Section 1 District Disaster Management Authority Structure and Function

1.1 Preface :-

The main purpose of the administration is to maintain peace and order in the country. In the case of an emergency, the disadvantage of the system can be reduced if there is a pre-planning to restore the disarray that disrupts life and disrupts peace. Make the most of the tools available through the content. Disaster management was planned for the entire state so that life could be restored in the shortest possible time. As part of the disaster management of the states, each district has created its own action plan. As these action programs are multifaceted, the administration can work better and faster in future disasters.

1.2 District Disaster Management Planning

The main purpose of the District Disaster Management Plan is to be active in coordination and to be active in the time of disaster in the district. The objective is to make the proper use of the tools available at the battle level, to minimize confusion and to be consistent across all levels. A disaster plan is considered in the disaster management framework. Calamities such as earthquakes, floods, hurricanes, infectious diseases, factory accidents, road accidents, fires etc. floods and earthquakes such as floods and earthquakes occur in large quantities. So, there is a significant risk of living with infectious diseases. In any case, disaster management requires a great deal of coordination and manpower. Without it, disaster relief cannot be worked out.

The current outline is a multidisciplinary framework and it is an outline of the institutional framework of disaster time, and it is known that relief work will take place during that time. This plan guides the participants in the disaster situation and how to work.

1.3 Purpose

Purpose for District Level progamme is as follows:-

1. To augment the level of handling disaster management at District level, Effective analysis of the risks and the worst case scenario, trying to keep the living and finances of disaster level to a minimum.

2. How is the current status of available resources and facilities as well as coordinating with the organizations / institutions involved in disaster management and getting district administration? Overall, the benefits of maintaining the district's public emergency in the district have a positive impact on the long-term development of the district.

3. Manage / Modernize disaster work programme by utilizing the latest technology. It include, remote sensing, GIS, VHF etc.

4. Create action programs by studying various aspects of disaster mitigation and make use

of remote sensing, GPS, VHF etc. 5. Development of appropriate documents in the district to prevent future disaster in the district. 6. Implementation of the Government's policy by creating an effective control mechanism through the framework of disaster management.

Extraneous work load increases drastically in case of facing emergency without any proper disaster management maneuver which in turn, multiplying the ignorance towards important tasks. The main objective of disaster management is to recognize the emergency or minimizing the probable losses by pre-determination. Therefore, disaster management should have proper plan which includes the following - 1. Formar planning sequentially towards responsive action. 2. Assign the responsibilities to the participated institutions. 3. To develop the method for certified disaster work plan. 4. To make available the equipments and facilities. 5. Effective use of available resources / equipments.

1.4 District Disaster Management Authority

To know the importance of disaster management, assembly has passed the law in 2005. As per the law, at national level, national disaster management authority, at State level, state disaster management authority and at district level district disaster management authority have been established. To prepare State disaster management plan, accordingly making provision of Funds, to prepare development plans of different sections according to disaster management etc are the workings of State Disaster Management Authority. Prepare Action Plan for District Disaster Management, National and State level disaster rescue, Obey the guided elements for vigilance and responsive measures etc are the workings of District Management Authority. Collector is the Chairman of District Disaster Management Authority.

Responsibilities of Chairman&Collector

1. Prepare the district disaster management plan with the help of district disaster management authority. 2. To establish District Control Room 3. Co-ordination between Government and non-government institutions. 4. To collect the information from all the local self government institutions and Taluka control room at District level. 5. To visit in person to the affected areas and provide guidance.

According to the Disaster Management Law 2005, Chapter 4 Clause 25, decision no. DM/2006, chapter o. 10/DM-1, dated 01.06.2006, Disaster Management Authority has been established in Palghar District and its structure is as follows -

1.6 Rights & Duties of Authority:-

1. To restrict and minimize the intensity of the disaster passed on the requisite and other measure plan at district level authorities and local self government authorities.

2. To provide the guided principles to district level government offices and district local authorities to prepare disaster management plan.

3. Implementation of control plan of disaster management prepared by district level government offices.

4. Arrangement of Traning programme & control for Officers at district level, employess and volunteers of rescue team.

5. To erect the requisite technology to get the prior notification of disaster, taking care, to inspect and make it more advance and ensure to pass on the correct information to the public.

6. Any dreadful/threatening disaster condition or at time of disaster, control the situation elevated as the nature of reaction.

1.7 District Control Room:-

District Control Room is under control of Collector. Important work is to – (a) Control the situation (b) Co-ordination (c) Implementing action plan during disaster management.

1.8 Workings of District Control Room:-

1. Ensure all communication & equipments in district are in good conditions. 2. To collect the information regularly from different local control rooms in district. 3. As the necessity dictates, upgrade the action plan of disaster management in district. 4. Changes made as above, if any, has to be intimated to Emergency Action Centre, YASHADA. 5. Impart training programme at different Government and non-Government offices at district level. 6. Evaluation of the provisions made after disaster.

2.1 Popultion and Area

2.2 Financial Information

 Although agriculture is done on 50% of the land area of the district, economic activity in the district is related to agriculture and industrialization.  The main crop of the district is Rice and besides this, harvesting Flowers, Vegetables and fruits farming have also been taken in the interim. As well as cultivating Teakwood, sublime babhul, bhabul in the region.  The production of these crops is used in suburban, , and Palghar area.  Forest area is covered by 35% land of the district.

2.3 Historical and Religious Centers Information about the historical and religious centers has been collected. Keep in mind that there is a possibility of large numbers of people coming together in a particular way and increasing demand for certain services. It is very important with the administration's response to mobilization, healthcare, law and order, availability of food supply and spread of diseases, cleaning, management, road accidents and fire control.

2.5 Geological Science and Geophysics Science.

a. Geological Science The geologic view breaks the Palghar district into the Deccan Plateau. This is an ancient leash. Some parts are made of aluminum, new sand along the shore and the old part of Trekkiites and Hioiits. Its stratigraphical order sequence follows -

The descriptions of diversified Scientific Geological episodes are as follows - 1. Takeeaits and Hiolights Some part is covered near seashore and River by the above. These gravels are volcanic and besides this found basalts gravels / stones too. This gravel is relates to the age of eosin to upper. . 2. Deccan Trap Many parts of the district is covered by Deccan trap and made out of accumulation of basaltic drift. The drift is of two types i.e. yes and O. The thickness of some drift is from least and upto 30 mtrs and these drifts are divided by red clay. 3. Leteride Far and wide the layer of leteride clay is found over basaltic drift. In this, iron is found where is thickness of the same is from 05 mtrs to 15 mtrs. 4. Beach Sand This has been constructed by sea waves and width is short. 5. Sludge / Muddy Land The length of arena near seashore is about 90 to 100 k.m. and width is about 6 to 15 km and found in some part of Vasai, Palghar and Dahanu. This clay is found under the Deccan trap. 6. Diakes The existence is found in Deccan plateau.

2.5 Geophysics Science has longest seashore and 80% of part has been occupied by Deccan Trap. The land has been divided in three types - 1) River Sea 2) Structural 3) Uncoverable Land - The description is as follows -

River Ocean 1) Sludge/ muddy:- The sludge has been deposited to the shore of the river. It contains soil, smooth sludge and sand. This territory covered by soft clay/sludge and such territory will be used for farming in large scale. 2) Shoreline Area/ ground:- The most of the part of shoreline has been covered by sludge. This region is covered by soft and thick clay. Farming is main part of it. It covers irrigated crops. Several parts of Vasai, Palghar and Dahanu are type of such area.

3) Cavitation sand, clay floor, sand hills, marsh area and Sand areaü:- Due to run over the sludge from the bay which saturated in the coastal line where the area becomes sludge, wetland. On these area there are forest of mangrove trees and thus the area is called as green sludge area.. 4) Channel Rod (¤Óü›):- The main /important rivers have been delivered / deposited the sand and most of the time it looks like channel rod and thus the same has been called as channel rod.

