Its content provides fuller explanations and context. 2.1.1 Fragmentation of press regulation A deep concern among the ‘mainstream’ press organisations and many journalists was that Leveson’s proposed regulatory system included an overseeing ‘recognition body’, to be created by statute (and therefore in a form decided by politicians). Leveson’s aim was that this body would decide whether to approve (‘recognise’) any regulator funded by the press, and therefore how the regulator would operate. The idea was that - if recognition was granted - there would be periodic reviews of the regulator’s effectiveness, in terms of promoting standards in journalism, to check if its recognised status remained merited. Leveson did not recommend that such recognition should be compulsory for any regulator the press established. But, as explained below, he designed a legal framework which could financially penalise press organisations – potentially very heavily - if they did not sign up to a ‘recognised’ regulator. Critics of the recognition concept say it offers potential for future governments to interfere with press freedom, by exercising influence through the role of, or powers granted to, the recognition body—for example, by giving it powers to insist that a regulator, to retain recognition, impose tighter rules on the press, with harsh penalties for breaching them. Supporters say that such ‘recognition’ oversight can help ensure that a recognised regulator is completely independent, in its decisions on complaints against the press, of any press group funding it. -

The results were based on data from the Office for National Statistics (ONS) and contractor sentiment indicated by a previous ContractorCalculator survey. The full results of this research are now published, with the top 100 MPs, ordered by risk of losing their seat, due to the Offpayroll (IR35) reforms that Treasury, HMRC and the Chancellor are attempting to push through Parliament. In total, 85 MPs hold a majority in Parliament that would feasibly be overturned if the expected turnout of IR35opposing selfemployed voters from their constituency were to vote against them, and we list the next 15, making 100 in total, that are potentially under threat if the self employed voter turnout is higher than expected. "This single piece of damaging policy could prove catastrophic for all parties involved, not least the Tories, who make up 43% of the atrisk seats,” comments ContractorCalculator CEO, Dave Chaplin. “There is also potentially a lot to gain for some, but those in precarious positions will have to act swiftly and earnestly to win over contractors’ trust.” How we identified the atrisk MPs The research leveraged the data and compared the MPs majority at the last election with the likely number of selfemployed voters in their area who would turn out and vote against them. -

www.JohnCryerMP.co.uk I returned from the party conference in Brighton on Wednesday evening. Ed Miliband’s promise to freeze power prices has clearly had some impact. He has been attacked by many parts of the media and by the big six energy companies. The continuing refrain from metropolitan commentators is that this is “populist”. Well, if that means it’s popular then it’s perfectly true. A fairly high proportion of my correspondence at the moment from all parts of the constituency concerns rising energy prices. While publicly the government is rubbishing the pledge, privately they are wondering how they can counter it. As you know from previous reports, I think that we should also be committed to holding a referendum on EU membership. We cannot go into the elections next year without it when the other parties are promising a vote. There is now a growing campaign against the Lobbying Bill and I enclose recent interventions I made in the House of Commons which explain where I stand. I recently spoke at a rally at the gates of Whipps Cross Hospital in protest at what is looking like a threat to the hospital’s future. The recent prosecutions and damning report by the CQC are arousing suspicions as to the direction of a trust which is in deep financial trouble. As well as the usual surgeries, street surgeries and home visits.
