Name of Proposed Project: Nisqually Transmission Line Relocation Project Abstract: Bonneville proposes to remove and reroute two parallel transmission lines that cross the Nisqually Indian Reservation in Thurston County, Washington. Bonneville’s easement across the Reservation for a portion of the Olympia-Grand Coulee line has expired. Though Bonneville has a perpetual easement for the Olympia-South Tacoma line across the Reservation, the Tribe has asked Bonneville to remove both lines so the Tribe can eventually develop the land for its community. The land fronts State Route 510 and is across the highway from the Tribe’s Red Wind Casino. In addition, the Tribe would like Bonneville to remove the two lines from a parcel next to the Reservation that Fort Lewis owns. The Tribe is working with Fort Lewis to obtain this parcel, which also has frontage on SR 510. Bonneville is proposing to remove the portions of these lines on the Reservation and on the Fort-owned parcel and rebuild them south of SR 510 on Fort Lewis property. Fort Lewis is willing to have these lines on their federal property, in exchange for other in-holdings currently owned by Thurston County that the Tribe would purchase and turn over to Fort Lewis.

    MAJOR GENERAL TIMOTHY J. LOWENBERG The Adjutant General, Washington Major General Timothy J. Lowenberg was appointed Adjutant General of the State of Washington on 13 September 1999. As the Adjutant General, he is commander of all Washington Army and Air National Guard forces and Director of the State’s Emergency Management and Enhanced 911 programs. General Lowenberg also serves as Homeland Security Advisor to the Governor of Washington and as State Administrative Agent for all United States Department of Homeland Security grants awarded to Washington’s state, local, tribal and non-profit agencies and organizations. In addition, he serves as Chair of Homeland Defense and Homeland Security of the Adjutants General Association of the United States; Chair of the Governors Homeland Security Advisors Council (National Governors Association Center for Best Practices); Chair of the Governor’s Domestic Security Sub-committee; and Chair of the Governor's 2010 Winter Olympics Task Force Security Committee. From 2005 through 2008, he served as a founding Tri-Chair of the National Homeland Security Consortium - a coalition of more than two-dozen public and private sector national associations. General Lowenberg is a distinguished graduate of the Air Force Reserve Officer Training Corps. He was commissioned in 1968 concurrent with award of a Bachelor of Arts degree in Political Science from the University of Iowa.     What’s in a Name? John Swan and Swan Creek Park By Claire Keller-Scholz Art, Culture, & Heritage Administrator for Metro Parks Tacoma Park History On the border between southeast Tacoma and the Puyallup Tribal Reservation is a 373 acre park named for the creek that runs through it. Swan Creek Park is going through the midst of a Master Plan update process this year, and the public had questions about the origins of the name. Most of the written history of the park focuses in the 1930s and ‘40s, when the city built housing for war workers in the greenspace along the south east edge of Tacoma. The Salishan neighborhood extended into what is now Swan Creek Park, with 1,600 units of housing built by 1943. The houses were never intended to be permanent residences, and in the mid- 1950s many of them were pulled down. But how did the creek get its name? A rumor recently emerged that the park was named for an “Indian Agent” who interned Native Americans during the 1850s Treaty Wars. There was a man named John Swan who was put in charge of Fox Island when it was used to confine non-combatant native peoples during the period in question, but he was not the man for whom the park is named. Research indicates that Swan Creek was named for John and Jane Swan, Puyallup tribal members who lived nearby the land feature in the 1890s. [Author’s note: since this article was first published, it has come to the author’s attention that there is an additional source of the name “Swan Creek”.

Purpose – Answer the following three RFIs in support of Defense Advisory Committee on Women in the Services’ upcoming March 2018 Meeting a. What financial and/or manpower support do the Department/Services provide to various museums/memorials/education centers? b. Please specify dollar and full time employee (FTE) support by name of museum/memorial/education center and location. c. Please specify how supporting these museums/memorials/education centers contributes to your Department/Service’s Mission. 2. Background – As of 01 December, 2016, the Army organized its museums under the Army Museum Enterprise (AME), which was established by Army Directive (AD) 2016- 39. The AME is a management construct for managing Army Museums and is headquartered by Museums Directorate (MD) within the U.S. Army Center of Military History. The AME is composed of the following types of activities: a. Museums - Museums are appropriated fund entities organized on a permanent basis that use a professional staff, possess and manage historical artifacts and art, exhibit artifacts and historical materials, educate Soldiers and visitors on a regular basis, and meet the requirements of Army Regulation (AR) 870-20 and this interim policy. b. Training Support Facilities (TSFs) - TSFs are designed for the preservation and storage of obsolete, prototype, experimental, first production, and field-modified materiel (current technology) for military purposes. TSFs are exclusively for training Soldiers and supporting research and development, and therefore are not open to the public. c. Historical Collections - Historical collections are collections of artifacts and art that serve as repositories of technology and material culture and are maintained for research and the education and training of Army Soldiers and Civilians.
