The area was first surveyed at a scale of six inches to one mile by H H Howell and W To~ley. Themaps were published in the old 'county' series during the years 1867 to 1871. During the first quarter of this century parts of the area were revised but no maps were published. In the early nineteen twenties part of the southern area was revised by rcJ Anderson and published in 1927 on the six-inch 'County' edition of Durham 6 NE. We believe that the Strategy is not sound since it is based on a series of false assumptions and also sets unsustainable goals. It is not effective since it fails to address the real issues of today and tomorrow. It also breaks in significant ways with a number of critical intergovernmental and national government guidelines. Indeed it is not in accord with certain policies agreed by local councils in the area. Therefore we have no alternative but to call for a fundamental rethink of the whole Strategy.i We recognise that it makes sense to formulate joint approaches between Newcastle and Gateshead. Moreover, there is a good argument for much greater co-ordination with other councils on Tyneside and the wider Tyne and Wear functional city region. The current situation is, however, one in which several local councils are now, in reality, fighting each other for new council tax payers and new businesses. Overall, however, there are too many flawed assumptions behind the Strategy, too many non-sequiturs and a quite unsound grasp of the forces that will shape tomorrow’s world.