Structural Construction 1) Structural hills on the trap:- Wide Southern and northen trap of the hills can be called as Structural Hills. The down gradient is intense and covered with forest. The existences of structural hills are found in center area of the district. 2) Highly dissected basolt Plateau:- The Deccan hills are in eastern side of district. The territory is covered by Deccan trap. The down gradient is mild and neutral density is very high. This terriroty is known as highly dissected basolt plateau. Afforestation is the main purpose of this territory. It includes Wada, and Mokhada Talukas. 3) Average dissected basolt plateauü:- The base of Eastern Deccan mountain range is having average dissected basolt plateau. This territory is having medium down gradient and covered with medium clay. The density of water-effusion is medium. Most of the part of district is covered with average dissected basolt plateau. 4) Jambha Plateauü:- The plateau covered with jambha clay is known as Jambha Plateau which is under the Deccan trap. It found near the Wada City. Farming is the main land cultivation and territory is mainly known as single crop area. 5) Mild dissected basolt plateau:- The sub-river of Main River where the down gradient is mild and having basalt plateau. Mild dissected basolt plateau is there. In this territory is covered with thick clay. Farming is main cultivation of land. Such area is found in Wada, Palghar and Dahanu.. Construction through uncoverable land Uncoverable hills, mesa, shoes:- The unattached trapian hill in district is called as uncoverable hills. All hills are worked as high down gradient and runoff area.

2.8 Power Production Center 1. Atomic Power Station in Tarapur - 1,2,3,4 Unit Capacity - 1400 MWe 2. Reliance Power Generation Center, Dahanu 500 MWe 3. Tarapur Atomic Power Station -Information about Off Site Emergency  In Palghar District of Maharashtra Tarapur Atomic Power Station 1,2,3,4 is working. Through this Atomic Power Station @ 1400 MWe power is generated.  As per the directives of Department of Atomic Energy, Govt. Of , in once in twice in a year Off Site Emergency Exercise is being arranged.  On 16 December Off Site Emergency Exercise has been arranged at Tarapur Atomic Power Station 3 & 4 16  As per the directives of Govt. of India, Off Site Emergency Plan has been published first time by the Collector, Thane in the year 1988.  In case of an emergency, the type of works to be carried out has already been mentioned in the plan.  If the emergency exits beyond the restricted area or in public domain, District level Emergency Committee will activate and instruction shall be passed on through the Collector for necessary action.  In 16 km surrounding of Tarapur Atomic Power there are villages and population which are mentioned as follows - Information of Village and Distance from Tarapur Atomic Power Station  Number of villages and distance from Atomic Station of 5 km radius - 12  Number of villages and distance from Atomic Station of 16 km radius - 109  Total 121 villages In case of radiation emersion, total 121 villages and 2, 62,765 populations will be affected.

Types of Emergencies ü 1. Plant Emergency - If radiation emersion is restricted to plant area, it is called as Plant Emergency. 2. Site Emergency - If exposure of radition emersion is out of the Plant Area but restricted within the Site area (1.6 km) then it is called as Site Emergency. 3. Off Site Emergency - If exposure of radition emersion is beyond 1.6 km or in public domain then it is called as Off Site Emergency.  The action on Plant and Site Emergency will be dealt by management of Tarapur Atomic Power Station.  The District Collector will be responsible / taken action in case of an Off Site Emergency.  After declaration of Off Site Emergency the action taken is upto the 16 km radius.

2.9.2 Risk in transportation of Chemicals:- Industrial development has taken place through MIDC in Vasai, Palghar, Dahanu and Wada talukas. The chemicals transported to the factory cause chemical leaks and other accidents. Chemicals are transported by tankers on national highways. Here they are likely to have an explosion of chemicals by accident. Accidents are likely to be caused by leakage of chemicals and gas. 2.9.3 Type of Transportation Disaster:- While in Road transportation traffic is jammed owing accident, land slides, shutdown of vehicles etc. So therefore, Fire Bridgade, Crane Services are required in above situation.

2.9.4 Western Railway Lot of passengers have travel for working to Mumbai through Western Railway. Workers, Vegetable sellers have travelled daily from Vasai, Dahanu to Mumbai through this western railway. On this rail route stations like Mira Road, Bhainder, Naigaon, Vasai Road, Nalasopara, Virar, Vaitarna, , Kelve Road, Palghar, , , Dahanu, and are there.

2.10 Compilation of Information:- Owing to Road Emergency, to normalise the road, railway transportation resources like Fire Brigade, Crane Services etc are required. For this compilation of information about the location is essential. Apart from this, information is also required for communication to local volunteer groups etc and to take immediate / appropriate action on priority.

Summary:-

Several area of the district comes under the inundated zone and therefore planning and management is essential comprehensively. To deal with the probable flood, following efforts have been initiated in Palghar district.

1) Training to groups / cluster at Taluka level. 2) Training to Students of National Service Scheme. 3) Traning to flood relief group and rescue team 4) Sharing information through Practicles, road shows and short films.

Section 3 Palghar District Disaster Prone and Area

3.1 Analysis of Fear rating & susceptibility Economical, Professional, Social and Educational information of population

3.1.1 Finanacial / economic Informaton :- o Although agriculture is done on 50% of the land area of the district, economic activity in the district is related to agriculture and industrialization. o The main crop of the district is Rice and besides this, harvesting Flowers, Vegetables and fruits farming have also been taken in the interim. As well as cultivating Teakwood, sublime babhul, bhabul in the region. o The production of these crops is used in Mumbai suburban, Thane, Nashik and Palghar area. o Forest area is covered by 35% land of the district. o Out of total area ...... % area is declared as Industrial zone. o Total civilian area / locality are ...... wherein main profession is business or industrial labour. o Migration of labours due to industrialisation in district and this migration relates to kiln, fishing and salt area. o Owing to industrialisation demand increases for residential complex. o People gather together on historical places and religious places to celebrate the moment, the details of places are as follows - (a) Mahalaxmi Fair, Dahanu (b) Tungareshwar Fair, Vasai (c) Jivdani Fair, Virar

3.3 Hazard accoding to disaster úú 3.3.1 Inundation area and its details 13.33 % area is considered as sensitive inundation area in district. Also 10% of locality is coming under the humus zone. According to the previous years experience, the immense situation of flood takes a serious condition in the district. In the year July 2005 the experience of flood was very much awful. Management of the water zone area has been completed for 4524 hector land in district. There are 08 numbers of centers which records the monsoon tracks.

Natural Disaster - 2005:- Circumstance of inundation has emerged due to excess rain in district on 26 July, 2005. In this natural disaster Bay / River / Shores / 611 villages near the dam area has affected largely. Apart from this, details of river side villages where fear of flood subsist are as follows:-

3.3.2 Road Accident:- National Highway 08 passes through the district. The trains are the Mumbai Boisar Surat Marg. Apart from this, there are many state roads in the district so the district has increased the accident rate due to road, rail and accident prone industrialization. Many tankers carrying dangerous chemicals pass through the national highway. There is no fire brigade Station on Mumbai Ahmedabad Highway. The available Fire Brigade Station to this route is at Dahisar (Fire brigade squad), Vasai / Virar City Municipal Corporation, Fire Tenders of Dahanu and Tarapur Atomic Power Station and their services shall reach to the concerned affected area is delayed considering the travel time, lack of communication. The ratio of roadside settlements and villages in the district is 10%. On average, most people in a district die in road accidents. 3.3.3 Infectious Diseases:- 2/3 population inhabited in 1/3 rd area of the district. Thus in civilian area there is quite possibility to spread diseases easily. On the shore of river /bay, slum areas put an additional health issues / problem. The health is spoiled due to increasing industries, errors in drainage system of waste materials etc. City and Industrial zone is affected due to infectious diseases. 3.3.4 The district according to the Maharasthra State Health support :-  Less prone to cholera disease  Medium prone area for stomach diseases  Higher prone to Hepetitis disease.  API is less than 2 for Maleria disease. In every monsoon season, malaria and dengue diseases instigated. These diseases have been observed largely in Gastro prone aadivasi area of Jawhar-Mokhada. Post of Residential doctors in almost all Primary Health Check up Centre is vacant. In multiple villages there is no provision of tap water supply. Further no water purification system is installed in villages. 3.3.5 Industrial and Compositive (chemical) accident:-

1) Industrial accidents have taken place due to negligence of factories. 2) Shouldering the responsibility of industrial accident on the management of concerned industry. 3) Importantly, take the responsibility of accident from the administration / government at specific level. 4) Responsible factor which works actively are revenue, police, fire brigade, health services, Civil Defence, PWD, Industries and Voluntary Groups.

