Central and Western District Council For Information Culture, Leisure and Social Affairs Committee Paper No. 42/2019 (Revised) Report on the District Free Entertainment Programmes and Arts and Cultural Activities in the Central and Western District organised by the Leisure and Cultural Services Department Purpose This paper aims to report to Members on the arts and cultural activities to be organised by the Leisure and Cultural Services Department (LCSD) in the Central and Western District in 2019-20, recent free entertainment programmes and arts and cultural activities in the district as well as the usage of Sheung Wan Civic Centre. Background 2. To support the District Councils’ enhanced role in the implementation of the community involvement programmes at the district level, LCSD has allocated financial provision for district free entertainment programmes to the District Councils since 1 January 2008 so that they could make use of the provision according to their needs. To assist with the organisation of free entertainment programmes every month in the Central and Western District, LCSD prepared the programme plan for 2019-20 to the District Facilities Management Committee under the Central and Western District Council at its meeting on 24 January 2019 for Member’s consideration. The Finance Committee then endorsed to set aside $430,000 for organising 24 district free entertainment programmes between April 2019 and March 2020 in the Central and Western District. 3. Besides, LCSD will organise arts and cultural programmes/activities at Sheung Wan Civic Centre and at various outdoor and indoor venues in the Central and Western District to promote the development of arts and culture in the district and enrich the cultural life of local residents. To keep Members informed of the LCSD services, papers are submitted on a regular basis to report on the arts and cultural activities in the Central and Western District as well as the usage of Sheung Wan Civic Centre. Progress Report of District Free Entertainment Programmes 4. The report and proposal for free entertainment programmes arranged in the Central & Western District from May to November 2019 are at Annex I for Members’ reference. 1 District Arts and Cultural Activities 5. Details of the arts and cultural programmes/activities organised by LCSD in the Central and Western District between May and September 2019 are listed at Annex II. Usage of Sheung Wan Civic Centre 6. The facilities of Sheung Wan Civic Centre include a 480-seat Theatre, a 150-seat Lecture Hall, an Exhibition Hall with an area of about 360 square metres and other ancillary facilities. The usage of the major facilities of the Centre in May and June 2019 is shown at Annex III. Paper Submission 7. This paper will be submitted to the Culture, Leisure and Social Affairs Committee at its meeting on 25 July 2019 for Members’ information. It received good response from the audience. (ii) The scheme “Care and Concern Concert” aims at encouraging students to care for the community through music. (iii) The “Music for the Milions” concerts were performed in primary and secondary schools. The concerts help enhance students’ knowledge of different Chinese and Western musical instruments, and were well-received by teachers and students.
