1 Introduction

1.1 Background

1.1.1 RPS Consulting Services Limited (RPS) was commissioned by RPS Planning and Development to undertake a Phase 1 Desktop Study (DTS) and Preliminary Risk Assessment (PRA) report in support of a future planning application for a single storey industrial unit, located at a site to the west of Wollaston, .

1.1.2 The extent of the proposed development, covering an area of approximately 2.49 hectares, is presented in Appendix 1. This is herein referred to as the Assessment Site.

1.1.3 The purpose of undertaking this assessment is to assess the potential for the presence of ground contamination at the Assessment Site and in its immediate vicinity as a result of former and current land uses. The assessment also presents a preliminary review of potential geotechnical issues.

1.1.4 The assessment has been undertaken to a standard that is considered suitable to meet the initial requirements of planning as outlined within the National Planning Policy Framework (NPPF) and guidance within Model Procedures of the Management of Land Contamination (CLR11).

1.1.5 It is not known at the time of writing this report whether previous ground investigation works have been completed within the confines of the Assessment Site. No information has been provided to RPS.

1.2 Objectives

1.2.1 The objectives of this assessment are to:

. Assess likely existing ground conditions, including geological, hydrogeological and hydrological conditions to establish baseline conditions and allow an assessment of environmental sensitivity; . Identify potential contamination sources, both from historical and current activities, that may have led to contamination of the Assessment Site; and . Develop a PRA including a Conceptual Site Model (CSM) to support an assessment of the likely risks associated with potential contamination at the Assessment Site.

1.2.2 The methodology followed to produce this DTS and PRA is detailed in Appendix 2.

1.3 Limitations of the Desktop Study

1.3.1 This assessment is limited to the information available at the time of production including an Envirocheck Report (Ref. 1), regulatory guidance, published environmental / geological data

and a site walkover as detailed in section 2. The boundary presented in the Envirocheck report (Appendix 3) is approximate and for illustrative purposes.

2 Site Location and Description

2.1.1 The Assessment Site is located at National Grid Reference (NGR) 489915, 263255 and the village of Wollaston is located approximately 1 kilometre to the east. The Assessment Site is accessed via Hardwater Road to the south

2.1.2 A description of the Assessment Site is presented in the remainder of this section, based on a site reconnaissance visit undertaken by an RPS Geo-Environmental Consultant on the 24th January 2019. A photographic record is presented within Appendix 4

2.1.3 The Assessment Site is broadly rectangular in shape, and was entirely covered in soft standing at the time of the site walkover, as the land was predominately being used as a horse paddock. There were horse stables located at the southern end of the Assessment Site near the site entrance.

2.1.4 A small watercourse forms the northern and north-eastern boundary of the Assessment Site. No name is provided on mapping or in the Envirocheck Report although some sources refer to it as Wollaston Brook.

2.1.5 A small mound of soil of unknown origin (i.e. no clear source identified on site during the walkover) was found situated near the eastern boundary of the Assessment Site. There was no obvious visual contamination associated with this mound.

2.1.6 Immediately adjacent to the Assessment site, to the south-west there was a disused waste management facility that closed on 31st May 2017 according to signage on the gate at the time of the site visit. The area of the disused waste management facility was on hardstanding.

2.1.7 Immediately adjacent to the site to the east there was a depot associated with Cammack & Wilcox Ltd, a company that specialises in liquid waste disposal. Outside of the Assessment Site Boundary, near the north-eastern site boundary a reed pond was identified immediately to the north of the depot.

2.1.8 Off-site to the east, approximately 150m from the Assessment Site boundary, was a chemicals manufacturer called ‘Spectrum Chemicals’..

2.1.9 No evidence of visual or olfactory contamination was noted within the Assessment Site during the site walkover.

2.1.10 The extent of the Assessment Site and its boundaries are presented within Appendix 1.

3 Land Use

3.1.1 This section sets out details of the current and historical land use of the Assessment Site and the surrounding area (Table 3.1). The data presented does not represent full details of all land uses, but those that are considered to have the potential to have led to contamination of the Assessment Site. For full details of the land use, the Envirocheck Report included within Appendix 3 should be consulted.

5.1.1 In line with CLR11 guidance (Ref. 6), a Conceptual Site Model (CSM) and Preliminary Risk Assessment (PRA) have been developed to qualitatively assess potential contaminant pollutant linkages identified at the Assessment Site. The risk level relevant to each linkage is stated in the context of potential risk to future Assessment Site users based on the proposed development.

5.1.2 The risk assessment is based on the proposed development of the Assessment Site into an industrial unit with associated hardstanding carpark.

6 Conclusions and Recommendations

6.1.1 RPS Consulting Services Ltd (RPS) was commissioned by RPS Planning and Development to undertake a Phase 1 Desktop Study (DTS) and Preliminary Risk Assessment (PRA) in support of a future planning application for the proposed construction of a single storey industrial unit with associated parking areas on a site near Wollaston, Northamptonshire.