Possibilities of consequences 1) Death 2) Fire 3) Accident 4) Poison

Special Demand and Needs 1) Medical Treatment is required immediately.. 2) Provision of Special Fire Brigade, Primary help is vitalü. 3) Entry restricted through polic in affected areas. 4) Proper management in Chemical accident and fire cases etc. 5) Compiling / calculating the details of loss of property in a proper way. 6) Rehabilitation 7) In long term motto, timely checking the water & land.

Viable consequence

1) Disturbing the transportation. 2) No electric supply. 3) No Water supply. 4) Loss of life 5) Food Poison 6) Displacement 7) Socially and Mentally trace 8) Loss of production 9) Law and Order issues

Administration, Private Institutes, Voluntary Institutes / Persons have to work hand-in-hand to conquer over the above consequences.

3.4 Fire accident:- 1) Main System: In Fire disaster, Revenue, Local Fire Brigade, Health Department and Police (local police station) has to co-ordinate but when the fire is in large scale co-ordination and communication have to establish between Fire Brigade, Water Supply Department, MSEB. 2) Possible consequence:- Loss of Life and property, disability etc . 3) Special Need: o Hospitalised the person immediately who badly exposed in fire. o To give special training to Fire Brigade Squad. o To create awareness for fire resists houses. o To seek help for financial losses in large and reconstruct. o To compile/calculate the losses properly. o To help / provide assistance to partly fired houses. 3.5 Possibility of Disaster:- Possibility of disaster and approximate intensity as well as from the previous history of disaster, following are the possibilities bifurcated in Minimum / Medium and Maximum level by considering all types of disasters.

Sections / Departments (Main Systems) & Concerned shall involve in it (ESF). 6 Shall make aware the people about crisis/calamity, its consequence , what to do, what not to do, their role & responsibility in minimization of risk and their role in Reaction Mechanism

Before Disaster 1 Taking into consideration the pre -preparation , shall call a meeting with City Disaster Management Committee and take a decision in it about means or ways for livelihood. 2 Shall prepare outline of Disaster Management Plan and by stressing-upon Risk (danger), crisis/calamity, hyper-sensitivity, Risk & capabilityanalysis (HVRCA) in it, shall renew the disaster management plan in every 3 months. Sections / Departments (Main Systems) & Concerned shall involve in it (ESF). 3 In disaster affected areas for watching ongoing work, Deputy Commissioner, Assistant Commissioner, Ward Officer shall be present. If anyone is on leave, shall arrange & make immediately the concerned-one physically present at above areas. 4 Shall ensure that City and Divisional Control Room is opened and working. 5 Exchange or communicate messages about disaster with various administrative departments and Municipal Corporation at city along with City Control Room and make coordination in this regard.

6 At local and district level as well as with Media, shall establish the process of primary caution. 7 Ensure that all buildings and people oriented buildings are constructed in accordance with the National Building Code. 8 Reserve a safe place for relief camps 9 Response officers will be deployed to respond to the disaster at a place of event occurred. 10 Keep employees informed of their work and place in advance 11 To assess the loss and necessity, a team of employees from the concerned department will be made and trained. 12 To strengthen Disaster Management, training program calendar will be made and a plan will be made for participation of employees from various administrative departments in city and from various departments in municipal corporation along with people at large in the training program. 13 Ensure list of resources is checked regularly and the same is renewed. 14 By conducting Mock-Drill regularly, the ability ( to cope with emergencies ) of employees from various Administrative departments as well as Municipal Corporation along with Mass in the city will be increased 15 By inspecting Godowns of Food Grain Distribution Cell (Sanstha ) as well as the Distribution System in the City, will take an overview on food supply system. 16 Will prepare & make ready a list of “Rescue Resources/ things” which are generally distributed in various disasters. 17 By inviting Tender / Contract for Relief Material, the rat es & distributors of the same will be kept decided. 18 While in disaster or in the state of disaster, will make a clear-cut plan for additional manpower for all sections / departments 19 Will form a team for Transportation, Relief Material and Devices in the state of disaster. While in Disaster and After Disaster : 20 Will take an overview of a situation by calling emergency meeting 21 Will plan to rescue people from place became demolish and desolate in disaster 22 Will make a list of Transition Camps and Relief Camps. Will make the same livable, according to its capacity, for the people 23 Will create Temporary Transition Camps and will start for arranging rescue material 24 Will plan for vehicle facility for transporting to other end the material necessary during relief work 25 Will call meeting with NGOs, Youth Clubs, Self Help Groups, etc. will fix the responsibility on them for help & release people, progress in situation and their re-habilitation. 26 Municipal Corpor ation Officer will create a Preparedness Team at Ward level with the cooperation of local NGO 27 Will make a plan to get emptied the occupied residential buildings by people if vibration is experienced before earthquake or as per the advice of central agency. 28 To extend help for emptied the buildings, evacuate of residents from buildings as well as for relief work, will coordinate with Armed Force, Air Force and Naval Force 29 Will get functional the IRS and Emergency Support System 30 Will intimate employees of Ward, Divisional Offices and Respective Departments/Sections to call the “ Main Workmen ”, on leave, to send them at a designated places to fulfill the respective tasks 31 Will chalk out a plan for disposal of deceased human beings and animals through Police, NGO, Medical, Public Health and Forest Departments 32 Will issue an (approved / interim) order to the Water Departments, Public Health Department to keep cleanliness in the City and to other concerned to make a whole region / area clean. 33 Will keep ready the calculation made in respect of Expenditure and Audit 34 Will make sure the compensation is made 35 Will ease the schemes for the rehabilitation of refugee 36 Will make active the “Help-lines “by means of or in association with Police Department, Health Department and Public Relations office. 37 Will provide the information to Media through City Public Relations Officer 38 Will give advice to people to be a cool & calm and not to be panic 39 Will keep active or ready the alternate communication system 40 Will make sure nutritious foodstuff for disaster affected and privacy for girls, women & old aged.

Police

Work Execution Officer: Senior Police Superintendent (SSP) / Police Superintendent (SP)

