Tsaoussidis Abstract For a given TCP flow, exogenous losses are those occurring on links other than the flowÕs bottleneck link. Exogenous losses are typically viewed as introducing undesirable ‘‘noise’’ into TCPÕs feedback control loop, leading to inefficient net- work utilization and potentially severe global unfairness. This has prompted much research on mechanisms for hiding such losses from end-points. In this paper, we show that low levels of exogenous losses are surprisingly beneficial in that they improve stability and convergence, without sacrificing efficiency. Based on this, we argue that exogenous-loss awareness should be taken into account in overlay traffic management techniques that aim to achieve global fairness. To that end, we propose an eXogenous-loss aware Queue Management (XQM) approach that actively accounts for and leverages exog- enous losses on overlay paths. We envision the incorporation of XQM functionality in Overlay Traffic Managers (OTMs). We use an equation based approach to derive the quiescent loss rate for a connection based on the connectionÕs profile and its global fair share. In contrast to other techniques, XQM ensures that a connection sees its quiescent loss rate, not only by complementing already existing exogenous losses, but also by actively hiding exogenous losses, if necessary, to achieve glo- bal fairness.

    Azer Bestavros Biographical Sketch Azer Bestavros is Warren Distinguished Professor of Computer Science and Founding Director of the Hariri Institute for Comput- ing at Boston University (BU), which was set up in 2011 as an incu- bator for high-risk, high-reward multidisciplinary collaborations. Notable efforts that he incubated at the Institute, which matured into multi-million-dollar projects, include the $25M+ Mass Open Cloud, $10M NSF Cloud Security Frontier project, $5M Red Hat Collaboratory for open-source innovation, and the $1M+ SCOPE cloud platform for smart-city applications. Under his leadership, the Institute served as an anchor for a number of university pro- grams, including the Data Science Initiative (DSI), the Digital Health Initiative, the Digital Learning Initiative (DLI), the AI Research Initiative (AIR), the Cyber Security, Law, and Society Alliance, the Software & Application Innovation Lab (SAIL), and BU Spark! for student-driven innovation. Prior to his inaugural role at the Hariri Institute, Professor Bestavros chaired the BU Computer Science Department from 2000 to 2007, having joined it in 1991 after completing his PhD in Computer Science at Harvard University. He holds affiliated appointments in the Department of Electrical & Computer Engineering, the Division of Systems Engineering, and a number of research centers at BU. He held visiting professorships at Harvard University, Institut Eur´ecomin France, KTH Royal Institute of Technology in Sweden, and the American University in Cairo. A distinguished educator and scholar, Professor Bestavros teaches and pursues research in networking, distributed computing, cybersecurity, and high-assurance systems. His semi- nal contributions include pioneering studies of web push caching through content distribution networks, self-similar Internet traffic characterization, game-theoretic cloud resource manage- ment, and safety certification of networked systems and software.

    NSF CISE Committee of Visitors Report For the Divisions of Computing and Communication Foundations Computer and Network Systems Information and Intelligent Systems Azer Bestavros Boston University (Chair) Mary Hall Sonia Fahmy Julia Hirschberg University of Utah Purdue University Columbia University (CCF Co-Chair) (CNS Co-Chair) (IIS Co-Chair) November 12, 2019 Executive Summary Charged with assessment of program operations and management pertaining to proposal decisions in the Directorate for Computer and Information Science and Engineering (CISE), the 2019 Committee of Visitors (CoV) reviewed the quality and effectiveness of the merit review process, the selection of reviewers, the management of the programs under review, and the resulting portfolio of awards for the three divisions comprising CISE, namely Computing and Communications Foundations (CCF), Computer and Network Systems (CNS), and Information and Intelligent Systems (IIS), for the 5-year period from FY’14 through FY’18. In addition, the CoV considered thematic issues that cut across all three divisions and opportunities to enhance CISE’s ability to deliver on its mission. Overall, the CoV found CISE activities to be of exceptional quality: (a) management is grounded in effective processes and supported by an exceptional team; (b) the review process is robust and proactively refined to improve quality and efficiency; (c) reviewers and panelists are well-qualified and balanced; and, (d) the program portfolio addresses national priorities and relevant research, reflecting the agency’s mission. This report elaborates on these findings and provides specific recommendations, which we summarize below. This CoV review comes at a unique time of significant expansion of the reach and impact of computing on all aspects of our society and economy and a corresponding explosive growth in the size of the academic community served by CISE.

We’ve spent the last few months engaged in a rigorous review process, and after having evaluated many very strong candidates, I am delighted to announce that Professor Azer Bestavros has agreed to take on this vital new leadership role, effective December 1, 2019. As Associate Provost for Computing & Data Sciences, Professor Bestavros will work closely with me, senior academic leaders, and faculty in establishing the policies, operating principles, and strategic issues that will guide the initial efforts of the Faculty of Computing & Data Sciences. Slated to be housed in the new Center for Computing & Data Sciences, this new unit will enable BU to build a collaborative and interdisciplinary interface between our traditional academic units and the faculty and students interested in computing and data sciences. Professor Bestavros will lead the unit and serve as a member of the Council of Deans.
