This paper reviews the history of the introduction of the Estonian kroon under a currency board arrangement. On June 20, 1992, Estonia became the first country from the former Soviet Union to abandon the Russian ruble and introduce its own currency, The paper looks at the factors behind this decision and discusses the implementation of the currency reform. While we would have liked a more ambitious outcome, we welcome this Decision. In light of this Decision, the EU now has to decide on the way forward with the EU ETS. In this context, we, the undersigned, would like to convey the European Parliament's position. As you recall the "stop-the-clock" derogation decision anticipates further amendments in the EU ETS in the event of a successful ICAO Assembly outcome. The parameters identified for measuring the results were agreement on a timetable for a global MBM and an agreement on the framework for interim regional MBMs. Whilst we recognise the efforts of the Commission and the EU Member States in trying to secure delivery on both these points, it is clear that as regards an agreement on the framework our expectations have not been met. In fact the outcome has been further watered down from the draft which was put forward by the ICAO Council of 4 September. The Assembly resolution language on the framework as expressed in paragraphs 16 a) appears to imply a condition of mutual consent as a precondition for the implementation of measures within states' airspace.

    SIIM KALLAS Born: October 2, 1948; Tallinn, Estonia Mr Siim Kallas graduated cum laude from the Finance and Credit Department of University of Tartu in 1972. He continued his studies as a post-graduate student until 1975 and is now a Visiting Professor at the University of Tartu. Mr. Kallas is one of the most popular politicians in Estonia and one of the most well known Estonian politicians abroad. He has been actively participating in restoration of the Estonian statehood and has served as a Prime Minister, Minister of Finance, Minister of Foreign Affairs and President of the Central Bank. He has been elected to the Estonian Parliament three times. He is the Chairman of the Reform Party (liberals) since its creation in 1994. Currently Mr. Kallas is a Member of the Estonian Parliament. In late 1980s Mr. Kallas was actively presenting the first ideas of the Estonian economic independency. He was one of the ideologists of this new thinking and gave invaluable input to the basis of the Estonian economic environment. In 1991 Siim Kallas was nominated as the President of the Bank of Estonia. He was one of the main architects of the Estonian monetary reform in 1992, when Estonia adopted its national currency pegging it to the German mark, using currency board mechanism. Mr. Kallas was behind this very bold and unconventional move, which today serves as an excellent example for all the transitional economies and the Estonian public regards him as “the father of the Estonian kroon”. The currency board was paired with conservative monetary policy and tight fiscal policy, which has been the main basis for the Estonian economic environment.
