INTRODUCTION Why do rich people seeking reductions in their tax burdens, who have the ability to influence Congress directly through lobbying and campaign contributions, sometimes resort to grassroots populist methods? And why do non-rich people sometimes join the rich in their anti-tax movements? These are the puzzles Isaac William Martin sets out to solve in Rich People’s Movements.1 Martin’s historical research—much of it based on original sources to which scholars have previously paid little or no attention—reveals that, far from being a recent innovation, populist-style movements against progressive federal taxation go back nearly a century, to the 1920s. Although Martin identifies various anti-tax movements throughout the past century, he strikingly concludes that there has been “substantial continuity from one campaign to the next, so that, in some * Pamela B. Co-operatives Unleashed from the grassroots July 2020 About CCIN and the Policy Labs The Co-operative Councils’ Innovation Network (CCIN) is a non-party political active hub, founded in 2012 to achieve co-operative policy development, innovation and advocacy which is: Action-focused: a vehicle for helping councils translate co-operative policy and principles into practice. Membership-based: funded by modest membership subscriptions from its member councils. Open to all UK councils: members share the belief that working co-operatively with communities holds the key to tackling today’s challenges. Part of the local government family: the network is a Special Interest Group registered with the Local Government Association (LGA) where we work to promote innovation in local government. Established in 2016, the Policy Lab programme is an opportunity for any CCIN Member to present an idea and receive funding for collaboration with other CCIN members to fund co-operative solutions to the challenges facing local government. of these posters carry the titles of Georges Perec’s novels, but Ignasi Aballí very few were actually made into Flms. We might, however, Desapariciones II (1 of 24), 2005 seem to remember some of these as Flms, or perhaps simply imagine we remember them. A cinema poster, aker it has accomplished its function of announcing a Flm, is all that’s lek of the Flm: an objective, material trace of its existence. Yet it also holds a subjective trace. It carries something of our own personal history, of our involvement with the cinema, making us remember certain aspects of Flms, maybe even their storylines. As we look at these posters we begin to create our own storylines, the images, text and design suggesting di©erent possibilities to us. By fabricating a tangible trace of Flms that were never made, Desaparicions II brings the Flms into existence and it is the viewer who begins to create, even remember these movies. The images that appear in the posters have all been taken from artworks made by Aballí. As the artist has commented: ‘In the case of Perec, I carried out a process of investigation to construct a Fction that enabled me to relate my work to his and generate a hybrid, which is something directly constructed by me, though it includes real elements I found during the documentation stage.’ 3 Absence, is not only evident in the novel La Disparition, but is also persistent in the work Aballí; mirrors obliterated with Tipp-Ex, photographs of the trace paintings have lek once they have been taken down. -

These “pop up” interventions range from loosely assembled happenings to the more institutionally supported all-night art festivals like Nuit Blanche. This paper examines the types of geospatial memory produced and inscribed through small- scale, participatory, site-specific urban art events. It considers how this work participates in forms of placemaking which both enact provisional and iterative forms of assembly while also marking the psychogeographic remains of space. -

Abstract Impact cratering is an abrupt, spectacular process that occurs on any world with a solid surface. On Earth, these craters are easily eroded or destroyed through endogenic processes. The Moon and Mercury, however, lack a significant atmosphere, meaning craters on these worlds remain intact longer, geologically. In this thesis, remote-sensing techniques were used to investigate impact melt emplacement about Mercury’s fresh, complex craters. For complex lunar craters, impact melt is preferentially ejected from the lowest rim elevation, implying topographic control. On Venus, impact melt is preferentially ejected downrange from the impact site, implying impactor-direction control. Mercury, despite its heavily-cratered surface, trends more like Venus than like the Moon. -

Tauris, 2000 Reviewed by MICHAEL CALDERBANK ‘How Does One Become Guy Debord’? The highest aspiration of the revolutionary, it has been argued, is to be put out of business altogether. That is, the aim of a radical politics is to eradicate the very conditions that necessitate its emergence, and thereby dissolve the exceptional nature of its own stance. From this perspective, the contemporary fascination and nostalgia for the Situationist International (SI) might be seen, ironically, as symptomatic of the ultimate failure of their enterprise.1 The situationists, for their part, anticipated with dread the dangers of ‘recuperation’ into the Spectacle, the all-encompassing surrogate that they believed late capitalism was substituting for autonomous human experience. Here was a movement heavily steeped in aesthetic concerns that sought to challenge the very discursive and institutional specialisation of art itself. They understood from the beginning that their success could be guaranteed only in so far as they managed to engineer their own self-liquidation, and here it is tempting to see their self-destructive drinking binges and Debord’s eventual suicide as a distorted expression of the broader logic of the movement. By contrast, the erection of a whole academic sub-industry around the SI threatens to see them immortalised and turned into something of a fetish: the obsession with the last of the real revolutionaries, the authentic expression of radical Sixties’ counterculture at its purest. -

Streetwalkers: Female Artists Telling Stories on the Streets Elizabeth Dastin, UCLA, USA The IAFOR International Conference on Arts and Humanities – Dubai 2016 Official Conference Proceedings iafor The International Academic Forum www.iafor.org Since the beginning of the 20th century, artists have treated the streets as their canvas and political platform. For instance, in 1917 during the Russian Revolution, members of the Russian avant- garde relied on cutting edge posters to inspire, gather and activate the new, working citizen. Since the next few decades were riddled with war, the popularity and necessity of poster art grew with equal fervor. In the 1960s there was a passionate initiative by artists to push beyond the barriers of the enclosed, myopic gallery/museum world to the streets and to nature. Earth artists such as Robert Smithson and Michael Heizer began to utilize natural elements like dirt and rocks as their artistic materials and the outdoors as their exhibition space. At the same time, alternative performance artists like Robert Rauschenberg, John Cage and Allan Kaprow began enacting happenings on the streets as if they were a stage. Street art as we know it today came into focus in the 1980s in New York City. As communities were plagued by rampant drug use and AIDS-related illness and death, artists such as Keith Haring and Jean-Michel Basquiat took to public spaces and the streets to forge a platform for themselves where they could voice their anger and their warnings. Since the 80s, street art has continued to build momentum, diversify its voices and become an integral part of understanding the international urban landscape.
