source geo-spatial solutions to accomplish the task. The conversion of the system from a desktop application to a web application was implemented to offer public use. 6. Further development on the consultancy for a German based driving school. 7. Continuing membership of the MEDaCoN through METIS (MEdiTerranean Introduction of GNSS Services) project. 8. Developing and improving a more effective and practical archive system. 9. Development of a web based interactive atlas of Jerusalem. 10. Constructing a website in which a search engine for the atlas indicators that will include the ability to view all maps used in the atlas using Scalable Vector Graphics SVG. 11. Converting all ARIJ web-mapping solutions to an open source Map guide. 12. Seeking an ISO 2002 (ISO 9002) certificate. 13. Increase the number of visitors and followers through the use of social network websites such as Facebook, Twitter, and YouTube.

6.4 The Good Governance Program Proposed and potential projects and consultancies in 2012: 1. Train Palestinian civil society organizations to use the social capital guidelines for greater influence in advancing Palestinian democratization and governance processes. 2. Issue a research about Palestinian social capital; creating a guideline of best practices in the Palestinian democratization and governance processes and implement the research results in a pilot experience 3. Build the capacity of ARIJ staff in regards to advocacy skills and practices. 4. Coach and encourage ARIJ staff to implement new advocacy initiatives. 5. Acquire new equipment for ARIJ media center. 6. Develop ARIJ Monitoring and Evaluation system through introducing a new manual in addition to conducting trainings for ARIJ employees. 7. Develop ARIJ project management capabilities through introducing a comprehensive grants management manual in addition to conducting trainings for ARIJ employees. 8. Assess and update ARIJ financial policies. 9. Prepare special assessment studies on the good governance practice of Palestinian cooperatives. 10. Conduct awareness workshops and dialogues among cooperatives on transparency and accountability values and participatory decision-making. 11. Train cooperatives on best internal control and good governance practices. 12. Produce a special manual on good governance practices for Palestinian cooperatives. 13. Help cooperatives adopt newly developed transparency, accountability and participation practices. 14. Conduct consultancies in the field of good governance, producing special studies about social accountability. 15. Perform several networking activities with other civil society organizations. 16. Apply for new proposals especially in the field of social accountability targeting partner organizations in different Arab countries. 17. Build the capacity of the good governance department staff with special focus on workshop facilitation skills. 18. Conduct social accountability training for ARIJ monitors in Nablus, Hebron, Jericho and Al-Ram. 19. Prepare citizen report cards in Nablus, Hebron, Jericho and Al-Ram. 20. Prepare service charters on municipal services standards in Nablus, Hebron, Jericho and Al-Ram, and train monitors and change makers on the charters. 21. Launch media campaigns using radio sketches, billboards, short videos and other media means. 22. Conduct public events such as special conferences, awareness workshops, accountability sessions and public hearings. 23. Employ drama activities to advocate for different good governance causes. 24. Publish different articles, working papers, special reports and case studies.

6.5 Estimated Budget for the Year 2012 The distribution arrangement of the budget reflects the need of the Palestinian community for both the research and developmental projects. It is about the demand of the Palestinian people for creating opportunities for growth and change in order to increase their awareness, knowledge, skills and attitudes.

Therefore, the trust of donors in ARIJ's performance in addition to ARIJ financial and administration systems encouraged them to fund more of the submitted projects. In figure 3, we can observe how ARIJ budget is allocated according to its projects. The SCC II & SCC III, and Centa II projects constitute major shares of the ARIJ budget.

ARIJ budget is mainly distributed among community project costs, salaries and related expenses, and other direct and research costs. The allocated budget for community projects will form 41% of ARIJ overall estimated expenses in the year 2012 (Figure 4). This amount of money was transferred directly to the beneficiaries as cash or materials. The salaries and related expense accounts for 45%, whereas the other direct and research cost accounts for 14% of the total budget.
