LiveWire Modernisation

Why ? • To maintain and improve residents participation in reading, learning and wellbeing programmes. • To respond to the 2016 residents survey on what they want for their library service • To stem the falling reading and learning numbers via traditional approaches LiveWire Modernisation Why ? To respond to Borough council requirements for :-

 A new model of delivering libraries, reading and learning for the future.  Directing resources to address inequality of opportunity and supporting vulnerable residents.  To deliver within a smaller more efficient financial envelope. Changes in Library Usage over the last 6 years

*Since these figures were shared with the Board, Library staff have confirmed there was a problem with the people counter for a short period which meant that the figure of 23,047 visits at Culcheth should read 29,364. 2015/16 Resident Survey

• Largest response we have had for any consultation with over 4,000 replies • Included existing users, lapsed users and non users • One to one interviews and surveys • Emailed to all library users and staff encouraged users to complete paper copies at every site

Community Asset Transfers There may be potential opportunities for

community organisations to manage the following facilities • Stockton Heath • Lymm • Penketh • Padgate • Culcheth This would be managed under Warrington Borough Council’s Community Asset Transfer process

• Culcheth – membership has dropped despite extra investment by LiveWire. Local residents consultation suggested using for wider community activities. LiveWire would continue to run outreach and support and invest in lending lockers for Culcheth. • Lymm – Children’s Centre & CAB no longer at site membership has dropped. Alternative outreach provision at community orgs in Lymm, and lending locker in other local venue. • Padgate – Numbers dropped drastically since school changed timetable and curriculum. LiveWire outreach and engagement and touring libraries etc. to operate from Padgate community centre on site. • Stockton Heath –Stockton Heath is the second most expensive stand-alone site to run with little room to host other services within the building. LiveWire will commit to a range of outreach activities and wider events and lending locker in SH. • Penketh – High number of community venues to operate from with lending locker and outreach and LiveWire services and Libraries on Tour delivered across Penketh.

Future Proofing

• Continue to develop integrated hub facilities at Orford Park and Woolston Hub • Develop additional integrated hubs in Great Sankey, Birchwood, and Broomfields • Develop smaller wellbeing hubs at Bewsey Dallam, Burtonwood, Town Centre & Westbrook. • Expand our lending offer to 17 locations at convenient times for customers use by introducing Lending Lockers across the town Future Proofing

• Introduce themed Libraries on Tour to LiveWire, community and other partner venues and complement events initiatives and campaigns • Expand outreach programmes to vulnerable and hard to reach groups at priority locations • Invest in and improve our digital offer to enable on line learning, outreach for a range of cultural and health improvement programmes. • Develop Centres of Excellence in each neighbourhood hub with improved reference library and cultural and heritage programmes Future Proofing Opening Hours 928 weekly

What else have we considered? Do nothing

• Keep all existing library sites open • Reduce the annual spend on books from £100,000 to £25,000 • Cease to employ the qualified Community Librarians • Cease all outreach and engagement, group sessions and events • Reduce the Bibliography Service by 2/3 • Reduce opening hours across the libraries as follows:- – Drop off and pick up only at Orford and Woolston Hubs – 9 hours opening across the stand-alone sites – No library service offer in Museum and Library Building – Minimal Service in new Town Centre facility

Keep Buildings, cut spend on books and activities – rapid decline in reading, visits and participation, down to an estimated 119k visits per year.

Future Proof – stem decline and increase participation through new ways of working to an estimated 742k visits per year.
