The human drive to better ourselves is nothing new. There is something very seductive about the idea of making ourselves stronger, fitter, more beautiful, more alert or more intelligent. For thousands of years humans have explored ways of doing these things. Physical and mental training, the use of stimulants and other mind-altering substances, even physical modification for cosmetic or religious purposes: all these have very ancient and culturally diverse roots. What is new today is the rapidly expanding range of possibilities for human enhancement that contemporary science now offers, as a direct result of our growing understanding of human physiology, biochemistry and cognition, and our increasing skill in manipulating these and other aspects of human life processes. At the same time, many of these developments potentially affect not just individ- ual human performance but also how our whole society functions, confronting us with difficult and thought-provoking ethical and social choices. This volume, based on a fascinating day of discussion between leading Dutch and British scientists in 2007, has a two-fold objective. The first is to give an over- view of some of the key directions in which modern science is pushing out the boundaries of what is possible in the field of human enhancement. The second is to flag up some of the obvious ethical and societal issues which will need fuller discussion over the next few years. Some of these debates have already begun. Concerns about how far it is per- missible to go in pursuing new scientific possibilities are most prominent in the extensive public and political debates over genomics. In education, debate is still at an early stage over the use of cognitive enhancers, although evidence suggests that the unofficial use of such drugs is rapidly increasing in some Western coun- tries. In sport, where the emphasis is on fair competition, a clear policy against the use of enhancing drugs has emerged, while the prolonged debate over whether 9 Lyn Parker disabled runners using ‘blades’ should be allowed to compete on equal terms with able-bodied athletes illustrates some of the dilemmas when potential enhance- ment is available only to some. Physical and sensory enhancement and the development of more seamless man/machine interfaces have obvious potential too, for example in improving our capacity to manage physical disability or in providing enhanced capabilities to meet specific physical or perceptual needs. While military applications are one obvious driver for research, there is a wide range of possible civilian applications as well. No discussion of human enhancement would be complete without some con- sideration of longevity. The question of the natural limits to human lifespan remains open, and the ethical and social implications of efforts to extend life fur- ther are complex. However it is already clear that, while an increasing number of people are living longer, many of them are spending their final years in poor health. Finding ways to increase the length of time for which we can expect a good quality of life is likely to be at least as important as the search for greater longevity. There is no doubt that the science of human enhancement offers exciting pos- sibilities whose full potential we are only beginning to realise. While the potential opportunities and benefits are obvious, so are the problems and risks. We can expect an increasingly lively public debate over how to ensure that scientific progress works to the overall advantage of both individuals and society at large, while meeting ethical standards. In the process, we will be forced to think harder about what defines us as human beings, and how far we really want to go in reshaping how we are. I hope that the discussions in this volume, bringing together the views of leading Dutch and British scientists in the field, will contribute to a better understanding of where current scientific research is heading, and to a better-informed debate about the ethical and societal implications. 10 Introduction by Leo Zonneveld, Huub Dijstelbloem and Danielle Ringoir ▶ The Editors Philosophically and culturally engaged intellectuals that are concerned by the present state of humankind traditionally form the professional elite who reflect on the human condition. They reconsider the hopes, dreams, weaknesses and sorrows of people that try to make the best of their lives. The scientific and tech- nological developments that can be gathered together under the common denom- inator of ‘human enhancement’ change all that. Not only do they open the door to a new group of experts to think about the human condition, most of all they make clear that this condition is not only a social, cultural or philosophical topic but a scientific topic as well. Who we are, who we can be and how we may reach that are no longer exclusive philosophical and existential questions: they have entered the science domain. Various technologies to improve our bodies and our life emerging from the fields of pharmacology, the neurosciences, biotechnology and man-machine interactions are being developed in laboratories. But they are also reaching differ- ent domains of application already. Contemporary societies adopt and transform technological innovations at an enormous speed. Berliner Arizona State University Executive Summary The U.S. has set as a national goal the narrowing of the achievement gap between lower income and middle-class students, and that between racial and ethnic groups. This is a key purpose of the No Child Left Behind act, which relies primarily on assessment to promote changes within schools to accomplish that goal. However, out-of-school factors (OSFs) play a powerful role in generating existing achievement gaps, and if these factors are not attended to with equal vigor, our national aspirations will be thwarted. This brief details six OSFs common among the poor that significantly affect the health and learning opportunities of children, and accordingly limit what schools can accomplish on their own: (1) low birth-weight and non-genetic prenatal influences on children; (2) inadequate medical, dental, and vision care, often a result of inadequate or no medical insurance; (3) food insecurity; (4) environmental pollutants; (5) family relations and family stress; and (6) neighborhood characteristics.