Before Disaster 1 Will chalk out Disaster Management Plan & will get it renewed on quarterly basis in association with Department (Main System) and Municipal Corporation taking into consideration especially the sensitive areas 2 Will chalk out Plan for posting of Police Force taking into consideration the needs of highly-sensitive and Un-safe areas. 3 Will make sure that suitable Police Force is available in the state of disaster in view of Reaction, 4 Will make sure that suitable police force is available for disaster reaction. If not, will make present the External Police Force and will call back & make present the policemen on leave 5 Will form, in Police Force, the “ Search & Rescue Team ” and impa rt necessary training to such teams. There shall be at least one team for each City. More groups can be formed according to severity of disaster. 6 Will keep coordination with State Reserve Police Force, Defense Force and Home Guards 7 Will check th e wireless Communication System and keep ready the additional system to respond to disaster 8 In the following areas Radio Communication system is to be established (wireless communication system / Ham):

a. District Control Centre, Superintendent of Police and City Control Room b. Control Room for Disaster Prone Areas and c. City & Mainsystem Department and Municipal Corporation Divisional offices. 9 Will keep readily available the vehicles and other means of transport for deployment / making posting of policemen. 10 Will review the measures taken in the event of a disaster and make improvement in the work accordingly. As well as will pass on necessary instruction safety of rescue resources. In Disaster and After Disaster 11 Will call an emergency meeting to take an overview of the situation .or a fact. By stressing upon the objective(s) & keeping a target in mind will chalk out a strategy / work. Policy 12 Will make sure that employees and officers posted at the area of work allotted are giving necessary “Response Report” to Control Room 13 Will make sure that orders on genitalia ( evacuate of mass/taking out ) issued by District Collector / Municipal Corporation Commissioner / Superintendent of Police are followed 14 In accordance with the appropriate Law and Security System will take the help of Local Public Leaders for taking out the people and animals (from the affected place/ house as the case may be) 15 All the information on genitalia will give to District Collector, Municipal Corporation Commissioner and Superintendent of Police all three. 16 By taking overview on the situation or a fact, will send the police to help the people & community when the circumstances are such as their lives are at risk 17 Will send the pathrakshak for relief material 18 Will post the custodian at important places especially Stores Room and Distribution Centre in view of safeguarding 19 Will extend help in making available the motor -vehicles to transport, with the help of Health Deptt employees, the severely injured people to a Medical Centre and to provide the medical facility up to the people. 20 In the situation of disaster, the police will make sure that PALGHAR routine affairs are going-on as usual ( palghar chalu rahil ) 21 To make the roads free, will help to the concerned departments and mass. 22 Facility / and road measurement will be done according to fo llowing –

Other ways 23 Will get conducted the mockup drill of police officers as a preparation of unseen disaster , etc. 24 Will barricade & provide the security to Transition Camps, Affected Divisions , Hospital, Medical Centre / Camp and Relief Work 25 Will decide the transportation-way for shifting the people from disaster prone area or will change ( Rail or bus passengers’ way going through adjacent city) 26 Will provide security or protection to Bil , Water Storage, Communication, etc. which essential for life living & also provide security to most important places 27 Will provide security to VVIP and VIP 28 Will give help to City Administration / Officers for initiating or taking action against persons doing Fledging, Black Marketing or such any un-lawful act about Relief Material 29 Will arrange to create Telephone Number as citizen help number with the help of Local Administration – a. To give information about safeness of relatives in the disaster affected areas b. To control the false news from spreading c. Before Disaster 1 Will prepare the Disaster Capabilitys & Sensitivity Map with the active cooperation / participation of Departs (Main Systems) and Local Body and will renew the same on quarterly basis 2 Will prepare & renew the Quarterly Plan especially for the maintenance of embankment and Bandas by obtaining funds from District / States Officers 3 Will provide the human resources to Deputy Commissioner / District Chairman / District Magistrate in the affected District/Taluka/Subdivision

4 By making assessment of damages held due to disaster / or damages occurred due to previous year disaster will get done the improvement work before monsoon and after monsoon. Also will make sure, time to time, the improvement work is done. 5 Will inspect the Mechanism became useless in the disaster prone area and will get done the improvement work on it. 6 Will prepare record for the exchange of information at Disaster Control Centre established on district, state and national level 7 Will prepare the nature of duties of “In-charge Junior Engineer”. Will make sure that employees from departments on district level know their role in the Event Response System Plan 8 Will get done corrected the Stream of rivers and drains as far as possible. To do it, will get remove the sludge form drains and canal and get the same cleaned. 9 Will get inspected all the Regulators & Siphons of canal and bandas before monsoon or will get it replaced. 10 Will arrange to provide water by giving priority for the promotion of fodder. Water can be given to farmers at a cheap rate. 11 Can be given the place near to water tanks and aquaculture for the purpose of animal fodder and for such type of crops which both generally grows in a short time near water tanks and aquaculture. 12 To utilize at the time of disaster, essential equipments and material for protection (safeguard) at the specific place which includes –

By guessing rain fall, will decide to what extent the level is to be decreased. 19 In case of possibility of disaster, give advance intimation to following Colonies and next following Districts in addition to District places out of state. 20 Will get checked the disaster & development mechanism of Catchment and Water Reservoir and will make sure that water flow is not totally obstructed due to trees & tree shrubs and encroachment. 21 With the help of large stones and sand bags, etc. will safeguard all the construction / repair work. 22 Will cover with plastic the things kept inside & outside, things likely to get worse like concrete bags, electric motors, office records, etc. 23 Will ensure that routes are there for coming & going near Bandhara in village. 24 Prioritization in the work –

a. Bandhara, dam, irrigation routes, pool, small pool, control door , etc.’s day & night inspection & repairing b. Generators, motor equipment, station building, etc’s day & night inspection & repairing c. Keep opened emergency & exit routes of catchments and water reservoirs so that water flow will be free from any obstruction due to trees & tree shrubs. d. Work Execution Officer: District Chief Medical Officer

Before Disaster 1 With the Departments (Basic System) and a Local Bodies, there shall be inclusion of a Potential & Medical Staff with capabilities to work in disaster conditions. 2 Will provide the human resources to Deputy Commissioner / District Chairman / District Magistrate in the disaster prone District/Taluka/Subdivision. Persons on leave will be called back. 3 Will appoint Medical Staff at each Response Support Room as instructed by District Administration. At such each Response Support Room the medicines and first aid facility should be available. 4 Will prepare a plan for establishing of NNM movable response unit and posting of doctors, health staff. Do work in a Response Support area 5 Will give instructions to work persons posted at designated place about nature of work, medical services including labeling procedures. 6 By reviewing the system of to be a Cautious in each hospital and medical centre, will make renewal of the same. 7 Will review course of taking care of medical & non-medical material and instruments along with subordinates. Will make available of instruments to be used in emergency / disaster. 8 Will take vaccination program in highly sensitive areas. 9 Will make at least available one place with operation facility in each Response Support centre place. All medical apparatus will be kept ready for operations. 10 Will prepare recruitment procedure during disaster 11 Medicines and equipment required in Disaster Management will be inspected. Classification of the same can be done as following – a. Injury, fracture medicines e.g. titness, toxide, analjesics, antibiotics, dressing material and cloth bandage b. Antitoxic medicine , breathing apparatus and intravain medicine 12 By Hospital Administration –

a. To decide the timings of employees in such a way that requirement of patients are fulfilled. b. In the Administration one medical team should be formed to handle disaster situation c. Safe places can be –

Rooms with concrete ceiling 20 Will keep ready / available the enough dressing pads duly sterile to cater the need of 4 to 5 days 21 Things which will be useful during following situation – a. Antiseptic for washing & applying on injury 22 Will keep in safe packing and safe place the all costly surgical apparatus, apthalmascope, movable sterilization equipments, ECG machine, dental apparatus, altrasound machine, analyzer, inverter, computer hardware, etc. 23 Will keep safe by covering with trampoline the non-movable things/machine like X-ray , sterilizer, dental treatment chair, etc. 24 Will ensure that the enough blood supply is there at the end of Distt Redcross Society and other agencies. 25 Will keep ready all arrangements for the operations decided. 26 Will do …… 27 Help to each other system will be implemented in association with surrounding areas government hospitals and army hospitals. 28 On getting intimation of disaster, immediately will disconnect the all instruments / apparatus run on electricity. 29 Will ensure that the emergency generator is in working condition and fuel requires for it is available. If not available in the hospital, will arrange the same. 30 Will send the requisition to Central Stores for sending thing required urgently at hospital 31 Will arrange to keep stored the water in hospital water tank. If it is not available, arrange the same and keep the drinking water clean and at a safe place. 32 Make the place ready in a hospital to take the disaster-stricken “IN”.

