Successes, Failures, and Prospects for Public Housing Policy in the United Kingdom Richard Best Joseph Rowntree Foundation Abstract This article discusses some of the main changes introduced for public housing in the United Kingdom since 1980. They include the sale of more than a quarter of the homes to their occupiers, large-scale transfers of public housing into the ownership of new nonprofit organizations, a greater emphasis on resident involvement in the management of their homes, a switch in govern- ment support from producer subsidies to personal subsidies to the tenants, increased support for housing associations as alternative social housing providers, and new steps toward a more holistic approach to urban regeneration. As a result of these policies, coupled with economic and social change during the same period, public sector housing—and the social housing provided by housing associations—have increasingly become occupied by people having the lowest incomes and suffering the greatest difficulties. There is anxiety that this increasing concentration of deprivation within public housing estates will replicate problems of lawlessness, social exclusion, and the creation of an “underclass” described by observers in the United States. It does not present a detailed and comprehensive picture, but rather draws out some of the main themes, looks at their successes and failures, comments on the evolution of policies during the intervening years, and exam- ines the common elements in the prospects for policy develop- ment that are likely to find expression regardless of the outcome of the next U.K. -

Introduction In August 2017 the Mayor of London launched Better Health for All Londoners, a consultation on reducing health inequalities in London. This culminated in the release in September 2018 of The London Health Inequalities Strategy. This strategy sets-out how the Mayor proposes to reduce London’s wide health inequalities over the following ten years and identifies five key aims to achieve this. One of these five is social prescribing: “The Mayor’s key ambition is to support more Londoners in vulnerable or deprived communities to benefit from social prescribing.” (Greater London Authority, 2018)1 What is social prescribing? Social prescribing is a concept that as grown in popularity in recent years, and has been picked up by the NHS. The Kings Fund defines social prescribing as “a means of enabling GPs, nurses and other primary care professionals to refer people to a range of local, non-clinical services”.2 Whilst other organisations have slightly differing definitions of social prescribing, all converge on the same key point: it is about helping people access non- clinical community services, to improve their health and wellbeing, and therefore decrease the use of clinical services.