6.1.2 The purpose of undertaking this assessment was to assess the potential for the presence of ground contamination at the Assessment Site as a result of former and current land uses at and in the vicinity of the Assessment Site.

6.1.3 The Assessment Site is situated 1 km to the west of Wollaston and is currently occupied by pasture land for horses. The site is roughly rectangular in shape with a stream named as Wollaston Brook in some sources forming the north-eastern and northern site boundary. There are some structures located along the southern boundary of the site which are used as stables for the horses.

6.1.4 The DTS comprised a review of available records to confirm the potential for contamination at the Assessment Site and the environmental sensitivity of the Assessment Site and its surrounding areas. The Assessment Site is situated in the vicinity of several potentially contaminative industries including a historic waste management facility, a sewage treatment works and a historical landfill.

6.1.5 A preliminary CSM was developed to inform a PRA that assessed potential risks posed from the identified contamination sources to controlled waters, human health and the risk from ground gas. The preliminary CSM has identified that the risk to human health should be considered low to moderate based on adjacent land use presenting a plausible risk of shallow contamination. The risk to controlled waters is considered low based on the rural setting of the area, distance from abstractions and low groundwater sensitivity. The risk from ground gas is considered to be low to moderate based on viable gas sources (Alluvium and localised volatile contamination from surrounding land uses)

6.1.6 Based on the findings of the DTS and PRA it is recommended that a ground investigation is undertaken to establish what the baseline conditions are with regards to contamination on site originating from off-site sources and in relation to ground gas risk. Given that the development is likely to encounter groundwater during construction the main risk is to workers during the development phase.

Where specified, a site inspection has been carried out by RPS to identify any significant issues associated with current and past activities, neighbouring land uses and other key environmental issues.

Information about the history of the site has been obtained through an inspection of historical maps at 1:10,000, 1:2,500 and 1:1,250 scales (where available). The accuracy of maps cannot be guaranteed and it should be recognised that different conditions on site may have existed between and subsequent to the map survey dates.

Regulatory records including landfills, pollution incidents (‘major’ and ‘significant’ only), industry authorisations and licensed water abstractions are derived from information purchased from Groundsure ltd (unless otherwise specified).

Environmental Setting

It is important to establish the environmental setting because, irrespective of the level of contamination at a site, if its location is not ‘sensitive’ to this contamination, there is a reduced risk of an environmental liability.

The geological sequence underlying the site and the approximate depths of strata are provided by maps published by the British Geological Survey (BGS) 1:50,000 scale. The hydrogeological classification is obtained from Groundwater Vulnerability mapping on the Environment Agency (EA) website. The vulnerability of groundwater is determined from this mapping and geological information.

The location of surface watercourses is obtained from an inspection of current OS maps. Surface water quality information is taken from the most up-to-date Chemical River Quality General Quality Assessment

(GQA) details published by the EA. Flood risk details and information on groundwater Source Protection Zones are obtained from readily available EA information published on-line.

Details of sensitive ecosystems/habitats and coal mining areas are supplied by English Nature and the Coal Authority respectively via Groundsure Ltd.

Radon is a radioactive gas produced naturally by certain types of geology. This report uses the Indicative Atlas of Radon in and Wales (2007) produced by the Health Protection Agency (HPA) and the British Geological Survey (BGS) to determine whether the site is located in an area at risk from radon gas. Where potential issues are identified, a site-specific radon report is obtained from the HPA and BGS to provide a more accurate estimate of the probability of the site being affected by radon gas ingress.

Risk Assessment

The Risk Assessment consists of an appraisal of the source-pathway-receptor ‘pollutant linkages' which is central to the approach used to determine the existence of ‘contaminated land' according to the definition set out under Part 2A of the Environmental Protection Act 1990. For a risk to exist (under Part 2A), all three of the following components must be present to facilitate a potential 'pollutant linkage'.

. Source of contamination (Hazard); . Pathway for the contaminant to move from the source(s) to receptor(s); and . Receptor (Target) that could be affected by the contaminant(s).

Receptors include human beings, other living organisms, crops, controlled waters and buildings / structures. The mere presence of a contaminant source / hazard at a site does not mean that there will necessarily be attendant risks or that the site will be designated as 'contaminated land'.

The Risk Assessment sections comprise a summary of the land use and environmental sensitivity information demonstrated as the contaminant Source, Pathway and Receptor components. It also incorporates its likelihood of occurrence and commercial impact. It has been classified under three broad categories:

. Low risk - it is considered unlikely that issues assigned this designation will give rise to significant harm; . Moderate risk - it is possible, but not certain that issues assigned this designation may give rise to significant harm or a liability/cost for the owner of the site; and . High risk - there is a high potential that issues assigned this designation may give rise to significant harm or a liability/cost for the owner of the site.