Priority of Field Office:

a. Arrange the vehicles to shift to hospital the severely injured /sick people from the villages and surrounding areas. Get information from the Nodal officer/Deputy commissioner/ Distt Chairman / Distt Magistrate.

b. Start the medical services in disaster area.

c. Keep watch on railway stations, bus stops, bus depot and areas where at transit takes place near the disaster prone area especially when the condition in the areas is pandemic.

d. Develop the method to look-into when the possibility of spread of diseases is there so that the same can be controlled in a time from spreading. Keep watch on Transit camp /Rescue centre, Food Centre and drinking water, food quality and inappropriate material in the disaster prone villages.

e. Prepare a disaster plan for residence purpose of employees, designated to work to assist, coming from outside place.

f. Use the information brochure and test list for program inspection and development as well to convey to emergency operations centre. It is annexed to the reporting systems in the departments.

g. Start the health help line through the media to set up the comprehensive information source. It will be the responsibility of Hospitals to give information about capabilityof hospital and limit, name of patients admitted & names of deceased.

Agriculture

Work-charge Officer: District Agriculture Officer / Dy. Director – Agriculture Deptt/ Distt. Agriculture Deptt

Before Disaster 1 With the Departments (Basic System) and a Local Bodies, will renew on squarely basis the HVRC analysis. 2 Will provide the human resources to Deputy Commissioner / District Chairman / District Magistrate in the disaster prone District/Taluka/Subdivision. Persons on leave will be called back if more manpower is required. 3 Will establish the Communication System to deal with disaster along with the Divisions / District Control Centre & Agriculture University, nursery (private & government) 4 Will analyze the Caution Techniques & Procedures. 5 Will check the material required possibly during and after disaster & will storage the same. 6 Will make sure that the material required for agriculture safety & security is available and well as the medicines & pesticides for the probable diseases. 7 Will pass on instruction about nature of agriculture verities of seeds in such a way that farmers are meeting with minimum damage and less loss as far as damage and loss is concerned. 8 To save the agriculture will develop the crop disease inspection method. 9 Will give information about Departmental Resources to HGO and other organizations. While in Disaster and after it 10 Will call back the main employees on leave and instruct to join back their respective services on designated places. 11 Will call an emergency meeting and will overview the situation. Will develop objectives and methods for speedy recovery 12 Will take overview on land, crops, cultivation, micro irrigation and storage facility, etc. and will save from critical situation by seeds, pesticides, machines, etc. 13 Will keep all the costly instruments and tools covered safely in the in room reserved for the same. 14 Will disconnect all the electrical switches as soon as the information is received on disaster. 15 Will extend necessary cooperation to the sub-station officers. 16 Will decide the work timings of employees and will arrange the same... 17 Will form a team of extension employees and assistants to visit disaster affected area. 18 Will establish contact with Geo and water inspection department. 19 Will coordinate for agriculture services with departments like irrigation, DRDA, Distt. EOC, Site Operation, etc. 20 Ensure that required seeds are available enough. Storage will be made by Agriculture Department at National Seeds Corporation and other Suppliers by contacting them. 21 Will get printed the information brochure about name of seeds, varieties and rates, place of availability and get it distributed at large at a various places. The same may be pasted at bus stops, buses, PHCs, block HQ, taluka, etc. places 22 Will make plan to distribute, transport, storage, etc. The above material and will develop methodology for keeping information about it. 23 Will keep the conditions fair for free flowing of water and for not to increase its alkali nation. 24 Arrange the residential arrangement of employees coming from out side for disaster work. 25 Will utilize information brochure and test list in information and monitoring tools for program inspection and development and to covey to EOC. Animal Husbandry

Work-charge Officer: District Animal Husbandry Officer / District Animal Husbandry Department Head

Before Disaster 1 In the district of Run, along with the Departments (Basic System) and a Local Bodies, will renew the disaster management system based on the HVRC analysis on quarterly basis. 2 Will provide the human resources to Deputy Commissioner / District Chairman / District Magistrate in the disaster prone District/Taluka/Subdivision. Persons on leave will be called back if more manpower is required. 3 Will analyze the precautionary measures taken to save the equipments and will get it renewed if felt necessary.

4 Get prepared a list of diseases which can be controlled by vaccination. Broadcast the information about diseases of animals and precaution/care and prevention from it.

. 5 Coordinate with Revenue Deptt for establishing the camps of animal and their fodder 6 Store such a material will be useful in disaster and after disaster. 7 Taking in to consideration the injuries, diseases, etc. keep readily/advance information available with you about medicines and tools necessary for it. 8 Keep informed in advance the Animal Medical Centres / hospitals about disaster. Keep informed the employees about damage & its bad result, life, apparatus and wealths’ safety how to do in the course of disaster or due to disaster. 9 Take the mission of vaccination where probability of risk is there before disaster. 10 Develop disaster recruitment process (by keeping proper records) 11 In the Famine or a crisis affected areas, initiate program to get realized the farmers, fodder of animals & other food, vitamins, minerals and diseases related to the un hygiene conditions. 12 Make sure that Local Police and Search Teams are aware of Animal Hosp itals & Centre and its resources. In Disaster and after it 13 Call an emergency meeting to take an overview on disaster situation. Establish a mechanism to deal with disaster. 14 Establish a radio communication with following –

a. Divisional Commissioner b. Deputy Commissioner / District Chairman / Distt. Magistrate c. District Control centre and d. Animal rehabilitation centre and Hospital (private with doctors) 15 In affected areas establish animal camp and additional such camps and ensure that the medical aid / material will bring immediately. 16 Keep the surgical packs sterilized to cater the needs of 4 to 5 days 17 Get the sterilized packs re-sterilized 18 Keep all valuable instruments and tools safely in a cover and keep it in a room earmarked for it. 19 Disconnect all switches of all equipments on getting information of disaster. 20 Take vaccination program before disaster and continue it while disaster and after disaster. 21 Prepare a kit of animal diseases to hand over to doctors at block level and extension officer at village level. The same kit gives to private doctors also. 22 Get inspected the Emergency Electric Generator (EEG) and ensure it is working properly. Ensure that the fuel is available for the same. If it is not available, arrange the same in hospital. 23 Put demand to get immediately the anesthesia medicines. 24 Initiate the program of vaccination in disaster & after disaster in disaster prone villages 25 Send requisition to Central Stores to send the things which are required urgently in hospital 26 Keep the departmental vehicles with fuel tank filled-in and park it at a safe place. 27 Keep water tank full with water and stress upon saving the same. If the storage tanks are not available, keep the drinking water in clean water utensil and keep it in a safe place. 28 Keeps one place free in hospital for flock of animals coming to hospital? 29 Animal Camp and Administration: a. Keep decided the working timings of employees to make available the appropriate strength of employees b. Appoint the team of extension employees and assistants to visit to affected area / disaster area. c. Decide the animal fodder and its quality in camp. Distribution should be in proportion to the each animal (quantity of food to animal should be as per each distinguished animal/will be varied) d. Water will be served to animal according to their number in all camps and keep the record of animal foods in the camps. This should be compatible with the number of animals.

30 Badly injured animals sha ll be arranged sent to near by Animal Hospital or at Animal Rehabilitation Centre 31 Ensure that there is coordination among Distt Animal Husbandary Officer, Distt Control Room and Site Operation Centre and camp. 32 Bu roughly estimating the quantity of drinking water, fodder, food, arranges the same at Animal Camps for its storage. 33 arrange the above from Forest Deptt, Merchants, Farmers and If felt necessary or there is a need arrange the same from surrounding State 34 Decide the prices of fodder affordable to the farmers. 35 Make facility to graze (for consume a food by animal at green field ) the animal at Training Camp or Region , Firing Area of Military (in coordination with them) 36 To spread epidemic conditions / or to stop it, keep the cleanliness by commencing cleanliness drive. 37 Develop the methodology alertness to keep watch on diseases so that the same can be controlled. 38 Make the residential arrangement of doctors coming from out side during disaster to treat animals. 39 Will utilize information brochure and test list for program inspection and development and to covey to EOC. It is annexed to the Capabilityand Limit in disaster. 40 Criteria for Animal camp :

a. Minimum 10 and maximum 500 animals can be in a camp b. Decide the camps taking into consideration the sufficient water and enormous shadow c. Not should be more than 20 Square foot the area for animals to stay in rehabilitation process. d. Water Pots and Earthen water pots should be available at an appropriate place. e. In the Food Arrangement for animals the following shall be considered – - Should be within the limit of 8 km at the radius of affected area. - 6 kg food and 1 to 1.5 kg Bagomolasis shall be given to each animal - One manager, one cleaning staff and two labours shall be there in the camp.

