Regeneration Framework Masterplan 7.2 The Framework Masterplan defines a number of key linking regeneration Figure 10: Framework Masterplan corridors and a series of distinct, yet related, development areas. The Framework articulates the role of these corridors and development areas and the way in which together they will capitalise on the opportunities to deliver comprehensive urban renewal. The Framework Masterplan is illustrated in Figure 10. 7.3 The Framework comprises the following regeneration corridors which in most C cases also act as the interfaces between the principal development areas: 3 • Church Street - as it links eastwards from Preston city centre to London Road. Church Street acts as the thread binding the Horrocks Quarter into the historic core of Stoneygate and into the city centre. • Manchester Road (including Church Row) - a key north-south link between Cardinal Newman College and the residential communities around Queen Street to the city centre and the Bus Station, a key focus 2 for public transport. • Queen Street – as it leads from London Road through to Avenham and, via Cross Street, to the historic Winckley Square. -

Network Planning for Walking The future walking network has been derived through identifying those areas which would benefit from creating a sustainable link between trip origins and trip destinations within a reasonable walking distance of approximately 2km. Trip origins predominantly include densely populated residential areas and trip destinations include educational, employment and retail areas which are likely to attract a significant number of trips. As part of this process, funnel routes have been identified which incorporate the route which most pedestrians will follow to access a particular destination, however given the diverse nature of pedestrian movements, the routes do not extend into particular destinations since the route of each individual user will vary depending on their individual trip origin/end. In alignment with LCWIP guidance, Core Walking Zones have also been identified from identifying the area within each town which encompasses the greatest amount of trip attractors and therefore likely the generate the greatest levels of walking. The Four Core Walking Zones (CWZ) identified are: • Preston CWZ; • Lostock Hall CWZ; • Leyland CWZ; and • Chorley CWZ. 41 Central Lancashire Walking and Cycling Delivery Plan 5.1 Proposed Walking Routes 5.1.1 Preston Core Walking Zone Figure 5-1 Preston CWZ / Funnel Routes The Preston CWZ proposals will improve facilities for both pedestrians and cyclists alike, making it safer and easier to access Preston inner city centre, UCLAN, Cardinal Newman College, and transport hubs such as Preston Railway and Bus Stations. Measures predominantly involve pedestrian priority / informal streets, to improve the safety and accessibility of the town centre for pedestrians. -

The Carrying Trade and the First Railways in England, c1750-c1850 Carolyn Dougherty PhD University of York Railway Studies November 2018 Abstract Transport and economic historians generally consider the change from moving goods principally on roads, inland waterways and coastal ships to moving them principally on railways as inevitable, unproblematic, and the result of technological improvements. While the benefits of rail travel were so clear that most other modes of passenger transport disappeared once rail service was introduced, railway goods transport did not offer as obvious an improvement over the existing goods transport network, known as the carrying trade. Initially most railways were open to the carrying trade, but by the 1840s railway companies began to provide goods carriage and exclude carriers from their lines. The resulting conflict over how, and by whom, goods would be transported on railways, known as the carrying question, lasted more than a decade, and railway companies did not come to dominate domestic goods carriage until the 1850s. In this study I develop a fuller picture of the carrying trade than currently exists, highlighting its multimodal collaborative structure and setting it within the ‘sociable economy’ of late eighteenth- and early nineteenth-century England. I contrast this economy with the business model of joint-stock companies, including railway companies, and investigate responses to the business practices of these companies. I analyse the debate over railway company goods carriage, and identify changes in goods transport resulting from its introduction. Finally, I describe the development and outcome of the carrying question, showing that railway companies faced resistance to their attempts to control goods carriage on rail lines not only from the carrying trade but also from customers of goods transport, the government and the general public. -

A Walk around St. Leonard’s Parish Boundary, Penwortham. Background. Penwortham is one of the ancient parishes of Lancashire. Until the 17th century it comprised of the townships of Longton, Howick, Penwortham, Farington and Hutton. In the early medieval period it also comprised of Brindle. The earliest written record of a church at Penwortham dates from the 1140’s. Map courtesy of Alan Crosby from his book “Penwortham in the past” Middleforth the township (which acquired it’s name from the middle ford on the River Ribble) was gradually growing in the early first part of the 19th century and the Vicar of St. Mary’s Rev. W.E. Rawstorne decided that the time was right to build a chapel school. Middleforth Chapel School opened in 1861 in the village, situated on the corner of Leyland Road and Marshall’s Brow. In 1901 a prefabricated iron church was built next to the school. This was in use until the present church was opened in 1970. As St. Leonard’s Church in Middleforth grew further, it was soon able to manage its own affairs and in 1959 became a conventional district but still in the Parish of St. Mary, Penwortham. Further growth took place with Penwortham becoming part of the Central Lancashire New Town. It was therefore decided that St. Leonard’s could stand alone from St. Mary’s and a new benefice of the Parish of St. Leonard, Penwortham was established on 1 April 1972 by an Order in Council dated 1 March 1972. The area concerned was taken out of the ancient parish of St. -

Cardinal Newman College REPORT FROM THE INSPECTORATE 2000-01 THE FURTHER EDUCATION FUNDING COUNCIL THE FURTHER EDUCATION FUNDING COUNCIL The Further Education Funding Council (FEFC) has a legal duty to make sure further education in England is properly assessed. The FEFC’s inspectorate inspects and reports on each college of further education according to a four-year cycle. It also inspects other further education provision funded by the FEFC. In fulfilling its work programme, the inspectorate assesses and reports nationally on the curriculum, disseminates good practice and advises the FEFC’s quality assessment committee. College inspections are carried out in accordance with the framework and guidelines described in Council Circulars 97/12, 97/13 and 97/22. Inspections seek to validate the data and judgements provided by colleges in self-assessment reports. They involve full-time inspectors and registered part-time inspectors who have knowledge of, and experience in, the work they inspect. A member of the Council’s audit service works with inspectors in assessing aspects of governance and management.
