Research Paper, United Nations-Nippon Foundation Fellowship Programme, p…. 2 Abstract Good governance of fisheries in Sierra Leone can contribute significantly towards the millennium development goals of reducing extreme poverty and ensuring environmental sustainability. Sierra Leone ratified the 1982 UN Law of the Sea Convention in December 1994 and established a number of maritime zones pursuant to the Maritime Zone Establishment Decree 1996. The contribution of fisheries to the country’s national gross domestic product (GDP) is put around 10 %. However, the eleven year civil war reduced fisheries investments, impacting negatively on the sector GDP, with 8.4% reported in 2007. This research aims to review the legal and policy framework governing fisheries management in Sierra Leone and to examine the governing attributes in order to suggest improved reform. After critical review, a multi-criteria Decision Making (MCDM) technique and Environmental Performance Index were used to evaluate the status of current fisheries reform measures and to invoke the impact of fisheries on environmental sustainability. The study shows that Sierra Leone is a party to a number of important international fisheries management agreements and the current implementation of fisheries laws and policy is promising, but presents a number of challenges. Sierra Leone’s environmental performance index for 2010 is low (32.1%). It is therefore good that fisheries management and conservation has embraced an ecosystem approach to fisheries (EAF) including establishment of marine protected areas (MPAs) and the enforcement of regulations. However, the recent by-catch regulation and fish trade regulation for catch origin were faced with stiff resistance from fishing companies and ranked lowest on the user perception survey. Innovatively, a joint maritime committee has been formed and ranks very high with a score of about 90% on the decision scale to combat IUU fishing. One key improvement is that Sierra Leone has moved to stop the operation of flag of convenience (FOC) for fishing vessels because most of these vessels have been involved in IUU fishing. Additionally, territorial use rights in fisheries (TURFs), the access to EU markets, fisheries partnership agreements (FPA) and the setting up of a fisheries authority are major objectives for the future. This study recommends that Sierra Leone becomes a party to the 1995 UN fish stocks agreement and the FAO compliance agreement with a view to improving the current arrangements for the management of high seas fisheries such as tuna. The enforcement of fisheries reform should however be guided against politics and corruption in order to ensure a sustainable fisheries in Sierra Leone. All unreported estimates were added to the official data, as reported by the Syrian Arab Republic to the United Nation’s Food and Agriculture Organization (FAO). Total reconstructed catch for 1950-2010 was around 170,000 t, which is 78% more than the amount reported by Syria to the FAO as their national catch. The unreported components added over 74,000 t of unreported catches, of which 38,600 t were artisanal landings, 16,000 t industrial landings, over 4,000 t recreational catches, 3,000 t subsistence catches and around 12,000 t were discards.

    A Diopian Analysis of the Symbolisms of the Council for the Development of Social Science Research in Africa by Abdul Karim Bangura. Ph.D. [email protected] Abstract This paper probes two major research questions: First, what does the Council for the Development of Social Science Research in Africa (CODESRIA) symbolize to its members; and second, what do CODESRIA’s symbols represent? In order to answer these questions, the Diopian Methodology is employed. Three sources were utilized to collect the necessary data for the study. One of the sources is an E-mail questionnaire sent to a sample of 299 non- randomly/non-probability selected CODESRIA members asking them to answer the following question: What does CODESRIA symbolize to you? The other two sources comprised CODESRIA’s Charter and its Emblem. The substantive findings generated after the data collected were systematically analyzed by using the qualitative descriptive and linguistic semantic techniques within the context of the generality of the African presence in the world. Results suggest that CODESRIA symbolizes Abrahamic connections (Judaism, Christianity, and Islam), African Nationalism, essential dignity, gnoseology, and Ubuntu. It is therefore suggested that CODESRIA develop an ambassadorship approach through which its members in various countries might be encouraged to get their governments and young scholars to know more about the institution’s ethos and work. The main focus of the research is to try to understand the extent to which the perverse political incentives which drove the country into poverty and civil war between 1961 and 1991 have re-asserted themselves since the return of peace in 2002. This question is made particularly compelling by the return to power in 2007 of the All People’sCongress Party, who presided over the decline of the country. My preliminary conclusion is that while there are some obvious changes in the political environment, appeal remains in the political strategies which were so costly to the nation and some new forces which have emerged have potentially perverse consequences.

Twenty-four cross bred weaner (8 weeks old) rabbits comprising twelve each of bucks and does were randomly allocated according to sex and feed supplement (conventional anticoccidia drug and garlic) in a 2x2 factorial arrangement. Data were collected on growth performance, faecal microbial population and carcass yield and analysed using ANOVA. Result showed that neither sex nor feed supplement had significant (P>0.05) effect on the growth performance of weaner rabbits. Coccidial load was progressively and completely eliminated in bucks and does from the baseline population of 1680epg and 600epg, respectively with rabbits fed diet supplemented with garlic. Also, does fed diet supplemented with commercial coccidiostat had complete coccidial load elimination from 5200epg at 8th week to the 16th week. Helminthic load (3800epg) recorded with bucks fed diet supplemented with garlic at the beginning of study were totally eliminated at the end of the study (56d).