Water Disaster and Cleanliness Work-charge Officer: Executive Engineer (Public Health) / Head, Distt level Water Supplies & Cleanliness

Before Disaster 1 Along with the Departments (Basic System) and a Local Bodies, will develop & renew, on quarterly basis, the disaster management plan, based on the HVRC analysis, available to deal with disaster. 2 Will provide the human resources to Deputy Commissioner / District Chairman / District Magistrate in the disaster prone District/Taluka/Subdivision. Persons on leave will be called back if more manpower is required. 3 For the protection of instruments, will inspect the precautionary measures and will get it renewed / reviewed and pass on necessary instructions to the subordinates/colleagues. 4 Will measure the water availability by taking a note of rainfall, water seepage, geo-water level, water harvest and its utilization, etc

5 Prepare a plan of water disaster /scarcity to take a view of water demand. It will be based on utilization by population in district, industries and agriculture

6 In association with Water Harvest Management, for the management of water in prematurely affected area prepare a plan. Get corrected the existing water scarcity mechanism and strengthen its capacity. Where the scarcity of drinking water is there, make the special schemes or plan to minimize it. e.g water supply through temporary installation of pipelines, construct tube well and other initiate resources like bullock carts and tankers, etc. to make supply of drinking water.

7 Make sure that the water tanks are full of water at hospitals and water is utilized carefully there at. 8 Send notice to the people to store the water to be used in emergency conditions.

9 Instal l Diesel pumps and generators in building which are safe. 10 Ensure that the Generators and alternate generators are working as per its capability 11 Keep the buffer stock of fuel for motors 12 If there is a problem in the existing Water Disaster System, make a methodology to deal with water disaster in disaster conditions. 13 Prepare (in advance) for water tanks, water collection pots, etc. so as to make immediate arrangement of the same. 14 Get stored the pipe connections, connectors, tap, bleaching powder, etc. to use in disaster conditions. Get ready the instruments for immediate repair.

15 Form a Disaster Force / Team get the repairs done immediately in disaster and after disaster. 16 Keep information ready with; the Optional Water Resource and Disaster Arrangement In Disaster and after it 17 On getting advance information of disaster, please give attention on the following – a. Coop / bore well b. Water sources c. Pumping station d. Building at ground floor e. Mains of pumping and water purification machine 18 Will make ensure that the instructions about mass evacuation given by Deputy Commissioner / Distt Chairman/Distt Magistrate and Superintendent of Police are followed. 19 Arrange alter arrangement of water supply if water pollution, alkaline of water, etc. taken place. 20 Arrange the water tankers and arrange alternate arrangement of water supplies in disaster. 21 Get the water disaster plan prepared and ensure the same is workable at Transit Camps, Relief Camp, animal camps and affected villages. 22 Give proper protection to the pumps and motors if building is not safet. 23 If the water supplies demand is more or the repaired main tap (line) could not be separated, make the insecticide dose as 100 mg/liter and reduce the contact time to 1 hour. 24 Before connect the main water line and at the end of process of chlorination, take the samples for analysis to check chlorine deposits and presence of bacteria, if any. 25 Get repaired the damaged tubes.

26 Water disinsectification plant, pum ping station or if problems occurred in supplies system and the supplies system is required to be shut down for a while do the following –

a. Mix the appropriate percentage of chlorine in the water coming from this source, connects to the Visaran System or Khapat Place. b. See the source of abnormal water and seal the same and depute security guards of department and ensure that water is not drawn from this source. c. Make recovery of the drinking water disaster as per the “standards for potable water system”. d. Make special planning and measures for water disaster area.

Forest

Work-charge Officer: Divisional Forest Officer / Head, Distt Forest Deptt

Before Disaster 1 Along with the Departments (Basic System) and a Local Bodies, will get improved & renew, on quarterly basis, the disaster management plan, based on the HVRC analysis, available to deal with disaster. 2 Will provide the human resources to Deputy Commissioner / District Chairman / District Magistrate in the disaster prone District/Taluka/S ubdivision. Persons on leave will be called back if more manpower is required. 3 Which place is to be spared for animals for their fodder in disaster be kept decided/enrolled.

4 Will make sure that enough quantity of Wooden Bamboo and Wooden Khamba will get for the purpose of colonies of people and funeral purpose of deceased from disaster affected areas. 5 Ensure the additional plantation During Disaster and after it: 6 Keep all valuable instruments and tools safely in a cover and keep it in a room earmarked for it. 7 Give free access to the animals for their foddering / getting food on a few piece of forest land when the rainstorm water or water has been entered in the villages during disaster. 8 If a fodder is not available, allow to the same from woodland/forest. 9 Allow the local farmers to get the fodder at free of cost or give it at nominal price on humanity ground. 10 Make available wooden bamboo , khambas /shaft at cheap rate for rehabilitation work. Provide the same to all technical departments, if required by them. 11 Call back main employees who are on leave and ask them to re-join their duties back in Wards, Divisional/Sub divisional offices and Departments.

Public Works Department (PWD)

Work-charge Officer: Executive Engineer, PWD (Buildings & Roads)/ Head, District PWD

Before Disaster 1 Along with the Departments (Basic System) and a Local Bodies, will get improved & renew, on quarterly basis, the disaster management plan, based on the HVRC analysis, available to deal with disaster. 2 Will provide the human resources to Deputy Commissioner / District Chairman / District Magistrate in the disaster prone District/Taluka/Subdivision. Persons on leave will be called back if more manpower is required. 3 Ensure that the employees are available at work spot at District / Division / Subdivision to give services during disaster. Ensure that they are aware about that they must be available at above during the course of disaster. 4 Keep radio contact with Area / District State Emergency Operations Centre, Divisional commissioner, Distt Control centre and Divisional office.

5 Ensure that Work Discharge Officer, PWD (B&R) is aware of taking precautions before disaster, aware of methodology of finding out of safe routes & space. 6 Ensure that the Nodal Officers (Tech) are appointed and meetings are conducted with employees by them for review of process followed during disaster. 7 To protect the machines / instruments, inspect the precautionary measures taken and review it and give such instructions to employees 8 Inspect the vehicles. Load the fuel. Enclose the electrical wires / cables where ever necessary. 9 Get the heavy machines like “Front and Loaders” at expected disaster place and keep it there erected & safely. 10 For a free flow of water, make routinely the space below the pools. 11 Get all the roads repaired being utilized for rescue work. 12 Get inspected the Hospitals buildings, government departmental buildings by senior engineers and make a note (record) of unsafe building. 13 Prepare a apparatus kit for each division; includes –

a. Crosscut jigsaw b. Ax c. Power chain jigsaw d. Fuel e. Oil f. Edge file g. Chains and ranches to tight h. Chain rope and i. Box having shelves