In addition the assessment includes consideration of redevelopment constraints i.e. potential for extra- ordinary environment-related development costs, the site’s ‘suitability for use’ and the perception by any future purchasers regarding the potential impact on investment value/saleability. The assessment of redevelopment constraints should be considered preliminary and does not represent an exhaustive assessment of potential constraints.

The Environment Act 1995 has made site sensitivity a key issue, as the legislation pays as much attention to the pathways by which contamination could spread, and to the vulnerable targets of contamination, as it does the potential sources of contamination. For this reason, Landmark's Site Sensitivity maps and Datasheet(s) place great emphasis on statutory data provided by the Environment Agency/Natural Resources Wales and the Scottish Environment Protection Agency; it also incorporates data from Natural England (and the Scottish and Welsh equivalents) and Local Authorities; and highlights hydrogeological features required by environmental and geotechnical consultants. It does not include any information concerning past uses of land. The datasheet is produced by querying the Landmark database to a distance defined by the client from a site boundary provided by the client. In this datasheet the National Grid References (NGRs) are rounded to the nearest 10m in accordance with Landmark's agreements with a number of Data Suppliers.

v15.0 04-Jan-2019 Page 1 of 5 Artificial Ground and Landslip Artificial ground is a term used by BGS for those areas where the ground surface has been significantly modified by human activity. Information about previously developed ground is especially important, as it is often associated with potentially contaminated material, unpredictable engineering conditions and unstable ground.

Artificial ground includes:

- Made ground - man-made deposits such as embankments and spoil heaps on the natural ground surface. - Worked ground - areas where the ground has been cut away such as quarries and road cuttings. - Infilled ground - areas where the ground has been cut away then wholly or partially backfilled. - Landscaped ground - areas where the surface has been reshaped. - Disturbed ground - areas of ill-defined shallow or near surface mineral workings where it is impracticable to map made and worked ground separately.

Mass movement (landslip) deposits on BGS geological maps are primarily superficial deposits that have moved down slope under gravity to form landslips. These affect bedrock, other superficial deposits and artificial ground. The dataset also includes foundered strata, where the ground has collapsed due to subsidence.

v15.0 04-Jan-2019 Page 2 of 5 Superficial Geology Superficial Deposits are the youngest geological deposits formed during the most recent period of geological time, the Quaternary, which extends back about 1.8 million years from the present.

They rest on older deposits or rocks referred to as Bedrock. This dataset contains Superficial deposits that are of natural origin and 'in place'. Other superficial strata may be held in the Mass Movement dataset where they have been moved, or in the Artificial Ground dataset where they are of man-made origin.

Most of these Superficial deposits are unconsolidated sediments such as gravel, sand, silt and clay, and onshore they form relatively thin, often discontinuous patches or larger spreads.

v15.0 04-Jan-2019 Page 3 of 5 Bedrock and Faults Bedrock geology is a term used for the main mass of rocks forming the Earth and are present everywhere, whether exposed at the surface in outcrops or concealed beneath superficial deposits or water.

The bedrock has formed over vast lengths of geological time ranging from ancient and highly altered rocks of the Proterozoic, some 2500 million years ago, or older, up to the relatively young Pliocene, 1.8 million years ago.

The bedrock geology includes many lithologies, often classified into three types based on origin: igneous, metamorphic and sedimentary.

The BGS Faults and Rock Segments dataset includes geological faults (e.g. normal, thrust), and thin beds mapped as lines (e.g. coal seam, gypsum bed). Some of these are linked to other particular 1:50,000 Geology datasets, for example, coal seams are part of the bedrock sequence, most faults and mineral veins primarily affect the bedrock but cut across the strata and post date its deposition.

A Landmark Information Group Service v50.0 04-Jan-2019 Page 1 of 14 Northamptonshire Published 1884 - 1885 Source map scale - 1:10,560 The historical maps shown were reproduced from maps predominantly held at the scale adopted for England, Wales and Scotland in the 1840`s. In 1854 the 1:2,500 scale was adopted for mapping urban areas; these maps were used to update the 1:10,560 maps. The published date given therefore is often some years later than the surveyed date. Before 1938, all OS maps were based on the Cassini Projection, with independent surveys of a single county or group of counties, giving rise to significant inaccuracies in outlying areas. In the late 1940`s, a Provisional Edition was produced, which updated the 1:10,560 mapping from a number of sources. The maps appear unfinished - with all military camps and other strategic sites removed. These maps were initially overprinted with the National Grid. In 1970, the first 1:10,000 maps were produced using the Transverse Mercator Projection. The revision process continued until recently, with new editions appearing every 10 years or so for urban areas.