    Social Influence in Social Advertising: Evidence from Field Experiments EYTAN BAKSHYy, Facebook DEAN ECKLESy, Stanford University & Facebook RONG YAN, Facebook ITAMAR ROSENN, Facebook Social advertising uses information about consumers’ peers, including peer affiliations with a brand, prod- uct, organization, etc., to target ads and contextualize their display. This approach can increase ad efficacy for two main reasons: peers’ affiliations reflect unobserved consumer characteristics, which are correlated along the social network; and the inclusion of social cues (i.e., peers’ association with a brand) alongside ads affect responses via social influence processes. For these reasons, responses may be increased when multiple social signals are presented with ads, and when ads are affiliated with peers who are strong, rather than weak, ties. We conduct two very large field experiments that identify the effect of social cues on consumer responses to ads, measured in terms of ad clicks and the formation of connections with the advertised entity. In the first experiment, we randomize the number of social cues present in word-of-mouth advertising, and measure how responses increase as a function of the number of cues. The second experiment examines the effect of augmenting traditional ad units with a minimal social cue (i.e., displaying a peer’s affiliation below an ad in light grey text). On average, this cue causes significant increases in ad performance. Using a measurement of tie strength based on the total amount of communication between subjects and their peers, we show that these influence effects are greatest for strong ties. Our work has implications for ad optimization, user interface design, and central questions in social science research.

For the new study, scientists got 40 university students and four trained male rhesus monkeys to move a computer cursor with a joystick. As they were doing this, a second ‘distractor’ cursor partially matched their movements. Both humans and monkeys were asked to identify which computer cursor was being moved by them and responding to their intentions. In both cases, they were able to select the cursor they controlled at greater than chance levels.

    Nathan VAN CAMP Redesigning Life The emerging development of genetic enhancement technologies has recently become the focus of a public and philosophical debate between proponents and opponents of a liberal eugenics – that is, the use of Eugenics, Biopolitics, and the Challenge these technologies without any overall direction or governmental control. Inspired by Foucault’s, Agamben’s of the Techno-Human Condition and Esposito’s writings about biopower and biopolitics, Life Redesigning the author sees both positions as equally problematic, as both presuppose the existence of a stable, autonomous subject capable of making decisions concerning the future of human nature, while in the age of genetic technology the nature of this subjectivity shall be less an origin than an effect of such decisions. Bringing together a biopolitical critique of the way this controversial issue has been dealt with in liberal moral and political philosophy with a philosophical analysis of the nature of and the relation between life, politics, and technology, the author sets out to outline the contours of a more responsible engagement with genetic technologies based on the idea that technology is an intrinsic condition of humanity. Gregory Melleuish & Susanna Rizzo ABSTRACT: This paper contends that the role of a philosophy of history in the twenty first century is as a meta-discourse which explains and attempts to understand the role of history as part of human being-in-the-world. Such a philosophy of history will not, as in the past, take the form of a universal history. Instead it will take a phenomenological approach which seeks to explore the historical enterprise as a means through which human beings attempt to come to terms with the fact that, despite their craving for being, they live in a world which is marked by becoming. Change and its implications are at the core of any philosophy of history. History is an attempt to master change and to keep its somewhat frightening consequences under control. Humans both crave being and stability and appreciate that change is their constant companion. That is part of the tragic nature of human existence. Keywords: Philosophy of history; Becoming; Stability; Time; Change Philosophy of history is, in many ways, a curious enterprise. At its most basic level the craft of history is supremely empirical in nature, as its practitioners sift through the available evidence and piece together a plausible explanation of what occurred in the past. Whatever the more theoretical might think of such activity it is crucial if one is to have something resembling accurate history. While a few early chapters are historically organized, my goal in the historical chapters is to trace a developmental progression of thought that introduces basic philosophical methods and frames issues that remain relevant today. Later chapters are topically organized. These include philosophy of science and philosophy of mind, areas where philosophy has shown dramatic recent progress. This text concludes with four chapters on ethics, broadly construed. I cover traditional theories of right action in the third of these. Students are first invited first to think about what is good for themselves and their relationships in a chapter of love and happiness. Next a few meta-ethical issues are considered; namely, whether they are moral truths and if so what makes them so.

Its limits are redefined as industries evolve and explore new technologies. History has shown that campaigners for novel patents are likely to succeed, except where they meet persistent opposition from other interests groups.1 Human enhancing technologies may very well be the next field where the battle of patentability is fought. We define human enhancement as a modification aimed at improving individual human performance and brought about by science-based or technology-based interventions in the human body.2 Hence, in our analysis we use a broad concept of human enhancement, which may involve aspects of healing.