14 By coordinating with Police and District Control Centre, get named the routes for the purpose of evacuation and relief after routes identification & marking. 15 Make priority list of ways to be made free. It will include especially the ways going towards hospitals and large roads. 16 With a aim to keep minimal crowd & obstruction free, make a plan for an alternate route & space. 17 By inspecting the old buildings, strengthen the unsafe buildings or to demolish as well give notice to the residents to displace from the same. In disaster and after it 18 To make the rods obstruction free and to send the employees and cleanliness workers for it, the responsibility is rest with Work Execution Officer, PWD (Buildings & Roads) in his area. Make it sure that the officer is aware of his / her responsibility. 19 Send the additional vehicles from HQ and ensure it that the same are available at an appropriate place. 20 On priority & give immediate attention for the repair work at disaster affected areas. 21 Make safe all the construction work in force, ropes, sand bags, etc. by enclosing it with tarpaulin. 22 Get ensured that the mechanical engineer has made test of all machineries and instruments on priority in district workshop. 23 If area is required to be vacated, in that case help the people by suggesting appropriate ways to exit/depart. 24 Construct the roads towards canal / bandhara from the end of villages or strengthen it if already constructed. If its height is raised, it will be convenient for the people that they will get the place at height. 25 According to needs of disaster, give the kits to work execution team. It shall include –

a. Vehicles for pulling b. Earth Moving Equipment c. Cranes, etc. 26 Place or Erect the sign boards on roads for guidance of vehicles drivers 27 Keep coordination between ZP and PWD. 28 To make the roads obstruction free or to make it free way, make association with local community forums and take their help. 29 Keep the rods free by filling hack & pits, by cutting grass, by burning garbage or by moving / removing the same, by cutting the unsafe trees, etc with the help of engineers and employees. 30 Get repaired the roads with the by maintenance engineers and their staff in disaster affected area which includes broken or unbroken roads, metaling of boarders of roads, etc. 31 Start the work of construction of temporary roads to ease the Rescue Camp, Transit Camps and Medical Services for disaster affected. 32 Start the temporary construction work, as per the directions of District Control Centre, for place for Rescue Work & Rescue Meal, Medical Facility, Animal camps and site operations centers. 33 Make entries in registers in District Office about work taken/completed towards damaging & repairing. Provide the same information to the District Control centre.

Electricity Supply

Work-charge Officer: Executive Engineer, EB/ Corporation / Electricity Department / Board -District level

Before Disaster 1 Along with the Departments (Basic System) and a Local Bodies, will get improved & renew, on quarterly basis, the disaster management plan, based on the HVRC analysis, available to deal with disaster. 2 Will provide the human resources to Deputy Commissioner / District Chairman / District Magistrate in the disaster prone District/Taluka/Subdivision. Persons on leave will be called back if more manpower is required. 3 Ensure that the employees are available at work spot as per IRS. 4 Keep radio contact with Area / District State Emergency Operations Centre, Divisional commissioner, Distt Control centre and Divisional office.

5 To protect the machines / instruments, inspect the precautionary measures taken and review it and give such instructions to employees 6 Save the Power Stations from disaster. Raise the height of guarding wall. Arrange the gunny bags. Keep pump erected / operational for pulling the accumulated water during Tsunami / storm In disaster and after it 7 On getting advance information, supply will be kept continued to the following will be ensured –

Transportation

Before Disaster 1 Along with the Departments (Basic System) and a Local Bodies, will get finer & renew, on quarterly basis, the disaster management plan in force, based on the HVRC analysis. 2 Will provide the human resources to Deputy Commissioner / District Chairman / District Magistrate. Persons on leave will be called back if more manpower is required. 3 Will ensure that the employees are posted & available in disaster affected areas during disaster. 4 Get prepared a list of items to be supplied by Food & Supplies Division in disaster. 5 Keep decided the place for “Disaster Response & Support Centre” for food, fuel and other commodities (sending, storing, etc). 6 Make an appointment of officers on the above centre. 7 Keep prepared the list of resources (available and necessary) 8 Keep watch on distribution of commodities/food grains through the Public Distribution Centre. 9 Prepare a list of Grain Wholesalers and Distributors in the district and out of district. 10 Make a list of petrol pumps, kerosene distributors and gas agencies, etc. 11 Make a list of Ware Houses of state and central both. 12 Contact with partners on District, State and Ground level all. 13 Keep coordination with Ware Houses about services to be provided. 14 Coordinate with Fire Safety 15 Make a list of Social Worker / Cadet in NGO, CBO, NCC, NSS, etc. suitable to work in Food Distribution and Disaster? 2. Local Self Government Institutes

Panchayati Rajya Sanstha (Block Level Institutes)

List of Advance Preparation (for Disaster)

1. Hold a meeting of Block/Village Disaster Management Committee with Managerial Officers.

2. Taking in view of capability/crisis, sensitivity, risk, capability analysis (HVRCA), with the active participation of all respective agencies prepare a Disaster Management Plan and get reviewed the same on each quarterly basis.

3. Extend help to set in motion or to make functional the Control Centre t Block / Village level.

4. Help to establish contact with all concerned participants agencies through Block Control Centre for exchange of information and to give caution notice (alert).

5. To give Effective Alertness notice, be in or contact with media as will as agencies at District and Block level.

6. Coordinate with all participants agencies in advance preparation program to deal with disaster or to work in disaster situation.

7. Check-out all resources regularly.

8. In the following in pre-disaster preparation, make sure that the Mass or Community is actively participating –

a. Risk Assessment ( which remedy / measures/remedy to be taken / adopted) b. Advance information system c. Life safety apparatus d. Resources and disaster kits, if required e. Evacuation plan and disaster roasters keeping f. Disaster information and communication arrangement g. 9. Prepare the List Risk at Block / Village level based on the following -

a. Public, age, gender, healthiness / fitness b. Livelihood, types, place c. Local economical system d. Agriculture and Fisheries e. Houses f. Basic or necessary arrangement g. Cultural wealth (books library, Museum, historical, monument, etc.)and local bodies

10. In the Block / Village, can quench ( to make an end ) the disaster in a following ways -

a. By bringing the process of quenching in basic development system b. By applying payment of money system c. By implementing the specific schemes for quenching d. By making pre-preparation e. Increasing capability f. Participation of community / people g. Training and Education h. Educating people i. By planning evacuation schemes j. By establishing organizations k. With the help of system of alertness

11. Form a DTF (Disaster Task Force) or a Team on Block / village level consist of 10 to 20 members. There should a Community Response Team also. The selection of persons for the above shall be based on the following –

a. Persons are young and trained b. CERT - There should be LR (ladies representative) in the CERT c. DTF – there should one member from Grampanchyat in it. d. Members should have thorough knowledge / information about area, lake and basic arrangements in the villages. e. They should not have gone far from villages for job/employment during day time f. Social work and Leadership should have their area of interest. 12. DTF and DS Teams should provide help to Depart (Basic System) to enable them to decide a suitable place for food grain, medicines, health staff, water, etc. 13. Conduct the meetings & seating with NGO, Youth Clubs, And Self Health Groups in the villages and distribute the work of relief, recovery and rehabilitation, etc. to them. 14. In disaster response, stress upon the following – a. Participation of community / people b. Timely search & rescue and evacuation c. Selection of places for residential purpose for the affected d. Distribution of food grains, water , medicines and fodders e. To remove sludge f. Shift the injured to hospitals g. Make arrangement for deceased and animals h. Sympathy about affected i. Help to search teams j. Wealth safety k. Giving information and prevention (stopping) from spreading false news l. Immediate assessment of damages occurred

15. For disaster recovery and rehabilitation –

Damage assessment shall be done as follows –

a. Exactly damage of the human, animals and its estimated cost b. Damage to Agriculture / farm and its estimated cost. c. Houses damaged or destroyed and its estimated cost d. Along with the wealth of Grampanchyat, the utilization of public construction and damage and its estimated cost. e. Financial loss average loss

With the help of Local community, NGOs and other participant’s agencies, the rehabilitation work shall be done in a following way –

a. Start back the schools as soon as possible and encourage the students to go to school b. For recovery of earlier normal days in the school, arrange various students activities in the school c. Make a plan to make the school safe. Arrange regularly the moc drill and make ready the school management / teachers & students for the un-foreseen disaster. Give appropriate advice / tips to the students.

