RESOLUTION:

RESOLUTION REGARDING RUSSIAN MILITARY INTERVENTION IN

Adopted at the YEPP Council Meeting in Brussels, Belgium On the 26th September, 2015

Recognizing:

 The illegal annexation of Crimea and Sevastopol by Russian Federation and the continued Russian undeclared military aggression in the East of Ukraine, which caused the death of almost 7000 people, injury of about 18000 people and made more than 2.5 million people into displaced persons.

 The consistent fulfillment by Ukraine of its obligations to restore peace in the Donbass region according to a package of measures agreed at a Summit in on the 11-12 of February 2015 by the leaders of Germany, France, Ukraine and .

 Systematic violation of the Minsk agreements by the Russian Federation that caused extension of sanctions against Russia by the USA and the EU.

 Falsification of the court cases against the Member of Parliament of Ukraine, Member of the PACE Nadiya Savchenko, film director , social activist Alexandra Kolchenko and other war and political prisoners that are illegally detained in Russian Federation.

 Importance of establishing the international tribunal regarding the conviction of guilty persons who took part in the terrorist action on July 17, 2014 when the passenger aircraft Boeing 777 Malaysia Airlines with 298 persons on board was crashed as well as the other war crimes against humanity caused by military aggression of Russia in Ukraine.

Acknowledging:

1  The recognition by the OSCE and EU of the presence of regular Russian troops and support of pro-Russian military terroristic organization (so-called People’s Republic and Lugansk People’s Republic) on the territory of Ukraine.

 The importance of holding democratic and transparent local elections in Ukraine, including the territories of and Donetsk regions controlled by Ukrainian government involving a large number of independent international observers.

 Ukrainian appeal to the international community to increase pressure on the Russian Federation and impose sanctions on persons involved in the illegal imprisoning of Member of the Parliament of Ukraine Nadiya Savchenko ("Savchenko list") and illegal conviction of the film director Oleg Sentsov and public activist Alexandra Kolchenko in Russia.

 Abuse of its power by the Russian Federation as the permanent member of the UN Security Council by using its right of veto while voting the resolution on creating the international tribunal to prosecute MH17 downing over the eastern territory of Ukraine on July 29.

 Ukrainian appeal to the UN on deployment of the peacekeeping mission in Donbass without engaging Russian troops to the UN peacekeeping contingent.

YEPP calls on:

 The Russian Federation to stop the undeclared war against Ukraine and its citizens, to withdraw its military forces, to disarm the terrorist groups in Eastern Ukraine, to release all Ukrainian war prisoners according to the Minsk agreements.

 The Russian Federation to immediately release the captured and illegally imprisoned with the trumped affairs in Russia – Ukrainian film director Oleg Sentsov, community activist Alexander Kolchenko and MP of Ukraine, Nadiya Savchenko.

 The to continue and strengthen sanctions against Russia due to its violation of Minsk agreements and to implement more personal sanctions against those people from the so-called "Savchenko list," and people involved in the falsification of "Sentsov-Kolchenko case". 

2  The UN Security Council to recognize Russia’s role as an aggressor in the war in Ukraine.

 The European Union and other European countries to continue its support of Ukraine on its way of reforms in all main areas of public life.

 NATO and other allies to strengthen the defensive capacity of Ukraine and its assistance in cooperation with Ukraine regarding the prospects of its membership in the alliance.
