SUBJECT SP18-0004, Akira Back Restaurant at Grandscape Waterfront Discuss and consider approving a proposed Site Plan for a 4,000-square-foot “Akira Back” restaurant within the Grandscape Waterfront Area. The project is located on an approximately 0.283-acre tract of land located at the southeastern corner of State Highway 121 and Grandscape Boulevard, within Planned Development 25 (PD-25), the Grandscape Planned Development Zoning District.

EXISTING CONDITION OF PROPERTY The property is currently undeveloped.

PRIOR ACTION/REVIEW (Council, Boards, Commissions) April 24, 2018 – The Planning and Zoning Commission will hear the Applicants request for Site Plan approval of a 4,000 square-foot “Akira Back” restaurant within the Grandscape Waterfront Area. The project is located on an approximately 0.283-acre tract of land located at the southeastern corner of State Highway 121 and Grandscape Boulevard, within Planned Development 25 (PD-25), the Grandscape Planned Development Zoning District.

DEVELOPMENT REVIEW COMMITTEE (DRC) REVIEW The Development Review Committee (DRC) finds that the Site Plan meets the requirements of the Appendix A, Zoning Ordinance, PD-25 and other applicable ordinances of the Code of Ordinances as outlined in the Staff Report.

ATTACHMENT 1 Staff Analysis Summary of Request The subject property is located within the Waterfront area of Grandscape (formerly known as “Grandscape Boardwalk”). The property is located within an area between State Highway 121 and Grandscape Boulevard and overlooking the existing water feature along State Highway 121.

The proposed Akira Back Restaurant at Grandscape Waterfront Area will be an upscale restaurant with bar service situated in an entertainment atmosphere. The design of this restaurant will be “closely integrated into the development experience, amenities, and overall aesthetic” of Grandscape. The building footprint will be approximately 4,000 square feet with a 2,500-quare- foot outdoor patio area for the first phase of the restaurant.

Akira Back is a world-renowned restaurant, with other locations in Las Vegas, Dubai, , , , , , , and .

Existing Condition of Property The subject property is currently undeveloped.

Platting Status The property is platted as Lot 5A, Block D, Grandscape Addition Phase II.

Land Use Analysis Planned Development 25 (PD-25) Zoning Ordinance permits Restaurant uses, “by-right.”

Infrastructure Improvements The City is not planning any specific public infrastructure improvements for this area. The parking, dumpster locations and infrastructure improvements were installed during prior phases of the overall development.

Circulation and Parking The site will be accessed through two (2) driveways along Grandscape Boulevard and one (1) driveway along Destination Drive. PD-25 Zoning Ordinance requires a Restaurant uses provide one (1) parking space for every 200 square feet of gross floor area. The applicant proposes to use twenty (20) parking spaces within the shared Waterfront parking area.

Landscaping 2

The proposed Landscape Plan reflects the planting of Alphonse Karr Bamboo and Tiny Fern Bamboo as perennials and Firepower Heavenly Bamboo as landscape shrubs. The proposed landscape plan meets the minimum ten (10%) landscaping requirements as stated in the PD-25 Ordinance.

Exterior Materials and Design The Building Elevation Plan reflects a building design that incorporates Longboard Simulated Wood Metal Panel, Decorative Brick, R-Panel Style Siding and Metal/Exposed Sofit. The materials presented are consistent with the Covenants, Conditions and Restrictions (CCR) within PD-25. The proposed building design and materials have been reviewed and accepted by the developer.