To bring to earlier normal stage, the economical help is necessary to extend to the disaster affected people. PRI should work in the following region for rehabilitation –

a. artificial rehabilitation in disaster areas, extending necessary help in sowing & harvesting with the help of state government b. supply of free seeds & fertilizers to the farmers with the permission of respective departments c. make available for farmers the free farming tools with the help of banks and funding agencies d. Make help to disaster affected small trader/retailers and artists for their rehabilitation. e. Get readily available the small shades, necessary tools and loans at cheap rate for disaster affected people. Will make efforts to rehabilitation of animals also in disaster affected area. f. Make available another milking animal for affected farmers. Free fodders shall be supply for a period of 2 to 3 months. g. Provide medical to the animals to protect them from diseases.

Children & Women - Children’s and Women special care can be taken in a following ways –

a. By giving protection thee widows and orphaned children. By constructing shelter for them. By search of their relatives or by search of guardian for them b. For the long term rehabilitation of children and women; by giving special attention to their health, cleanliness and nutirous food for them. c. By starting kindergarten school as early as possible d. By starting vocational training centre for children and orphans for development of skill and by considering the district level programs for women a local level (to ease them)

 Start Anganwadi as soon as possible.  Establish vocational training centers to enhance the skills of children and orphans and ensure that programs for women at the district level are local level. The detailed information is given in Section 2 of the Handbook of Disaster Management and Development Mainstreaming Causes (Training Directory).

Urban Local Bodies

1. To convene meeting with Urban Local Bodies / Ward of Disaster Management Committee 2. Analyse difficulties, Sensitivity, Risk, Ability with reference to all concerned associates / partners by concentrating on Urban Local Bodies and preapare Disaster Management Plan and renew it on quarterly basis. 3. To understand the difficulties, Risk & High sensitivity of the City and extent assistance for providing safe and sound environment as per following - • To analyse properly owing to Peril, Risk and High-sensitivity. • All development activities are being done through DRR and therefore it is necessary to erect institutional mechanism of DRR and make this city as Disaster Management City Disaster Management, Authority Committee, prepare decentralised disaster management team of government management at all level and DRR can implement in School, Offices, Complex / Apartments. • Above can be done through collecting information, cautions about requisite information and for effective responses as well as to broadcast the related information, erecting the emergency operation centres. • Besides the houses / residences, secure basic arrangement and through enforceable techno- legal method. • To augment the specialised skills in all the associates / partners; like all general Life Safty Skills, Safe Construction Technology / method and management of deathly accident etc and • To create a forum to increase the participation of all associates / partners for effective disaster management.

4. For exclusive requirements of disaster management, Disaster Mitigation Plan where in under the utilisation of land plan, disaster risk reduction, basic arrangement plan and city development plan is included. Initiate the implementation. Likewise Urban Local Bodies have to work as follows - • Prepare as Plan and to implement it set up co-ordination methodology. (in consultation with Disaster Management Commitee and Executive Groups) • All partners / associates have to take actively participation in planning and implementation of Plan. • All probabilities have been considered in Disaster Management Scheme and ensure the roll and responsibility of each agency and associate / partners. Likewise; for each disaster, it will take into consider high sensitivity in different part of the city as per Plan • Enumerate clearly the roll and responsibilities of each agency during disaster management under each condition. • To include the disaster expulsion and diminution. • To include the procedure for increasing ability and preparation of groundwork. • To include the diminution procedure in development plan and project in the present scenario / situation. • To promote the plans / schemes in different areas (Health, Transport, Water crises/disaster etc) • To extent assistance for preparing community (ward) scheme / plan. • To extent assistance for preparing multiple crises management plan. In includes the information about terrorist attack, disturbing elements etc. This scheme / plan can be different and if so, should be matched with the important city disaster management plan. 5. To make mitigation remedy based on HVRCA and as per the disaster management plan. 6. Prior to monsoon, drain the muddy gutter in urban local body areas. 7. To ensure that the by-laws, town-planning etc is applicable to all buildings and basic construction phase in State / urban local bodies. 8. To work during disaster, co-ordinate with all associates / partners in prepation programme. 9. To ensure that local leaders should have clear understanding and awareness about to work during emergency / disaster. 10. To ensure that Local Government Employees and community should get training on disaster management regularly. 11. To keep proper synchronization between Fire and disaster safety services. These are very important services in Cities. For e.g. Building collapsed, after the train and vehicle accident, drowned out cases, falling of trees, earth-quake, flood, land-slides, cyclone, oil & chemical seepage etc. And for such incidents different skills or for relieving pain first aid services, distribution of food packets or mental support is very much essential part at all level of humanity. Similarly urban local body should have to ensure as per following -

• Fire / Fire Disaster security services are in order and well trained. • Analyse based on threat, high sensitize & risk and ensure this force should have moderate basic convenience. • If community and services have dis-satisfaction then to make it functioning one communicator is essential. • Requisite co-ordination should be there between different departments and agencies for effective services. 12. Another most important area of urban local body is Health (medical). It is understood that during any disaster / emergency first 72 hours are more crucial for life. For the urban local body is to ensure the following - • Regulation of management system for strong medical system and frightful accident. • To increase employees ability system in strong disaster medical response and deathful accident management. • Well managed, driven surgical teams, driven hospitals and heli-ambulance to remove the patients. • Hospital and high sensitivity with regard to other related sevices and • Services for disaster prevention facility 13. To prepare Control Room. 14. To receive cautions and to sent communicaton to all associates / partners though the medium of urban local body. 15. Assist to send caution intimation to media and all concerned. 16. To ensure the participation of all community during disaster management. 17. Make out a list of resources and renew it regularly. 18. To call upon all important personnel from vacation and inform about their roll and responsibilities. 19. Play an important role and search and rescue work. This is done with well plan urban search and rescue study. 20. Ensure safe place in each ward for comfortable clearance and relief. 21. To Prepare distribution relief list. 22. To prepare a plan of transportation, equipment and materials for disaster incident response. 23 To prepare a ward level team in consultation with concerned elected member and activate as and when need arise. 24. To promote /encourage Industry and businesss in cities for the following - • By abiding rules of trade, to improve the financial health of the community and to contribute the progress of the community. • Ensure by using the right techniques and there will not be negative impact on the environment. • Communication and transparency towards all partners, with accountability, financial, social and environmental consequences of business activities and • By promoting skills enhancement, knowledge management and capacity enhancement about management processes such as prevention, mitigation and preparedness to response and recovery, and safe construction of risk reduction, risk, hypersensitivity assessment for better plans, prediction capabilities.

25. Be aware of the need for disaster prevention and mitigation programs, to minimize the potential loss of development achievement, reduce the vulnerability of communities to natural and man- made disasters. When it comes to seeking help from the outside, local activists come to the disaster and spend their time helping those in need. These workers not only help in sheltering shelters, food and first aid discovery and liberation, but also help in preventing epidemic propagation, erecting basic systems and preventing further catastrophes and mitigation processes. Local people can handle any crisis better with the power and power they have. Empowering and encouraging these local activists, who are currently uneducated, is important in showing this. Nehru Youth Center Organization(NYKS), National Service Scheme (NSS), National Cadet Core (UNDP), Non-governmental organizations like the Red Cross and other community-based activists, Corporates, Trusts-religious trusts, other activitist in donar organisation have done a great job in the recovery and development of disaster response. In fact, these organizations create and promote activists. Local urban bodies can assist them as follows- • By creating an interface between government agencies, PRIJ, civil society classrooms / other networks and vulnerable communities, they can create opportunities for better and broader work. • By creating a system, more workers will be registered • In the response of the disaster, the workers will be continuously maintained in the organization with the best planning techniques. • To enhance the efficiency of the workers through well-planned programs. 26. Ensuring the functions of I.R.S. (Incident Response System) and E.S.F (Emergency Support system). 27. To run one Emergency Operation Centre. 28. Meeting of blocks, youth clubs, self-health groups in the block / village. They should distribute relief, recovery and rehabilitation work. 29.
