GWYNEDD COUNCIL CABINET Date of meeting: 12 June 2018 Cabinet Member: Councillor Dilwyn Morgan Contact Officer: Sioned Owen / Rachel Jones Contact Phone No.: 01286 662632/ 01248 352436 Item Title: 30-hour childcare offer for 3-4-year olds 1 DECISION SOUGHT 1.1 The Cabinet is asked to agree for the Gwynedd and Anglesey childcare, Children and Families Department to co-operate with Conwy Council to act as Lead Authority to administer the 30-hour childcare offer for 3-4-year olds, in accordance with Welsh Government guidance. 1.2 That the implementation of 1.1 is subject to the Cabinet Member for Children and Young People confirming the inter-authority governance arrangements and ensuring that an appropriate partnership agreement between Gwynedd Council and Anglesey and Conwy Councils is in place. 2 INTRODUCTION 2.1 The Welsh Government is now committed to providing, within the term of the current Government, 30 hours per week of free early years education and childcare for working parents with children aged 3 or 4, for 48 weeks a year. The free early years education currently provided by the Foundation Phase forms part of this offer. 2.2 Since September 2017 the Welsh Government have been trialling the offer with seven local authorities, namely Gwynedd and Môn (working jointly); Blaenau Gwent; Caerphilly; Flintshire; Rhondda Cynon Taff and Swansea. 2.3 Gwynedd commenced the offer in September 2017, operating in 4 Wellbeing areas. Since then, permission was granted to add more Wellbeing areas gradually. Since April 2018 the Government has agreed to include Gwynedd and Môn fully in the Scheme. -

Description and building reports (From Gethin Jones' essay on Penmachno written in the mid 19th century – Gweithiau Gethin) Owen Gethin Jones (1816-83). He was probably the most prominent person to come from Penmachno after the Bishop Morgan who translated the Bible into Welsh. Gethin was a poet and prominent in Eisteddfod circles, he was a local historian and his three essays on the history of the parishes of Penmachno, Dolwyddelan and Ysbytty Ifan published in Gweithiau Gethin after his death are invaluable. -

CONWY churchyard sites with younger yews CPAT – Clwyd/Powys Archaeological Trust ABERGELE St Michael SH9454477644 1996 CPAT Vegetation is described as ‘several yews - two on the south, one on the north and one to north-west - but none of any great age. Other bushes, mainly evergreen, around perimeter’. BETWS-YN-RHOS St Michael SH9068673546 29/3/2015 Tim Hills ‘A yew on the west side’ described by CPAT in 1996. I recorded a young clipped yew, a golden yew and an Irish yew. CAPEL CURIG St Curig (New Church) SH72115812 2018 Paul Wood The church is now closed and used as a holiday let. Here are many young yews. CAPEL GARMON St Garmon SH81555544 2108 Paul Wood Several established yews, some close to 12' in girth. CERRIGYDRUDION St Mary Magdalene SH9532248740 2018 Paul Wood CPAT (1996) described ‘two yews at entrance and three others elsewhere on perimeter, none of any great age’. It is clear from remnants left in the ground and still visible in some places that some yews have also been lost at this site. LLANDDULAS St Cynbryd SH9085378211 1996 CPAT CPAT described ‘two yews of no great age on former northern edge of churchyard’. LLANDRILLO-YN-RHOS St Trillo SH83208060 29/3/2015 Tim Hills CPAT described ‘five mature yews on east and southeast side’. There are even more than this at this site overlooking the sea.
