OF NCT OF DELHI Page 3 PROPOSED GOVERNMENT HOSPITAL (WITH MLCP ) BUILDING CONCEPTUAL PLAN AT HASTSAL,WEST DELHI Introduction General The Ministry of Environment, Forest and Climate Change has notified the Environmental Impact Assessment (EIA) Notification, 2006 under the provisions of the Environment (Protection) Act, 1986, which regulates development and their /modernization of 39 sectors/activities listed in the Schedule to the EIA Notification, 2006. As per notification, all the building construction projects/Area Development projects and Township Projects comes under schedule 8. All the Building construction Projects which have built up area ≥20000 m2 and <1, 50,000 m2 they come under schedule 8 (a) and Township/Area Development projects which have covering an area ≥50 ha and or built up area ≥ 1, 50,000 m² they come under schedule 8(b) and are required to obtain prior environmental clearance from State Environmental Impact Assessment Authority (SEIAA)/Expert appraisal Committee (MoEF&CC). For the scheduled category 8(a), application seeking prior environmental clearance shall be made in the prescribed Form 1, supplementary Form 1A and Conceptual Plan. The application shall be submitted in SEIAA. The project shall be screened and scrutinized by respective SEAC. Following the appraisal of the project to the satisfaction of the SEAC, Environmental Clearance shall be granted. Plot area of the Proposed Government Hospital is15,175.65 m² and total built up area 46,183.57m² thus it is required for the project proponent to obtain environmental clearance under EIA Notification, 2006 and its amendments from SEIAA/MoEF. Others approval required for the project will be Water Act, 1974 and Air Act, 1981. As per the Water Act, 1974 and Air Act, 1981, project proponent should obtain consent prior establishment and prior operation from respective state pollution control board. Other acts & rules applicable to the project includes following. Consent to Establish (NOC)
