TITLE: Investing in Canada Infrastructure Program - Gold Creek Reservoir

PURPOSE: To submit a grant funding application through the Investing in Canada Infrastructure Program – Rural and Northern Communities for the replacement of the Gold Creek dam, reservoir, and intake structure.
RECOMMENDED BY: Staff
THAT Council approve staff submitting an application for grant funding application for the Gold Creek Dam through the Investing in Canada Infrastructure Program – Rural and Northern Communities; and
THAT Council supports the project and commits to its share $585,390 of the project, as well as cost overruns.
BACKGROUND INFORMATION: The Gold Creek intake reservoir is located in the headwaters area approximately 10 km southeast of the Phillips Reservoir. The purpose of the intake reservoir and pipeline is to divert water from the upper Gold Creek watershed to the Phillips Reservoir that is the primary water storage source for the city. The water license for Gold Creek accounts for approximately 68% of the total City's total available licensed surface water. The dam at the intake and reservoir location is in significant disrepair, experiencing ongoing water piping through the structure, and having a spillway that is deteriorating and at a risk of failure. The spillway appears to have been raised in elevation from the existing concrete apron, thereby decreasing the freeboard and putting the structure at risk during flood events. The structure is being surveilled and monitoring on an increased frequency, especially during freshet where daily monitoring occurs at peak times.
The structure and intake are in need of complete replacement as the water sources is of critical value for the City. Currently this project is in the 5 Year Financial Plan in 2022 for $7 million. This estimate has since been updated to be approximately $5,853,900 for the purpose of the grant application. Should this grant application be successful we could potentially see the project begin in 2022 with 90% of the costs funded through the grant. The proposed project itself would see a new dam, intake, and spillway structure constructed, with additional storage of up to 100ML allow for improved storage capacity in the supply system for current needs, overall supply resiliency, and future growth demand.

BUDGETARY IMPACT: $585,390 plus any project overruns to be funded from Water Fund Accumulated Surplus.
