Introduction 1.1 PURPOSE OF THE PLAN The Alameda Countywide Clean Water Program (ACCWP) Storm Water Resource Plan (SWRP) was created to facilitate the identification of opportunities and future development and implementation of stormwater management projects and programs that provide multiple benefits including improved water quality, reduced localized flooding, increased water supplies for beneficial uses, and community enhancement. Pursuant to Senate Bill 985 (SB 985),
